1 ROSEVILLE POLICE DEPARTMENT Items recovered on a routine traffic stop. (See CN for more details). August Monthly Summary On the following pages, we highlight a few of the more notable cases along with statistical information. We also will highlight various ways we are connecting with the community and how volunteers play a role in policing. 2 1. PATROL INCIDENT SUMMARIES Warrant Arrest Date: Time: 2226 Location: Super America; 2295 Rice Street CN: Officer Vang had just cleared a call in the area when he observed a vehicle in the Super America parking lot that matched the description of a vehicle Roseville Police had an alert out on for Felony 4 th Degree Criminal Sexual Conduct. Officer Vang knew Officer Dickens was also in the area and alerted him to the vehicle. A few minutes later the vehicle left the parking lot and began driving south on Rice Street. Officer Vang confirmed the vehicle and suspect were still wanted by Roseville Police. He also knew Detective Baker had made multiple attempts to make contact with the suspect and that it appeared the suspect knew he was wanted for committing a crime. Officers eventually conducted a traffic stop of the vehicle and arrested the suspect without incident. One adult male from Roseville was arrested for Felony 4 th Degree Criminal Sexual Conduct. Intoxicated Person Date: Time: 0040 Location: 1900 Block of Rice Street CN: Officers were dispatched to the area on a report of a pedestrian who was hit by a vehicle. Upon arrival, Officer Ehnstrom learned the female victim had actually jumped out of a moving vehicle. Officer Ehnstrom spoke with a male and female who were friends of the victim. They stated she had called them to meet her at the bar. They noticed she was heavily intoxicated and tried to convince her to leave. Once they got her in the vehicle, she stated she wanted to go back and began playing with the door and eventually she was able to open the door and jump. They stated the vehicle was traveling approximately 20mph at the time. One female from White Bear Lake was transported to the hospital for treatment. Disorderly Conduct Date: Time: 1523 Location: Rosedale; 1595 Hwy 36 CN: Officer Swanson was dispatched to the mall regarding an incident that had just occurred. Upon arrival, he spoke with the victim who stated she was at the mall with her sister, mother and her 2-year-old son. They were at a business when she observed a male and female whom she is familiar with approaching. She has had an on-going dispute with this male and female. The male approached her and threated to spit on her son. She stepped in front of her son to protect him and the male threw his slushies at her. She subsequently slipped and fell on the ground and the suspects left. The store employee witnessed the incident and agreed the victim s statement was accurate. The victim signed a citizen s arrest and gave information on both suspects. Officer Swanson contacted the suspect male via phone. The suspect admitted to being at the mall and admitted to an on-going dispute regarding statements that have been made on social media. He stated the victim s mother had thrown her pop at him and that is why he threw the slushies at them. The female suspect was with him and spoke with Officer Swanson as well; she stated the victim s mother had tried to throw a pop at her so she threw it back at them. The female refused to identify herself, the male refused to give an address, and they hung up. Officer Swanson reviewed the security camera footage, which shows the suspects approach the victims in a threatening manner and eventually throwing the slushies at the victim. One adult male and one adult female from St. Paul were cited for Disorderly Conduct. Recovered Stolen Gun Date: Time: 0005 Location: I35W & Cleveland CN: Officer Weber was on routine patrol when he ran the plates on a vehicle and learned the registered owner had a revoked license. He observed the driver of the vehicle matched the description of the Page 1

3 registered owner. He performed a routine traffic stop. The driver claimed he did not know his license was revoked. The driver provided an expired insurance card for a different vehicle. Officer Weber contacted the insurance company and learned there was no coverage on this vehicle. The driver was being very evasive and not answering questions about who owned the vehicle or how long he had possession of the vehicle. The driver began to sweat and his hands started to shake. Officer Chang arrived as Officer Weber learned the driver had two prior convictions for no insurance. Officers took the driver into custody without incident. During an inventory search of the vehicle, Officer Chang located a fully loaded handgun wedged between the driver s seat and the center console, the grip of the gun was within inches of the driver. Officer Chang determined the gun was stolen out of Ramsey, MN. Also located in the vehicle was a locked pouch containing a scale, white powdery substance, baggie with two pills of OxyContin, baggies containing Xanax bars, a baggie with five homemade capsule containing unknown white powder, baggie containing methamphetamine, and multiple empty baggies. The driver initially denied knowledge of the handgun but when asked if his DNA would be found on the gun he ultimately admitted to handling the gun. Eventually, he told Officer Weber who gave him the gun. He denied any knowledge of the narcotics. One adult male from Lino Lakes was arrested for Felony Receiving Stolen Property and GM Possess a Pistol without a Permit. Recovered Stolen Vehicle Date: Time: 1701 Location: 2605 Fairview Avenue CN: Officer Lopez was on routine patrol when his attention was drawn to a vehicle parked in the lot. There was a male outside the vehicle yelling at a female in the driver s seat. When the male observed Officer Lopez he quickly got in the passenger seat of the vehicle and the vehicle drove away at a high rate of speed before the male could even shut his door. Officer Lopez was able to obtain a plate number, which came back as a stolen vehicle. He radioed other officers as to the location of travel and description of the vehicle. Officer Lopez caught up to the vehicle and observed it travel into another parking lot. Officer Lopez knew this lot had only one entrance/exit and the vehicle would have no way out. He located the vehicle at the far end of the lot. Other officers arrived to assist in taking the suspects into custody. The male suspect became very upset as officers were handcuffing him and escorting him to the squad. He eventually calmed down but refused to answer any questions. The female suspect stated she did not know the vehicle was stolen and the male had been in possession of the vehicle for about two weeks. She said she was driving because the male does not have a license. One adult female from Minneapolis was arrested for Felony Possession of Stolen Property. One adult male from Minneapolis was arrested for Felony DOC warrant. Detective Ganley later learned the vehicle had been stolen at gunpoint in St. Paul and the suspect male we arrested matched the description of the suspect in the armed robbery. Case was forwarded to St. Paul Police. Recovered Stolen Vehicle / Narcotics Date: Time: 1022 Location: 2900 Block of Mildred Drive CN: Officer Johnson responded to a call of a two people who appeared to be passed out inside a running vehicle in front of the complainant s home. Officer Johnson arrived and spoke with the complainant who thought the two were on drugs and they were in and out of consciousness. Officer Johnson ran the license plate on the Mercury Marquis, which came back to a Ford Escape. He radioed for back up as he suspected he had a stolen vehicle. Officer Holtmeier arrived and they approached the vehicle. They Page 2

4 observed a male in the driver s seat and a female in the passenger seat. Both were sleeping and had what appeared to be multiple needle marks. Officer Holtmeier woke the driver and had him exit the vehicle. He patted him down and located a stack of credit cards and IDs in his front pocket along with a baggie containing a rock of methamphetamine. He stated that a friend had given him the car and he found the credit cards and IDs inside the car. He stated he had taken speed, meth and H. Medics checked him out and he refused transport to a hospital. Officer Chau arrived and ran the VIN of the Mercury, which came back stolen, and he learned the plates on the vehicle had been reported stolen as well. Officer Holtmeier woke up the female passenger and had her exit the vehicle. She had difficulty focusing on questions and was constantly moving her legs, arms and head in an unusual manner. She admitted she used meth the previous day, and that she had methamphetamine, heroin and marijuana in her purse. Officer Holtmeier recovered 9.2 grams of meth, three syringes (one was loaded with a white substance), a small amount of marijuana and miscellaneous drug paraphernalia items in her purse. Officers searched the vehicle and located a knife, two digital scales, small plastic baggies, mail, drug paraphernalia, a police baton, a white skull mask, numerous vehicle keys from all brands, and methamphetamine. Officers contacted Buffalo Police and learned the stolen plates were from their city and they had located the plates for the stolen Mercury along with a wallet belonging to the female suspect. One adult male from Mounds View was arrested for multiple warrants, 5 th Degree Violation of Controlled Substance Law, Felony Possession of Stolen Vehicle, and Felony Identity Theft. One adult female from Minneapolis was arrested for 5 th Degree Violation of Controlled Substance Law. Flee Police in Motor Vehicle Date: Time: 0125 Location: Radisson parking lot; 2540 Cleveland Ave. CN: Officer Christensen was in the Radisson parking lot recovering a stolen vehicle when he observed a black Honda Accord driving at a very high rate of speed through the parking lot. It appeared the driver of the Honda had been surprised by the presence of a squad car. Officer Weber was in the area and responded to assist in stopping the vehicle. Officer Weber ran the plate and learned the registered owner had a Felony warrant for theft. He followed the vehicle as it increased speed to about 45mph on Co Rd B2 over 35W. Officer Weber continued to pursue the vehicle as it increased its speed to approximately 75mph. The vehicle slowed for a turn and Officer Weber was able to catch up to him and perform a PIT maneuver, which made the vehicle stop. The vehicle contained a male driver and female passenger. Both parties were removed from the vehicle without incident. The female stated they were in Roseville to return items to Victoria Secret (note it was after 1am and the mall was closed). She stated she had no idea officers were behind them and she thought the driver was having a heart attack. She was found to have.6 grams methamphetamine and two loaded syringes in her purse. The male stated he knew he had outstanding warrants, that there were needles in the car and that he had AIDS. He said he fled because he was scared and he panicked. One adult male from Coon Rapids was arrested for Felony Flee Police in Motor Vehicle and his Felony Warrants. One adult female from Anoka was arrested for 5 th Degree Violation of Controlled Substance Law. Page 3

5 2. INVESTIGATIONS CN Shots Fired: On 8/16/18 at 0322, officers were dispatched to the 3000 block of Woodbridge St. on multiple shots fired. There were several 911 callers. Officers later determined the shots were coming from the area of 3076 Woodbridge St. While arriving in the area, officers heard additional gun shots and located a male party, who they were familiar with, walking on foot. He told officers he heard fireworks and was just looking for his dogs. The male was ultimately booked for felony reckless discharge of a firearm. Multiple officers and detectives were called to the scene to execute a search warrant. Eight weapons, ammunition, drugs, and drug paraphernalia were seized from the residence and garage, which was turned into a makeshift residence. Code enforcement was also called to the scene to assess the filthy living conditions. Search Warrants: Det. Lowther authored a search warrant for a known DNA sample from a juvenile identified in a string of burglaries. Det. Lowther collected the sample from the juvenile who is currently in custody Officer Korsmo authored a search warrant to draw blood on a DWI suspect. The drunk driver had a blood alcohol content of Det. Kim authored a search warrant for TCF surveillance video regarding a credit card fraud. The victim s house was burglarized while she was home and her purse was stolen. Her cards were then used at Target Det. Ganley authored a search warrant for a home on the 2500 block of Lexington Ave. reference a weapons/threats of violence call. Detectives searched the residence and located a weapon and miscellaneous items related to narcotics Det. Ganley authored a search warrant for the home and garage on the 3000 block of Woodbridge St. reference a shots fired call. See above for additional details. Page 4

STATISTICS This chart represents the adult arrests and their reported addresses for felony, gross misdemeanor, and misdemeanor crimes this month. *Ramsey and Hennepin County statistics do not include St. Paul and Minneapolis arrests. This table represents the cases each member of the Detectives Unit was assigned during the month. This table shows selected calls for service the Roseville Police Department responded to during the month. It is not inclusive of all calls for service. 7 4. COMMUNITY INVOLVEMENT Lieutenant Scheider, Officer Chau, CSO Walker, and CSO Tee were special guests at Ramsey County Library. We look forward to the curious questions ( and sometimes random statements) from the kids. Family Night Out at Central Park. This year s party may have had the largest attendance as cars seemed to be parked deeper into the surrounding neighborhoods. We estimate over 700 attended the event (based on giving away 725 ice cream treats). Target Corporation provided volunteers and a grant to help support the night. This year, we added an additional bounce house provided by Grace Church and an extra mini-carnival organized by the Roseville Police Explorers. Night to Unite - There were over 85 block parties officially registered for this year s Night to Unite. Roseville Police officers and staff were able to attend roughly 60 of the registered parties. The department looks forward to these two back-to-back events each year, as they both are great at promoting community and public safety. Sergeant Engh and Officer Chau joined with Maplewood PD to support the Special Olympics at the Roseville Dunkin Donuts. Chief Mathwig, Sergeant Pitzl and Officer Cox participated in a community meeting organized by a block captain to discuss recent burglaries and motor vehicle theft that occurred in their neighborhood. Approximately 70 residents attended the meeting at City Hall. 5. VOLUNTEERS Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We also have a steady stream of student interns who are helping us out by running errands for investigations, assisting with paperwork for administration, analyzing statistical data and so much more value of volunteer time in MN is $26.40 per hour. That is a value of $00, this month alone! Reserves and Park Patrol are actual hours. Interns is an estimate of hours. Page 6

8 6. TRAINING The Roseville Police Department strives to have the highest trained officers and staff possible. Each month our Officers and Staff attend countless hours of training on a variety of subjects.
