TOTAL TRAFFIC Traffic increased by 3.5% in December Last 13 months average daily traffic BASELINE FORECAST LOW FORECAST HIGH FORECAST The traffic increase of 3.5% for December was just below the high forecast updated in September 215. December 215 was also the highest monthly growth rate in 215 with sustained growth rates recorded during the year-end holiday period compared to the same days in 214. However, the increase is artificially inflated due to a reduction in traffic due to industrial action in December 214. Nine states contributed to local traffic growth Average daily traffic in December for last 5 Years Forecast dated Average daily traffic in December 215 was the highest in the last five years. 12 months rolling traffic trend This graph shows the variation in average daily traffic for the last 12-month period relative to previous 12-months. The average daily traffic from January to December 215 was 1.5% higher than the average from January to December 214. This increase is the highest since January 215. on the European network in December 215. The UK (+ 211 flights/day) was the biggest contributor thanks to a solid increase in international arrivals/departures (+6%). Germany, Spain and Turkey added between 17 and 18 daily flights each to the network in December 215. The vast majority of other states contributed to the network growth in December, with some recording double digit local traffic growth 2. Norway and Ukraine continued to see a reduction in their respective local traffic in December 215, but at a decreasing rate compared to November 215, each state recorded circa 2 fewer flights per day. The low-cost, traditional scheduled and all-cargo segments recorded growth rates of 4.8%, 3.9% and 3.7% (respectively) in December 215. The two other market segments declined with charter down 1.2% (notably because the Transaero failure in October and other aircraft operators such as Monarch changing their business model) and business aviation down 3.9% in December 215. The aircraft operators which added the most flights to the network on an average daily basis in December 215 were: Ryanair (+231 flights/day), Finnair (+143 flights/day), Eurowings (+118 flights/day), Turkish Airlines (+98 flights/day), Alitalia (+84 flights/day) and Pegasus (+68 flights/day). Traffic flows between European States and the United States continued to demonstrate strong growth with a 5.3% increase on the flow to 74 average daily flights (between US-Europe-US) in December 215. Traffic flows between Europe and United Arab Emirates as well as Europe and Israel have also grown by 4.1% and 1.2% respectively in December 215 (3 and 2 flights per day on average respectively). Traffic flows between European States and Russia continued to decline by more than 2 in December 215 (down to 46 average flights per day). Traffic flows between European States and Egypt also recorded a decline of 16.8% to an average of 16 daily flights in December 215. 4 Nine of the top ten airports had positive traffic growth. Overall, the largest traffic increases in December 215 were at Istanbul/Sabiha Gökcen, Cologne/Bonn, Prague, London/Luton, Palma, Copenhagen/Kastrup and Birmingham airports. The largest traffic decreases were at Bergen/Flesland, Nice, Dusseldorf, Warsaw and Geneva airports. Eight of the top ten aircraft operators had more traffic. Overall, the operators with the highest traffic growth were Finnair, American Airlines, Wizz Air, Ukraine International and Pegasus airlines. Germanwings, Norwegian Air Shuttle and Aegean airlines recorded the highest traffic decrease. The continuing transfer of flights between Lufthansa, Germanwings and Eurowings accounts for the variation of the German carriers. The traffic variation of AFR and HOP!, Flybe (Finland) and Finnair, Norwegian Air Shuttle and Norwegian Air International is due to the transfer of flights between the aircraft operators. Pegasus recorded an increase in flights due to an increase in fleet size. The use of the American Airlines designator by US Airways from April 215 accounts for some of the traffic increase by American Airlines. 5 Traffic increased in Oslo, Ankara, Malta, Palma, Shannon, Shanwick, Prague and Reykjavik ACCs. Airspace realignment in Oslo and Stavanger ACCs, and Ankara and Istanbul ACCs accounts for the variation. Increased usage of the Oceanic ATS routes by traffic avoiding Brest ACC accounts for the variation in Shannon and Shanwick ACCs. Increased usage of more southerly routes for traffic routing to/from Turkey accounts for the increase in Malta and Tunis ACCs, but traffic to/from Tunisia remains suppressed since the terrorist attack on 26 June. European transatlantic departures avoiding easterly jetstreams during the middle of the month accounts for the Reykjavik ACC increase. Traffic between Russian Federation and Egypt continued to decline following the Metrojet Flight 9268 accident over Egypt's Sinai Peninsula on 31 October 215. Traffic between European States and Egypt also continued to decline following safety bulletins issued by national authorities during 215. Proportion of ATFM delays in December 215 En-route events (41.2%), airport weather (27.2%) and airport capacity (15.3%) were the main causes of ATFM delays in December 215. These are the top 2 delay generating locations for the reporting month with respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations. Most of this delay was caused by en-route events, en-route ATC capacity and en-route disruptions as explained in detail below. The other causes were: En-route ATC Disruptions; Technical issues in Langen ACC (frequency and telephone problems), Brussels (computer problems), Geneva (stripless system implementation), Bordeaux (local ATC industrial action), Paris (radar maintenance), Brest (frequency problems) ACCs; En-route ATC Staffing; Some staffing issues in Langen, Nicosia, Karlsruhe, Brussels, London TMA, Lisbon, Bordeaux, Oslo, Barcelona, Bratislava ACCs ; En-route Capacity; Military activity in Nicosia and Karlsruhe ACCs; En-route Weather; Wind direction at Gran Canaria airport generated en-route weather delays in Canarias ACC. % total en-route Events delays BREST U/ACC LANGEN ACC GENEVA ACC BARCELONA Brest ACC generated significant en-route ATFM delays throughout the month due to the ERATO ATM system implementation. All of these ACCs generated delays predominantly due to measures applied during the implementation of ATM system improvements. Nicosia ACC average en-route ATFM delay/flight decreased from 1.54 min/flt in November 215 to.59 min/flt in December 215. ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from the airlines. Data coverage is 65% of the commercial flights in the ECAC region for November 215. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned delays ; the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the remaining amount is the handling delay. Primary delays counted for 58% (or 5.2 min/flt ) of which.3 min/flight was attributed to en-route ATFM delays, with reactionary delays representing a smaller remaining share of 42% at (3.8 min/flt). The percentage of early departures for December 215 is 6.2% of regulated flights, which is a decrease of 1 percentage point. The percentage of late departures for December 215 is 5. of regulated flights, which was a decrease of 1.3%. SIGNIFICANT EVENTS AND ISSUES PLANNED EVENTS ACC Major airspace or ATM system improvement projects. Eight ACCs and two TMA/APP centres carried out projects, planned for this reporting period, involving ATM system changes/upgrades or airspace reorganisations. All projects had been categorised as special, planned events with potential impact on the network performance. Brest ACC The stepped implementation of ERATO system extended throughout the entire month of December with an original planned capacity reduction of 2 and with maximum sector configurations of between 9 and 13 sectors (15 sectors after 19 December 215). The ATFM delay generated was 48,639 minutes. Langen ACC Switchover to the new, P2, ATM system took place on 13 December and the transition phase continued until the end of the month with a planned ACC sector capacity reduction of between and 2 and with sector configurations kept at maximum. The ATFM delay generated was 11,54 minutes which represented 25% of total ATFM delay (45,298 minutes) for Langen ACC during December 215, with an additional 6,629 minutes of airport ATFM delay generated by Frankfurt/Main, Hamburg and Cologne/Bonn airports. Geneva ACC Transition phase to the new, CH stripless step 4, ATM system progressed throughout the entire month with a planned capacity reduction in INI sectors of between and 2 and with maximum of 3 (INI) and 4 (UAC) sector configurations. The ATFM delay generated was 1,385 minutes which represented 1 of total ATFM delay for Geneva ACC in December 215. Vienna TMA/APP The project of migrating to the new COOPANS ATM system progressed the second transition phase with a planned capacity reduction of 25% capacity reduction initially anticipated and with the maximum configuration of 4 sectors. The ATFM delay generated was 376 minutes which represented only 1% of total ATFM delay by Vienna TMA/APP for December 215. NM Monthly Network Operations Report - Analysis - December 215 Page 14

15 L viv ACC The implementation of a new ATM system progressed through the transition phase during December 215 with a planned capacity reduction of foreseen. No ATFM delay was generated. Maastricht UAC, Warsaw, Bordeaux, Zurich ACCs and London TC progressed through the training phase of their respective projects, none of which generated ATFM delay. Other airspace or ATM system improvement projects Istanbul and Ankara ACCs As part of the ST Project transition and implementation, airspace changes were implemented in Ankara and Istanbul ACCs on 19 November 215 which resulted in a reattribution of traffic and delay between the ACCs which continued in December. No additional ATFM delay was generated as part of this transition; AIRPORTS Special Events: Climate Change Conference (COP21) in Paris from 3 November to 11 December; OSCE ministerial council in Belgrade from 1 to 4 December. Local plans in December: A number of airports undertook infrastructure and technical system improvement work during December. These improvements had at most a minor impact on local airport operations: Completed: Runway maintenance at Athens and Nice airports; Taxiways lightning works at Bari airport; Terminal building works at Nuremberg airport. On-going: Runway maintenance at Antalya, Istanbul/Sabiha Gökcen and Palma de Mallorca airports; ILS maintenance at Bologna airport; Taxiway(s) and/or apron(s) improvements at Bologna, Dublin, Frankfurt/Main and Venice airports; Terminal building(s) improvements/works at Bergen/Flesland, Hamburg, Munich, Oslo/Gardermoen and Zurich airports. DISRUPTIONS Technical Computer problems in Brussels ACC on 18 December 215 prevented the switch from night- to day-time sector configuration. Coordination between NM and Amsterdam, Maastricht and London ACCs mitigated delays (Total ATFM delay; 4,356 minutes); An Online Data Interchange (OLDI) failure at Geneva airport in conjunction with fog at on 19 December 215 (Total ATFM delay; 13,348 minutes attributed to weather); Radar malfunction in Marseille ACC on 2 December 215 affected the available capacity in the Chambery/Annecy TMA (Total ATFM delay; 1,62 minutes); Frequency and telephone problems in Langen ACC on 21 December 215, with additional delays at Frankfurt/Main airport due to lack of parking stands (Total ATFM delay; Langen ACC: 24,14 minutes, Frankfurt/Main airport: 1,22 minutes). Industrial action Other Local ATC industrial action on 1 December 215 resulted in ATFM measures applied in Bordeaux TMA and airport (no significant ATFM delay). An eruption of Mt Etna was reported on 3 December 215 which resulted in ATFM delay being generated by Catania airport until 9 December 215 and reduced the availability of airport for the remainder of the month (2,52 minutes of ATFM delay). NM ADDED VALUE FLIGHTS WITH DELAY > 3 The number of flights that had more than 3 minutes of ATFM delay increased by 112.4% from 169 flts/day in December 214 to 359 flts/day in December % of flights with more than 3 minutes of ATFM delay in December 215 were en-route and 45.4% were airport.
