3 Important Dates: September 3, 2013 Early Bird Registration Begins September 30, 2013 Early Bird Registration Ends (Registrations after this date will be subject to late registration cost) October 15, 2013 All Registration Ends (Registrations will not be accepted after this date) October 25, 2013 Camporee Begins Cost: September 3-30, 2013: October 1-15, 2013: $12 per Scout or Adult $15 per Scout or Adult Camporee Overview Camporee theme is Are You Tougher Than a Boy Scout. The events are to allow Boy Scout patrols, Venture crews, and adults teams to perform a variety of Scouting skills and fun activities in indirect competition based on points or time. See Appendix A for the weekend agenda. Patrols/Crews/Teams: The Camporee will use the patrol method. Scouts (including Venturers) should be organized into patrols/crews of approximately six to eight youth each (if possible). These patrols/crews will be the Scout teams competing in the contests, and need to be provided on the Unit Roster at registration. Similarly, the adult teams, competing in the contests, also need to be provided at registration. It is recommended that teams have a name, yell, and flag. These teams may be different from your regular patrol structure. Registration: All unit registrations, rosters, and payment must be turned in to the Council Service Center on or before September 30, 2013, in order to qualify for early bird registration. Individual registrations will not be accepted at the Council Service Center. Camporee staff will not be accepting registration materials directly. Registrations submitted after September 30, 2013 will be accepted as late registrations, and the late registration cost will apply. Final registration is due on or before October 15, Please use the attached Camporee Registration Form (Appendix B) and Unit Roster (Appendix C) when submitting registration. 4 Event Creation and Camporee Management Assistance: All units attending will be expected to provide and run a contest (coordinating with the Event Coordinator), or volunteer to assist in Camporee management (planning and execution) (coordinating with the Camporee Chairman). Contests: All contests need to be performed by Scout or adult teams individually (as opposed to direct competition) and scored on points or by time. Scoring for each contest needs to be worked out in conjunction with the Event/Awards Coordinator. Teams will go to any contest they choose in any order but need to go to as many as possible to accumulate points. Points will be the same maximum from each contest. Contest suggestions include*: Giant Slingshot (Volunteering unit would need to build slingshot, providing posts and large inner tube to shoot stones to knock over stacked logs) Wristrockets/Slingshots (Pipsico might provide some equipment. Dog food Ammunition and targets might need to be provided by the volunteering unit) (Some monetary reimbursement might be available, depending on budget) Tomahawk Throw (Pipsico might provide some equipment.) disabilities Awareness Obstacle Course (Volunteering unit would need to build, providing course and equipment to allow teams to experience common everyday obstacles using a wheelchair, crutches, blackout helmet, or etc ) Beepball Batting (Troop 901 might be able to provide the beepballs and painted goggles (better blacked-out goggles might be needed) Snakes in a Bag Identification (Volunteering unit would need to provide nature guide identification book and realistically marked rubber/plastic snakes or pictures of snakes to allow Scouts to briefly review the book and then properly identify the snakes) Knot Tying (Volunteering unit would need to provide supplies and evaluate knots) Fire Building (Volunteering unit would need to provide supplies) First Aid (Volunteering unit would need to provide supplies and first aid problems for the teams to solve) Compass/GPS (Volunteering unit would need to provide equipment (and training on equipment if GPS is used), and also design an accessible short course.) Tug o Truck (Like tug o war except team will pull vehicle or other heavy object across a marked distance) Lashing (Build a small A-frame structure using lashings and climb across) Archery Rifles Campsite Setup (Proper set up of campsite including tent, ax yard, and fire ring using Leave No Trace Principles) Climbing Wall (Volunteering unit would need to provide or recruit qualified belayers) Flag Pole Raising (Construct a properly lashed flag pole, raise the pole, and raise a flag) *Some contests need to be built onsite or brought by the volunteering unit; some may have some equipment provided by Pipsico. To find out what might be provided by Pipsico and what supplies might need to be provided by the volunteering unit, contact the Event Coordinator. (Currently, we are still waiting on information on what Pipsico is able to provide, what the equipment use fees are, and what money is left in the budget Page 4 of 20

5 for supplies or to reimburse expenses.) This is a chance to showcase you unit s creativity. If you have your own contest ideas that is great; just discuss your ideas with the Event Coordinator. Camporee Management: This involves both planning and execution of certain Camporee functions. Camporee Management Areas include**: Camporee Food Drive Service Project Setup/Coordination/Execution Parking Direction on Friday Night Campfire Construction Scouts Own Service Sunday Morning (Interface with Chaplain) **Contact the Camporee Chairman to discuss managing any of these program areas UNITS WILL NEED TO SUBMIT THEIR CHOICE, FOR PROVIDING A CONTEST OR MANAGING A CAMPOREE FUNCTION, AS SOON AS POSSIBLE. WE REALLY NEED THIS INFORMATION BY THE END OF AUGUST TO COORDINATE AND GIVE THE VOLUNTEERING UNITS TIME TO CREATE A CONTEST OR PLAN/EXECUTE A CAMPOREE MANAGEMENT AREA. EVEN SO, UNITS WILL NOT BE CONSIDERED REGISTERED UNTIL THEY HAVE CHOSEN A CONTEST OR MANAGEMENT AREA. Campsite Assignments: The Camporee Registrar/Campsite Assignment team will assign campsites based on registration date and the size of the unit. More than one unit may be assigned to a campsite. Before Arrival: Please review the administrative procedures and the program health/safety/security needs of both the Camporee and your unit, well in advance, to ensure participant understanding. Please ensure that all participants are registered Scouts, registered adult leaders, or parents/guardians. Please ensure all attending adult leaders are up-to-date with their Youth Protection training. Please ensure that you have and bring all the necessary permission slips, medical forms, medications, and unit roster. Check-In: Check-in will begin at 5:00PM. Please do not arrive early. All units must check-in at the Gregson Center and receive their campsite assignment prior to entering the camp area. Check-in packets will be distributed to each unit upon arriving at camp. During check-in, units need to verify their Unit Roster (Appendix C) and be prepared to update this roster if changes have been made. Any final changes are due at the Friday evening leader s meeting at the latest. Units will be required to attend the leader s meeting on Friday evening. Page 5 of 20

6 Medical: It is the unit leader s responsibility to make sure each participant has an Annual Health and Medical Record, Sections A & B needed only, and current unit provided Activity Permission Slip. The Camporee staff will only verify that these forms are in the possession of the unit leader. Individuals without medical forms will not be allowed to stay. All medications, including over the counter and prescription medications that are brought to camp, are to be the responsibility of the unit leader. Parking: Please park ONLY in designated areas at the Burton Center parking lot or overflow lots (the field by the climbing tower or the field near Gregson Center). No parking alongside or on roads, as the roads must remain clear for emergency vehicle access. Each unit may only have one vehicle at a time drive into camp to the campsite area, via the existing dirt/gravel access roads, to drop off gear. PLEASE DO NOT DRIVE IN THE ACTUAL CAMPSITES! Trailers, however, may by parked in the unit campsites for the duration of the Camporee. Otherwise, NO vehicles will be allowed to remain in camp after unloading gear. Cars make terrible ruts that are tripping hazards, and they damage tree roots. Additionally, ABSOLUTELY DO NOT DRIVE ON THE GRASSY AREAS! They are septic drain-fields or play areas for Scouts. Drain-fields are very expensive to replace if crushed, and ruts in a sports fields and play areas can cause twisted ankles. The only vehicles permitted in camp are the medic, essential staff to transport needed items to their program area, and people with special needs (coordinated with Camporee Chairman). Leaders Meeting/Cracker Barrels: We will have a Leader s Meeting and Cracker Barrel on Friday night. Each unit needs to send a SPL, or other youth leader, and two adult leaders to the Leader s Meeting. The meeting will take place at the Order of the Arrow (OA) Shelter at 9:00PM on Friday night. There will be a Cracker Barrel for all staff and unit leaders directly following the Leaders Meeting on Friday night. We will have a potluck Dutch Oven Cook-Off Cracker Barrel, for all staff and Camporee attendees, following the Campfire on Saturday Night at ~9:30PM. Each unit is expected to bring at least one delectable treat (sweet or not) to share and showoff. (The Golden Ladle award goes to best item, as chosen by the Awards Coordinator s impartial team of judges.) Service: We will be having a non-perishable food drive as a Camporee service project to benefit local charity. We are asking each scout to bring a canned good or non-perishable item with them to Camporee. Please drop off you unit s items, as directed at check-in. Page 6 of 20

7 Trading Post: The Camp Lions Trading Post is expected to be open for business during the Camporee. Hours of operation will be determined by the Trading Post staff and announced at the Friday evening leader s meeting. Training: The Three Rivers District will conduct an Introduction to Outdoor Leader Skills (IOLS) course for adult leaders during the Camporee. Trainees will camp and eat meals with their units. The times, meeting locations, procedures, and small additional cost for signing up for IOLS training will be published by the District Training Chairman under separate correspondence. This is an outstanding opportunity for Assistant Scoutmasters to complete their outdoor training requirements. Every boy deserves a trained leader. Campsite Inspections: See Appendix E for criteria. The emphasis will be placed on: CLEANLINESS SAFETY LOW IMPACT CAMPING. Leave No Trace will apply. PATRIOTISM. Display of Unit and American Flag PIONEERING. Campsite gate: made from natural material and rope. Gate must be assembled on site and by Scouts (not adults). Additionally, a final campsite inspection will need to be performed for cleanliness before units can check-out. Visitors: Visitors and families are welcome and encouraged to visit the Camporee on Saturday evening through the end of the Campfire. Visitors have to depart camp following the campfire. All visitors must check-in on Saturday at the Burton Center. Webelos: The Three Rivers District Webelosree is planned on being held the same weekend as the Camporee this year, but in a camp other than Camp Lions. Webelos are welcome to visit and stay for the Campfire, under supervision of their Den/Pack. Also, Boy Scout or Venturing units are encouraged to host the Webelos for dinner on Saturday. However, per Guide to Safe Scouting, Webelos are only allowed to visit Camporees; Webelos are not allowed to participate in Camporee activities, nor are they allowed to camp with the Boy Scout or Venturing units at Camporees. 8 Closing Campfire: All units are asked to attend the Saturday evening campfire. Webelos will also be invited. It is encouraged that all units provide a skit or song for the campfire. Skit proposals (Appendix D) will need to be turned in to the Camporee SPL at the Burton Center by end of lunch on Saturday. Awards: Camporee Patch: A patch will be distributed to recognize all Scouts and adults who have qualified or participated in the Camporee. One patch per paid Scout or adult is included in the registration fee. Unit Ribbons: A ribbon will be presented to each unit to recognize its participation and teams combined proficiency in camping ability while at the Camporee. Campsite: Campsites will be inspected by the campsite inspection team. Awards will be announced at Sunday Morning Colors. Contests: Additional recognition will be given to Scout and adult teams based on their contest scores, as determined by the Event/Awards Coordinator. Awards will be announced at Sunday Morning Colors. Dutch Oven Cook-Off Cracker Barrel: The Golden Ladle award goes to best item, as chosen by the Awards Coordinator s impartial team of judges. Awards will be announced at Sunday Morning Colors. Three Rivers District Camporee Traveling Trophy: The Three Rivers District Camporee traveling trophy will be presented to a unit based on: timeliness of volunteering to help with Camporee, promptness of registration, participation and skill in all the Camporee activities and contests, preparation and care of their campsite, displaying Scout Spirit, and demonstrating the best conduct becoming of a Boy Scouts of America unit by proper wearing of uniforms, being enthusiastic, cooperative, helpful, and respectful. See Appendix F for criteria. Worship Service: The non-denominational Scouts Own worship service will be held at 9:00AM Sunday in the OA Shelter. All Scouts and adults are encouraged to attend. 9 Clean-Up: All units are expected to clean their campsite area and latrine. Additionally, all units will be assigned a program area to help clean. Check-Out: Units are to notify the campsite inspection team at Burton Center and arrange to have their campsite inspected prior to departing camp. Please do not leave camp before your site has been inspected. Health, Safety and Security, and General Rules and Regulations: First Aid: Units are expected to provide their own first aid for minor problems. For more serious problems or injuries, notify the Camporee Medic. The Health Lodge will be staffed during Camporee. Emergency Situations: In the event of an emergency situation during the Camporee (extreme weather, lost Scout, etc...), the Camporee staff will utilize the siren located at the Burton Center. If the siren is heard, all campers should immediately report to the field in front of the flag poles by the Dining Hall for a head-count by their units. Units will notify the Camporee SPL and staff if they are missing any youth, and emergency measures will be taken from there. In the case of extreme weather, the Dining Hall porch and OA Shelter will be used as a shelter. The siren will be tested during the opening ceremony on Saturday morning. Inclement Weather: Be Prepared. There is no rain date for the Camporee. All units should prepare for foul weather. See above for emergency procedures. 10 Youth Protection: Follow Youth Protection guidelines at all times. Please report any Youth Protection guideline violations, or suspected abuse to the Camporee staff and Camporee Chairman, immediately. Two-deep leadership on all outings required: Two registered adult leaders, or one registered leader and a parent of a participating Scout or other adult, one of whom must be 21 years of age or older, are required for all trips and outings. There are a few instances, such as patrol activities, when the presence of adult leaders is not required and adult leadership may be limited to training and guidance of the patrol leadership. With the proper training, guidance, and approval by the unit leaders, the patrol can conduct day hikes and service projects. Appropriate adult leadership must be present for all overnight Scouting activities; coed overnight activities even those including parent and child require male and female adult leaders, both of whom must be 21 years of age or older, and one of whom must be a registered member of the Boy Scouts of America (BSA). The chartered organization is responsible for ensuring that sufficient leadership is provided for all activities. Transportation: A common departure site and a daily destination point are a must. If you cannot provide two adults for each vehicle, the minimum required is one adult and two or more youth members never one on one. One-on-one contact between adults and Scouts prohibited: One-on-one contact between adults and youth members is not permitted. In situations that require personal conferences, such as a Scoutmaster s conference, the meeting is to be conducted in view of other adults and youths. Separate accommodations for adults and Scouts required: When camping, no youth is permitted to sleep in the tent of an adult other than his or her own parent or guardian. Councils are strongly encouraged to have separate shower and latrine facilities for females. When separate facilities are not available, separate times for male and female use should be scheduled and posted for showers. Likewise, youth and adults must shower at different times. Male and female leaders must have separate sleeping facilities: Married couples may share the same quarters if appropriate facilities are available. Male and female youth will not share the same sleeping facility. Safety rule of four: No fewer than four individuals (always with the minimum of two adults) go on any backcountry expedition or campout. If an accident occurs, one person stays with the injured, and two go for help. Additional adult leadership requirements must reflect an awareness of such factors as size and skill level of the group, anticipated environmental conditions, and overall degree of challenge. Buddy system: The buddy system should be used at all times. Page 10 of 20

11 Privacy of youth respected: Adult leaders must respect the privacy of youth in situations such as changing clothes and taking showers at camp, and intrude only to the extent that health and safety require. Adults must protect their own privacy in similar situations. Inappropriate use of cameras, imaging, or digital devices prohibited: While most campers and leaders use cameras and other imaging devices responsibly, it has become very easy to invade the privacy of individuals. It is inappropriate to use any device capable of recording or transmitting visual images in shower houses, restrooms, or other areas where privacy is expected by participants. No secret organizations: The BSA does not recognize any secret organizations as part of its program. All aspects of the Scouting program are open to observation by parents and leaders. No hazing: Physical hazing and initiations are prohibited and may not be included as part of any Scouting activity. No bullying: Verbal, physical, and cyber bullying are prohibited in Scouting. Youth leadership monitored by adult leaders: Adult leaders must monitor and guide the leadership techniques used by youth leaders and ensure that BSA policies are followed. Discipline must be constructive: Discipline used in Scouting should be constructive and reflect Scouting s values. Corporal punishment is never permitted. Appropriate attire for all activities: Proper clothing for activities is required. For example, skinny-dipping or revealing bathing suits are not appropriate in Scouting. Participants are responsible for acting in accordance with the Scout Oath and Scout Law: All members of BSA are expected to conduct themselves in accordance with the principles set forth in the Scout Oath and Scout Law. Physical violence, theft, verbal insults, drugs, and alcohol have no place in the Scouting program and may result in the revocation of a Scout s membership. During Camporee, all participants will be expected to live up to the Scout Oath and Law at all times. Due to the safety requirements for some of the activities and events, Scouts must be prepared to act accordingly and to follow specific instructions. Failure to act in an appropriate manner will lead to immediate removal from the activity or the Camporee. Page 11 of 20

12 Units are responsible for enforcing Youth Protection policies: The head of the chartered organization or chartered organization representative and the local council must approve the registration of the unit s adult leader. Adult leaders of Scouting units are responsible for monitoring the behavior of youth members and interceding when necessary. Parents of youth members who misbehave should be informed and asked for assistance. Any violations of the BSA s Youth Protection policies must immediately be reported to the Scout executive. Off-Limit Areas: The following areas are off limits: Pool and Pool Showers/Bathrooms Waterfront Area Both the Lake and River Ranger s Home Maintenance Areas Camp Staff Living Areas Dining Hall Cliffs Program areas except during scheduled activities Any Other Areas Not Being Utilized For Camporee Activities General Restrictions: Sheath knives, fireworks, pets, personal firearms, personal ammunition, personal bows/arrows, alcohol, and illegal drugs are prohibited in camp. Electronic games, radios, walkie-talkies, TV's and tape/cd/dvd/mp3 players, etc are not permitted. Smoking - Anyone under 18 years old is prohibited from using tobacco in any form while at camp. Adults who smoke must do so out of sight of any youth members. Smoking is prohibited in any tent or building. Cigarette butts must be field stripped and placed in a trash receptacle. Scouts are not permitted to roam through campsites during scheduled activities. Scouts are not permitted to leave the boundaries of the Camporee site. No riding in the back of pick-up trucks. Uniforms: Be sure to travel in your Field Uniform (Class A) and have Scouts in full uniform (properly worn - shirts buttoned and tucked in) for the following events: check-in, check-out, and campfire. Throughout the day, Scouts should wear their Activity Uniform (Class B) which, for this event, should include: Scout shorts and/or pants (if the youth have them), along with either a unit T-shirt, other Scouting T-shirt or plain T-shirt. Footwear: Closed toed shoes or boots are to be worn at all times in order to prevent foot injuries. We insist that everyone wear shoes at all times. Sandals that cover the toes and have heel straps are allowed. Flip-flops are not appropriate footwear at the Camporee and are prohibited. Garbage Disposal: All refuse and trash will be placed in plastic garbage bags (provided by the unit) and taken with you when you leave camp. Page 12 of 20

13 Latrines/Bathrooms: Each campsite is equipped with a latrine for Scout use. Bathrooms in the Burton Center are offlimits to youth, and are for adults and staff 18+. Fires & Cooking: A Scout is careful with fire. All fires must be off the ground and contained in an established campfire ring or fire barrel, and all fires must be of moderation. Lanterns can be used in the campsites if elevated off of the ground. All units should plan to cook using propane stoves or fully contained charcoal grills elevated off of the ground. Dutch oven or charcoal cooking will be allowed if the charcoal is raised off the ground and contained in an established campfire ring or fire barrel. Do not dig into the ground to form fire pits. There is ample dead wood on the ground around camp, which you are welcome to cut and burn; do not cut any standing trees or saplings, dead or alive. For safety, you should establish a properly marked ax yard. The Camporee staff will update units on the current fire policy (restrictions) at check-in. Leave No Trace: We will be practicing all 7 principles of leave no trace during the Camporee. Trash receptacles will be provided for campers to discard waste appropriately in the program areas. Campsite trash/garbage should be disposed of by the unit. Water: Water is available at all campsite latrines and will be at certain program areas throughout the day. Scouts are recommended to carry their own water bottle during Saturday s activities. Taps: Scouts and adults are asked to observe quiet time after taps. Taps is at 11:00PM nightly. 20 Appendix F Three Rivers District Camporee Traveling Trophy Overall Score Card UNIT UNIT LEADER (Onsite) Contact Cell Number SPL/YOUTH LEADER MAX POINTS CATEGORY POINTS AWARDED VOLUNTEERING FOR CAMPOREE 20 Unit must volunteer to provide and run a contest, or assist in Camporee management (planning and execution) by August 31, EARLYBIRD REGISTRATION 10 Unit must register at the council office by no later than the early bird end date September 30, SERVICE PROJECT PARTICIPATION 20 Unit must check-in their donations with the Service Food Drive Coordinator. EVENT PARTICIPATION (See Event Score cards) TBD For Units with multiple youth teams, the scores will be averaged. SKIT/SONG CAMPFIRE PARTICIPATION Unit must submit a skit/song registration form by the time designated, and it must be no more than 5 minutes long. The skit/song must be of good taste. Skits/songs will be judged by the Camporee SPL and campfire program staff. DUTCH OVEN COOK-OFF PARTICIPATION Unit must check-in their dish with the cook-off judges. CAMPSITE INSPECTION Inspections will be conducted by the campsite inspection team. Collectively, they will inspect every site. They will complete an inspection sheet for every unit. The inspections will follow the criteria established by the Appendix E Campsite Inspection checklist. SCOUT SPIRIT This will be based on Scouts uniform appearance, enthusiasm, compliance, helpfulness, manners, and overall attitude, etc as judged by the Commissioners present. Page 20 of 20
