3 ESSENTIAL INFORMATION, FEATURES AND FACTS ABOUT THE LOCATION AND VENUE The Location Strahan Strahan is an enchanting and scenic village located in the World Heritage wilderness on Tasmania s West Coast. The township was, and still is, a fishing port that was brought to prominence as the access point to the infamous Sarah Island Convict Penal Settlement. Today, Strahan is highly regarded as a tourist destination and for its harbourside location, embedded in some of the world s last remaining temperate rainforests, majestic mountains and the magnificent Gordon River which winds its way from deep in the South-West to its mouth at Macquarie Harbour. As the second largest harbour in Australia, Macquarie Harbour is guarded by the notorious Hells Gates where many died trying to escape the harsh penal colony or were simply shipwrecked in the hazardous waters. The stretch of water is now home to salmon and trout fish farms that export to restaurants all over the world. The Venue Strahan Village Set nearby to the waterfront and overlooking Macquarie Harbour and the fishing port, Strahan Village s 4-5 star individual cottages, terraces and hilltop accommodation take you back to the time when the Wild West was inhabited principally by fishermen, miners, piners and their families. Accommodation at Strahan Village IPA has booked Hilltop Standard rooms for $120 per night, and Harbour View rooms for $156 per night. These negotiated prices are significantly less than the normal rates. Both room types have tea and coffee making facilities, but are not self-catering. Buffet breakfast is available for $22 per person per morning. You must book accommodation at Strahan Village through Tas IPA to access the special rates. If you haven t already done so please submit your accommodation request with your Congress registration form. Alternative Accommodation While there are significant advantages in staying at the Congress venue, there are several alternatives available in Strahan. A great website to look at for accommodation choices is Travel and Transport From Interstate By Air to Hobart (Qantas, Virgin, Jetstar, Tiger) Launceston (Qantas, Virgin, Jetstar) Devonport (Qantas) Burnie/Wynyard (Rex) By Ferry Melbourne to Devonport on the Spirit of Tasmania From Within Tasmania There is a number of ways of getting to Strahan by road, but all will take plenty of time. Here are some options with RACT estimated distances and travelling times:- Hobart via Derwent Bridge 285 kms (3h 45m) Launceston via Mole Creek/Elizabeth Town and Cradle Mt Rd 275 kms (3h 50m) Devonport via Sheffield and Cradle Mt Rd 210 kms (2h 45m) Burnie/Wynyard via Murchison Highway 195 kms (2h 30m) There are plenty of scenic attractions on any of the routes. Travel assistance for Interstate Delegates If you arrive in Tasmania at any one of these entry points (Launceston, Hobart, Devonport, Burnie) at normal travelling times (arrive Wednesday/Thursday am; depart Sunday/Monday am), then we offer to assist you with transport to and from Strahan, generally with a member from Tasmania. The Weather In late May, the mean day-time temperatures are between a low of 7.5 overnight and a maximum of 15 during the day. There s better than an even money chance that there will be some rain during your stay so come prepared, particularly if you are planning to do any trekking.

4 THE EDUCATION PROGRAM The 2014 Education Program continues the long tradition of providing current and relevant presentations across the broad spectrum of accounting and related fields. There are no less than 20 Presenters drawn from across Australia, delivering 18 separate sessions ranging in duration from 30 to 80 minutes. The total number of CPE hours on offer is 19 compacted into 2 days. It s a challenge for some to sit through all sessions but the choice to chalk up nearly half of the annual CPE requirement in a couple of days is both attractive and cost effective for most delegates. The value for money is second to none compared to any other conference of its kind in Australia. RECREATION PROGRAM (DELEGATES, SPEAKERS, SPONSORS AND PARTNERS) In addition to providing transport options for Interstate attendees, another unique feature of the Tasmanian Congress is the manner in which the welcome mat is laid out for partners. If they choose they can join in for daytime and evening meals and entertainment while optional activities such as cruises and excursions on Macquarie Harbour and the Gordon River, the West Coast wilderness railway, and salmon farms are available on most days. For the ultra-adventurous a seaplane ride over the rugged South-West wilderness landing on the mighty Gordon River might appeal. 5 SOCIAL PROGRAM At the 2014 Congress, the following social events have been scheduled as part of the official program: The Ship That Never Was (Thursday pm) Running continuously since 1993 this live theatre performance about shipbuilding on Sarah Island in convict days is rated by Trip Advisor as the Number 1 thing to do in Strahan. Welcoming BBQ (Thursday pm) This is where interstate friendships, some going back more than 10 years, are revived and newcomers are welcomed with open arms. There is no need for icebreakers at Congress. Winetasting and cheese Official Dinner (Friday pm) For pre-dinner drinks, sample the latest fine wine selections from Wines Direct. Set on the hilltop overlooking the village and harbour, View 42 Restaurant and Bar offers superb views and a sumptuous dining experience featuring the best Tasmanian produce and beverages. Entertainment will be provided by MC Andrew Colrain, aided and abetted by several mystery performers. Farewell Gourmet Buffet Dinner/Dance (Saturday 7.00pm 12.00am) Again the best Tasmanian produce will be on display in the buffet before the dance floor lights up to the beat of the mighty Kravats, Tasmania s most durable pop/rock group, returning to Strahan where they first performed in 1965 and made their debut for IPA in SPONSORS AND CORPORATE SUPPORTERS There will be a larger number of sponsors and exhibitors attending this year s event. Given the remote location this is testimony to the growing influence of the IPA in the business world and the quality of the Tasmanian Congress experience. 8 THE CONGRESS SUPPORT TEAM You won t have to look far if you need assistance and advice during your time in Strahan. Apart from the friendly staff at Strahan Village and the Tourist Information Centre, you will readily identify the following key figures who will be on hand to assist you. Master of Ceremonies Andrew Colrain, FIPA Convenor Jon Burns The team of Colrain and Burns was first forged in challenging circumstances in 2003 at the Grand Chancellor Hotel in Hobart. This will be the fourteenth major event that they have overseen for IPA in Tasmania. The locations used have not only included Hobart and Launceston, but also Cradle Mountain, Freycinet, St Helens, Port Arthur, Smithton, Bridport and this year Strahan for the second time, the last being in TAFE Teacher by day and Entertainer by night, Andrew s skills as an MC have been recognised intrastate and interstate and across the Tasman, not only for the IPA but also a host of other organisations. Both Jon and Andrew were instrumental in the success of the inaugural IPA National Congress held at Sanctuary Cove last November. While Jon has taken a rest from national duties, Andrew is set to take on the role of principal MC at the 2014 NC event that is scheduled for late November in the Hunter Valley. Running the registration desk Sophia & Barbara As Member Services & Events Co-ordinator, Sophia Fitzgerald is attending her first Congress as a staff member, but her third in total. Sophia is a qualified Accountant who is currently undertaking the IPA Masters Program as well as running the Tasmanian Office. Barbara Borchard is General Manager of the Queensland Division of IPA. Apart from supervising the running of an energetic and engaged staff, she and Jon were pivotal members of the organising team that drove the successful 2013 National Congress. Barbara was also in Tasmania to assist at the 2012 Congress in Hobart. Behind the Scenes Jason Parker (National President) and Denis Laing (State President) will be present to mix and mingle with delegates, speakers, sponsors and partners and to convey any questions or concerns back to IPA s CEO, Andrew Conway, who is unable to make this year s event. Merv Hill (Ministry of Walks) will conduct guided walks on Thursday pm, Friday am and pm and Saturday am. Phil Manser (Ministry of Wine) will put on a wine-tasting of the best that Wines Direct have to offer prior to the Official Dinner on Friday Night. Colin Dean, Barry Woodruff, ably assisted by MC Andrew Colrain (Ministry of Song) will entertain on both Friday and Saturday nights across a broad range of music genres. 9 PRESENTER SHORT PROFILES AND SESSIONS SUMMARY In Program order:- SESSION 1 Petris Lapis Petris Lapis is an all-time favourite on the Tasmanian Congress scene and was the highest rated Presenter at last year s National Congress. With Commerce and Law Degrees and a Master of Taxation, Petris is well qualified to present and educate on tax and banking topics but as the director and senior trainer of her own training organisation she now specialises in providing non-technical skills to businesses and professional associations. Petris has nearly 25 years experience as a conference and seminar presenter and has published several books and hundreds of papers. Her intellect, passion, enthusiasm and humour have been embraced by audiences across Australia - nowhere more so than at the Tasmanian Congress. SESSION 2 Professor Kevin Davis & Professor Christine Brown Kevin and Christine last headlined the Tasmanian Congress at Port Arthur in Kevin is Professor of Finance at the University of Melbourne and Research Director of the Australian Centre for Finance Studies. His primary research interests are financial regulation, innovation, institutions and markets, and corporate finance. He is widely published in the areas of finance, banking, monetary economics and macroeconomics. In December 2013 he was appointed by the Federal Treasurer as one of the 5 panel members of the Inquiry into Australian Financial Systems being chaired by David Murray. Christine is also a Professor of Finance and Head of the Department of Banking and Finance at Monash University. Her major research projects and extensive publications have been in the areas of infrastructure and financial institutions management. SESSION 3 Vicki Stylianou Vicki Stylianou is a familiar face at major IPA events and has been a regular visitor to Tasmania since As IPA s Executive General Manager responsible for Public Affairs she now has a broader portfolio than before that has her at the forefront of representation and innovation within IPA. Overseeing the introduction of the digital hub is one of her recent achievements and she is still a thought leader when it comes to negotiating with government over financial services reforms and explaining the opportunities available to members under FoFA particularly since the Federal Election. Abstract: The world is changing for accountants and other professionals in accounting services. Challenges and opportunities abound. Legislation including the Future of Financial Advice reforms, regulation, globalisation, technology and many other factors impact the way accountants work, do business and service their clients. This presentation examines the challenges, opportunities and response mechanisms for accountants. SESSION 4 Professor Michael Dirkis & Tony Greco Dr Michael Dirkis is Professor of Taxation Law at the University of Sydney. He has been engaged with taxation law for over 30 years through roles within the private sector, ATO, TTI and now Academia. For over 10 years until 2010 Michael was Senior Tax Counsel for the Tax Institute, at the forefront of all major tax and tax administration reforms. He is a noted researcher having authored or co-written over 600 publications and papers. As IPA s Senior Tax Adviser, Tony Greco is well regarded in the industry as a commentator, trainer and speaker on tax matters. He has been a regular Presenter on tax matters for IPA Tasmania since 2003 when he was employed by Taxpayers Inc. Abstract: Tony will be the IPA s representative in the Budget dugout this year and together with Michael he will be able to deliver candid commentary on Federal Budget pronouncements and how they will impact on the accounting profession. They will delve deep into recent Tax changes (eg. Div 7A, third party reporting, BEPS, tax amnesties), the future face of the ATO, and tax reform that might be expected from the proposed White Paper. Abstract: The Global Financial Crisis has spawned a massive regulatory agenda which is having substantial effects on International and Australian finance markets, with a flow-down effect to investors, borrowers and savers. This session will provide an overview of the current and potential future impacts.

10 SESSION 5 Tony van der Westhuysen Tony has taken over the big shoes of former Congress and CPE session stalwart Kevin Burrowes as the IPA s senior spokesperson on GST and related matters, not only here in Tasmania and Interstate, but also in New Zealand. Having taught taxation law at Monash University for over 10 years Tony has decamped to Tasmania where he conducts his own training and consulting practice. He has worked in 3 of the 4 so-called Big Four accounting firms and been a tax partner in two of them. Since 2003, Tony has designed and presented more than 100 training programs for IPA, CPA, ATO and others, here and in New Zealand. Abstract: Beware the unpaid present entitlements! They often turn into unfrankable taxable dividends. This session explains how UPEs arise, how they can become deemed dividends, and how practitioners and their clients can avoid this expensive error. SESSION 6 David Sauer Now resident in Victoria but with strong family ties to Tasmania, David s linkage to Congress extends as far back as After following a typical auditor career path, David established his own practice in 2004 and since then has specialised in professional standards accounting, audit and ethics. He has developed particular interests in training new public practitioners, having designed and delivered the IPA Orientation Program since 2001, and communicating financial and technical information to non-accountants. Abstract: Fraud is unwelcome, but ever-present in every organisational entity. New technology and a changing world create endless opportunities for fraudsters. Who are they, what are the doing and what are your responsibilities to prevent, detect and report it? SESSION 7 Dr Craig Latham Craig is the Deputy Australian Small Business Commissioner. His office works with business and government agencies to ensure that small business concerns are heard and acted on government. Craig has extensive experience in the ATO and NZ s Inland Revenue Department particularly in improving policy effectiveness across the NZ public service, cutting red tape and providing leadership in the government s response to the Canterbury earthquakes. Abstract: A review of the small business environment and regulatory approaches in Australia (with some reflections on his New Zealand experience). Craig will provide a framework for understanding the small business environment and the various levers that can can be used at governmental, professional, association and adviser levels to assist the cause of small business. You may also expect a snapshot of the ASBC s involvement in the current hot issues for small business. SESSION 8 Dr Michael Schaper Appearing at the Tasmanian Congress for the first time in 2009, Michael has been a regular since, presenting here and at National Congress in his role as Deputy Chair of the ACCC, a position he has held since July His achievements are too long to list fully but include senior academic positions in WA, ACT and NSW. He was also the Small Business Commissioner in ACT and the recipient of the COSBOA National Small Business Champion Award. A policy adviser to both state and federal governments, he is also a respected author and regular columnist and media commentator on various issues. Abstract: Most small businesses rely on their accountants for important basic advice relating to marketing and sales. The ACCC has just released new guidelines on these topics, covering issues such as advertising do s and don ts; pricing inclusions and exclusions; bait, switch and misleading advertising; refunds, surcharges and their quirks. SESSION 9 Petris Lapis See profile under session 1. Abstract: Accounting is a profession brimming with change, moving goal posts and tough stuff challenges. You can resist and keep doing things the way you always have or discover/ regain your enthusiasm, excitement and passion for the new and challenging. Discover the keys to embracing change and thriving through the tough stuff in a warm, light-hearted way. SESSION 10 Aaron Dunn & Ashley Course Aaron and Ashley are acknowledged gurus in the SMSF space and have a strong following both within and outside of IPA. Aaron s passion for SMSFs has seen him develop into an industry thought leader, highly regarded for his technical and strategic abilities. Aaron has worked in the accounting and financial services sector for 17 years and is co-founder of the SMSF Academy. He has served on several high-powered government committees and reviews and is currently a senior office- bearer with SPAA. Ashley is the director of ARC Super which specialises in the provision of SMSF audit, technical and training services. He has extensive experience designing and developing audit and quality control systems, plans and programs. For the last 7 years Ashley has trained and developed audit content for the professional accounting bodies and audit software providers. His most recent experience includes being part of ASIC s SMSF Auditor Competency Exam Committee and Treasury s Stronger Super working group. Ashley s

11 experience also extends to training Quality Reviewers on auditing and professional standards and lecturing in audit and risk management at Bond University on the Gold Coast. Abstract: Attend this joint session to hear Aaron and Ashley deliver an update on the latest technical and regulatory issues impacting SMSFs including ATO s and ASIC s new penalty powers, limited recourse borrowing developments, Super Stream and case law involving the payment of death benefits. SESSION 11 Adrian White Adrian has worked in accounting practices across Asia as well as in Australia. A career change in the early 2000 s ultimately led Adrian into academia where he became Head of Accounting at Holmes Institute, lecturing in both Bachelor s and Master s degree programs. Earlier this year he joined the newly branded Federation University in Gippsland as a lecturer. He is currently enrolled in a PhD in the area of auditing and integrated reporting. SESSION 12 Wendy Leegel After completing accounting qualifications, Wendy undertook a series of senior management and executive roles in major corporate companies in the retail banking sector. Her key areas of expertise include risk frameworks and strategy, personal development and HR, leadership and organisation strategy. Wendy has been active within IPA at divisional and board levels since 2000 and is currently National Deputy President. Abstract: In this session practitioners will learn how enterprise risk management can be viewed as a value added service to SMEs. Simple processes that practitioners can adopt to help SMEs to mitigate risks will be demonstrated. Case studies will be reviewed to show what risks caused small businesses to fail and how accountants can protect their clients from risk enterprise failure. Abstract: While slower on the uptake than USA, outsourcing to Asia is gradually being accepted as a reality here in Australia. This session examines the benefits and risks of outsourcing to be evaluated against the business model that a practice employs. Examples of successful offshore outsourcing will be analysed.

12 SESSION 13 Bill Aronson Bill is a business coach who helps business and community leaders rapidly create their future using a process called transformational leadership. Nationally he is on the board of the International Coach Federation of Australasia and locally he is a director of the new Tasmanian Chamber of Commerce & Industry. His highest context is to transform Tasmania into a powerhouse of creativity by Abstract: Bill s presentation has been structured to focus on the emerging themes affecting the key drivers of the accounting industry. Not only do firms need to provide products faster that are better and cheaper, but they must also innovate to minimise risk. Learn how to manage the six risks and redesign your practice to meet the needs of a modern organisation. SESSION 14 Pat Camm After starting his career in the Tax Division of a Big 6 accounting firm (Arthur Andersen & Co), Pat spent 13 years as a sole practitioner in the South Eastern suburbs of Melbourne. SESSION 15 Rosemary Johnston Rosemary has had over ten years experience in the property investment advice sector. She was a founding member of the Property Investors Association of Australia (PIAA) in 2002 and helped it to create professional property investment advice standards, due diligence standards and its professional education course. She has also made representations to the Government about shaping property investment advice regulation. She has helped her clients create property portfolios to create real wealth. She has also invested in a range of property styles over many years and enjoyed considerable personal success. Her experience prior to property investment was as a middle manager in the health care sector and in her own business as a corporate coach to senior management. All of this has given her strong financial, business, and strategy development skills that are delivered via her passion for education to empower her clients. SESSION 16 Kel Spencer Kel is Managing Director of his own property investment company and a founding Director of Propell National Valuers with headquarters in Adelaide and branch offices in capital cities throughout the country. 13 SESSION 17 Dr Jenny Buchan Jenny Buchan is an Associate Professor in business law at the School of Taxation and Business Law in the Australian School of Business at the University of New South Wales. Prior to becoming an academic in 2002 Jenny worked for 19 years as a commercial lawyer in private practice, first in New Zealand, then in Melbourne and Sydney. During her time in Melbourne she represented shopping centre clients in their negotiations with franchisors. This sowed the seed for her enduring fascination with franchise relationships, leading to her completing a PhD on the topic in Jenny teaches Australian and international franchise law and contract law. The intersection of franchising with consumer protection and insolvency law is her main research interest. Abstract: Franchising offers great promise to investors. Jenny will present what happens when a franchisor s business fails and what advisers can do to help their clients in this situation. SESSION 18 Michael Bassingthwaighte AM Michael has been CEO of Peoplecare since 1982, playing a significant role in furthering the scope of health insurance in the Illawarra region and beyond. Wollongong based Peoplecare has thrived under Michael s leadership as is evidenced by a surplus in excess of $6m in the 2012/13 financial year. He has served as director and chair of many boards and companies including the Illawarra Business Chamber. He was the 2010 Illawarra Business Person of the Year and was made a Member of the Order of Australia in mid Abstract: This presentation will reflect on leadership experiences gained throughout an extensive career in the not-for-profit health insurance sector combined with insights into contemporary leadership gained from participation in a leadership program at Oxford University in the UK in Over the past 30 years the environment for health insurance organisations has changed dramatically as a result of political intervention and competitor activity. This session will explore the elements of that change and what initiatives emerged through innovative leadership that have provided the opportunity for organisations to continue to prosper.
