The average daily traffic from November 216 to October 217 was 4.4% higher than the average from November 215 to October 216. The trend shows a continuous growth in traffic ,4% 4,2% 4,3% 4, 3,7% 3, 3, 3,2% 3,2% 3,4% 2,7% 2,8% 12 months rolling traffic trend Fourteen states each added daily more than 5 flights ii to the network for a combined total of 1,377 additional daily flights in October. Spain (excl. Canary Islands) remained the main contributor with 22 extra daily flights thanks to its dynamic internal flow, mainly Barcelona-Bilbao (+8 daily flights) and Barcelona-Palma (+6 daily flights) routes. The following four countries each added daily more than 1 flights and were among the top 5 contributors: Italy (+146 flights) owing to its strong internal flow, Germany (+135 flights), Poland (+12 flights) saw a 13% increase in its local growth and Greece (+19 flights). UK, France, Portugal (excl. Azores) and Turkey added a combined total of 364 daily flights. The last five states added a total of 282 daily flights: Ukraine (+66 flights), Canary Islands (+6 flights), Morocco (+53 flights) owing to its flow to/from Western Europe (France, Spain, Germany, Italy, Benelux and UK) which added 43 daily flights, then the Netherlands (+52 flights) and Finland (+51 flights). Denmark was the only state recording fewer flights in October. The traffic flows adding most flights in October 217 were from Germany to both Greece and Portugal with 2 traffic growth. With an increase of 18%, the charter segment recorded the largest growth rate owing primarily to the recovery of traffic between the Russian Federation and Turkey which already started in May. The all-cargo segment continued to record double-digit growth that started in July and was up 11.8% in October, a growth sustained by strong traffic flows within Europe. The business aviation segment grew by 8.8% and recorded a 6.7% average growth rate for the year to date. The low-cost segment decelerated and went up 4.5% when it recorded an average growth rate of 6.4% from January to October. The traditional scheduled segment increased by 3.3%. The top three external partners (for average daily flights on flows in both directions) remained the United States (1,49 flights, +5.6%), the Russian Federation (99 flights, +22.2%) and the United Arab Emirates (321 flights, -1.3%). Traffic flows between Europe and North African countries continued to recover but were still below 21 levels: Egypt was up 47.7% to 231 flights per day whereas Tunisia was up 1.4% to 131 flights per day. The aircraft operators which added the most flights to the network on a daily basis were Ryanair (+137 flights), Wizz Air (+91 flights), LOT Polish Airlines (+83 flights), easyjet UK (+77 flights), Turkish Airlines (+51 flights) and Vueling (+5 flights). 4 Six of the top ten airports had positive traffic growth. Overall, the largest traffic increases in October 217 were at Tel Aviv/Ben Gurion, Antalya, Warsaw, Ankara and Prague airports. The largest traffic decreases were at Rome/Fiumicino, Berlin/Tegel, Istanbul/Sabiha Gökcen, Paris/Orly and Düsseldorf airports. Antalya and Ankara traffic increases are due to the comparison with October 216 when there was a clear drop in tourism due to the unstable political situation. Rome/Fiumicino traffic decrease is partially due to the comparison with October 216 where Rome/Ciampino airport was closed and all traffic was diverted to Rome/Fiumicino airport. Tel Aviv/Ben Gurion traffic increase was due to the expansion of routes made available by low-cost airlines. Six of the top ten aircraft operators had more traffic compared to October 216. The operators with the highest traffic growth were FlyNiki, Eurowings, Olympic, Norwegian Air International and Jet2.com. Air Berlin, Germanwings, Aegean, Norwegian Air Shuttle and Alitalia recorded the highest traffic decrease. Norwegian Air International traffic variation comes from a change in fleet size following new aircraft deliveries, as well as aircraft moving from using NAX to the IBK callsign. The traffic variation of Olympic and Aegean is due to Aegean flights operated with Olympic callsign. The traffic variation of Eurowings follows the continued integration of Germanwings, some Lufthansa routes and more recently ex Air Berlin operated routes into the Eurowings operation. 5 The Lisbon, Santa Maria, Madrid, Casablanca and Canarias ACCs variation is due to increased traffic in the South/West axis. However, the highest relative traffic increases in October 217 were in Tel Aviv, Odessa, Kiev, L viv and Yerevan ACCs. Reykjavik ACC traffic variation is due to an increase usage of northern routes between US and Europe. Tel Aviv ACC variation is due to increase of domestic flights and integration of Israel in IFPS. Most of this delay was caused by en-route ATC capacity, en-route ATC disruptions and en-route ATC staffing as explained in detail below. ALL AIR TRANSPORT DELAYS (SOURCE: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from airlines. Data coverage is 6 of the commercial flights in the ECAC region for September 217. ATFM delays reported by airlines could be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the remaining amount is the handling delay. SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS ACC MAJOR AIRSPACE OR ATM SYSTEM IMPROVEMENT PROJECTS PLANNED EVENTS Two ACCs carried out activities preceding ATM system changes/upgrades during this reporting period. Karlsruhe UAC performed two operational weekends with the new icas ATM system, and 27-3 October, generating 8,81 minutes of ATFM delay. A capacity reduction between 1-15% with maximum configurations had been planned for the first day of each event. This amount of delay presented 5.1% of total delay, 171,911 min, generated by Karlsruhe during the month. London TC performed operational conversion training for the EXCDS system generating 2,426 minutes of ATFM delay on 2 October. The risk of staffing regulations during the training phase had been identified in the transition plan. This amount of delay presented 23% of total delay, 1,585 min, generated by London TC during the month. ADDITIONAL INFORMATION Maastricht UAC generated 13,697 minutes of ATFM delay on 18 and 19 October, due to New VCS implementation, which presented 2.7% of total delay for MUAC for the month. 15 AIRPORTS Local Plans in October A number of airports undertook infrastructure and technical system improvement works during October. These improvements as well as some special events had at most a minor impact on local airport operations, unless otherwise stated. Completed Runway maintenance at Chisinau, Gran Canaria (1,558 minutes of ATFM delay), Hannover, Krakow, London/Stansted and Tallinn airports; Taxiways and/or aprons improvements at Amsterdam, Catania, London/Heathrow, Paris/Charles de Gaulle, Sofia, Stuttgart and Tallinn airports; ILS maintenance at Paris/Le Bourget generated 16,45 minutes of ATFM delay with peaks on 1, 2 and 4 October when 4,63, 5,751 and 4,44 minutes of ATFM delay were generated respectively. Ongoing Runway maintenance at Antalya, Birmingham, Bucharest/Henri Coanda (3,882 minutes of ATFM delay - in combination with airport capacity constraints), Cologne, Copenhagen, Dublin, Dnepropetrovsk, Istanbul/Sabiha Gökcen, Manchester, Nice, Tel Aviv/Ben Gurion (7,421 minutes of ATFM delay - in combination with airport capacity constraints), Thessaloniki and Venice airports; Taxiways and/or aprons improvements at Antalya, Berlin/Schönefeld, Dublin, Frankfurt/Main, Hamburg, Katowice, Lisbon, Palma de Mallorca, Paris/Orly (22,472 minutes of ATFM delay), Rotterdam, Tenerife/Sur, Thessaloniki (1,359 minutes of ATFM delay) and Zurich airports; ILS maintenance at Antalya and Bari airports; Terminal building improvements/works at Barcelona, Belgrade, Budapest, Frankfurt/Main, Malta and Oslo/Gardermoen airports; Ongoing PRIDEP trial at Zurich airport generated 2,386 minutes of ATFM delay during October. DISRUPTIONS Industrial action French ATC industrial action from 17UTC on Monday 9 October to 4UTC on Wednesday 11 October generated 243,66 min of en-route ATFM delay in France; Neighbouring states generated 31,841 minutes due to ATFM protective measures; NM estimates there were 1,2 fewer flights during the action; ATC industrial action in Marseille ACC on 18 October generated 461 minutes of en-route ATFM delay; Technical FDPS failure in Karlsruhe UAC on 1 October generated 15,478 minutes of ATFM delay; Non-availability of VOR equipment at Iraklion/Nikos Kazantzakis airport during October generated 4,232 minutes of ATFM delay; Surveillance system failure in Lisbon ACC on 2 October generated 3,131 minutes of ATFM delay; Morning capacity in conjunction with ILS check at Istanbul Ataturk on 19 October generated 2,14 minutes of ATFM delay; ILS calibration at Barcelona airport from 23 to 25 October generated 1,165 minutes of ATFM delay; ILS calibration at Lisbon airport on 3 October generated 1,115 minutes of ATFM delay; Communication system failure in Munich ACC on 27 October generated 1,144 minutes of ATFM delay; Other Bordeaux ACC generated 2,944 minutes of ATFM delay throughout the month due to new procedures implemented with Barcelona ACC.
