This graph shows the variation in total traffic for the last 12- month period relative to that for the 12-month period before. 4 In March 212, several main airports experienced a decrease in traffic (e.g. Paris CDG, Frankfurt, London Heathrow, Munich, Madrid, Rome Fiumicino and Barcelona) compared to 211. Traffic in Spain was weighed down by industrial actions. The largest decreases were at Madrid (Spanair failure and reduced Iberia traffic) and Milano Malpensa (impact of defunct Lufthansa Italia). Ferihegy Budapest recorded a 26.1% decrease as Malév Hungarian Airlines ceased operations. The largest increase in traffic was at Istanbul Ataturk (14.3%). For air operators, the most significant decreases were for Czech Airlines (-29.9%), Royal Air Maroc (-21.9%), Cimber Air A/S (- 19.4%) and Iberia (-26.2%). The largest growth was for United Airlines (142.9%) and Naysa (54%). The latter changes were due to airline consolidation and restructuring rather than traffic growth. Traffic for some major carriers (Turkish Airlines, SAS, Air France, British Airways and KLM) increased in March 212, which is in line with Amsterdam and Istanbul airport growth. Unidentified operators (mainly General Aviation) recorded a decrease of.5% in March 212. DNM Network Operations Report Analysis - March 212 2

5 Stavanger, Tallinn and Vilnius ACCs experienced a significant increase in traffic. Spain (Madrid, Seville, Barcelona and Palma ACCs), Tampere, Brindisi, Santa Maria and Athens ACCs recorded significant decreases in traffic. DNM Network Operations Report Analysis - March 212 3

The main issue was weather which contributed for half of Airport ATFM delays. Figures are the average daily delays in minutes. The top 2 locations represent 77.7% of the entire Network ATFM delays, the top 5 locations represent 38% of the Network ATFM delays. London Heathrow, Amsterdam, Munich, Paris CDG and Zurich airports registered the most significant delays mainly due to weather conditions: wind and low visibility. Istanbul registered delays mainly due to airport infrastructure. Frankfurt delays were caused by the non ATC personnel industrial action on the 29 th March. Nicosia, Langen and Paris ACCs recorded delays mainly due to ATC capacity and staffing. Nicosia and Paris ACCs also recorded delays due to industrial action. Delays in Ankara ACC were due to reduced ATC Capacity in ORBB (Baghdad) FIR (NOTAM A4/12). In March 212, there were fewer actual en-route delays (7545 min) per day than the optimum* en-route delays (9532 min). This means the year-to-date en-route delay per flight result (.29 min/flt) is lower than the optimum* year-to-date target (.35 min/flt) at this stage of the year. * NM s calculation that provides the optimum en-route delay (min) requirements to achieve the end-of-years target (.7 min/flight). DAILY EVOLUTION Average delay (min) per flight in March AIRPORT ATC CAPACITY In March 212, there is no day with an average delay per flight at or above 2 minutes. Most significant delays were recorded: AIRPORT WEATHER AIRPORT INFRASTRUCTURE EN-ROUTE WEATHER & EXTERNAL DISRUPTIONS EN-ROUTE EVENTS EN-ROUTE ATC DISRUPTIONS EN-ROUTE ATC STAFFING EN-ROUTE ATC CAPACITY On Thursday the 1 st and Friday the 2 nd March: London Heathrow, Munich, Paris Orly, Paris CDG, Amsterdam and Brussels airports were badly affected by low visibility during those two days. En-route ATC capacity and staffing affected mainly Nicosia, Langen, Warsaw and Paris ACCs. On the 1 st March Reims and Marseille ACCs recorded delays due to Industrial action. Delays in Ankara ACC were due to reduced ATC Capacity in ORBB (Baghdad) FIR (NOTAM A4/12). DNM Network Operations Report Analysis - March 212 1

13 6. ALL AIR TRANSPORT DELAYS (Source: CODA) The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for March 212 is not yet complete at the time of writing, this analysis covers the latest available 13-month period (Feb 211-Feb 212) and contains details on 68% of commercial flights in the ECAC region. ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of NM are the (flight) planned delays whereas the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. As airlines may assign multiple delay reasons for a delayed flight, some of the en-route ATFM delay may be attributed to other reasons if the other reason prevented the flight from obtaining a slot improvement. A common example is a NM reported en-route ATFM delay reported by airlines as a split between reactionary and en-route ATFM delay. According to airline reports, in February 212 total all-causes delay was 11.4 minute per flight. Primary delays share of total all-causes delay was 54% ( or 6.2 min/flt) o f which enroute delays contributed.3 min/flt. The remaining were Reactionary delays, this counted for 46% or a contribution of 5.2 min/flt. 15 Average departure delay per flight 211/212 Average departure delay (min) per flight Based on airline data, the reported share of reactionary delays in February 212 remained stable at 46% of delays all-causes. Both NM and airlines report that en-route ATFM delays remain below.5min/flight. Percentage of flights delayed on departure: All Causes The percentage of flights delayed by long ATFM restrictions (exceeding 15 & 3 minutes) increased in February 212 compared to January 212 but is still below February 211 results. The percentage of flights delayed from allcauses (exceeding 15 & 3 minutes) increased both monthon-month as year-on-year. ATFM SLOT ADHERENCE Average daily evolution of early and late flights In March 212, adherence to ATFM slot situation improved with reduced early and late departures: early departures was reduced by.2% (8.5% in February vs. 8.3% in March) while the drop in late departures was 1.7% (6.9% in February vs. 5.2% in March). Although the overall percentage of traffic departing within their slot tolerance window is above the target (at least 8) there are some airports for which compliance can be improved. NM continues to validate the data used and identify issues contributing to non-compliance.
