John Watson gave the invocation, asking a blessing for Westoberfest. Howard Daulton intro duced the visiting Rotarians.(is this guy always this full of energy this early???) FINE TIMES Eric Van Cleave showed up and President Kent fined him $5 as we see some visitors more often than Eric lately. Jim Hakel wore a billboard jacket with the name of an obscure contracting company emblazoned on the back. It cost him $2 for advertising. Jim Daw and Kathy have been married 20 years which cost Jim $10. Bill Kokke purchase, J a house in "them thar hills" just north of Middletown. He paid $5. Peter Treleaven should know better than to
2 "bitch" at President Kent about the pocket roster we used to have and now have again. He paid $5. I should know better than talk or print about someone 's (you know who) slippery tongue in public. Last week's com-ment cost me $5. Tom Eakin explained what silver, amber, Harvest Faire and something else have in common. Seems he and his partner won a SILVER medal for their Amber Larger Beer at the Harvest Faire. It cost Tom ( 5. RECYCLING TIRES & RICE HULLS Bob Grelic of Oxford Energy Company explained just how big a problem our throwaways are becoming. Every year our country discards 250 million tires, including 22 million from California, about half of which from No. California. Until Oxford Energy built it's plant in Westley, they piled up & up & up. This plant recycles old tires. Burning tires gets rid of them, but also creates energy and useful by-products. Steel slag is used in road bases, fly ash is treated to recover zinc and other by-products are used in gypsum. The most important part is the plant is i rtually non-polluting. In Williams another plant converts rice hulls into energy. The same technology may be utilized in the near future to convert rice straw: to energy. Rice Straw is currently burned off each year producing significant air pollution. The Rice plant produces 25 megawatts of power. Thanks to Bob for a very interesting presentation. Bill Amos gave the invocation, again asking a blessing for Westoberfest. Mike Sass introduced visiting Rotarians, in the process giving some new names. FINE TIMES Some of our members can't help but flaunt their wealth. To avoid naming names President Kent asked Bob Dunn, Gary Jensen and John Watson to stand. Each of these gentle men paid for breakfast with either a $50 a $100 bill or a check reguesting $20 in change. The fines respect ively $2.50, $5. and $2.50. Mike older Sass became Sunday, the one fine year J. Gary Doolittle and Steve Owj-Js each received a complimentary rose for their wive's birth-
4 days and paid $15 for the card. The Doolittles will celebrate with the Lorenzen's by taking Ariane Duker's to Disney land next week. Marilyn Pratt has been married a whole year Monday, 10/16. The largest part of her $15 fine was for pulling strings to have our speaker featured in last Sunday's PD. Dr. Smile's smile is bigger, brighter and prouder for good reason as he announced Judy is carrying their first child. f^is cost Dr. Franke $5. ngratulations Rick and Judy. CAN WE DO ANYTHING ABOUT THE HIGH COST OF MEDICAL CARE? Dr. Andolsen, President of the Sonoma County Medical Assoc iation, explained how diffi cult it is to reduce the cost of medical care. The cost of new technology, eguipment, and administering the medical system all add to the high cost. Eleven point one percent of our Gross National Product is spent on medicine. Doctor fees are responsible for about 13% and administra tion cost approximately 20%. He relayed an experience where saving a heart attack patient earned him less than removing an appendix. The heart attack ient reguired $3500 worth drugs in the first fifteen minutes, and his hospital room cost $1,000 per day. The appendix operation was routine taking about 15 minutes. The heart attack occurred over a couple of hours and later the cardiologist found one artery 90% blocked. The kicker is the heart attack patient refused to pay Dr. Andolsen saying "he didn't do any thing", but paid the cardio logist. Seventeen percent of US citizens and 22% of Californians do not carry insurance. Many others are underinsured. Several initia tives will address this issue on next year's ballot. He urged us to look carefully at each initiative and determine who will ultimately pay the cost of care. WESTOBERFEST Did we have a party or what??? The sights, the sounds and the feeling was PARTY HARDY. I can't report on every thing but, someone made a fashion statement in blue denim... another dances very well with his daughter...but, not nearly as well as the knee hopper... everyone looks good sporting a cowboy hat, and boots. All had a good time, including the few Eric refused to serve more beer. (they didn't argue) More about Westoberfest later. BARGAIN BARGAIN... Dick Michaelson, welcomed us to a new generation jail. This facility is one of 50 across the nation. it is unique as there are no bars no tanks or dormitories, anu the ratio of officers to inmates will be much lower than traditional or our existing jail.
6 ( He is obviously very pleased with the jail. He relayed a story about a lady who thought it was a Nordstrom's Departent Store and was upset when she couldn't7 find her way in. I didn't get her name; some things are too embarrassing to print. The jail allows direct supervision. The supervising officer manning a control center in the center of a large multi use room. Men and women officers will supervise oth male and female inmates. -ich prisoner occupies a 7 X 10 cell, located around the perimeter of a multi use room. The Basketball/handball courts are behind a glass wall behind the control station. Everything is under one roof. The arraignment court is in one wing of the building with Administration offices and holding cell which will house men and women together. The Sally Port will accommodate several cars, a major im provement over the existing single car facility. For those of you who wonder about such things, the dictionary defines a sally port as a gate in a fortification designed for sorties or attacks by besieged forces upon the besiegers. I were given a tour of the cne Male Special Housing section which is for inmates who cannot behave or are in protective custody. You can describe the area with one word, cold. Each room has a sink, mirror and toilet, all made of stainless steel. Nothing is endearing about the rooms, I think, specially designed to be a place no one wants to occupy. In this section inmates are allowed two personal possessions, two non polaroid pictures as they are often used to import. contraband. The program was informative. The food was not what a good restaurant would serve, but it is the food inmates eat. They are still trying to work out the last details (the microphone worked most of the time) and expect to occupy around Christmas. ALL EXPENSE PAID ONE WEEK VACATION FOR TWO IN HAWAII!!! 7 ROTARY FOUNDATION The month of November has been selected as Rotary Foundation Month. Here are questions and answers to frequently asked questions from the publication "Getting Acquainted With Rotary". What is the Rotary Foundation?!t_ is a non-profit corpor ation _ providing worldwide humanitarian grants to needy peoples and worthy projects, and educational awards for international exchanges of university scholars and teachers, and business and professional people. The objective of The Rotary Foundation is the achievement of world understanding and peace through international char-itable and educational programs. How is The Rotary Foundation supported? By voluntary contributions from Rotary clubs, Rot-rians and others. Further gifts, bequests, etc., are greatly needed to meet the continuing and expanding needs of the foundations programs. What is Fellow"? "Paul Harris An individual who contri butes, or in whose behalf is contributed, US$1,000 or equivalent or more in any one year is recognized as a "Paul Harris" Fellow. What is a Paul Sustaining Member? Harris Any person is recognized as a Paul Harris sustaining Member who makes, or in whose honor is made, and initial contribution to The Rotary Foundation of US $100 or more, with the stated intention of becoming a Paul Harris Fellow within ten years by donating the balance of the required US $1,000 contri-butions. What are the activities of The Rotary Foundation? They are: (a) Scholarships Graduate, Undergraduate, Vocational, Journalism, and Teachers of the Handi-capped. (b) Grants for University Teachers (c) Group Study Exchange. (d) Special Grants (e) Health, Hunger, Humanity Grants. and What is The Rotary Foundation Month? The month of November each year is the occasion for a simultaneous observance by all clubs. It is a special time for clubs to support, promote, and participate in Foundation programs. It is suggested that recipients of The Rotary foundation awards and others give addresses on The Rotary Foundation at club meetings, educational inst-itutions, and community gatherings during the month as a means of making ithe work of the Foundation more widely known. Another publication "Focus On Rotary" gives us a history of The Rotary Foundation. " The Rotary foundation had been an established institution since 1928, when the Minneapolis (Min-nesota, U.S.A.) Convention gave approval and amended the R.I. By-laws to provide for such and institution, under the supervision of five trustees (by 1981 these had been increased to 13.) However, the seed actually had been sown a decade before, when the late Arch Klumph, president ( ) of the then International Association of Rotary Clubs and regarded as the father of the Foundation, indi-cated at the 1917 Conven-ation in Alanta, Georgia, U.S.A., that "Rotary should accept endowments for the purposes of doing good in the world in charitable, educational, and other ave nues of community progress. Immediately after Paul Harris' death in 1947 the first plan for the educational Found-ation's awards was formulated and dedica-ted as a memorial to Rotary's founder, who had believed so strongly in the fourth Avenue of Service. An auspicious start was made by granting 18 Fellow-ships (now called Scholar-ships) to students from seven different countries for the scholastic year The Rotary Foundation has since remained entirely dependent on voluntary contributions from boj k Rotarians and non-rotaria. A major source of funding is derived from Paul Harris Fellow recongitions (endorsed by Foundation Trustees in- 1957), which are granted to persons who contribute US $1,000 or more to the found -ation.
