1 Pre-cncept nte DRAFT nly fr review and develpment with Tamaki Drive visitr strategy reference grup Prtecting Our Place Tāmaki Drive, Ōrākei Explre Tāmaki Drive and discver a heritage wrth prtecting The purpse f this dcument is simply t articulate ideas fr themed experiences alng Tamaki Drive and the surrunding areas that have emerged frm research cmmissined by the Orakei Lcal Bard in 2013 and The research was cnducted by the New Zealand Turism Research Institute (NZTRI) at the Auckland University f Technlgy (AUT) and will be used t infrm the develpment f the Orakei Visitr Strategy (t be delivered in July 2014). A number f cre themes emerged frm the results f a visitr survey and a lcal turism audit in the Tamaki Drive area. These themes are encapsulated in the ideas belw and are designed t: enhance the lcal sense f place f Tamaki Drive, build yield by enhancing the visitr experience, and strengthen business netwrking and cmmunity engagement with the visitr industry. Visin The Prtecting Our Place theme links sites used by Māri and military defence frces that were built t prtect the peple and natural resurces f the Auckland area, and cvers Māri settlements, pre-clnial and WW I and WW II related built heritage sites n and arund Tāmaki Drive. Develp with respect fr war dead; many f whm were Mari. Prtecting ur Place is a cncept that will underpin the develpment f themed experiences alng Tamaki Drive and the surrunding urban areas fcused n preserving and sharing cultural and natural heritage, t prvide benefits t lcal residents, hst cmmunities and visitrs alike. Fr example, a trail and a set f related activities will imprve linkages between parks and walkways, and cultural and heritage attractins, creating a distinctive sense f place fr visitrs and lcals. The cncept f Prtecting Our Place will, ver time, braden t include infrmatin, events, activities and strytelling assciated with: prtecting ur culture and Whenua Rangatira,

2 prtecting ur ceans and sea life, flra and fauna, prtecting ur land and ur heritage, prtecting ur art dec and heritage buildings in Missin Bay and St Heliers, etc. A trail will cater fr different interests by ffering walking, biking and kayaking ptins telling the same stries but frm different perspectives. Aspects f the trail will be identified as suitable fr thse peple wh have disabilities and enable all lcals and visitrs pprtunities t enjy the many enriching experiences n ffer alng Tamaki Drive. Additinally the trail can link t the Wrld War I cmmemratins being marked acrss New Zealand frm ( Furthermre Prtecting ur Place culd becme part f the 175 th Anniversary f the establishment f Auckland in 2015, which highlights and celebrates Auckland s diverse histry. The Hst Cmmunity Experience Prtecting Our Place will prvide an pprtunity fr residents t get t knw mre abut Orakei and its rich histry. This will encurage lcals t explre areas which they might nt therwise discver. It will als encurage lcal residents t get and see their wn special part f Auckland and take their visiting friends and relatives with them. Lcal knwledge f natural and cultural treasures helps t build a strng sense f lcal identity and cmmunity pride. This in turn encurages a greater appreciatin the envirnment and cmmitment t maintain thse features which make Tāmaki Drive distinct. Raising the prfile f Tāmaki Drive as an area f interest and activity brings mre business t the area. Aucklanders, dmestic and internatinal visitrs will find that there is mre t the area than the beach and venture int cmmercial as well as heritage areas, with the cnsequent ft traffic able t supprt lcal businesses. The prpsed Trail will cntribute t Tāmaki Drive becming a mre recgnizable and rewarding destinatin n the visitr map f Auckland. The Visitr Experience The cncept and trail will ffer a variety f experiences = events, activities - which users can cmbine and tailr t their wn interests and circumstances depending n the seasn, time available, fitness, interests and the nature f grup n the uting. Cultural and heritage aspects f the Prtecting Our Place theme will appeal t high value visitrs frm Asia and elsewhere. Trail fllwers can pick and chse length f rute, mde f transprt, refreshment stps, shpping pprtunities, deeper discveries, and will be able t revisit the trail, taking a different apprach next time, and cmbining different activities. Insights int histry, nature and lcal attractins and services will be available n-site, nline and in print. The infrmatin prvided will highlight places and activities which lcals lve, delivered in user friendly ways that reflect the generus spirit and pride f residents ld and new. First f all it is guided by tw key values (recgnized by the new Turism 2025 framewrk and the Auckland Visitr Plan). Kaitiakitanga: guardianship and sustainable management f natural and built resurces f cllective benefit t current and future generatins. Manaakitanga: a generus spirit f sharing exceptinal hspitality, knwledge and beliefs, n the basis f mutual respect between hst and visitr. Prtecting Our Place Links t the Auckland Visitr Plan in the fllwing ways (Strategic Gals): 1. Imprve marketing and distributin by mbilizing lcal residents and businesses in the marketing mix; by using innvative mbile technlgies t supprt way-finding thrugh and arund Tamaki Drive; by integrating lcal strytellers and enhancing links between lcals and visitrs. 2. 6 Prtecting Our Place Links t the Turism 2025 framewrk in the fllwing ways: Insights based: The cncept has emerged frm an empirical (research) base with visitr survey research cnducted in 2013, as well as a lcal turism audit. NZTRI develped the visitr and business surveys s that they wuld cntinue t be useful barmeters t understand the value f the visitr (expenditure0, demgraphics, behaviurs, satisfactin/dissatisfactin etc. Visitr Experience The cncept respnds t a gap in visitr satisfactin r mre specifically, dissatisfactin in terms f a lack f pprtunities t enjy the natural envirnment and t participate in cultural activities related t Mari; and the heritage and histry f the area. Key areas f the Turism 2025 summary dcument that are relevant include: New Zealand's cmpetitive advantage Tamaki Drive and the natural envirnment (land, sea, parks, walkways, reserves) ur natural envirnment is a valuable asset and a cmpelling reasn why internatinal visitrs chse ur cuntry ver thers. Advcating fr the natural envirnment Kelly Tarltns, Ngati Whatua Orakei and Tamaki Hiki, Mari culture gives New Zealand a distinct identity n the glbal stage. Turism experiences which share Mari histry, culture and traditin with visitrs prvide a pint f difference that cmplement ur envirnmental ffering and set us apart frm ur many f ur cmpetitrs. The imprtance f utstanding custmer service: the turism and hspitality awards will reward utstanding custmer service by lcal retailers, bars, cafes and restaurants and turism businesses. 8 Appendix Ōrākei Dmain Cemetery/ Ōkahu Bay Kelly Tarltn's SEA LIFE Aquarium Takaparawhau/ Bastin Pint Ōrākei Marae Michael Jseph Savage Memrial Gun & Searchlight Emplacements (lcated n the land side alng Tamaki Drive) Illuminated at night The land arund Ōkahu Bay is traditinally wned by Ngāti Whātua. This altered after the signing f the Treaty f Waitangi. The Ngāti Whātua chief signed the Treaty in 1840, hping that this wuld prtect the land f his peple. The relcatin f New Zealand s capital frm Russell t Auckland meant that there was extra pressure fr land in the area. Ngāti Whātua sld their land t the British Crwn fr a fractin f its real wrth and by 1850 mst f the iwi s land in Auckland was gne. By 1900 Ngāti Whātua were reduced t living at Ōkahu Bay, which was their tribal base. In 1951 Ngāti Whātua were systematically evicted frm Ōkahu Bay. Tday, nly the church and the cemetery remain. Telling the stry f the building that huses Kelly Tarltn s tday and the link it has t HMS Achilles (by Philip McGwan). The Sea Life Aquarium highlights the imprtance f New Zealand s marine species and their cnservatin. Takaparawhau, lcated n the west end f the Missin Bay, had strategic imprtance fr bth Māri and Pākehā. Its cmmanding view ver the entrance t the Waitematā Harbur made it a key site fr the defence f Māri settlements and later f Auckland City. This is the nly ancestral marae lcated n the central Tāmaki isthmus. The marae and its peple have played a central rle in New Zealand s recent Treaty settlement histry Michael Jseph Savage Memrial is a ppular site fr lcals and visitrs. The grunds and gardens are immaculate and there are infrmatin plaques in cmmemratin f Michael Jseph Savage. Frm here, the shpping centre f Missin Bay is just a shrt walk frm the western end f Missin Bay. The clnial gvernment sited first defensive infrastructure fr Auckland here as Frt Bastin in 1886, t serve as a parallel installatin t the establishment f batteries and submarine mining statins at Nrth Head n the Harbur s nrthern entrance. This actin was prmpted by a rumured threat f a Russian warship. Updated t defend the grwing city in WW I, ther guns were installed, but nne were fired except in training. By WW II this area was again an active military site, traces f which remain visible tday (e.g. The Gun Emplacements are belw Bastin Pint). Flying Schl Bay/ Missin Bay Frm 1915 until the end f the 1920s the pineering Walsh Brthers lcated their flying schl here, and fr many years they used the bay as a landing area fr their seaplanes. During this time they reputedly 8

9 trained at least a third f the New Zealand s pilts active during the First Wrld War. Hence, Missin Bay was als knwn as Flying Schl Bay. RSA St Heliers and Ōrākei Kepa s Bush reserve St Heliers 20th century war memrial seats and flagple Tāmaki War Memrial Hall Achilles Pint Officially, the RSA was frmed in New Zealand in 1916 by returning ANZACs t prvide supprt and cmfrt fr service men and wmen and their families in WW I. Tday, peple still jin as ex-service men and wmen r because they want t cnnect with the values they fster. RSA Ōrākei is a great place t scialise with the lcal cmmunity and get t knw mre abut them and their stries Althugh Missin Bay is prminent as a beach resrt, the suburb is als hme t the Kepa Bush Reserve, situated n the banks f Purewa Creek which flws past Ōrākei Basin int Hbsn Bay. The reserve is a precius pcket f native bush bustling with bird life during the day and serene with glw-wrms in the gully near the main entrance at night. The reserve hnurs the memry f Te Keepa Te Rangihiwinui, a Māri military cmmander and ally f the gvernment frces during the New Zealand Wars. He is als knwn as Te Keepa, Majr Keepa r Majr Kemp. During the New Zealand wars f the 1860s he fught fr gvernment frces against Te Kti and Titkwaru. An interesting war memrial, but currently hidden frm the beach frnt. A plaque hnurs peple frm the area wh fught in the wars f the twentieth century. Rll f Hnur bard in the Tāmaki War Memrial Hall, St Heliers. The bard lists staff frm L.J. Keys Ltd wh served verseas during the Secnd Wrld War. L.J. Keys Ltd was an Auckland bus cmpany started by Lenard Jhn Keys in Achilles Pint ffers great views f the Waitematā Harbur, and the Hauraki Gulf Islands. The area used t be called Te Pane O Hriwi (the head f Hriwi) after ne f the chiefs f the Tainui cane. In 1940 it was named Achilles Pint in hnur f the New Zealand battleship HMS Achilles and her crew. The Achilles pened fire n the German cruiser Admiral Graf Spee in the Suth Atlantic n 13 December In ding s she became the first New Zealand unit t strike a blw at the enemy in WW II, and the first New Zealand warship t take part in a naval battle. This cnfrntatin ff Argentina was later knwn as the Battle f the River Plate, the first majr naval engagement f WW II, during which the Achilles defeated the Admiral Graf Spee. Glver Park St Heliers has ne relatively unknwn vlcan, a maar f unknwn age. Its crater had frmed a swamp by the time Eurpean settlers arrived in the area. On the seaward side, a Māri defended settlement (pā) nce std, and the landward side is marked by the water twer at its 9

10 highest pint. Auckland City Cuncil acquired the land in the 1930s and in 1953 half the area was drained and cnslidated. In the same year the Tāmaki Ex-Servicemen s Wmen s Auxiliary planted trees t cmmemrate the men f the district wh had lst their lives during WW II. Karaka Bay Treaty f Waitangi Memrial Karaka Bay in St Heliers has an imprtant histry. T enhance infrmatin available nline fr lcals and visitrs it wuld be best t partner with Ngāti Whātua Ōrākei and residents f Karaka Bay. The Bay's mst ntable feature is the cllectin f bach like huses - sme f which are architecturally significant, reflecting the New Zealand traditin f seaside hliday hmes. 10
