3 1. TOTAL TRAFFIC Last 13 months average daily traffic Average daily traffic for last 5 Years Traffic increased by.7% in May 215 compared to May 214. Growth figures impacted by fewer flights in May 214 due to French ATC industrial action. The traffic increase which started in January continues in May May traffic was above the low forecast Average daily traffic in May for last 5 Years Forecast dated BASELINE FORECAST LOW FORECAST HIGH FORECAST Average daily traffic in May was the highest since 212, but remains below % % 1..5%..9% This graph shows the variation in average daily traffic for the last 12-month period relative to previous 12-months. The average daily traffic from June 214 to May 215 was 1.3% higher than the average from June 213 to May 214. The trend shows a continuous modest recovery in traffic that dates back to April % 1.4% 1.6% 1.7% 1.7% 1.8% 1.8% 12 months rolling traffic trend 1.6% 1.5% 1.4% 1.4% 1.3% The low-cost segment remained the main driver of growth and was up 4.2% in May 215 compared with May last year. Traditional scheduled slid to an increase of.5% from an increase of 1% in April. All other segments decreased in May, with charter down by 12.2% and business aviation and all-cargo down by 2.1% and 1.9% respectively. Nine states added more than 25 local daily flights traffic 1 to the European network. Turkey was the top contributor to growth with 158 extra daily flights thanks to a dynamic domestic flow in May. Spain was next and added 126 daily flights to the network. The remaining 8 states (Italy, Poland, Germany, Greece, the Netherlands, UK, Belgium/Luxembourg) added altogether circa 3 daily flights. Two states removed daily flights from the network: Norway saw 114 fewer daily flights whereas Ukraine removed 51 daily flights in May 215 (vs. May 214). Traffic flow distortion due to the situation in the Ukraine continued to increase overflights for Hungary (+18%), Turkey (+9%), Bulgaria (+9%), Romania (+5%). On the other hand, traffic re-routings led to decreases of overflights for Moldova (-45%) and Armenia (-24%) in May 215 compared to May 214. An increase in overflights routing from the UK, Germany and The Netherlands to Turkey also contributed to Hungary s traffic growth, with an increase in domestic traffic as well as an increase of overflights from the UK and Germany to Turkey contributing to Slovakia s increase. The Libyan airspace closure continued to impact overflights negatively for Malta which decreased by 19% and positively for Greece which increased by 8% in May 215 (vs. May 214). 4 Eight of the top 1 airports had positive traffic growth compared to May 214. Overall, the largest traffic increases in May 215 were at Istanbul/Sabiha Gökcen, Athens and Venice airports. London/City airport traffic continues to increase mainly due to the start of Flybe operations in October 214. The largest traffic decreases were at Milano/Malpensa, Bergen/Flesland and Antalya airports. The closure of Bergamo airport in May 214 and the transferring of flights to Milano/Malpensa accounts for the variation at these airports. Five of the top 1 aircraft operators had more traffic compared to May 214. Overall, the operators with the highest traffic growth were Finnair, American Airlines, Sunexpress Airlines, Wizz Air, Emirates and Ukraine International airlines. Monarch, Jet2.com, TAP/Air Portugal and Lufthansa recorded the highest traffic decrease compared to May 214. TAP/Air Portugal were affected by industrial action by pilots between 1 and 1 May 215. The traffic variation of HOP! is associated with an realignment of call signs used by the airline from April 214. The increase in Finnair traffic is due to the transfer of flights from Flybe (Finland) to Finnair. The continuing transfer of certain Lufthansa flights to Germanwings accounted for some of the variation in traffic in these carriers. Pegasus continued to record an increase in flights compared to May 214 following an increase in fleet size. The use of the American Airlines designator by US Airways from April 215 accounts for some of the traffic increase by American Airlines. 5 Traffic avoiding the Ukraine airspace continues to affect traffic flows in Budapest, Bratislava, Beograd, Sofia and Bucharest ACC. The significant traffic decline continues in Chisinau and Yerevan ACCs. Increased traffic in Athens, Makedonia and Nicosia ACCs is due to traffic avoiding Libya and Syria, as well as an increase to traffic to Egypt. Malta ACC continues to be affected by the changes in Libyan airspace availability. An increase in holiday destination traffic to the Azores as well as an increase in overflights accounts for the increase in Santa Maria ACC traffic. Figures are the average daily delays in minutes for the individual locations. Airport capacity delays at Istanbul/Ataturk and Istanbul/Sabiha Gökcen airports, with air shows and thunderstorms/heavy rain generating additional delay. Nicosia, Brest, Reims, Barcelona, Lisbon, Zagreb, Warsaw, Bordeaux and Athens ACCs had en-route ATC capacity delays; Nicosia, Lisbon, Maastricht, Karlsruhe and Athens ACCs generated en-route ATC staffing delays. Strong winds, thunderstorms and low visibility at London/Heathrow, Amsterdam/Schiphol, Zurich and Barcelona airports; thunderstorms and/or /turbulence in Maastricht, Reims, Zagreb, Karlsruhe and Bordeaux ACCs. Additional delays in Maastricht, Nicosia and Karlsruhe due to military activity with additional airspace complexity in Maastricht ACC. Ongoing slot assessment trial at London/Heathrow airport and the continuing implementation of new voice communication system (VCS) at Amsterdam/Schiphol airport generated delays. Brussels (electrical power failure on 27 May) and Rome ACCs (radar failure on 15 May) experienced technical problems. Brest and Bordeaux (ERATO training/software upgrade) and Munich ACC (PSS implementation) generated delays. Fire in terminal 3 at Rome/Fiumicino airport overnight during 6-7 May resulted in a 2 airport capacity reduction being applied with ATFM delays generated during the remainder of the month. Zurich (priority departure (PRIDEP) trials), Madrid/Barajas (runway maintenance works) and Barcelona airports generated airport capacity delays. 8 EN-ROUTE ATFM DELAY PER DELAY GROUP Reasons for en-route delays in May 215 ENROUTE DISRUPTIONS ENROUTE CAPACITY.2% 1.5% En-route delays accounted for 49.6% of all ATFM delays. Most of this delay was caused by en-route ATC capacity, enroute ATC staffing and en-route ATC disruptions as explained in detail below. The other causes were: ENROUTE EVENTS 3.2% ENROUTE WEATHER 4.5% ENROUTE DISRUPTIONS (ATC) 6. ENROUTE STAFFING (ATC) 7.2% ENROUTE CAPACITY (ATC) 27. 5% 1 15% 2 25% 3 En-route weather: Maastricht, Reims, Karlsruhe, Zagreb and Bordeaux ACCs were all affected by thunderstorms and/or turbulence. En-route events: Brest and Bordeaux (ERATO training/software upgrade), and Munich ACCs (PSS implementation in Munich approach) generated delays due to system improvements. Delays in May 214 were 4 mins/day. Nr of flights An average of 482 flights per day received an en-route delay of at least 15 minutes in May 215. The corresponding figure for May 214 was 433 flights. Nicosia ACCs average en-route delay per flight decreased from 4.48 min/flt in April 215 to 2.93 min/flt in May. It was just over 1 min/flt in the first two months of 215. Brest ACCs average delay per flight decreased from 2.36 min/flt in April 215 to.63 min/flt in May; Bordeaux ACC decreased from 1.73 min/flt to.19 min/flt. Maastricht ACC increased from.38 min/flt in April 215 to.61 min/flt in May; Lisbon ACC from.16 min/flt to.53 min/flt; Barcelona ACC from.6 min/flt to.32 min/flt. Zagreb ACC entered the top 1 for the first time. ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from the airlines. Data coverage is 65% of the commercial flights in the ECAC region for April 215. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay. Within all air transport delays, enroute ATFM delays were.8 min/flight in April 215. Primary delays counted for 56% (or 5.3 min/flt ) of which.8 min/flight was attributed to en-route ATFM delays, with reactionary delays representing a smaller remaining share of 44% at (4.4 min/flt). SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS ACCs ATM system Four ACCs carried out projects involving ATM system upgrades or changes during May, all of which were categorised as special, planned events with potential impact on the network performance. Munich ACC The project on the implementation of PSS system in EBG APP sector families with an operational weekend between 1 and 4 May, with transition phase 1 commencing from 24 May with a planned capacity reduction of 2. Total ATFM delay generated was 12,269 mins (en-route: 8,831 mins, Munich airport: 3,438 mins). This represented 91.7% of total delay for Munich ACC and airport. L viv ACC The implementation of a new ATM system progressed through the transition phase during May and generated no ATFM delay, despite a capacity reduction by 1. Brest ACC The training for the implementation of ERATO Electronic Environment was carried out during the entire month of May with no planned capacity reduction. A total ATFM delay of 2,218 mins of en-route ATFM delay was generated which presented 37% of total ATFM delay for Brest ACC in May. Bordeaux ACC The training for the implementation of ERATO Electronic Environment was carried out during the entire month of May with no planned capacity reduction. The training generated 6,168 mins of en-route ATFM delay which presented 4.3% of total ATFM delay for Bordeaux ACC in May. The delay generated by the three ACCs while executing their respective projects presented 3.48% of all network ATFM delays. NM Monthly Network Operations Report - Analysis - May 215 Page 13

15 Military Activity The following military activity took place in May which resulted in a reduction in the effective use of airspace and the implementation of ATFM restrictions. Exercise Tiger Meet 215 in Ankara ACC between 5 and 14 May 215 with associated route closures. Exercise Lion Effort in Prague ACC between 12 and 21 May with associated ATFM restrictions. USTKA (phase 2) in Warsaw ACC between 19 and 21 May 215. Traffic complexity was introduced in Nicosia ACC on 25 May due to a planned Russian Navy rocket test firing concurrent with a planned Turkish military exercise. A two sector configuration was declared with associated regulations between 113UTC-13UTC (total ATFM delay: 4,491 mins). Exercise Arctic Challenge 15 (ACE 15) in the northern part of Sweden between 25 May and 4 June, with Norwegian and Finnish airspaces also used, with associated airspaces and ATFM restrictions. Airports Special Events: EXPO Milano started on 1 May with extra traffic expected for the surrounding airport (no ATFM delays). EBACE - Annual European Business Aviation Convention between May in Geneva (no ATFM delays). Cannes Film Festival and Monaco Grand Prix between 22 and 25 May 215 (no ATFM delays). Local plans in May A number of airports undertook infrastructure and technical system improvement work during May. These improvements had at most a minor impact on local airport operations: Completed: New operational runway at Katowice/Pyrzowice airport on 28 May. Manoeuvring area (runway, taxiways and/or apron) improvements/works at Barcelona/El Prat, Copenhagen, Ljubljana, Palma de Mallorca. Runway maintenance and new ILS equipment works in combination with strong winds at Madrid/Barajas airport caused capacity reduction and delays during May (total ATFM delay: 2,8 mins due to runway maintenance, 2,211 mins due to ILS calibration). Time Based Separation (TBS) operations at London/Heathrow airport became fully operational from 1 May. On-going: Manoeuvring area (runway, taxiways and/or apron) improvements at Amsterdam/Schiphol, Bari/Palese, Berlin/Schonefeld, Brussels/National, Dublin, Frankfurt/Main, Hannover, Istanbul/Sabiha Gökcen (total ATFM delay: 682 mins). Katowice/Pyrzowice, Koln/Bonn, Krakow/Balice, Nuremberg, Oslo/Gardermoen, Paris/Ch. De Gaulle, Porto, Rome/Fiumicino, Stuttgart, Tenerife/North, Venice and Warsaw/Chopin airports. Terminal building(s) improvements at Bergen/Flesland, Budapest/Ferihegy, Gran Canaria, Hamburg, Katowice/Pyrzowice, Krakow/Balice, Munich, Nuremberg, Oslo/Gardermoen, Warsaw/Chopin and Zurich airports. ILS maintenance at Bologna and Dusseldorf airports. Runway maintenance in Helsinki/Vantaa and Brussels/National airports reduced capacity and produced delays during the month (total ATFM delay: Helsinki/Vantaa 9,6 mins, Brussels/National: 6,496 mins). Transition period for new voice communication system (VCS) implementation at Amsterdam/Schiphol airport continued in May (total ATFM delay: 11,84 mins). DISRUPTIONS Technical An electrical power failure on 27 May at Belgocontrol reduced Brussels ACC and airport capacity, with ATFM regulations applied between 729UTC and 23UTC and a total ATFM delay of 2,973 mins was generated with approximately 85 flights 2 not operating. A reduction in capacity was also applied until the end of May (total ATFM delays: 54,647 mins). A radar failure in Rome ACC on 15 May resulted in ATFM regulations being applied from 11UTC, with partial restoration of service at 12UTC and full capacity restored at 163UTC. Collaboration between adjacent ACCs and NMOC mitigated delays. Industrial action Industrial action by TAP/Air Portugal pilots between 1 and 1 May 215 resulted in approximately 1, flights 2 being removed from the network. Other A fire in terminal 3 at Rome/Fiumicino airport overnight on 6/7 May generated 9,156 mins of ATFM delay, with a 2 capacity reduction applied for the remainder of the month (total ATFM delay; 42,81 mins). 2 NM estimation NM Monthly Network Operations Report - Analysis - May 215 Page 14
