This past Sunday Bayview Station hosted the first of many forthcoming "Second Sunday" events. The events will take place on the 2nd Sunday of every month, from 12:00-2:00 pm, in the Bayview Station Community Room. These events are specifically designed to create an environment for families and children in particular to have an opportunity to meet and interact with officers assigned to Bayview Police Station. Attendees can participate in various activities such as face painting and games, as well as enjoy complimentary food and beverages. "Second Sunday" is a family friendly community event so please spread the word! Building meaningful relationships with the Bayview District as a whole is critically important to me and is one of my main priorities. I look forward to seeing you at the next "Second Sunday" event on March 11th! For those that prefer coffee during the week, come by Philz Coffee at 1258 Minnesota on February 21st from 8am -10 am for "Coffee with a Cop". 5 Incidents of Interest: This newsletter is not intended to be a complete report of all police activity in the Bayview District. For a detailed list of all criminal activity in your area, please visit: Robbery Arrest 20 th / 3 rd 2/07/18, 7:20 am A 29 year old victim was using her cell phone while riding the MUNI T Line. When the bus stopped at 20 th and 3 rd, another passenger snatched the phone away from her and ran off the train. The victim chased him. The suspect dropped his own phone as he ran and when the victim attempted to pick it up, the suspect returned and knocked her down. He picked up his phone and continued to a bus which he boarded. The responding officers located the suspect on a MUNI coach at 20 th and Tennessee. He was positively identified and arrested. The 16 year old suspect was booked on robbery charges at the Juvenile Justice Center. (SFPD Case No ) Armed Robbery Bayshore / Oakdale 2/07/18, 5:15 pm A 23 year old victim walked past a parked brown Ford Explorer on Bayshore when the occupant of the vehicle suddenly got out and pointed a handgun at him. A second suspect came up from behind the victim and grabbed the briefcase that he had been carrying. The suspects got back into the vehicle, which the victim believed contained two additional suspects, and drove from the scene. This incident is under investigation. (SFPD Case No ) Shots Fired Quesada / 3 rd 2/07/18, 8:55 pm Officers responded to a call of shots fired and located several spent casings in the street. Additional spent casings were located on the street on 3 rd, midblock to Palou. No injuries or damage were reported as a result of this incident, which is under investigation. (SFPD Case No ) Attempted Home Invasion Robbery 600 block Keith 2/07/18, 10:25 pm A 54 year old victim answered a knock at his front door and came face to face with two suspects, one of which had a gun tucked in his waistband. The suspects indicated to the victim that this was a robbery at which point the victim fought back and struck the armed individual. The second suspect jumped in and the victim physically fought off both until they ran off down the street. The victim sustained minor injuries as a result of the robbery attempt. This incident is under investigation. (SFPD Case No ) Robbery Attempt 1400 block Thomas 2/07/18, 11:40 pm A 45 year old victim was walking home when she noticed that she was being followed by two suspects. When she turned to ask why they were following her, one of the suspects sprayed her in the

6 face with pepper spray. The victim began to run and the suspects chased her, at one point trying to remove her backpack unsuccessfully, until she was able to flag down a passerby who scared the suspects off and called the police. The suspects were described as juvenile, years old. This incident is under investigation. (SFPD Case No ) Aggravated Assault 2200 block Cesar Chavez 2/08/18, 2:34 am A security guard for a business saw a subject walk past the no trespassing sign and into the business parking lot. The guard went to investigate. He ordered the suspect to leave and the suspect refused, produced a knife and made stabbing motions towards the victim. The suspect then backed away and rode off on a bike east on Cesar Chavez. This incident is under investigation. (SFPD Case No ) Firearm Arrest 1500 block Judah 2/08/18, 1:45 pm Officers developed information regarding a suspect who was selling illegal contraband and set up a sting operation. One officer made contact with the suspect, and after gaining his trust, requested to purchase a firearm. The suspect offered the undercover officer a BMW sedan and an assault rifle with the offer of a scope for weapon at an additional cost. The officer agreed to the terms of the sale and agreed to meet in the Taraval District to conduct the transaction. The team set up surveillance near the suspect s residence on the 1500 block of Judah and watched as the suspect left his house to meet with the buyer. The vehicle that the suspect agreed to sell to the officer was parked on the street with paper plates. A check of the VIN revealed that the car had been reported as stolen out of Napa. The suspect met with the officer as planned and after hammering out the final terms of the sale, he was promptly arrested. A search warrant was obtained for the suspect s residence where the officers recovered the 5.56 caliber assault rifle and rifle scope. The suspect, a convicted felon prohibited from possessing weapons and already on parole, was booked on multiple charges including various weapon crimes, stolen property possession, and parole violation. (SFPD Case No ) Hot Prowl Burglary Arrest Newcomb / 3 rd 2/08/18, 7:23 am Officers spotted a suspect on the corner that they recognized from a department bulletin who had been identified as the suspect in multiple burglaries, stolen property, and auto theft cases that spanned at least 12 separate incidents in San Francisco in 2017 and He was taken into custody. The suspect, already on court ordered probation, was booked at Bayview Station on a multitude of charges stemming from the various investigations as well as probation violation charges. (SFPD Case No ) Robbery Palou / Lane 2/08/18, 10:00 pm A 33 year old victim was walking home when a suspect began to follow her. He stated to the victim that she owed him to which she replied that she did not know him and did not owe him anything. The suspect continued to follow her. He grabbed her several times and tried to pull her bag away. The

7 victim was able to hold onto her bag but then the suspect snatched her cell phone away. The victim attempted to get her phone back by giving the suspect a $20 bill for it but he just took the money and kept the phone, telling her that she still owed him, before running off. This incident is under investigation. (SFPD Case No ) Shots Fired 900 block Mansell 2/09/18, 7:17 pm Officers responded to a Shot-Spotter activation and located several spent casings in the street. No injuries or damage were reported as a result of this incident, which is under investigation. (SFPD Case No ) Home Invasion Robbery 1200 block Gilman 2/09/18, 11:10 pm A 26 year old victim answered a knock at his front door and was confronted by three suspects, all armed with guns. The suspects rushed him and made entry into the house. One of the suspects pushed the victim onto the couch and removed his cell phone from his pocket and asked the victim where the money was. Another suspect then held the victim down while his accomplices ransacked the home. When they were finished removing items from various rooms, all three fled the scene. The officers were able to locate surveillance footage in the area that indicated that the suspects arrived and fled in a sedan that may have been driven by a fourth suspect. This incident is under investigation. (SFPD Case No ) Auto Theft Arrest Evans / Selby 2/10/18, 5:16 pm Officers responded to a call from an auto theft victim who had spotted a suspect driving his stolen van in the area. The responding officers located and stopped the car, arresting the driver and detaining his passenger. The passenger was found to be in possession of a crack pipe and was cited for the offense at the conclusion of the investigation. The suspect was booked on auto theft and possession of stolen property along with other related charges. (SFPD Case No ) Aggravated Assault w/ Gun, Extortion Arrest Hunters Point / Hawes 2/10/18, 6:00 pm A 23 year old victim had her phone stolen earlier in the day when she placed it on a park bench at a playground on the 1700 block of Silver. Later she was able to establish a texting relationship with her stolen phone and the suspect who was using the phone to text her back. The suspect offered to meet the victim at India Basin Park so she could purchase her phone back for $300 cash. The victim and her father responded to the park and saw the suspect pull up in a white Lincoln Aviator. He got out of the car and began to walk into the park while texting her. Another suspect remained in the car and the victim s father approached him. He asked the suspect to just hand over his daughter s phone and that he would give him the $300. The suspect immediately began honking the horn, which alerted the suspect who had gotten out of the car and caused him to run back to the vehicle, brandishing a handgun. He threatened the father with the gun, got into the car, and drove off. The victim was able to take a photo of the suspect s vehicle and license plate which he provided to the responding officers. They were unable to locate the vehicle or suspects that night.

8 The following day at 7:15 pm, officers on patrol saw the suspect vehicle parked on the 1500 block of Kirkwood. As the officers were checking the car, a subject walked out of a residence and approached them. They asked if the car belonged to him and he replied that it belonged to his cousin and that he would fetch him. The suspect came out of the house shortly after and the officers recognized that he matched the suspect description from the incident at India Basin Park. The suspect was detained as the officers got ahold of the victim. The victim was able to positively identify the suspect who was subsequently arrested. He was booked on assault with a firearm and extortion charges. (SFPD Case No ) Robbery 1500 block Newcomb 2/10/18, 10:45 pm An 18 year old victim was walking down the street with her cell phone in hand when she was approached from behind by two suspects, one of whom tripped her and caused her to fall. Her phone fell from her hand and the second suspect grabbed it. Both suspects fled on foot. This incident is under investigation. (SFPD Case No ) Shots Fired 500 block Silliman 2/11/18, 12:00 am Officers responded to a Shot-Spotter activation and located a spent casing in the street. No injuries or damage were reported as a result of this incident, which is under investigation. (SFPD Case No ) Stabbing Arrest Loomis / Flower 2/12/18, 12:46 pm On 2/4/18 at noon, officers responded to a call of a stabbing at Oakdale and Bayshore and located a 54 year old victim who had a laceration to his neck. He told the officers that he had been visiting the tent of a friend when the suspect arrived. The victim and suspect know each other from the area and are not on friendly terms. The victim told the suspect to leave and the suspect punched him in the neck before running away. The victim then realized that he had been stabbed. He was treated at ZSFGH for his injuries. About a week later, on 2/12/18 at 12:45 pm, the victim was driving along the unit block of Barneveld when he saw he suspect sitting in a parked car. Officers responded and arrested the suspect after a positive identification by the victim. He was booked on aggravated assault with a knife charge along with several outstanding warrants for his arrest. (SFPD Case No ) Robbery Silliman / Brussels 2/12/18, 7:20 pm A 48 year old victim was walking in the area when she started to walk past a suspect who was standing beside his parked car. The suspect walked up to her and grabbed her purse, forcefully yanking it off her body. He then got into his car, which was being driven by a second suspect, and the pair fled the scene. This incident is under investigation. (SFPD Case No ) Auto Theft Arrest Oakdale / Griffith 2/12/18, 8:45 pm Officers patrolling in a vehicle equipped with an automated license plate reader were alerted by the

9 system that a vehicle that had driven past them had been reported as stolen. They made a U-turn and conducted a traffic stop, taking the driver and his passenger into custody. The officers investigation led to the arrest of both suspects for the theft of the vehicle, which occurred in in Sacramento. The suspect were booked on auto theft, possession of stolen property and conspiracy charges. (SFPD Case No ) Shots Fired unit block Girard 2/12/18, 11:00 pm Officers responded to a call of a house that had been hit by gunfire. They met with the resident who advised that while she had left her home for half an hour and retuned to find a bullet hole in her living room wall. She noticed that the window facing Silver Ave. The officers located the spent round, removed it and booked it into evidence. No injuries were reported as a result of this incident, which is under investigation. (SFPD Case No ) Robbery, Auto Boost 900 block Connecticut 2/13/18, 8:51 am A 37 year old victim parked and locked her car, leaving her purse on the front seat, as she walked her child to the school nearby. She retuned several minutes later to find that a suspect had broken into the car and was inside while a second suspect stood outside the vehicle. The victim yelled at the pair and the suspect who was inside the car emerged from the vehicle with the victim s purse and took off running. The victim gave chase. The second suspect attempted to block her path but she managed to get around him. She caught up with the suspect, who had run into the housing development. The victim grabbed her purse and struggled with the suspect over it. The suspect eventually let go and ran off. The victim checked the contents and realized that the suspect had removed the wallet prior to relinquishing the purse. This incident is under investigation. (SFPD Case No ) Attempted Homicide Arrest Evans / Selby 2/13/18, 11:55 am A department bulletin was issued identifying a suspect involved in an Ingleside district attempted homicide that occurred on 11/26/17 on the 2800 block of Alemany. Bayview officers located the vehicle associated with the suspect parked on Evans and set up a surveillance until she returned to the car. She was arrested and booked on numerous charges that included attempted homicide, aggravated assault, and several outstanding warrants. (SFPD Case No ) Auto Burglary Arrest 200 block Williams 2/13/18, 12:55 pm A Bayview inspector was able to identify a suspect involved in at least two separate auto burglaries that occurred on 2/10/18 in the area of Griffith and Revere. The inspector then discovered that the suspect had an ankle monitor as a condition of his active probation. The inspector obtained the GPS coordinates for the suspect that were recorded on the day of the burglaries, confirming the suspect s presence at the place and time the crimes occurred. The suspect was located and arrested. He was booked on auto burglary charges at Bayview Station. (SFPD Case No ) Forgery, Counterfeiting Arrest 3800 block 3 rd 2/13/18, 1:25 pm

10 A teller at Wells Fargo was assisting the suspect in cashing a $250 check when she became alerted that the account had a stop payment hold. The bank manager notified the police who responded and detained the suspect. Their investigation revealed that the account holder of the check was a victim of a residential burglary in which the checkbook was stolen. The officers determined that the suspect had made the check out to herself and forged the victim s name. She was arrested cited for the forgery and possession of stolen property offenses. (SFPD Case No ) Attempted Homicide, Robbery Arrest Westbrook / Hudson 2/13/18, 5:48 pm On 1/19/18 at 4:00 pm an employee of an electronics store on the 2400 block of San Bruno was using his personal laptop at the front counter when a suspect entered the establishment. The suspect asked about phones and looked around for several minutes. The victim became concerned when the suspect began to cover his face with his hood. The victim started to pull his laptop back towards him when the suspect grabbed it and yanked it away. He then walked out of the store and to a waiting white sedan, which was being driven by a second suspect. The victim followed the suspect and got in front of the car to prevent them from leaving. The suspects drove off anyway, striking the victim with the car and causing him to fall to the sidewalk, hitting his head on the concrete. The victim sustained threatening traumatic head injuries and remains hospitalized. The SFPD Robbery Detail was able to identify a suspect through their investigation and released the information in a Crime Alert. On 2/13/18, Bayview officers spotted the suspect driving a vehicle on Westbrook Ct. They stopped the car and arrested the suspect without incident. He was booked at Bayview Station on robbery and attempted homicide charges. (SFPD Case No ) Store Robbery 2800 block 3 rd 2/13/18, 9:25 pm Officers responded to the mini mart at a gas station on a report of a robbery. They met with several employee victims. One of them stated that she was behind the counter, helping a customer. The suspect, who was next in line began verbally harassing her. The employee and suspect began to argue until the suspect grabbed a bowl of candy from the counter and threw it at the victim. She ran to the back of the store and the suspect went out to his car and returned with a baseball bat. He threatened another employee with it before jumping over the counter and stealing a container with cash in it from under the counter. The suspect fled the service station in a black Honda Pilot. Examples: Community Policing Defined Community policing, or communityoriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the community. An individual peering into vehicles or trying door handles, appearing to trying to locate any valuables An individual checking front doors of residences, or attempting to locate unattended packages, or following delivery trucks to see where packages are being dropped off. Homeless Outreach and outreach to Drug Users: Bayview Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support Crime Defined Robbery- The taking of property from another by use of force or fear. Assault- The unlawful attempt, coupled with present ability, to commit a violent Foot Patrols: Bayview Station has beat officers assigned to the 3rd St. corridor, 18th St., and San Bruno Avenue.

12 injury on another person. Assault is when a person swings their arm and Battery is when that arm makes contact with another. Misdemeanor Battery- Any willful and unlawful touching of another Felony Battery- The use of force or violence upon the person of another that causes serious bodily injury. Aggravated Assault- Assault upon another person with a deadly weapon or instrument other than a firearm or by means of force likely to produce great bodily injury. Burglary- The intent upon entry into a property to commit grand theft, petty theft, or any felony. Grand Theft- Theft committed when the value of the money, labor, or property taken exceeds $950 Petty Theft- Theft where the value of property taken is less than $950 Monthly Community Relations Meetings: Community Meetings are held continuously on the first Tuesday of each month. Officers also attend meetings with merchant groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving Updates: Bayview Station sends out weekly newsletter updates to district residents that outline crime trends, upcoming community events, crime prevention tips, and contact information.

13 Bayview Officer of The Month- February 2018 Officer Monty Singleton Officer Singleton is a 23 year veteran of the San Francisco Police Department and has worked at Bayview Station for over 20 of those years. He is a beat officer on the 3rd St. corridor and knows all the long time residents and business owners in the area. He is loved by the community and is a valuable asset to Bayview Station. If you do not already know Officer Singleton, consider introducing yourself and getting to know him when you see him riding his bike on his 3rd St. beat. You will be glad you did. Want to know more? 14 NeDina Brocks-Capla NeDina Brocks-Capla was born in Tacoma, WA, was raised in San Francisco and calls Bayview her home. After 36 years as a caregiver to her son who passed away from Sickle Cell Anemia, NeDina founded Sickle Cell Anemia Awareness of SF, in NeDina strives to make a difference in the lives of the Sickle Cell Disease patients that are suffering and dying. Her mission is to broaden awareness, educate, advocate for better healthcare and acquire funding for a Sickle Cell Care & Research Center. Through her non profit organization, NeDina conducts toy and blood drives, fitness days, and annual walks. The next blood drive is March 17th. To participate, click the flyer below.

This documentary film facilitates a youth-lead dialogue between San Francisco residents of color and local law enforcement in barbershops across The City. The film highlights topics of implicit bias, people of color in law enforcement, violence and ways of moving forward together. Following the screening will be a panel discussion with San Francisco law enforcement a chance for audience members to confront issues affecting their communities, as well as make a tangible impression on youth, our future leaders. Constructive conversation in an open forum is the first step toward positive change, and a way to address misconceived notions between communities of color and law enforcement. The objective is to address the tension and develop a set of recommendations to change the current culture, and it can t be done without you. Bring YOUR voice to the conversation. 24 Beers for Bayview is a wonderful clean-up campaign sponsored by the Bayview Brewery Seven Stills. Approximately a week or so ago, about 35 individuals met at Seven Stills and cleaned up 2 tons of garbage and waste near Yosemite Slough. Because of the success of the event the group has decided to make this a monthly gathering. The next clean-up is scheduled for Sunday, February 18 th from 10am 2pm. DPW/Recology will provide gloves/shovels/trash bags/cherry pickers, etc. After the clean-up you are invited to grab a free beer and enjoy a barbeque!! Children and well-behaved dogs are welcomed!! 28 California Academy of Sciences Department News SFPD Safety Tips for Lunar New Year Festivities Gung Hay Fat Choy! The 2018 San Francisco Chinese New Year Parade will be held on Saturday, February 24, The parade, begun in the 1860 s as a means to educate the community about Chinese culture, is the largest such lunar year celebration in the country and one of San Francisco s most popular and well-attended events. With huge crowds expected, including guests from all over the world, public safety is the San Francisco Police Department s number one priority. There will be a significant police presence during Lunar New Year activities, with both uniformed and plainclothes officers on duty to monitor public events. As with any large event, safety is everyone s responsibility, including participants, organizers, security staff and law enforcement.

29 Lunar New Year celebrants can help avoid becoming a victim of a crime by keeping in mind the following safety tips: The festivities are about celebrating community. Look out for each other and report any suspicious persons or activity to event staff or a police officer. A good adage is, If you see something, say something. Stay with a group when on the street or leaving bars and clubs. Be cautious about leaving a bar or club with a stranger. A rule of thumb is that if you feel unsure about someone, rely on that instinct and do not go with that person. San Francisco Police also urge all members of the Chinese community to be suspicious of strangers claiming to provide relief from a curse or illness or those who provide purification ceremonies in which cash and valuable items must be offered as part of the process. Please review the video below on various ways to identify potential scammers, how to protect yourself from a scam, and reporting resources available to scam victims.

30 Anyone who is confronted by scammers or anyone who knows of an elder who was approached by scammers is strongly advised to contact police. The bin will accept any type of prescription and off the shelf medication except for: Herbal Remedies Vitamins Supplements Cosmetics Other personal care products Compressed Cylinders Aerosols Inhalers Medical Devices Sharps Illicit drugs

31 L odine containing medication. When disposing the medication, please leave it in the original container with your personal information crossed out or removed. You can also place the medication into a clear plastic zip top baggies. Contact the front desk officer and inform them that you want your medication dispose of. The officer will assist you. Please note that once an item that had been disposed of inside the bin, we cannot retrieve it. So make sure your ring, cell phone or anything of value is not accidentally disposed of. 32 Before 311, over 50% of calls to the 911 center were not emergency related. 311 relieves 911 operators from these non-emergency calls. If a catastrophic emergency such as an earthquake occurs, 311 operators will be able to provide accurate information to assist during the recovery.
