3 1. TOTAL TRAFFIC 32 Last 13 months average daily traffic 32 Average daily traffic for last 5 Years In March 213, traffic decreased by 5.6% compared to March 212. Traffic in March 213 was the lowest level for the month concerned since Average daily traffic in March for last 5 Years Forecast: Feb Actual Traffic Baseline forecast Low forecast March 213 traffic was 2.4% below the baseline and.8% below the low STATFOR forecast. Good Friday dip that typically occurs during Easter, an extra week of the winter schedule occurring during the month and two airline strikes (Lufthansa and Iberia) contributed to the traffic decline in March % 1% 1% -1% -1% % -3% -4%. 12 months rolling traffic trend -% -.6% -.9% % -1.9%-2.1% -2.6% -2.6% -2.8% -2.8% This graph shows the variation in average daily traffic for the last 12-month period relative to that for the 12-month period before. 4 In March 213, 9 of the top 1 airports had less traffic compared to March 212. The largest traffic increases were recorded at Istanbul Sabiha Gokcen (+13.8%), Istanbul Ataturk (+12.7%) and Tel Aviv Ben Gurion 1 (+12.) airports. The largest traffic decreases were at Athens (-16.1%) and Hamburg (-12.6%). The 14.7% traffic decrease at Madrid Barajas airport was due to overall traffic reduction in Spain in conjunction with Iberia strike(s). Only 4 of the top 1 air operators had increased traffic in March 213: Turkish Airlines 2 (18.5%), British Airways (12.9%) S.A.S (3.8%) and EasyJet (1.5%). The highest traffic growth was observed at Pegasus (+26.2 %), Emirates (+2) and Aeroflot Russian (+19.6 %). Airline consolidation and restructuring explains most of the significant traffic decreases and increases: Iberia (-39.8%), Air Nostrum (-36.5%), Finnair (-28.9 %), Olympic (-28.5 %), BAW shuttle (+32.7%) and Finnish Commuter Airlines (+33.9%). Unidentified operators (mainly General Aviation traffic) decreased by. in March Ben Gurion is not a network airport but it is adjacent to it. The figures above are only for the traffic to/from network to Ben Gurion. 2 Due to a change in the flight designators of the domestic THY flights since February 213, all domestic THY flights are counted under unidentified operators. 5 The most significant traffic increases occurred in Chisinau, Simferopol, Dnipropetrovsk, Karlsruhe and Nicosia ACCs. The increase of 19.1% in Malta ACC is a continuation of the recovery from the 211 Libyan airspace closure. Traffic decreased significantly in, Skopje, Tampere, Bodo, Milano, Bremen, Madrid and Stockholm ACCs. The decrease in Munich and increase in Karlsruhe is due to the airspace transfer between these ACCs as part of the VOLMUK project. DNM Network Operations Report Analysis March 213 4

In March, 6 of all ATFM delay occurred at Airports/TMA and the remaining 4 was en-route. 35. of the ATFM delays were due to airport weather. Figures are the average daily delays in minutes. London Heathrow airport had the highest delays in March mainly due to strong winds, fog and low visibility. Oslo Gardermoen airport had significantly high delays due to the new SID and STAR procedure implementation. Delays in Nicosia were caused by the ongoing capacity issues which were further reduced on 24 March due to the exceptional circumstances in the country. Vienna ACC delays were expected and caused by the planned reductions during the transition to new COOPANS system. Paris CDG, Berlin, Brussels and Paris Orly airports were affected by weather with low visibility, fog, wind and snow issues. Frankfurt, Zurich, Vienna and London Gatwick airports were affected by weather (snow, wind, low visibility) and airport infrastructure issues mainly linked to the weather conditions. Langen ACC had delays due to staff shortages, ATC capacity and frequency and communications failures on 12, 16, 2 and 22 March. Canarias registered delays due to en-route weather (strong wind) and ATC capacity. Delays in Paris and Brest ACCs were caused by ATC capacity issues, the implementation of airspace changes in Paris ACC and the stripless system trial in Brest ACC. The French industrial action on 5 March also caused some minor delay. Madrid ACC recorded delays due to en-route ATC capacity. Amsterdam and Geneva airports delays were due to fog, wind, snow and airport ATC capacity. Delays in Ankara ACC were due to reduced ATC Capacity in ORBB (Baghdad) FIR (NOTAM A178/12). ATFM DELAY PER DELAY GROUP Reasons for en-route delays in March 213 WEATHER ATC STAFFING DISRUPTIONS EVENTS ATC CAPACITY 3.1% 3.3% 3.4% 13.2 % 17. % En-route delays accounted for 4 of all ATFM delays. 17% were attributed to en-route ATC capacity, 13. to en-route events, 3.4% to ATC Disruption, 3.3% to staffing and 3.1% to en-route weather. The Interface Reims Paris (IRP), the impact of the capacity reductions in Baghdad FIR on Ankara ACC, Vienna transition to COOPANS, implementation of COOPANS in Stockholm TMA and the exceptional capacity reductions in Cyprus have been recorded under en-route events. En-route external disruptions were mainly due to technical problems in Langen ACC. YTD: The average en-route delay per flight in 213 to date is.24 min/flt, which is below the corresponding guideline value of.3 min/flt. Year-to-date daily en-route flights >= 15 min delay In the first 3 months of 213, 142 flights per day have been subjected to at least 15 minutes of delay. The corresponding figure during the same period in 212 was 188 flights per day. * NM s calculation that provides the guideline en-route delay (min) requirements to achieve the annual interim target (.6 min/flight). The lack of parking space due to de-icing at Frankfurt airport also generated delays. A substantial improvement was observed at Istanbul Ataturk Airport following the introduction of new local procedures and increased staff. The top 5 Airport/TMA delay locations generated 34.5% of the total ATFM (network) delay since the beginning of the year. 5. ATC STAFFING ATC CAPACITY In March 213, there was one day with an average delay per flight at or above 2 minutes: Tuesday, 12 March: Airport weather was the main cause for delays affecting particularly Paris CDG, Orly, Frankfurt and Brussels with snow and London Heathrow airports with strong wind. En-route disruptions happened at Langen and Dusseldorf due to frequency problems. Oslo Gardermoen airport recorded significant delays due to new SID and STAR procedure implementation. Cannes Mandelieu airport had significant delays due to airport ATC capacity and Brest ACC had delays due to the stripless system trial. DNM Network Operations Report Analysis March

ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from the airlines. Data coverage is 64% of the commercial flights in the ECAC region for February 213. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay. Average departure delay per flight in minutes Breakdow n average delay per flight Feb Average En- Route Delay/Flight.2 Average En- Route Delay/Flight 5,3 Average primary delay 9,4 Passenger experience Based on airline data, the average departure delay per flight from All Causes was 9.4 minutes per flight, a fall of 18% in comparison to 11.4 minutes per flight in February 212. Within all air transport delays, en-route ATFM delays reduced from.3 minutes/flight to.2 minutes per flight in February 213 ( this was a fall of 46%). Primary delays counted for 56% (or 5.3 min/flt ) of which.2 min/flt is attributed to en-route ATFM delays, with reactionary delays representing a 44% share (4.1min/flt) down from 46% in February 212. This was the same level as the NM reported average en-route ATFM delay of.2 minutes per flight. According to airline reports, primary delays counted for 56% (5.3 min/flt) of which (.2 min/flt) is attributed to en-route ATFM delays, with reactionary delays representing a 44% share (4.1min/flt). This was a 1 percentage point increase in reactionary delay share in comparison to the record low level of 4 observed in January % Percentage of delayed flights: ATFM & All Causes 25. Percentage of flights delayed on departure: All Causes The percentage of flights subject to long ATFM delays (those exceeding 15 & 3 minutes) decreased in February 213 when compared to February 212. Flights with delays exceeding 15 minutes falling by points to 1.6% and flights exceeding 3 minutes falling by.4 percentage points to % in February 213. ATFM SLOT ADHERENCE Average daily evolution of early and late flights In March the percentage of late non-compliant departures increased slightly compared to the previous months and the percentage of early non-compliant departure decreased significantly. Although the overall percentage of traffic departing within their Slot Tolerance Window (STW) is above the target (at least 8), there are many airports for which compliance can be improved Nº OF EARLY DEPARTURES Nº OF LA TE DEP A RTURES % EARLY DEPARTURES % LATE DEPARTURES The chart below shows the airports that have more than 3 regulated flights during the month with their average daily number and proportion of regulated flights that departed outside of the STW. SIGNIFICANT EVENTS AND ISSUES 8.1. PLANNED EVENTS Vienna ACC successfully implemented the new system COOPANS on 28 February, as planned. Sector capacities were reduced by 5 at the beginning of the implementation, gradually increasing to reach 1 reduction only by the end of March, following the transition plan. Ljubljana ACC successfully moved to the new ops room on 13 March, following 1 days of shadow operations. Sector capacities were reduced by 1 to 2 during one week with no delays. Operations are back to normal since 21 March. Chishinau ACC continued training for the new ATM system to be implemented in April 213, with no impact on network performance and no reduction of sector capacities. This saved 348 minutes of daily delay at a cost of 194NM extra mileage flown. This graph shows the actual daily averages for the previous 13 months period.
