1 December 1, 2009 Well the Inspectors have arrived at Southern Station. They immediately jumped into action, taking charge of a serious shooting that occurred under the freeway on 4th St Sunday night. We will have some bumps on the road as all the kinks get ironed out but this new aspect of investigations should be a plus. Lt. Steve Balma, who has worked here at Southern and in the Inspectors Bureau, is in charge of the Station Investigations Team. The communications between the Inspectors and Officers on patrol should improve immensely, resulting in better service to the community. The South Beach DNC is looking into organizing a neighborhood patrol similar to that in the Castro District. If this works out, other areas of the District may benefit with this type of activity. I will also be meeting with a Community Advisory Board made up from residents of the District. Hence the community will have more input and information sharing with the Police Department. Community Meeting The next Southern Station Community Meeting is TBD. Arrest Log Sunday 11/08/09 2:30am 21 Columbia Square: Officers Yick, Canning, and Reyes were working a plain clothes detail for auto burglary suppression. While driving by Columbia Square the observed a large branch had fallen on a vehicle crushing the roof and a man directing traffic away from the vehicle. They drove around the block to return and check the damage when they heard a radio dispatch of an auto burglary in progress at the same location. They returned and found a witness who said the man directing traffic away from the car had smashed out the passenger window and ransacked the car and truck. Officers Gunter and Tack located the suspect a block away and detained him. The suspect was identified by the witness and placed under arrest. A search of the suspect found burglary tools, several baggies of methamphetamine, and items stolen from the vehicle. He was booked at County Jail and burglary and drug charges. Sunday 11/08/09 7am 6th and Harrison Streets: Officer Holder was on patrol when he received an alert from his stolen car camera system on a vehicle in front of him. He called for assistance and with several other Officers made a felony car stop and placed the driver and passenger under arrest. A search 1

2 of the vehicle found over 7 grams of methamphetamine in the glove box. The driver said he had no knowledge the car was stolen or the drugs were in the vehicle. He said someone loaned him the car. He did have a No Bail warrant out of Contra Costa County for burglary. The passenger said he had no knowledge the car was stolen or know anything about the drugs in the glove box. He is currently on felony probation for a methamphetamine offense. Driver and passenger were booked at County Jail for drug and theft offenses. Sunday 11/08/09 1pm Gough and Haight Streets: Officers Cunningham and O Keefe responded to a report of a man holding a bat and threatening children. On arrival they observed the suspect with the bat. He ran when he saw the Officers. The Officers chased him with Officer Cunningham carrying the ERIW a shotgun that uses less lethal beanbags to subdue armed suspects. When the Officers caught the suspect he began to shout Shoot me, Shoot me. The suspect dropped the bat and was taken into custody without use of the ERIW. The Officers determined that the suspect fit the criteria for a mental health detention since he was such a danger to both himself and others. He was transported to Psychiatric Emergency Services at SF General Hospital. On arrival there he immediately recognized it and said Oh, I ve been here before Monday 11/09/09 8am 6th and Mission: Officer Holder was on patrol when he observed a vehicle in front of him which had been reported stolen and was on the hotsheet. He also noticed that the rear passenger window was broken out and a tshirt covering the hole in the window. He made a traffic stop and took the driver into custody. The 35 yr old female driver of the car said a friend had lent her the car and she didn t know it was stolen. The arrested driver had never been issued a drivers license. Monday 11/09/09 10am 7th and Market Streets: Officers Garcia-Morales and Pon were on patrol when they observed a female exchange cash for pills from a man on the corner. They detained both parties. The female has a court ordered stay away order from the area and was in possession of marijuana. The male said he sold some Diazapam pills that had been prescribed to him to the female for $6. They were both arrested and booked at County Jail. Wednesday 11/11/09 9:30pm 6th Street at Minna Alley: Officers Hernandez and Rodarte were on patrol when they noticed a group of young males hanging out on the corner. They recognized several of them as associates of a local gang known as The 6th Street Hustle Boys. As the Officers approached the group 2 men quickly walked away. The Officers continued walking in their direction and they took off running, one of them throwing a fanny pack under a car. The Officers detained the man who threw the fanny pack and went back to recover it. On their way to recover it, they saw the other person who had run pick up the fanny pack and take off. They detained him also. They searched the fanny pack and found a fully loaded revolver. Both men were arrested for possession of the loaded handgun and the first man who had discarded it was also booked for being a felon in possession of a firearm. 2

3 Thursday 11/12/09 12 Noon 50 Tehama: Officers Perez and Constantine were on bicycle patrol when they were flagged down by a man who said he was robbed by a couple who fled in a vehicle. The Officers found the described suspects on foot a few blocks away and detained them. They transported the victim to the location where the suspects were and they were positively identified. The stolen property was recovered from the suspects along with some methamphetamine. They were booked for robbery and drug charges at County Jail. Thursday 11/12/09 11:30 am 45 6th St: Officers Bandoni and Balmy were on foot patrol in the area when they observed a hand to hand drug transaction. The detained the two suspects. The seller was on felony probation and had warrants for his arrest. He was arrested and searched and the Officers found Ecstasy and assorted prescription pills in his pockets. He was booked on narcotics charges and his warrants. Monday 11/16/09 10:00 am #1 6th St :Officers Hodge and Altorfer were on foot patrol at 6th and Market streets when they observed a pickup truck parked and idling in a red zone with 2 occupants. They observed the driver was very nervous. The Officers asked the driver for his license. The driver had a invalid license and was currently on felony probation for one offense and on State Parole for another. He had a warrantless search condition as a condition of his probation. The Officers removed the driver from the vehicle and searched it. They discovered several baggies of suspected methamphetamine, a scale, and several tablets of prescription drugs not in the driver s name. The suspect was arrested and booked for possession of narcotics for sales. Monday 11/16/09 6:30pm 75 Dore: Officers Auyoung, Arnswald, and Day responded to report of a robbery in the area. They contact the 70 year old victim who said a female had pulled out a knife, chased him into the street and demanded his money, ripping or cutting it out of his jacket pocket. The victim was then entering his apartment building when he told a neighbor what had happened and what the suspect looked like. The neighbor said he saw that female run into the building and go into someone s apartment. The Officers contacted the resident of the apartment where the suspect fled. The suspect was in the apartment. The victim identified her and she was arrested. The stolen money was found in the suspects bra and underwear and the knife in her pocket. She was booked at County Jail on armed robbery charges. Monday 11/16/09 7:15pm Avenue H Treasure Island: Officer Stokes and Petuya were dispatched to the Job Corp program on Treasure Island on a report of a robbery. On arrival they spoke with the victim who said he was in the Mini-Market and found a purse on a chair. He said he opened the purse to see if he could identify the owner and found a loaded handgun and Job Corp Id in the purse. He said he took the purse intending to drive it over to the SF Police Substation on the Island. He said while walking to his car 3

4 he was accosted by a man and a woman who accused him of stealing the purse. The suspects were accompanied by a Job Corp security guard. The victim said there was a gun in the purse and he was taking it to the police. The male suspect punched the victim and the two suspects began running. The Security guard pursued them. The suspects ran into an abandoned building then quickly returned with the now empty purse. They said there was no gun but ran because there was marijuana in the purse. A search of the immediate found the discarded fully loaded Sig Sauer P229 Automatic Pistol that had been reported stolen in Woodland CA in June. The suspects were booked for robbery and weapons charges. Monday 11/16/09 10:15pm 500 Block of Minna St: Officers Payne, Rosaia, Betrand, and Bozin along with Sgt Frazer responded to a report of a stabbing. The victim had told the 911 dispatcher that she and her son were locked in a bedroom of their apartment and a man had stabbed her and was standing outside the bedroom door shouting that he was going to kill her. The Officers entered the apartment and found a blood covered man outside the bedroom door and took him into custody. The woman said she told the suspect, her boyfriend of 6 years, that she was breaking up with him. He proceeded to tear up the apartment and tell the victim that he was going to kill her and then kill himself. Then he stabbed her. He was booked at County Jail on attempted murder charges. Tuesday 11/17/09 11:50pm Leavenworth and Eddy Streets: Officer Gunther and Pedroza were on patrol when the made a traffic stop on a vehicle with no taillights. They contacted the driver who presented a California drivers license. They did a check on the license and the birth date printed on the license did not match the DMV birth date. They placed the driver under arrest. The driver then admitted his true name and that he was on parole and wanted on a no bail parole violation. The female passenger said she was also on parole. The Officers conducted a parole search of the vehicle and found a large amount of controlled substances and contraband narcotics including Vicodine, Adderal, Cocaine, and Ecstasy. Both driver and passenger were booked on multiple charges of transporting narcotics for sale and possession of narcotics for sales along with parole holds. Wednesday 11/18/09 4am Jones and McAllister: Sgt Christ was on patrol when he observed a vehicle drive through a red light. He made a traffic stop and contacted the driver. The driver gave his license to Sgt Christ. Sgt Christ discovered that the license had been suspended for DUI and the driver had a warrant for his arrest. He placed the driver under arrest. Officer Bertrand arrived on the scene and inventoried the contents of the vehicle prior to towing it. In the vehicle he found a handgun loaded with 12 round 4

5 magazine and 2 extra loaded 10 round magazines. The driver was booked at County Jail and his vehicle impounded. Thursday 11/19/09 12:50 am Unit block of Stillman: Officers Forneris and Madrid were working a plainclothes detail to curb auto burglaries. They observed a man walking on Stillman St looking in parked cars and trying the doors. They observed him stop at a Toyota pickup truck and try to pry open the window with a piece of metal. Failing in that, he picked up a rock and threw it through the window. The Officers moved in and arrested the suspect inside the vehicle. He was booked at County Jail. Thursday 11/19/09 12:45pm 1100 Market St : Officers Pon and Garcia-Morales were on patrol at 7th and Market streets when they observed a man selling pills to passerby from several different pill bottles. They detained the man who it turned out was on felony probation for possession of narcotics. They searched him and found him in possession of several prescription pill bottles in his name, the names of others, and some with the labels scraped off. The Officers were able to identify the pills in the bottles by their manufacturer s stamps and numbers. They were for the most part Schedule II Narcotics and included hundreds of pills of Vicodin, Methodone, Valium, Codiene, Xanax and oddly enough Viagra. He was booked at County Jail for possession of narcotics for sales and his money seized as evidence. Thursday 11/19/09 3:40pm 55 4th St.:Officers Constantine and Perez were dispatched to the Marriot Hotel to meet with the Security Director. The Director had recognized from a SF District Attorney Wanted Bulletin a man wanted for multiple frauds against San Francisco and Peninsula area hotels and also defrauding Stanford University. When the Officers arrived the security director pointed out the wanted man and they took him into custody. He was booked on his several warrants and the outside agencies notified. Thursday 11/19/09 5pm 150 6th St: Officers Kane and Elias were working a plainclothes detail on 6th St when they observed a subject they knew had a recently issued warrant for his arrest. After confirming the warrant with the Central Warrants Bureau they took the subject into custody and booked him for his $50,000 arrest warrant for sales of narcotics. Friday 11/20/09 11:30 am 7th and Market Streets: Officers Garcia-Morales and Cabuntala were in plainclothes and on foot patrol in the area when they observed a female subject with shopping bags attempting to sell items to passerby. They contacted her and observed in the bag several items of women s underwear with Victoria Secret labels and the price tags still attached. The female said the items were left over party favors from a party she hosted a few days before. The Officers know that the Victoria s Secret store on Powell St is often the victim of Snatch and Run thefts. They contacted the store and the manager informed the Officers that they were the victim of a theft of similar items 2 days earlier. The manager said she could identify the thieves from that particular theft. The manager of the store was transported to 7th and Market Streets where she positively identified the female trying to sell the 5

6 items as the person who grabbed the merchandise and ran 2 days earlier. The suspect was arrested and booked at County Jail for burglary, theft, and outstanding warrants. Case Follow-ups On 11/03/08 a man was arrested at Market and S. Van Ness Streets for Hit and Run, Driving Under the Influence Drugs, Assault on a Police Officer and Felony Vandalism. After a long delay due to the defendant filing discovery motions for the personnel records of the arresting officers, a preliminary hearing was held on Oct 19, The Judge held the suspect to answer the charges and a trial is scheduled for Feb 5, The suspect has been free on bail since 11/8/08. On 11/11/08 a man robbed a woman waiting for a bus at 8th and Market Streets. He asked her for spare change and when she gave it to him he punched her in the face and took her wallet and ran. The suspect then ran into a liquor store and grabbed $20 from a customer s hand. When they Officers arrived in the area 3 or 4 people were chasing this suspect. The Officers took him into custody. The defendant was not able to make bail and remained in custody during several procedural delays. On 11/09/09 he pled guilty and was sentenced to 2 years in State Prison. On 12/11/08 Southern Station Officers along with the Tactical Unit arrested a man in an apartment building on the 1000 block of Mission St. He was arrested for accosting his ex wife on the sidewalk in front of the building, forcing her at gunpoint back to her apartment, holding her and her 3 children at gunpoint against their will, threatening to kill them, and actually firing the gun during the ordeal. He has been in custody since then in lieu of $1,000,000 bail. A preliminary hearing is scheduled for 12/15/09 on numerous felony charges that could lead to a sentence of over 100 years in prison. On 1/24/09 a Southern Station Officer Choi took a robbery report from the Champs store at Westfield Mall on Market St. A store employee said she observed a man walk into the store grab a brown hooded sweatshirt that said Champs Sports still on a hanger and walk right out of the store without paying. She said she walked out of the store after him and asked if he planned on paying for the sweatshirt. The man turned around and viciously punched her twice in the face, knocking her to the ground and fled. She gave an excellent description of the suspect. The Officer returned to Southern Station to do a follow-up on the case and noticed a man in the prisoner holding area that fit the exact description of his robbery suspect. He was also wearing a brown hooded sweatshirt that said Champs Sports on it. He had just been arrested for another unrelated offense and Officers were trying to identify him. Officer Choi contacted the victim who came to 6

7 Southern Station and positively identified the suspect. He has been in custody since then and pled guilty on 11/23/09 to one count of robbery. He will be sentenced on 12/9/09. On 2/2/09 a man was beaten with at can of food by a violent parolee at 7th and Market Streets. The case was recently adjudicated with the parolee receiving 264 days in County Jail, 3 years probation, a stay away order for the area and restitution to the victim. On 3/11/09 Officers arrested 3 homeless individuals on Mission Street near Mary Alley. They were in a makeshift homeless encampment that encroached on the private property of a local business and also partially blocked the sidewalk. These individuals were a chronic neighborhood nuisance and had been warned and cited numerous times for their encampment and anti-social behavior. They had refused all offers of City assistance regarding housing and substance abuse treatment. They were arrested for numerous violations of Lodging Without Permission, Maintaining a Public Nuisance and Possession of Narcotics Paraphernalia. All charges were recently dismissed since the District Attorney s Office declined to file the charges in Municipal Court. On 3/18/09 Officers arrested a man for breaking into his girlfriend s house, hitting her, and stealing some of her property. The Officers arrested the man on multiple burglary and assault charges. The victim related numerous prior unreported assaults and also cases of mutual combat during a stormy 2 year relationship. The charges against the boyfriend were recently dropped due to lack of evidence and the non-cooperation of the parties involved. 14 Cell phone 911: How does 911 work on cell phones in San Francisco? If you are on surface streets in San Francisco and dial 911, your call will be answered by the San Francisco Department of Emergency Management Services. Once the San Francisco Department of Emergency Management Services determines what emergency services are needed, they will then route your 911 call to the San Francisco Police Department or the San Francisco Fire Department, including ambulance service. If you are on a freeway in San Francisco and dial 911, your call will be answered by either by the San Francisco Department of Emergency Management Services or the California Highway Patrol Dispatch Center. Regardless, your 911 call will be routed to the proper emergency agency, the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
