The average daily traffic from February 216 to January 217 was 3. higher than the average from February 215 to January 216. The trend shows a continuous growth in traffic , 2,7% 2,8% 3, 2,6% 2,2% 2,2% 2,3% 2,4% 2,5% 2,5% 1,7% 1,9% 2, 2, 2, 1,5% 1,,5%, 12 months rolling traffic trend Twelve states contributed the most to the growth of local traffic [i] in Europe in January. UK was the top contributor adding 298 daily flights due to strong increases in its flow to/from Spain and to/from the Canary Islands (+87 flights/day), along with its flows to/from Germany (+34 flights/day) and to/from France (+32 flights/day). Germany was the second contributor with 28 extra daily flights and Spain the third with 183 extra daily flights. France and the Netherlands added 138 and 87 flights per day respectively and completed the top five contributors to the network. Poland, Ukraine, Lisbon FIR and Italy added a combined total of 37 flights. The last three contributors, Canary Islands, Romania and Sweden added altogether 194 flights to the network. Turkey continued to see a reduction in its local traffic and recorded 154 fewer daily flights in January. Norway s internal traffic reduced the decline to 19 fewer daily flights in January from 41 fewer daily flights in December 216. The all-cargo segment was the main driver of growth in January and climbed to a 12% growth rate, boosted by a strong performance recorded in the last months of 216. The low-cost segment grew 9.8% and was followed by business aviation up 6.7% and traditional scheduled up 2.7%. The charter segment was down 4.9% in January although it continued to show signs of recovery since December 216 owing partly to the resumption of flights between Ukraine and Egypt and between Turkey and the Russian Federation. The aircraft operators which added the most flights to the network on a daily basis in January 217 were Ryanair (+28 flights/day), easyjet (+84 flights/day), LOT (+61 flights/day) and Flybe (+55 flights/day). The top five extra-european partners in average daily flights on flows in both directions were: the United States (735 flights, up 2%), the Russian Federation (61 flights, up 4.5%) was back to a positive rate; the United Arab Emirates (335 flights, up 2.6%); Morocco ranked fourth (271 flights, up 7.5%); and Israel ranked fifth (222 flights, up 16%) with the highest monthly growth rate. 4 Seven of the top ten airports had positive traffic growth. Overall, the largest traffic increases in January 217 were at Berlin/Schoenefeld, Manchester, Tel Aviv/Ben Gurion, Birmingham and Warsaw airports. The largest traffic decreases were at Istanbul/Ataturk, Istanbul/Sabiha Gökcen, Stuttgart and Rome/Fiumicino airports. The traffic variation at Warsaw airport is due to the opening of new connections to Canada and Eastern Europe. New connections available to Northern and Eastern Europe at Berlin/Schoenefeld airport explain the traffic growth in January 217. Tel Aviv/Ben Gurion airport registers an increase of traffic thanks to the opening of new connections to China and Eastern Europe. Seven of the top ten aircraft operators had more traffic compared to January 216. The operators with the highest traffic growth were Olympic, Transavia, Norwegian Air International, Ukraine International and LOT/Polish airlines. Aegean, Turkish, Germanwings, HOP and Alitalia airlines recorded the highest traffic decrease. Norwegian Air Shuttle and Norwegian Air International traffic variations are due to a shift of the callsigns from NAX to IBK. The traffic variation of Olympic and Aegean is due to Aegean flights operated with Olympic callsign. LOT/Polish airline increase of traffic is due to the opening of new routes inside Europe. The Transavia traffic increase is mainly due to Northern European growth with direct links between UK and European capitals. Ryanair recorded 14% traffic growth following an increase in fleet size and the opening of new routes for example at Berlin/Schoenefeld airport. 5 The highest traffic increases in January 217 were in Odessa, Kiev, L viv, Brest and Lisbon ACCs. Low traffic in January 216 during ERATO system transition in Brest ACC explains some of the variation. The Santa Maria and Lisbon ACCs variation is due to increased traffic to/from the Canary Islands and the Azores, and South American destinations. Reykjavik ACC variation is due to increased international arrivals/departures as well as weather patterns which resulted in transatlantic flights adopting more northerly routes. Note that en-route ATFM delays were relatively high in January 216 due to ATM system implementation. Proportion of ATFM delays in January 217 Airport weather (63.9%), airport capacity (12.2%) and en-route ATC capacity (8.7%) were the main causes of ATFM delays in January 217. These are the top 2 delay generating locations for the reporting month with respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations. Most of this delay was caused by en-route ATC capacity, en-route ATC staffing and en-route ATC disruptions as explained in detail below. The other causes: En-route disruptions; Delays locally reported in Canarias ACC due to traffic avoiding Lisbon ACC capacity issue on 7 January. ALL AIR TRANSPORT DELAYS (SOURCE: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from airlines. Data coverage is 58% of the commercial flights in the ECAC region for December 216. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the remaining amount is the handling delay. SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS ACC MAJOR AIRSPACE OR ATM SYSTEM IMPROVEMENT PROJECTS Two ACCs carried out projects involving ATM system changes/upgrades during this reporting period. The ERATO system implementation in Bordeaux ACC went through the Transition periods 4 and 5 (Recovery phases 1 and 2) throughout the entire month of January not generating ATFM delay. The ACC had previously estimated the capacity reductions to range between 25% 2 until 8 January and 15% - 1 for the rest of the month. Langen ACC held Operational weekend on 7-8 January in preparation for the implementation of PSS system in SWG 1 (Frankfurt APP sectors), generating 1,728 minutes of ATFM delay for those two days. The switch over to the PSS took place on 15 January when a transition period started generating 32,996 minutes of ATFM delay for the remainder of the month. Total ATFM delay generated by PSS implementation amounted to 34,724 minutes. A 1 arrival capacity reduction at EDDF had been estimated during the OPS weekend and the transition period. 15 AIRPORTS Local Plans in January A number of airports undertook infrastructure and technical system improvement works during January. These improvements as well as some special events had at most a minor impact on local airport operations, unless otherwise stated. Special Events DACT Military exercise impacting Gran Canaria airport from 16 to 26 January generated 1,92 minutes of ATFM delay; World Economic Forum in Davos from 14 to 22 January; Salon International de la Haute Horlogerie in Geneva from 14 to 22 January; Airline partners (British Airways, EasyJet and Virgin Atlantic) moved terminals at London/Gatwick airport between 24 and 26 January. Completed: Runway maintenance at Malta and Zagreb airports; Taxiway construction at Budapest airport; ILS improvements at Oslo/Gardermoen airport. Ongoing Runway maintenance at Barcelona (5,995 minutes of ATFM delay), Cologne, Dublin, Istanbul/Sabiha Gökcen, Krakow, Larnaca, Nice, Pardubice, Rome/Fiumicino (14,5 minutes of ATFM delay), Tallinn, Tel Aviv/Ben Gurion (4,683 minutes of ATFM delay - in combination with airport capacity constraints), Thessaloniki and Venice airports; Taxiway(s) and/or apron(s) improvements at Alicante, Amsterdam, Antalya, Barcelona, Burgas, Dublin, Frankfurt/Main, Lisbon, London/Heathrow, Palma de Mallorca, Tallinn and Thessaloniki airports; ILS maintenance at Düsseldorf airport; Terminal building(s) improvements/works at Belgrade, Bergen, Frankfurt/Main, Ljubljana and Oslo/Gardermoen airports. DISRUPTIONS Technical Radar and frequency failure in Brest ACC on 6 January generated 1,169 minutes of ATFM delay; Frequency failure due to bad weather in Reims ACC on 13 January generated 1,489 minutes of ATFM delay; A radar failure combined with the non-availability of the backup system resulted in a zero rate ATFM measures being applied in Padova ACC on Saturday 14 January 217 between 12 and 1344 UTC, with additional ATFM protective measures applied thereafter until 17UTC during the recovery process. A total en-route ATFM delay of 4,948 mins was generated, with approximately six in-flight diversions due to the radar failure. Radar maintenance in Nicosia ACC on 26 and 27 January generated 3,977 minutes of ATFM delay; Other Excessive air holding at London/Heathrow due to aircraft blocked on runway on 7 January generated 1,343 minutes of ATFM delay. NM ADDED VALUE FLIGHTS WITH DELAY > 3 With a traffic increase of 4.8%, the number of flights with more than 3 minutes of ATFM delay decreased between January 216 and January % of flights with more than 3 minutes of ATFM delay in January 217 were en-route and 9.2% were airport.
