This graph shows the variation in total traffic for the last 12- month period relative to that for the 12-month period before. 4 In July 212, traffic decreased at some main airports (e.g. Paris CDG, London Heathrow, Munich, Madrid and Rome Fiumicino) compared to 211. Traffic increased at Frankfurt, Amsterdam, Istanbul Ataturk and Barcelona airports. The largest decrease was at Budapest Ferihegy (-21.) airport as a result of Malév Hungarian Airlines ceasing operations in February 212. The 11.1% traffic decrease at Madrid Barajas airport is the result of overall traffic reduction in Spain in conjunction with Spanair cessation of operations in January 212. Traffic decreased significantly at Prague, Athens, Helsinki and Las Palmas airports. The recent cessation of operations of Air Finland explains much of the decrease at Helsinki. The largest traffic increase was at Istanbul Ataturk airport (1.4 %), in line with the ongoing traffic increase in Turkey. With the exception of Alitalia, the traffic for the top 1 air operators (Lufthansa, Ryanair, Easyjet,Turkish Airlines, Air France, SAS, Air Berlin, British Airways and KLM) increased in July 212 compared to July 211. Airline consolidation and restructuring explains most of the significant traffic decreases and increases: Air Nostrum (-27.3%), Regional Airlines (-19.4 %), Air Baltic (-19%), Meridiana SPA (-16.1%) and Thomas Cook (-15.3%), United Airlines ( %) and Vueling airlines (+21.8%). There was real traffic growth for Aeroflot Russian (21.8%) and Emirates (2.4%). Unidentified operators (mainly General Aviation) decreased by 5.3% in July 212 DNM Network Operations Report Analysis - July 212 2

5 Stavanger, Chisinau and Kiev ACCs experienced a significant increase in traffic. Malta recorded an increase of 39.1% compared to July 211; this increase is traffic recovery from last year s Libyan airspace closure. Skopje, Seville, Canaries, Casablanca, Tampere and Yerevan ACCs recorded significant decreases in traffic. There is no noticeable impact of the Olympic games, which started on the 27 th of July. ATFM DELAY AND ATTRIBUTIONS Average daily ATFM delays The average daily ATFM delays decreased from 8431 minutes in July 211 to 5195 minutes in July % % Monthly ATFM delays trend -2.3% -74.3% -46. Figures are the average daily delays in minutes. Langen ACC continued to be the top delay generating location in July; delays were due to ATC staffing, capacity, thunderstorms and a system failure on the 6 th July. Munich ACC recorded significant delays due to thunderstorms, capacity and staffing, a system failure also occurred on the 6 th July. Frankfurt, London Heathrow and Munich airports recorded significant delays due to thunderstorms and wind. Frankfurt airport also experienced ILS re-alignment work on runway 25 affecting the capacity at the end of July and London Heathrow experienced single runway operations on the 23 rd July also affecting the airport capacity. En-route ATC capacity delays were recorded in Nicosia, Marseille, Warsaw, Barcelona, Reims, Zurich, Paris, Zagreb and Madrid ACCs. Oslo ATCC continued to be strongly affected by staff shortages as well as Oslo Gardermoen airport. The overall impact on the network is very significant (see also section 8.2). Zurich airport infrastructure and environmental constraints restricted the use of the optimum runway configuration. Istanbul Ataturk s airport infrastructure issues continued to cause delays in July. In Oslo, ATC staffing delays doubled since the last month. In Warsaw, Karlsruhe and Athens ATC staffing delays increased significantly, while Munich, Marseille, Nicosia and Bremen ACCs generated significantly less such delays compared to last month. Zurich delays were due to environmental constraints preventing the use of the optimum runway configuration. Palma de Mallorca reached the busiest part of the year and airport infrastructure constraints are generating delay. London Gatwick had some runway maintenance work resulting in reduced rate. DAILY EVOLUTION AIRPORT ATC CAPACITY AIRPORT WEATHER AIRPORT INFRASTRUCTURE EN-ROUTE WEATHER & EXTERNAL DISRUPTIONS EN-ROUTE EVENTS EN-ROUTE ATC DISRUPTIONS EN-ROUTE ATC STAFFING EN-ROUTE ATC CAPACITY Average delay (min) per flight in July ATC capacity / staffing delays were pronounced over the weekend periods in July. In July 212, there were ten days with an average delay per flight at or above 2 minutes; this mainly occurred during the weekends: Sun 1 July: Delays were due to en-route ATC capacity in Marseille, Nicosia, Munich, Barcelona and Brest ACCs. Thunderstorms affected Barcelona, Munich and Karlsruhe ACCs as well as Munich and Zurich airports. Palma, Istanbul Ataturk and Oslo Gardemoen recorded delays due to aerodrome capacity. Thu 5, Fri 6, Sat 7, Sun 8 July: Weather was the main issue en-route and at the airports affecting Langen, Munich, Karlsruhe ACCs and Frankfurt, London Heathrow, Paris CDG and Vienna airports. En-route ATC capacity delays were recorded in Marseille, Barcelona and Warsaw. Langen and Munich ACCs experienced a system failure. Sat 14, Sun 15 July: En-route ATC capacity delays were in Marseille, Warsaw, Reims and Nicosia ACCs. Thunderstorms affected Barcelona, Langen and London ACCs but also Frankfurt, Zurich and Munich airport. Sat 21 Sat 28, Sun 29 July: Barcelona, Marseille, Warsaw, Palma and Reims ACCs recorded significant en-route ATC capacity delays. En-route weather affected mainly Munich and Vienna ACCs. Warsaw and Oslo ACCs generated significant delays due to staffing. Frankfurt, London Heathrow and Munich airports were affected by thunderstorms. DNM Network Operations Report Analysis - July 212 1

13 6. ALL AIR TRANSPORT DELAYS (Source: CODA) The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for July 212 is not yet complete at the time of writing, this analysis covers the latest available 13-month period (June 211-June 212) and contains details on 62% of commercial flights in the ECAC region. ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of NM are the (flight) planned delays whereas the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay Average departure delay per flight in minutes Breakdow n average delay per flight June 212,8 Average En- Route Delay/Flight,5 Average En- Route Delay/Flight NM reported En-Route ATFM delay Primary Delay (excl En-Route) 5,1 Average primary delay 9,2 Passenger experience Airline Reported En-Route ATFM Delay Reactionary delay Airline reported en-route ATFM delay in June 212 was.5 minutes per flight which is lower than the NM reported average en-route ATFM delay of.8 minutes per flight. As airlines may assign multiple delay reasons for a delayed flight, some of the en-route ATFM delay may be attributed to other reasons if the other reason prevented the flight from obtaining a slot improvement. A common example is a NM reported en-route ATFM delay reported by airlines as a split between reactionary and en-route ATFM delay. According to airline reporting, in June 212 the average delay per flight for all-causes of delay was 9.2 minutes. The primary delay share of total all-causes delay was 5 (or 5.1 min/flt) of which en-route delays contributed.5 min/flt. The remaining were Reactionary delays, this counted for 4 or a contribution of 4.1 min/flt. 15 Average departure delay per flight 211/212 Average departure delay (min) per flight Based on airline data, the reported share of reactionary delays in June 212 fell by one percentage point when compared to May 212 with a 45 % share of delay minutes from all-causes. Percentage of flights delayed on departure: All Causes The percentage of flights delayed by long ATFM restrictions (those exceeding 15 & 3 minutes) increased in June 212 when compared to May 212. 14 7. ATFM SLOT ADHERENCE 9 Average daily evolution of early and late flights In July the percentage of late non-compliant departures has slightly increased. Although the overall percentage of traffic departing within their Slot Tolerance Window (STW) is above the target (at least 8) there are many airports for which compliance can be improved. Following the general seasonal trend the absolute numbers of flights departing outside the STW has increased. However, compared to the same period in 211, the absolute figures show an overall improvement. SIGNIFICANT EVENTS 8.1. London 212 Olympics Since the 23 July, in the run up to the opening ceremony on the 27 July and beyond to the 31 July, traffic has increased at some smaller airports but overall UK traffic is at a similar level to the corresponding period in UK airports are being coordinated during the Olympic period. The main airports receiving additional traffic are London Luton (EGGW), London Stansted (EGSS), London City (EGLC), Biggin Hill (EGKB) and Farnborough (EGLF). The traffic trend is upwards. On the 26/27th of July, 72 heads of state arrived, 31 in their own aircraft and the rest on scheduled flights. Olympic games caused no network delays (no Olympic related regulations were applied). Several re-routing scenarios that were agreed with both Rhine and Maastricht UACs are being used to distribute traffic evenly in the UK sectors. Maastricht had brought in additional staff to handle the increase of traffic which didn't materialize so far. NM holds the Network Olympic Conference for ANSP's at 1:UTC each day since the 23 July. Attendance is normally around 15 participants including UK NATS and FABEC partners. As part of the airport coordination, NM have been suspending (and de-suspending) the flights without a valid airport slot in coordination with Airport Coordination Limited (ACL). Up to 31 July, 185 such flights were suspended. DNM Network Operations Report Analysis - July

15 8.2 Oslo ACC capacity and delay issues There have been significant ATFM delays in the area of responsibility of Oslo ACC (enroute and TMA) since mid May 212 (week 21). NM management and operations are in regular contact with AVINOR. No significant improvement is expected until mid August (after the main summer leave period). NM efforts focused on providing alternative solutions to the users of Oslo airspace to minimize delays. Several rerouting scenarios were developed and validated by NM in conjunction with ACCs and AOs. Mandatory scenarios have not been applied so far as AOs preferred the individual RRP solutions provided by NM. This graph shows the RRP delay reduction efforts by NM since mid May (week21) until the end of July: 9. NM Added Value 9.1 RRP direct delay savings Since the beginning of summer, minutes of delay saved by providing alternative route possibilities to 2185 flights. On average, 24 flights were re-routed daily, saving 656 minutes of direct delay each day. The cost of these savings was 285 NM extra mileage (flown) per day. AIRPORT/TMA EN-ROUTE 9.3 Greek airports delay reduction In previous years, Greek airports (19 holiday destinations in particular) faced huge delays. In close cooperation with the Hellenic CAA, the Hellenic ANSP (Flow Management), the Greek airport slot coordinator, and the Airline Operators Associations IACA and IATA, the Network Manager set up a procedure to significantly reduce arrival delays. The procedure was trialed for two months starting from 3 April 212 and is operational since 1 July 212. In the period of 3 April 212 to 31 July 212, compared to the same period in 211, delays decreased by 74.9 with 8% less traffic.
