She was screaming at the top of her lungs, and her screams sounded like someone in pain. When I phoned from my apartment, I couldn't see her, only hear her. I thought she was being beaten up, but when I went downstairs to wait for the officers, the woman was alone. It seemed the "beating" I heard was only the woman herself, beating on car hoods. The officer I spoke with downstairs on Union Street is Officer Fitzpatrick. I told her I would write you with my name, and identify myself as the person who phoned in; hence this . Your officers did as good a job as humanly possibly in very difficult circumstances. There were four officers in all, two policewomen and two policemen. No harsh words were spoken. No threats were made (except from the screaming woman to the police). They asked her many times if she felt that she wanted to hurt herself or anyone else. Fire and Rescue also came. She was gently placed on a gurney and taken to hospital. She was an African American woman about 35 years old. She appeared to be about 5'7" and was strong-- not frail-- in appearance. When I arrived, the officers were holding her on the ground and speaking to her. She was screaming at the officers, some of it obscene, some of it racial, some of it nonsensical. She said she had been homeless for 10 years. I didn't recognize her from the neighborhood or from our dinners. I was told later by the police that she was probably on meth. Now she is gone. An unknown suspect forced open the garage door and stole bicycles. Officers responded to an alarm call. When they arrived, they found the suspect in the building. The suspect had pried open the office door to gain entry. The victim arrived at work and saw an unknown suspect standing inside of the office. The victim confronted the suspect and the suspect fled the scene. An unknown suspect entered the victim s apartment and stole his cell phone. It is unknown how the suspect gained entry to the apartment. An unknown suspect rammed the storage door with his shoulder, but was unsuccessful in getting in. A witness yelled at the suspect and the suspect fled the scene. Two unknown suspects pried open the front door and pried into the change machine and stole money. The victim opened the blinds to her bedroom and discovered the bedroom window screen bent. The bedroom window was locked and the suspect was not able to make entry. Two unknown suspects forced open the storage unit and stole property. An unknown suspect shattered the glass door and stole property. An unknown suspect stole keys from the lockbox and entered the restaurant. The suspect stole property and fled the scene. An unknown suspect forced open the rear door and stole property. An unknown suspect pried open the garage side door and stole property. The victim was working in the hallway and went inside the apartment to use the restroom, leaving the door open. As the victim exited the restroom, an unknown suspect entered the apartment and grabbed a duffel bag. The suspect then fled the scene. An unknown suspect entered the victim s apartment and stole property. It is unknown how the suspect gained entry to the apartment. An unknown suspect shattered the glass door and stole property. An unknown suspect entered the apartment through the unlocked door while the victim was sleeping and stole property. An unknown suspect pried open the front door of the apartment building. An employee asked the suspect to leave, but he refused. The suspect slapped the employee in the face and they both got into a physical fight. When they were separated, the employee went to call the police and the suspect threw an object at him, striking him in the back of the head. The suspect tried to flee, but a patron grabbed him to prevent him from escaping and a struggle ensued. Officers arrived and the fight stopped. Patrons and the victims positively identified the suspect. Arrest made. The suspect was screaming towards the victims, but the victims ignored him. The suspect then spat at one of the victims. The victim confronted the suspect. The suspect then pulled out a knife and waved it around. The victims backed away and the suspect eventually walked away from them. The victims saw officers and flagged them down. Arrest made. The suspect hit the victim in the chest area with a hammer as he walked by. The suspect then fled the scene. A second victim was sleeping in a doorway when he was approached by the same suspect. The suspect swung the hammer at the second victim, hitting him in the arm. The suspect then fled the scene. Officers in the Tenderloin saw a suspect matching the description and detained him. The victims positively identified the suspect. Arrest made. The suspect was not a guest of the hotel and was asked to leave. The suspect threw coffee at the victim. The suspect was then escorted out of the hotel. As she was leaving, she struck the victim with a metal chain wrapped around her wrist. Arrest made. The victim was sitting at the bus stop when an unknown suspect sat next to him. The suspect grabbed the victim s cane and struck him with it multiple times. The suspect then punched the victim multiple times. The suspect then fled the scene. The suspect approached the victim and struck him with a buckle causing the victim to fall. The suspect walked into the intersection and struck three vehicles with the belt causing damaged. Officers located the suspect in a store yelling and throwing things around. Arrest made. Robbery Robbery Robbery is the taking of property from another by using force or by using fear. 7/23 1:00am Robbery, With Force 400 BLK of Geary 7/23 11:00pm Robbery, Attempt, With Force 500 BLK of Kearny Two unknown suspects were in a vehicle following the victim. The suspects tried to engage in a conversation with the victim, but the victim did not want to speak with them. The victim ran into a building, but was followed by one of the suspects. The suspect wrestled the victim and stole his property. The suspects then fled the scene. Five unknown suspects surrounded the victim and grabbed his headphones and cell phone. The victim struggled with the suspects for his items. The suspects kicked and punched the victim multiple times. The victim yelled for help and the suspects fled the scene.

The victim grabbed the suspect and demanded his phone back. The suspect punched the victim in the face several times. The victim let go of the suspect and the suspect fled the scene. The victim held on to the cell phone, but the force of the suspect pulling the cell phone caused the victim to fall forward. The victim then hit a light pole which caused him to drop the phone. The suspect picked up the cell phone and fled the scene. An unknown suspect hit the victim in the back of the head and he fell to the ground. The suspect then went through the victim s pockets and stole his property. The suspect entered the store and stole merchandise. An employee confronted the suspect. The suspect screamed and yelled. The employee backed away and tried to take a picture of the suspect. The suspect hit the employee in the arm and knocked the cell phone out of her hand. The suspect fled the scene, but was followed by security who pointed her out to the officers. Arrest made. An unknown suspect entered the store and stole merchandise. As the suspect walked towards the exit, he pulled out a syringe and threatened to stab the employee near the exit if confronted. The suspect then fled the scene. Four unknown suspects entered the store and stole merchandise. One of the suspects pulled out a can of pepper spray and threatened to use it on one of the employees. The suspects then fled the scene. The suspect approached the victim and asked for money. The victim told the suspect he had no money. The suspect went through the victim s pockets. The suspect then threw the victim on the ground and hit him multiple times. A witness scared the suspect away. Officers responded and the witness pointed the suspect out to the officers. Arrest made. An unknown suspect approached the victim from behind and grabbed her purse. The victim held onto the purse. The suspect hit the victim in the face and the victim fell to the ground. The suspect pulled the purse from the victim and fled the scene. An unknown suspect entered the store and stole merchandise. An employee attempted to stop the suspect, but the suspect pushed the employee away from the door and fled the scene. The suspect approached the victim and hit her on the head several times. The suspect then took the victim s cane and hit her on the head multiple times with it. The suspect then fled with the cane. Officers arrived and witnesses pointed the suspect out to the officers. Arrest made. An unknown suspect entered the store and stole merchandise. An employee confronted the suspect at the door. The suspect pulled out a box cutter and pointed it at the employee. Fearing for her safety, the employee moved out of the suspect s path. The suspect then fled the scene.

The suspects demanded the victim s cell phone. Fearing for his safety, the victim gave the suspects his phone. The suspects then fled the scene. The suspect yanked the victim s necklace as the victim walked past her. The suspect then fled the scene. The victim and witness called the police and followed the suspect until she was detained by officers. Arrest made. Two unknown suspects entered the store and stole merchandise. An employee tried to grab the merchandise from one of the suspects, but the suspect was able to rip the merchandise away from the employee. The suspects then fled the scene. An unknown suspect approached the victim and demanded his property. The suspect had his hand under his shirt motioning he had a weapon. Fearing for his safety, the victim gave his cell phone and bag to the suspect. The suspect then fled the scene. An unknown suspect pointed an unknown object at the victim s head. The suspect demanded the victim s phone and threatened to blow her brains out. Fearing for her safety, the victim gave the suspect her phone and she ran away from the scene. Officers saw the suspect grab the victim s purse and the victim fell to the ground. The victim held on to her purse and was dragged across the street by the suspect. The suspect let go of the purse and started to flee the scene. The officers exited their patrol vehicle and arrested the suspect. Arrest made. An unknown suspect grabbed the victim s cell phone from her hands. The victim confronted the suspect, but the suspect denied having her phone. The suspect then punched the victim in the face. The suspect then fled the scene. An unknown suspect entered the store and filled a basket with merchandise. As the suspect walked towards the exit, an employee pulled the basket from the suspect and a struggle ensued. The suspect then pulled out a box cutter. The employee backed away and the suspect fled the scene. An unknown suspect entered the store and stole merchandise. An employee confronted the suspect at the door. The suspect pushed the employee out of the way and fled the scene. An unknown suspect threw money on the counter, reached over the counter and grabbed a Lotto Scratcher. The suspect returned and was holding a box cutter in his hand. The suspect demanded his money back. Fearing for his safety, the employee backed away. The suspect reached over the counter and grabbed Lotto Scratchers. The suspect then fled the scene. Two unknown suspects entered the store and filled their bags with merchandise. As the suspects walked towards the exit, an employee grabbed one of the suspect s bag and a struggle ensued. The suspect pulled the victim s hand away from the bag. Both suspects then fled the scene. An unknown suspect approached the victim and stole her cell phone from her hands. The victim tried to get her cell phone back, but was pushed by a second suspect. Both suspects then fled the scene. An unknown suspect entered the store and stole merchandise. An employee confronted the suspect. The suspect pulled out a needle and threatened to stab the employee with it. Fearing for his safety, the employee moved out of the way. The suspect then fled the scene.

The suspect convinced the victim to take her to his place. The suspect left unlocked the door without the victim s knowledge and three unknown suspects entered the apartment. One of the suspects pointed a knife at the victim and punched the victim while the other suspects ransacked the apartment. The suspects then all fled the scene. An unknown suspect entered the store and stole merchandise. The suspect was confronted by security at the door. While trying to detain the suspect, the suspect hit security in the face. The suspect then fled the scene, but dropped the item on the ground while fleeing. An unknown suspect entered the store and stole merchandise. The suspect was confronted by the owner outside of the store. The suspect pushed the owner to the ground and fled the scene. Two unknown suspects pushed the victim to the ground and stole his tablet. The suspects then fled the scene. The suspect punched the victim in the face and the victim dropped his phone. The suspect picked up the phone and fled. A witness attempted to stop the suspect by pulling on his backpack. The suspect turned and punched the witness in the face. With the help of another citizen, they were able to detain the suspect. 11 11 Page 11 Incidents of Note Assault, Aggravated, With Other Weapon 7/26/ hrs 1300 BLK of Stockton Street On 7/13/18, uniformed officers were flagged down by the Victim, bleeding from the head, in front of Central Station. Officers summoned medical attention for the Victim who is in a wheelchair. The officers learned that a suspect attacked the Victim with a metal pipe, striking him in the head in an unprovoked attack. The officers responded to the location of the incident and obtained video of the incident. On 7/26/18, uniformed officers responded to the 1300 block of Stockton Street for a report of the Victim seeing the suspect from the incident on 7/13/18. Officers arrived on scene and detained the suspect, who was pointed out to them by the victim, without further incident. Officers reviewed the video footage of the incident and interviewed the suspect who confessed to assaulting the Victim. The Suspect was booked at County Jail. Burglary, Apartment House, Unlawful Entry 7/25/ hrs 100 BLK of Alta Street On 7/25/18, uniformed officers responded to the 100 BLK of Alta Street regarding a person breaking into an apartment building. Officers arrived on scene and met with a witness who told the officers that he observed the Suspect enter from and alleyway, through a window into the apartment. The witness who lived in the building did not recognize the suspect. The officers were able to convince the Suspect to leave the apartment through the front door where they arrested her. Officers contacted the resident of the apartment. She identified several items that belonged to her, which were located inside the Suspect s backpack at the time of her arrest. The Suspect was booked into County Jail. Assault, Aggravated, With Other Weapon 8/3/ hrs 2600 BLK of Jones Street On 8/3/18, uniformed officers responded to a hotel on the 2600 BLK of Jones Street on reports of an assault with a chain. Officers arrived on scene and Victim #1 pointed the Suspect out to them. Officers placed the suspect under arrest without further incident. Officers learned the Suspect entered the hotel and took coffee from a buffet area for hotel guests. When Victim #1 asked if the Suspect was a guest at the hotel, she threw hot coffee onto Victim #1 and struck him with a two foot long chain wrapped around her wrist, causing a minor injury to Victim #1. Victim #2 attempted to assist Victim #1 with the Suspect. The Suspect spat at Victim #2 and tried to strike him with the chain before leaving the hotel. The Suspect left the chain she used at the scene, which officers later seized. A computer query revealed the Suspect to be on probation out of San Francisco for aggravated assault. The suspect was booked at County Jail.

12 12 Page 12 Robbery, Attempt With Force 8/4/ hrs Grant Avenue and Sacramento Street On 8/04/18, uniformed officers were on patrol in their vehicle, stopped at a red light when they observed the Suspect attempt to take an 80 year Victim s purse from her as she was crossing the street. The Suspect used enough force to pull the Victim to the ground and dragged her approximately three feet before fleeing the scene on foot. The Victim was able to maintain control of her purse. Officers pursued the Suspect and took him into custody without further incident. Officers returned to the scene and located the Victim as well as Witnesses. The Suspect was booked at County Jail. Firearm, Possession By Prohibited Person 8/9/ hrs 500 BLK of Broadway Street On 8/09/18, uniformed officers on patrol observed a vehicle make an unsafe U-turn on the 500 block of Broadway. Officers conducted a traffic stop on the vehicle after it entered a parking lot on Broadway. Officers made contact with the driver of the vehicle and noticed the odor of burnt marijuana emitting from the vehicle. Officers located and seized a handgun in a concealed compartment in the center console of the vehicle as well as marijuana in the passenger area of the vehicle. Both suspects were placed under arrest and transported the Central Station. A computer query revealed Suspect #2 to be a prohibited person from possessing a firearm. Both suspects were booked at County Jail. Firearm, Armed While Possessing Controlled Substance 8/11/ hrs Columbus Avenue and Green Street On 8/11/18, uniformed officers on patrol observed a vehicle traveling the wrong way on a one way street. Officers effected a traffic stop and contacted the driver of the vehicle who was unable to provide a driver s license to them. A computer query revealed the driver of the vehicle to have a suspended driver s license. During an inventory search of the vehicle, officers located a pistol in the trunk of the vehicle. As officers approached the driver to place him under arrest, he fled on foot. A short foot pursuit ensued and officers took the driver into custody. During the investigation, officers learned the firearm was stolen from its registered owner during a burglary in Oakland. The driver was booked at County Jail. Robbery, Street Or Public Place, With Force 8/12/ hrs Jones and Beach Streets On 8/12/18, uniformed officers responded to Jones and Beach Streets regarding a robbery. Officers arrived on scene and observed Victim #2 holding down the Suspect. Officers placed the Suspect under arrest without further incident. The officers learned the Suspect punched Victim #1, as he was leaving a restroom. Victim #1 dropped his cell phone and the Suspect picked it up and fled on foot. Victim #2 heard Victim #1 s screams for help and attempted to stop the suspect. The Suspect struck Victim #2 in the face in an attempt to flee. She was able to prevent the Suspect from fleeing until police arrived on scene. The cell phone was recovered and returned to Victim #1. A computer query revealed the Suspect to be on probation out of San Francisco. The Suspect was booked at CJ #1.

13 13 Page 13 Each month features one of its officers in an effort to learn more about the men and women who police our neighborhood. This month, we interviewed Officer Mitchell Rown, a 1-year member of. Officer Rowan was born in Cotati, CA and attended Rancho Cotate High School. He went on to attend Williamette University in Salem, OR where he received a Bachelor s degree in Exercise Science. He also attended the University of San Francisco and received a Master s Degree in Organization and Leadership. He play college athletics at both school. Officer Rowan joined the San Francisco Police Department in April of After graduating from the Police Academy, he was assigned to Southern Station for field training. He was then assigned to Mission Station for his probation station. After probation, he was assigned to Central Station as his permanent assignment. Officer Rowan is a patrol officer on the day shift. He is Crisis Intervention Trained. He plays on the SFPD Seals Baseball Team who are the 2018 Police Olympics Gold Medalists. He also plays on the Central Station Softball Team. Officer Rowan appreciates the comradery with all of his colleagues at Central. He says Central Station feels very family oriented and he feels fortunate to work in this area of San Francisco.

20 20 Page 20 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. Examples of Suspicious Activity: An individual peering into vehicles to locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

21 21 Page 21 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Central Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Central Station have beat officers assigned to Union Square, Fisherman s Wharf, Chinatown, North Beach and Market/Drumm area. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Officers also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Updates: Central Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.
