3 1. TOTAL TRAFFIC Traffic increased by 1.7% in November 215 compared with November 214. The lower traffic levels compared with October 215 correspond to the start of the winter 215/16 schedules on 25 October 215. Average daily traffic in November for last 5 Years Forecast dated Last 13 months average daily traffic BASELINE FORECAST LOW FORECAST HIGH FORECAST The traffic increase of 1.7% for November was just below the baseline forecast updated in September Average daily traffic in November 215 was the second highest in the last five years. This graph shows the variation in average daily traffic for the last 12-month period relative to previous 12-months. The average daily traffic from December 214 to November 215 was 1.4% higher than the average from December 213 to November 214. Nine states contributed to local traffic growth 1 in the European network in November 215 compared with November 214: Spain continental (+194 flights/day) was the biggest contributor thanks to strong growth in internals and arrival/departure flows (9% and 7% respectively) followed by Turkey (+188 flights/day), UK (+111 flights/day) and Denmark (+51 flights/day). The other states each adding more than 25 daily flights to the network were Portugal, Greece, Ireland, Belgium, Luxembourg and Canaries. Germany s local traffic suffered from the impact of Lufthansa industrial action with 113 fewer daily flights in November; Austria was affected too, though to a lesser extent (-33 flights/day). Norway saw a reduction in its local traffic for the eleventh consecutive month having 48 fewer flights per day in November 215 compared with November 214. Ukraine also registered a reduction in its local traffic with 25 few flights per day, mostly due to the ban of direct flights between Ukraine and Russia from the 25 October 215. The aircraft operators which added the most flights to the network on a daily basis in November 215 compared with November 214 were Ryanair (+191 flights/day), Finnair (+165 flights/day), Turkish Airlines (+115 flights/day), Alitalia (+77 flights/day) and Wizzair (+75 flights/day). The aircraft operators which removed the largest number of flights from the network were Lufthansa (-37 flights/day, industrial action) and Norwegian (-197 flights/day). With the start of the winter schedules, the low-cost, traditional scheduled and all-cargo segments recorded respective growth rates of 3%, 1.7% and 1% in November 215 compared with November 214 which were slightly weaker than the October 215 ones. The two other market segments (charter and business aviation) declined by circa 3% each in November 215 compared with November 214. Following the Metrojet Flight 9268 accident over Egypt's Sinai Peninsula on 31 October, flows between Russian Federation and Egypt declined by 49% to 47 flights/day in November 215 compared with November 214. However, at European level, the traffic flows between European States and Egypt declined by less than 3% in November 215 compared with November 214. The traffic flows between Europe and Russian Federation in November 215 remained 2% below compared with November 214, down to 49 flights/day on average. 4 Five of the top ten airports had positive traffic growth compared to November 214. Overall, the largest traffic increases in November 215 were at London/Luton, Istanbul/Sabiha Gökcen, Cologne/Bonn, Dublin, Athens and Prague airports. The largest traffic decreases were at Frankfurt/Main, Hamburg, Munich, Bergen/Flesland, Dusseldorf and Vienna airports. Six of the top ten aircraft operators had more traffic compared to November 214. Overall, the operators with the highest traffic growth were Finnair, American Airlines, Wizz Air, Ukraine International, Pegasus and Qatar airlines. Germanwings, Norwegian Air Shuttle, Lufthansa and Aegean airlines recorded the highest traffic decrease compared to November 214. Industrial action by the Independent Flight Attendant s Organization (UFO) between 6 and 13 November 215 and the continuing transfer of flights from Lufthansa to Germanwings/Eurowings accounts for the variation at the German airports and the German carriers, as well as Vienna airport. The traffic variation of AFR and HOP!, Flybe (Finland) and Finnair is due to the transfer of flights between the aircraft operators. Pegasus recorded an increase in flights compared to November 214 due to an increase in fleet size. The use of the American Airlines designator by US Airways from April 215 accounts for some of the traffic increase by American Airlines. 5 There was significant traffic increase in Oslo, Santa Maria, Palma, Malta, Lisbon and Dublin ACCs. The Santa Maria and Lisbon ACCs variation is due to increased traffic to/from the Canary Islands and the Azores, and South American destinations. There was a reduction in traffic in Stavanger, Dnipropetrovsk, Skopje, Tunis and Kiev ACCs. The reduction in traffic to/from Tunisia continues following the terrorist attack on 26 June. Traffic between Russian Federation and Egypt declined sharply following the Metrojet Flight 9268 accident over Egypt's Sinai Peninsula on 31 October; there was less of a decline between European States and Egypt. Airspace realignment in Oslo and Stavanger ACCs accounts for the variation between these ACCs. NM Monthly Network Operations Report - Analysis - November 215 Page 4

Monthly ATFM delays trend 11% 1.6% The rolling 12-month trend shows that ATFM delay was 3% higher during the period December November 215 compared with December November 214. 8 EN-ROUTE ATFM DELAY PER DELAY GROUP En-route delays accounted for 27.1% of all ATFM delays. An average of 229 flights/day received an en-route delay of at least 15 minutes in November 215. The corresponding figure for November 214 was 29 flights/day. Nicosia ACC average en-route ATFM delay per flight decreased from 2.2 min/flt in October 215 to 1.54 minutes/flt in November 215. Reims ACC average en-route ATFM delay per flight decreased from 1.26 min/flt in October 215 to 1.4 minutes/flt in November 215. Brest ACC average en-route ATFM delay per flight decreased from 1.26 min/flt in October 215 to.65 minutes/flt in November 215. Tampere ACC enters the top five ACCs with an average en-route ATFM delay per flight of.42 min/flt, mainly due to ATFM measures applied during the Northern European Free Route Airspace (NEFRA) implementation. Airport ATC capacity delays increased at Hurghada airport, with 9% of ATFM delays generated on Thursdays. ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from the airlines. Data coverage is 66% of the commercial flights in the ECAC region for October 215. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the remaining amount is the handling delay. Passenger experience Based on airline data, the average departure delay per flight from All Causes was 9. minutes per flight, this was an decrease of 4% in comparison to 9.4 minutes per flight in the same month of 214. Within all air transport delays, en-route ATFM delays were.4 minutes/flight in October 215. Primary delays counted for 56% (or 5.1 min/flt ) of which.4 min/flight was attributed to en-route ATFM delays, with reactionary delays representing a smaller remaining share of 44% at (3.9 min/flt). The percentage of early departures for November 215 is 6.4% of regulated flights, which is.3% above November 214. SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS ACCs Major airspace or ATM system improvement projects. Nine ACCs and two TMA/APP carried out projects involving ATM system changes/upgrades or airspace reorganisations. All projects had been categorised as special, planned events with potential impact on the network performance. Brest ACC Stepped implementation of ERATO system in combination with training started on 23 November, generating 36,766 minutes of ATFM delay. This presented 92% of total delay (4,135 minutes) by Brest for November. A 2% sector capacity reduction had been originally planned, with maximum sector configurations of between 9 and 13 sectors depending on the time of the day Langen ACC The implementation of P2 ATM system project progressed through the training phase and with two operational weekends between 6-9 and 27-3 November. Total ATFM delay generated over both operational weekends was 3,925 minutes, which represented 56% of total delay (7,16 minutes) for Langen ACC during November. Additionally, the second operational weekend affected Frankfurt airport by generating 1,744 minutes of airport delay. A 2% sector capacity reduction had been planned for the operational weekends with sector configurations kept at maximum. NM Monthly Network Operations Report - Analysis - November 215 Page 13

15 Vienna TMA/APP The migration to the new COOPANS ATM system was completed on 28 November followed by the first transition period until 3 November which generated 1,514 minutes of airport ATFM delay (7% of total Vienna airport delay for November). A 5% arrival capacity reduction had been initially anticipated, with the maximum configuration of 4 sectors. Barcelona and Palma ACCs Both ACCs migrated to the SACTA CF2 system on 24 November without generating ATFM delay. The ACCs had planned capacity reductions by 1%, with a maximum configuration of 1 sectors in Barcelona ACC, and 6 sectors in Palma ACC. Warsaw ACC Training for the new sectorisation was carried out throughout November with no planned reduction in sector capacities or maximum available sector configurations. No ATFM delay was generated. L viv ACC The implementation of a new ATM system progressed through the transition phase during November. No ATFM delay was generated despite a capacity reduction of 1%. Geneva and Zurich ACCs Both ACCs progressed through the training phase of the Stripless CH Step 4 project. No ATFM delay was generated by either of the ACCs. Maastricht UAC Training for the implementation of a new variable Divisional Flight Level (DFL) in Brussels West Sectors started on 5 November continuing until the end of the month. No ATFM delay was generated. London TC Training for the first phase (1A) of the London Airspace Management Programme (LAMP) was carried out, not generating ATFM delay. Reductions in sector capacities, and maximum configuration had not been planned. Other airspace or ATM system improvement projects Three ACCs carried out projects involving airspace reorganisations and/or ATM system changes/upgrades which were not defined in the Transition Plan for Major Projects in Europe. Tampere ACC Northern European Free Route Airspace (NEFRA) implementation generated some en-route ATFM delays in Tampere ACC between 12 and 16 November (total ATFM delay: 5,592 minutes); Oslo and Stavanger ACCs A merger of Oslo and Stavanger ACCs airspace was implemented on 12 November 215. No reduction in sector capacities was planned and no ATFM delay was generated. Airports Special Events: Valletta Summit in Malta between 1 and 12 November; Climate Change Conference (COP21) in Paris between 3 November and 11 December. Local plans in November: A number of airports undertook infrastructure and technical system improvement work during November. These improvements had at most a minor impact on local airport operations: Completed: Runway maintenance at Koln/Bonn airport; Taxiway maintenance at Rome/Fiumicino airport (total ATFM delay: 5,28 minutes). On-going: Runway maintenance at Athens, Istanbul/Sabiha Gökcen, Nice and Palma de Mallorca airports; ILS maintenance at Bologna airport; Taxiway(s) and/or apron(s) improvements at Bari/Palese, Bologna, Dublin, Frankfurt/Main, Katowice/Pyrzowice, Krakow/Balice and Venice airports; Terminal building(s) improvements/works at Bergen/Flesland, Hamburg, Katowice/Pyrzowice, Krakow/Balice, Munich, Nuremberg, Oslo/Gardermoen and Zurich airports. 16 DISRUPTIONS Technical Radar problems due to solar activity generated ATFM delays in Stockholm and Malmo ACCs on 4 and 5 November (total ATFM delay: 6,738 minutes); Meteorological equipment unserviceability at Paris/Orly airport on 7 November (total ATFM delay: 1,95 minutes); Flight Data Processing System (FDPS) issues in Bremen ACC on 17 November 215 (total ATFM delay: 4,79 minutes). Industrial action Industrial action by the Independent Flight Attendant s Organization (UFO) between 6 and 13 November 215 particularly affected Lufthansa and Frankfurt/Main, Hamburg, Munich, Dusseldorf and, to a lesser extent, some Austrian airports. Lufthansa Group press release reported that 4,7 flights were cancelled 4 ; ATC industrial action between 23 and 27 November generated ATFM delays in Reims ACC (total ATFM delay: 64,445 minutes); ATFM protective measures generated delays in Maastricht and Karlsruhe ACCs (total ATFM delay - Karlsruhe ACC 1,875 minutes, Maastricht UAC 3,543 minutes). Other Bomb disposal at Dusseldorf airport on 2, 6 and 3 November (total ATFM delay: 1,887 minutes); Open Sky observation flight on 4 November generated ATFM delays at Frankfurt/Main airport (total ATFM delay: 1,117 minutes); Removal of a disabled aircraft blocking the runway due to burst tyres at Tenerife/South airport on 23 November (total ATFM delay: 2,16 minutes); Runway maintenance at Madrid/Barajas airport on 28 and 29 November (total ATFM delay: 1,627 minutes). 9. NM ADDED VALUE FLIGHTS WITH DELAY > 3 The number of flights that had more than 3 minutes of ATFM delay increased by 112.5% from 128 flts/day in November 214 to 272 flts/day in November 215. Fewer en-route flights were delayed (>3 min) for the fourth month in succession. 19.1% of flights with more than 3 minutes of ATFM delay in November 215 were en-route and 8.9% were airport.
