2 FOREWORD This report gives an overview of the delay situation in the European Civil Aviation Conference Area. This report has been prepared by the Central Office for Delay Analysis (CODA), a service of EUROCONTROL. It is based on the EUROCONTROL CODA database which contains delay data provided directly by airlines. The report consists of an overview of the reporting period, a summary of the main delay effects, and a series of charts and graphics, which illustrate the main characteristics of the reporting period. A glossary of terms and abbreviations used throughout the report is given in Annex 1. Airline data from the CODA database contains real recorded delays provided to CODA by airlines and is based on the difference between scheduled time of departure and actual off block time. 3 1. Headlines* In November 2011 the average delay per delayed flight (ADD) for departure traffic from all causes of delay was 27 minutes. This was an decrease of 12% compared to November The percentage of flights delayed (by 5 minutes or more) decreased by 4 percentage points to 29% in comparison with the same month in The percentage of flights delayed by more than 15 minutes decreased from 20% to 16% (see Annex A). November saw a continuation in the trend of lower delays in 2011, with average delays returning to levels similar to those seen in 2007 & However weather conditions particularly (14 th 18 th 20 th and 21 st Nov) caused delays in the month with Amsterdam, Heathrow, Munich and Paris CDG being affected. The delays were not as significant when compared to the snow disruption seen in A strike was experienced in Portugal on the 23 rd and 24 th November, the main effects of this action were in flights re-routing and cancellations. * This revised version of the Digest discusses all causes of delay. 4 Airline-related delays were a main contributor to primary departure delay. This proportion saw a 5 percentage point increase in share of delay minutes, however primary delay minutes fell in the month. ATFCM delay share increased (up by 5 points) to 32.3%. ATFCM airport and weather delay saw increases in their contribution to the average delay per flight. Figure 1. Primary delay causes, November 2011 Figure 2. Looking further into the history of the ATFCM proportion of the primary delay (Figure 3), the enroute share of primary delay was 32.3%, this was the highest share seen since High proportions of airport and weather related delay share can be seen, both of these causes seeing increases in delay minutes following the low visibility and strong winds experienced in the month. En-route delay share fell (down by 3 points) and the total delay minutes for this cause also fell in the month. EUROCONTROL 5 CODA

All-Causes Departure Delay Summary 1 The average delay per movement (ADM) from all causes decreased by 22% to 10 minutes in November The average delay per delayed flight (ADD) for departure traffic from all causes of delay was 27 minutes (see Annex A). Departure punctuality improved with 45% of flights departing within the 5 minute threshold before or after the scheduled departure time, an improvement of 2 percentage points. Flights departing 5-15 minutes ahead of schedule saw an increase of 3 points (see Figure 5). Figure 4. Average delay per movement (all causes) for Departures Figure 5. The analysis was based on airline data provided to CODA, which for November 2011 contains details on 69% of IFR GAT flights in Europe. Unless otherwise mentioned, a flight is considered delayed/advanced as from 5 minutes. EUROCONTROL 6 CODA

Primary and reactionary all-cause delay, by IATA code (%) An analysis of delay causes and categories (grouped by IATA code) shows an increase (in percentage points) in the share of Reactionary delay of 1 point, a decline in the number of delay minutes for this cause was observed. Technical and Equipment delay share increased by 2 points, total delay minutes for this cause fell. Restrictions at airport of departure (Code 89) and ATFM Weather at Destination (Code 84) saw an increases in delay minutes. Weather delay share fell following a less snow-affected month, a fall 5 percentage points in the share of delay. The link from these categories to IATA codes is summarised in Figure 14. Main delay causes at the top 10 affected departure airports Analysis of the Top 20 most affected departure airports shows the effect that airport delays had on the major European hubs. Munich saw a 38% increase in the average delay per departure following fog & low visibility at the airport. Amsterdam also suffered from low visibility weather conditions. Madrid saw a small reduction in its average delay, flights departing from this airport were affected due to arrival restrictions at the major hubs (Figure 12). A high share in airline delays was observed at Paris CDG. EUROCONTROL 8 CODA

Madrid also features in the Top 20 ranking with flights suffering from inbound delays from the weather affected departure airports as well as airport ATC capacity delays at Madrid. However airport capacity delays were much less of an influence than earlier in the year. EUROCONTROL 9 CODA

10 3. All-Causes Arrival Delay Summary 2 The average delay per arrival from all causes decreased by 22% to 10 minutes in November 2011 when compared to last year, see Figure 10. The average delay per delayed flight (ADD) for arrival traffic from all causes of delay was 29 minutes (see Annex A). In regard to arrival punctuality, 26% of flights arrived within the 5 minute threshold before or after the scheduled arrival time, this figure remaining at a similar level to last year. In addition flights arriving 5-15 minutes ahead of schedule increased to 27% from 29%. Figure 10. Average delay per movement (all causes) for Arrivals Figure 11. Main delay causes at the top 10 affected arrival airports When analysing the Top 20 affected arrival airports, Madrid experienced high shares in reactionary delays. Munich, Amsterdam, Heathrow and Vienna suffered particularly from weather delays. Istanbul saw it s average delay per flight fall by 61% following less weather disruption compared to last year, however airport capacity related delays were still prominent and high in share. Low visibility and strong winds: Amsterdam, Frankfurt, Heathrow, Munich. Weather delays affected airports: Munich, Vienna, Amsterdam, Milan, Zurich, Berlin Tegel. 13 A. Year-on-Year Trends in All-Causes Delay Indicators This annex summarises the year-on-year trends in the main indicators of delay from all causes. A flight is considered delayed from 5 minutes. Routes from Istanbul to Izmir, Ankara and Antalya also continue to grow with strongly 12%, 19% and 28% increases respectively. EUROCONTROL 14 CODA
