1 City of Duncanville TO: FROM: Mayor and City Council Kevin Hugman, City Manager DATE: June 15, 2018 SUBJECT: Weekly Update Police Department the May monthly report concerning use of force incidents, vehicle pursuits, complaints filed against officers, and police community engagements is attached. Also attached is the monthly crime report for May 2018 compared to previous month, and May 2018 YTD comparison to same period of We continue our recruiting efforts with Sgt. Chris Fries speaking to three (3) Cedar Valley Police Academy classes this week. In addition, Sgt. Adrian Tijerina, on active duty with the National Guard in Africa, has been promoting interest in the Duncanville Police Department among his fellow soldiers. Through his efforts, we will co-administer the civil service entrance exam with those who have signed up to take the exam here in Duncanville, to eight (8) interested soldiers on Saturday, June 23. Sgt. Tijerina will proctor the exam there simultaneously with it being administered here. Notes on recent successes: June 10; aggravated robbery through good police work and technological tools available, patrol officers and detectives were able to clear an aggravated robbery within a day of the offense. During the offense, four suspects took the victim s vehicle after they threatened the victim with a handgun. The victim was uninjured in the offense, the victim s car was recovered, and at least one suspect was placed in jail. (PD NOTE: Citizens should be very careful whom they allow into their vehicles. These suspects asked for a ride, which was given, but subsequently threatened the driver, who escaped the vehicle and fled.) June 11; robbery with assault a patrol officer responded to a strong-armed robbery (a theft in which the suspect injures someone in an attempt to maintain the stolen property) in the 400 block of W. Camp Wisdom Road. A store clerk sustained several cuts on one of his arms in his attempt to prevent the theft. A good description of the vehicle in which the suspect fled was immediately provided. 2 Page 2 of 7 Cedar Ridge Drive, resulting in the arrest of two people and the recovery of $80.30 of laundry detergent, t-shirts, socks, and a laundry basket being recovered and returned to the store from which they were stolen. An interview of the suspect enabled detectives to clear several other recent, similar offenses within the city. June 12; vehicle break-in after two male suspects attempted to break into a vehicle on Gaynor Avenue and fled on foot with a homeowner in chase, responding patrol officers were able to locate and apprehend both suspects after a short foot pursuit. Two handguns were also located in the area through which the suspects fled. June 12; stolen vehicle A patrol sergeant attempted to stop a pick-up truck for a traffic violation, but the driver refused to stop for nearly a half mile. Once the truck stopped, good investigatory work by the sergeant resulted in the recovery of the truck which had been reported stolen out of Dallas (the truck had an erroneous license plate attached to it at the time of the stop to prevent law enforcement from readily knowing the vehicle was stolen by checking the license plate). Drug paraphernalia was also found within the vehicle. The stop resulted in several citations for the paraphernalia, one arrest for the unauthorized use of a vehicle, and the recovery of that vehicle. June 12; felony theft after several recent felony thefts from individuals in the 900 block of Wellington Drive in recent weeks regarding victims (sellers) attempting to meet up with buyers, detectives worked diligently to identify suspects and stop these crimes. While victims had a difficult time positively identifying suspect(s), other similar offenses continued to be reported. Detectives got a break in these cases and coordinated an effort to make a buy themselves. In doing so, one suspect was arrested for two previously reported offenses in which apps or websites such as Offer Up, Facebook and Letgo, were used as a ruse to carry out these offenses. No victims were hurt during any of the offenses. Detectives have also gained information which may lead to other arrests pursuant to these offenses. (PD NOTE: Citizens are encouraged to complete transactions arranged through secondary market apps and websites in the police station parking lot. A Safe Exchange has been established in the parking lot of the police station at 203 E. Wheatland Road. This area is well lit, in front of the police station, and digitally recorded. If another party refuses to make this type of transaction at the Safe Exchange beware. Remember, you do not know these people. Don t put yourself at risk.) Fire Department The Department has not had any major fire or EMS events in Duncanville this week. The Fire Prevention division will install smoke alarms in District 3 on Saturday June 16, 2018.

3 Page 3 of 7 Regional Emergency Management Coordinator Tonya Hunter reviewed the Incident Action Plan for the Juneteenth Celebration and the 4 th of July Celebration with the EOC team during this month s Emergency Operations Center (EOC) training. We continue to improve our Incident Action Plans through after-action reports and team discussions of lessons learned following each major event. This helps us provide a better and safer experience to our citizens and visitors. Public Works Water usage was MG the week of June 4 through June 10, down from MG the prior week. The daily peak water demand occurred on Sunday, June 10, when MG was used. There was 1.50 inches of precipitation that week. Dallas County did not report any positive West Nile traps this week. There will be no Planning and Zoning Commission meeting on Monday, June 11, 2018, due to no agenda items. Construction Update: The concrete construction crew constructed 1,004 square feet of sidewalk at 314, 318, 322, and 326 West Fain Street. Crews also constructed a step and sidewalk at the Police Department sally port and a new sidewalk between the existing sidewalk and new parking lot at the Police Station. Work on the FY18 Water Improvements project being performed by LaBanda Contractors is complete and paperwork is being processed for project close-out. Parks and Recreation Parks: Parks Superintendent and Keep Duncanville Beautiful board liaison Timothy Hamilton and KDB Board member Liz Smith attended the annual Keep Texas Beautiful conference in Georgetown earlier this week. Keep Duncanville Beautiful earned the Gold Star award, the highest affiliate standing available, for their ongoing efforts to educate our citizens and support the beautification of our community.

4 Page 4 of 7 Parks maintenance staff was busy this week with preparations in Armstrong Park for the Juneteenth event on Saturday. Recreation: Staff was busy with preparations for the Juneteenth event to be held this Saturday, June 16 from 5:00p - 9:00p at Armstrong Park. VIP passes were previously delivered to State Senator Royce West, State Representative Yvonne Davis, and Dallas County Commissioner John Wiley Price, but we have not received word if they will attend. Fieldhouse: The Fieldhouse entryway stamped overlay concrete project is nearing completion and the new pole sign has been installed at the corner of S. Main and US 67 service road. Installation of entryway monument signage and building signage will begin next Tuesday, June 19. This coming week we have: o Big Time Hoops Father s Day Tournament - Saturday 10:00a to 5:00p & Sunday 9:00a to 5:00p; (5) courts; o Fieldhouse Feeder Men s League - Sunday 6:00p to 9:00p (3) courts Economic Development ED staff is providing support and working on the following projects: Met with two of the HOT Fund grant applicants to discuss their applications and answer questions.
