1 Minutes f the 66th Assembly f Delegates Octber 9, 2014 at Harveys Resrt, Suth Lake Tahe, USA 1. President s Welcme Address In the name f the Executive Bard the President welcmes all attendees t the 66th Assembly f Delegates. A special welcme ges t the Hnrary President Tni Grab. In remembrance f all muntain rescuers wh lst their lives, the President asks fr a mment f silence (this year at the beginning f the Gala Diner). The invitatin was ed t all members n September 5, 2014 and at the same time als published n the ICAR website accrding t the bylaws. The fllwing Hnrary Members have aplgized fr participatin: Dörflinger Reinhld Etter Hansjürg Faarlund Nils Malue Heini Salzmann Luis Schri Martin Skerbinek Danil Wiget Urs 2. Rll call, appinting the ffice There are 29 A- and 15 B-members present. The Assembly f Delegates has a ttal f 73 vtes. The abslute majrity stands at 37 vtes. Günther Sumann and Karlheinz Burtscher are appinted and cnfirmed t cunt the vtes. Tm Spycher (ICAR Office) will take dwn the minutes. The Assembly f Delegates agrees t add the substitute electin fr the ICAR Assessr Thmas Griesbeck and, shuld Patrick Fauchère get elected as ICAR President, the substitute electin fr the Air Rescue Cmmissin President, as prvidently prpsed by the Air Rescue Cmmissin, n agenda item 8 Electins. Regarding the substitute electin fr the ICAR Assessr, the President infrms, that he has received three candidatures: Blaise Agresti (GSM, France), Dan Hurihan (MRA, USA) and Nik Klever (BWB, Germany). There are n ther spntaneus nminatins (last pssible mment fr prpsitins as per ur bylaws 4.2.3). The President thanks Thmas Griesbeck fr his effrts. 3. Minutes f the 65 th Assembly f Delegates 2013 in Bl, Island f Brac, Cratia The Assembly accepts the minutes written by Pascale Hsennen (ICAR Office) withut any amendments.

The President thanks the Cmmissin- and Sub-Cmmissin Chairmen fr their effrts. The Executive Cmmittee (ICAR Bard) met fr fur meetings, ne each in January and August, and tw in Octber. After Sanja vn Wartburg left her psitin, Pascale Hsennen has been wrking in the ICAR Office since September 1, Unfrtunately she als left ur ffice shrtly after the Bard Meeting in January In the persn f Tm Spycher, an experienced rescue crdinatr at Rega, a new ffice staff culd be fund t wrk fr the ICAR Office since June this year. Tm was very helpful and thanks t the great supprt frm ARS and Rega, we are tday where we had planned t be last year. Upn the January Bard Meeting 3 different grups wrked n the fllwing tpics (all f them issues f last year s mtin frm ur Austrian friends): New lg, redesign f ur website and a new dmain name (URL). Missin statement ICAR Futura Next year we will visit Nrway as a pssible venue fr the ICAR Cnventin The President represented ICAR at the fllwing majr events: April 2014: Search and Rescue Eurpe in Cpenhagen, Denmark. May 2014: ISMM Internatinal Sciety fr Muntain Medicine, Wrld Cngress in Blzan, Italy. The tpic was Nepal. August 2014: EAA Air Venue in Oshksh, USA. 5. Finances Rsaria Heeb (Treasury) presents and explains the fllwing financial dcuments: 5.1. Incme statement and balance sheet 2013

3 5.2. Auditr s reprt Remark Treasury nicht 5.3. Acceptance f annual accunts 2013 and relieving the treasury The annual accunts and discharges f the Treasurer and the Bard are unanimusly apprved.

5.4. Budget fr 2015 Rsaria Heeb explains, that 22 000.00 (cst fr interpreters at the ICAR cnventin) have been skipped by the ICAR Bard, in rder t avid an increase f membership fees this year.

The President explains, that this des nt autmatically mean, that there will n lnger be interpreters at ICAR cnventins, they just wn t be n the ICAR budget. Expulsin f Members The ICAR Delegates expulse the DGPEIS-GRAE Bmbers de la Generalitat de Catalunya (Spain), because f tw unpaid annual fees frm 2013 and 2014 (as per ICAR bylaws). 8. Electins 8.1. Substitute electin Gerld Biner ICAR President The tw candidatures (published well in time n ur website & brief speech) are getting vtes as fllws: Patrick Fauchère (KWRO/OCVS, Switzerland) gets 34 vtes Franz Stämpfli (ARS, Switzerland) wins with 38 vtes (1 abve the abslute majrity) 8.2. There is n date cnflict with the Internatinal Snw Science Wrkshp in Breckinridge CO (USA) taking place Octber 3-7, Venue 2017: Nrway The Nrwegian Red Crss ffers t rganize the ICAR 2017 cnventin in Nrway. Hwever, due t the generally higher cst f living in Nrway, the Nrwegian Red Crss can nly rganize the cnventin if we raise the fee fr the cnventin attendance (4 nights) per persn in a duble ccupancy t The majrity f ICAR Delegates accepts the raise in cst fr ICAR 2017 in Nrway, 10 Delegates vte against. The President explains that sner r later a raise in cst fr ICAR cnventins is unavidable, since we haven t made an increase fr several years nw.

13. Status n the prpsitin f the ÖBRD The basic dcument n the issues frm the Austrian Muntain Rescue Organizatin (ÖBRD Lindenberg, mtin 2013) builds

There have been varius wrking grups and discussins during tw bard meetings. A curse f actin and the cre cmpetence based strategy was finalized in a wrking grup. The reprt will be published n ur website after the cnventin. The ICAR Bard wants t infrm the Assembly f Delegates abut his decisins: Missin statement (shrt versin): ICAR prvides a platfrm fr muntain rescue and related rganizatins t disseminate knwledge with the prime gal f imprving muntain rescue services and their safety. It is an independent, wrldwide rganizatin that respects its members and prmtes internatinal cperatin. > Full versin already published n ICAR website. New lg: New dmain name: Redesign website: new, user friendlier structure. All member rganizatins will be infrmed, as sn as the new lg (and its crrect use) is definitely released.
