1 February 23, 2009 Coming Events: Your input is requested in the search for the new Police Chief The Police Commission is currently engaged in a search for candidates for the next Chief of the San Francisco Police Department and is about to retain an executive search firm to assist in that effort. The Commission will be conducting a series of special "Town Hall" style community meetings to receive suggestions and comments regarding the Commission's search for Police Chief candidates. The meetings currently scheduled are as follows: Monday, February 23, 2009, Richmond Recreation Center, th Avenue, (Richmond District) 6 p.m. - 8 p.m. Tuesday, February 24, 2009, Southeast Community Center, 1800 Oakdale Avenue, Alex Pitcher Community Room, 6 p.m. - 8 p.m. The Commission will hold its usual monthly community meeting on Wednesday, February 25th, 2009, St. Mary's Cathedral Center, 1111 Gough Street, beginning at 6 p.m. A special invitation has been extended to members of San Francisco faith based communities to attend. 2 Mayor Newsom s Trees for Tomorrow Program will plant 25,000 trees by Arbor Day Fun-filled Arbor Day Activities will include a reforestation effort in which volunteers will plant 300 trees, and a Green Resource Fair. You must register between 12:00pm and 1:30 pm If you have questions, or would like more information please call (415) ARRESTS OF INTEREST: February 22, 2009-Warrant Arrest, Resisting Officers-8:50pm-800 Blk of Jamestown-CN# : Members of the Tactical Unit received information from other officers regarding a wanted individual. Officers responded to the location and saw a vehicle pull away. Believing this was the suspect they were looking for they pulled the vehicle over, only to find another subject driving. Officers released the driver and responded back to the original location where they found the suspect. Officers took the wanted suspect into custody, without incident. February 21, 2009-Possession of Methamphetamine for sale, Narcotics Paraphernalia-1:11am- Bayshore/Cortland-CN# : Officer Borghesani and Officer Rodriguez were in the area of Bayshore and Courtland when they saw a vehicle make an illegal u-turn in the middle of the street. Officers pulled the vehicle over and spoke with the driver, who also had an outstanding warrant for his arrest. Officers conducted a search and found suspected Crystal meth and numerous pills of Kadian. Officers placed the driver under arrest and towed his car. February 21, 2009-Grand Theft Auto, Conspiracy-5:10pm-1500 blk of Bayshore- CN# : 2

3 Officer McArthur and Officer Borgen responded to a call regarding a truck that had been stolen off of a lot. Officers spoke with the victim who stated that he had parked the truck inside of a lot and went inside. After a while he came out to the lot and saw a suspect drive off in the truck. Members of the plainclothes team responded and located the truck and the suspect. The victim was able to positively identify the suspect that officers had placed under arrest. February 20, 2009 Possession of Methamphetamine for Sales, Illegal Possession of Firearms, Warrant Arrest 1000 Blk Ingerson Members of the Ceasefire Team located a wanted suspect on the 1000-Block of Ingerson. Follow-up investigation revealed the suspect to be in possession of methamphetamine, heroin and two firearms. Suspect booked at Bayview Station. INCIDENTS OF INTEREST: February 23, 2009-Shots fired-2:52am-1400 blk of Innes-CN# : Officer Fong and Officer Kavanagh responded to the 1400 blk of Innes regarding a possible shooting. Headquarters advised that the Shotspotter System had picked up numerous shots fired in that area. Officers on scene recovered numerous casings in the area. No victims or suspects were located. February 21, 2009-Shooting into a house-12:40pm-northridge road-cn# : Members of Bayview s housing team responded to Northridge Road regarding a shooting. Officers met with the victim who showed officers a bullet hole in her upstairs bedroom window. The victim stated that she did not hear any shots and did not know who may have done this. No one was injured during the shooting. No suspects were located. February 20, 2009-Aggravated Assault w/other weapon, Terrorist Threats-6:30pm-400 blk of Mansell- CN# : Police Service Aid Luk, took a report regarding two suspects that sprayed pepper spray at a victim and threatened to kill her, after a high school basketball game. The suspects then fled the area. Officers arrived on scene regarding another fight in the area, but did not locate the suspects with the pepper spray. The officers did locate another victim of the pepper spray, but that victim refused medical treatment and left the scene. No suspects were located. No one else was injured during the incidents. February 19, 2009-Theft from a person-4:00pm-bayshore/blanken-cn# : A citizen came into Bayview Station to report that a suspect had taken her backpack when she fell asleep on a MUNI bus. The victim stated that her id, paystub, check card and miscellaneous papers were taken. The victim was not injured during the theft. The suspect was not located. 3

February 21, :00pm-100 blk of Topeka-CN# : Entry made through a living room back window. Loss was a pack of soda s. February 20, :30pm-1100 blk of Palou-CN# : Entry made through a front door and window. Loss was money, shoes and video cameras. February 20, :00pm-Commer Court-CN# : Entry made through a front iron bars on a kitchen window. Loss was a flat screen t.v. February 20, :30pm-300 blk of Rhode Island-CN# : Entry made through a broken window of a school. You must register between 12:00pm and 1:30 pm If you have questions, or would like more information please call (415) ARRESTS OF INTEREST: February 24, 2009-Robbery w/force, Resisting, Delaying Peace Officers, Probation Violation-10:40pm- CN# : Officers Cabuntala and Cummins were on patrol when they were flagged down by a victim of a robbery, who was currently chasing the suspect. Officers chased the suspect on foot and by car. Officer Cummins caught up to the suspect, who pushed Officer Cummins to the ground in an attempt to get away. Officer Cabuntala, along with a citizen was able to place the suspect in handcuffs after a struggle. 7

8 The suspect was placed under arrest and transported to Bayview Station. No one was seriously hurt during the incident. February 24, Theft from unlocked car, Stolen Property, Conspiracy-11:25am-1500 blk of Griffith- CN# : Officer Buchanan and Training Officer Mcguire responded to Griffith and Thomas regarding a car being stripped by a several suspects. Numerous officers responded to the scene and detained the suspects. Officers found items of evidence linking the suspects to the crime and placed the suspects into custody without incident. Officers located the registered owner of the car, who responded to the scene. February 23, 2009-Possession of Cocaine for sale, Probation Violation, Loitering-7:45pm-1700 blk of Newcomb-CN# : Members of Bayview s plainclothes team were in the area of the 1700 block of Newcomb when they saw a known subject crouching between vehicles, attempting to hide from police. Officers watched as the suspect placed an unknown object in the under carriage area of the truck the suspect was next to. Officers detained the suspect and searched the truck with negative results. A canine unit responded to the scene and located suspected narcotics in the truck. The suspect was placed under arrest and transported to Bayview Station. February 24, 2009-Terrorist Threats, Vandalism to a car, Resisting Police-8:23pm-3000 blk of San Bruno Ave-CN# : Officers Pheng and Misaghi responded to San Bruno Avenue regarding a fight. The officers located two subjects, in a verbal fight and attempted to detain them. One of the subjects began to resist the officers, while yelling and screaming obscenities. The officers struggled with the suspect for a few minutes before getting him into handcuffs and placing him in a patrol car. The subject then kicked at the patrol car window until the window came loose. Officers called for a wagon to transport the suspect to Bayview Station for booking. BURGLARY INCIDENTS: February 24, :30am-Oceola Lane-CN# : Entry made through a front door. Loss was money. February 24, :00pm-1600 blk of Palou-CN# : Unknown entry. SF Chronicle Program Director Willie Brown Academy Garden Program 2055 Silver Avenue San Francisco, CA (510) ARRESTS OF INTEREST: February 26, Aggravated Assault w/weapon-6:15pm-oakdale/griffith-cn# : Officer Kornegay and Training Officer Singh responded to Navy Rd regarding a fight. Officers spoke with the victim who stated the she got off the bus and was approached by a person that she knows and has fought with in the past. The subject pushed the victim, knocked her to the ground and kicked her. The suspect s sister joined the fight pulling the victim s hair. A citizen broke up the fight and the suspects left the area. The victim was not seriously injured and refused medical treatment. Officers located the suspects and placed them into custody without incident. February 25, 2009-Possession of Stolen Property-1:20pm-100 blk of Dakota-CN# : Members of Bayview s housing team were in the area of 25th and Connecticut regarding a burglary in progress. The reporting party stated that there were two subjects that had stolen the refrigerator out of a unit. As officers were speaking with the reportee, the suspects drove past them in a truck with the stolen refrigerator in it. Officers stopped the truck and placed the driver into custody. February 24, 2009-Traffic Violation, Refusal to sign ticket-5:25pm-3rd/la Conte-CN# : Sgt. Seim, of the Muni division, was in the area of 3rd and LeConte when he observed an individual who was talking on the phone, jaywalking and causing traffic problems. Sgt. Seim spoke with the person and wrote out a citation for him. The subject refused to sign the citation and was placed under arrest and transported to CJ9 for booking. INCIDENTS OF INTEREST: February 26, 2009-Robbery w/force-6:55pm-felton/cambridge-cn# : 12

13 Officers Yick and Foss responded to Felton St., regarding a robbery. Officers met with two victims who stated that they were walking down the street when an unknown person came up behind them and pushed one of them to the ground. The suspects took the victim s purse and ran down the street. Neither victim was injured during the incident. The suspects were not located. Officers did find the victim s purse, which was missing a few items. Officers also spoke to a citizen who stated that he saw the incident and observed a vehicle drive away from the scene. Officers did not locate the car. February 26, 2009-Aggravated Assault w/gun-9:50pm-dukes Ct-CN# : Officer Fong and Officer Kavanagh responded to Innes Ave regarding a possible shooting. Headquarters advised that the Shotspotter system had picked up numerous shots in that area. Officers recovered spent casings in the area, but no victims, suspects or weapons were found. February 26, 2009-Carjacking w/knife, Aggravated Assault w/knife-3:40pm-2400 Jennings St- CN# : Officer Kornegay and Training Officer Singh responded to Fitzgerald Ave regarding a carjacking. Officer Pashby spoke with the victim who stated that she was sleeping inside of her car when two subjects approached and brandished a knife. The suspects told the victim to get out of the car. The victim attempted to drive the car away and was stabbed by the suspect who had entered the back seat. The victim jumped out of the car, while one of the two suspects took the wheel and continued down the road. A medic responded and transported the victim to the hospital. Officers found the vehicle, unoccupied, a short time later. Suspects were not located. February 25, 2009-Robbery, w/gun-7:40pm-carr/paul Ave-CN# : Officer Kornegay and Officer Singh responded to Carr St regarding an armed robbery. Officers met with the victim who stated that he was on the street when two subjects in a car, jumped out with gun in hand. One of the suspects approached the victim and told him to give him his money. The victim gave the suspect his phone, money and currency from China. The suspects fled the area in the car. The victim was not injured during the incident. February 24, 2009-Robbery w/gun-10:50pm-16th/deharo-cn# : Officers Guzman and Alvarenga responded to DeHaro and 16th regarding an attempted robbery with a gun. The officers spoke with the victim who stated that he was walking down the street when a suspect walked in front of him, pointed a gun at him and told him to give him his money. The victim told the suspect that he did not have any money and that he would not give him money anyway. The victim then began to walk backwards, away from the suspect. The victim turned and ran down the street, while the suspect ran the opposite way. The victim was not injured during the incident. Officers searched for the suspect, to no avail. 14 Entry made through a front window that was broken. Loss was two laptop computers. February 25, :30am-1800 blk of 25th St-CN# : Entry made through a front door. Loss was two t.v. s, a stereo, and an electric dryer. February 25, :05pm-1200 blk of 16th St-CN# : Entry made through a restaurant front door. Loss was a tip jar with money in it.
