1 ERA AIR SAFETY GROUP REPORT FOR 2016 Objectives f the Air Safety Grup The bjective f the Air Safety Grup (ASG) is t assist members f ERA t maintain and imprve the safety f peratins thrugh the analysis f air accidents and incidents and t identify ptential cntributry factrs frm which lessn can be learned. The Grup is pen t all members, hwever there may be agenda items specifically restricted t member airline safety managers and manufacturer accident investigatrs and any expert rganisatins such as flight data mnitring rganisatins. The grup is crdinated by a Chair and tw vice-chairs and cntact details f the safety reps frm all member airlines are available via the ERA website. The Directrate supprts the ASG by sharing, cllating and cmmunicating safety infrmatin, as well as mnitring trends in air safety, and prviding assistance in safety matters that may frm time t time be requested by members. Meetings and wrk f the grup There were three physical meetings f the ASG during 2016, the first was hsted by ERA, with the secnd and third by ERA members ATR Aircraft and BAE Systems (Crprate Air Travel) respectively. Additinally, there was a safety frum in June, c-hsted by ERA, the Flight Safety Fundatin and Eurcntrl n Safety Nets. The ASG meetings were held n March at Lndn Heathrw airprt, the secnd n September at Tuluse Blagnac airprt, with the final meeting n Nvember at Farnbrugh airprt, with each meeting attracting ver twenty attendees. Each ASG meeting includes a clsed sessin called Safety Infrmatin Discussin (SIDs) which bserves Chatham Huse Rules and allws the attendees freedm t penly discuss and share ptentially sensitive safety infrmatin with fellw Members. Fr each meeting f the ASG, speakers are invited frm bth Members and external rganisatins with the aim f sharing infrmatin and learning frm different practices and perspectives with the verall gal f imprving safety. 2 Safety Cmmittee. Tw ERA STAR s (Safety Targeted Awareness Reprt) were discussed. First f all, STAR 017 (Lithium-in Batteries) where it was agreed shuld be amended t include advice n the transprtatin f Hverbards, and STAR 021 (Cyber Security), which was apprved fr publicatin by the grup during the December An ERA STAR serves as best practice advice t member airlines and airprts, and can be viewed/dwnladed frm the ERA website. The September meeting at Tuluse Blagnac was hsted by ERA member ATR Aircraft. ERA prvided an verview f recent glbal incidents/accidents that had invlved Reginal aircraft. It was agreed that the verview f Reginal aircraft accidents will becme a permanent fixture n all future Safety Grup agendas. ATR Aircraft shared with the grup their expertise n bth their Flight Data Mnitring analysis service, and ATR s plicy and recmmendatins with regards t their Upset Preventin and Recvery Training prgram. This was fllwed by ERA Airline Member Luxair, wh prvided a presentatin n the cncept f Resilience Engineering, and hw airlines can incrprate it int their Crew Resurce Management Training. In additin, ERA Member T70 shared their expertise n Cnflict Znes, including the Turkey cup situatin, turb prps that perate at lw altitude and the issues cncerning cuntry versus peratr respnsibility. After the meeting the ATR kindly gave the grup a shrt tur f their custmer aircraft pre-delivery Flightline, and this was fllwed by a visit t the Aerscpia Museum Blagnac airprt. Nvember saw the final meeting f the ASG fr 2016 which was hsted by ERA Member BAE Systems (Crprate Air Travel) at Farnbrugh airprt. ERA member Medaire prvided an interesting presentatin n Peer Supprt Grups, which are assciated with ne f the EASA recmmendatins fllwing the Germanwings crash in The meeting als welcmed back BALPA, wh prvided updates n varius safety issues including RPAS, Lasers and n-bard security issues in relatin t the fur-eyes n the flight deck recmmendatin. In additin a presentatin frm Airbus explred the subject f Upset Preventin and Recvery Training with regards t Functinal Check Flights. ERA Member Baines Simmns discussed with the grup the results f the recent Safety Perfrmance Survey, which identified sme differing perceptins frm airline CEO s and Safety Managers regarding safety. Finally, the meeting als welcmed the Air Accidents Investigatin Branch (AAIB), wh shared share with the grup the current wrk and activities f the AAIB, and prvide sme insight int hw the AAIB undertake air accident investigatins. In additin t the three meetings f the ASG, an additinal Safety Frum tk place in June, which was csupprted by ERA, the Flight Safety Fundatin and Eurcntrl. The subject f the event was Safety Nets, with the frum being rganised int three Plenary Sessins: Safety Nets in cntext, Runway Safety and Flight Operatins/En-Rute Safety. These were then fllwed by three crrespnding break-ut sessins allwing experts with varius backgrunds t discuss the presentatins and agree tgether n the findings and recmmendatins. One f the main issues raised was the need t establish a single understanding and definitin f safety nets, and prescribe the apprpriate usage f safety nets t maximize their efficiency. Als the questin hw can aviatin rely n safety nets withut decreasing and lsing the skills f frnt-line peratrs was addressed. The verall cnsensus was that it is imprtant t nte that safety nets shuld nt be used t perfrm a task assigned t frnt-line peratrs, but nly as the last resrt, in the case f failure. Due t its verall success and based n the psitive feedback frm delegates anther safety frum is already planned fr 6-7 June 2017 with Runway Cllisin as the fcus. 2

3 Outside f the meetings, the participatin f ERA safety members is always actively encuraged regarding ther safety initiatives, such as cmmenting n relevant EASA Ntice f Prpsed Amendments (NPAs) and invlvement at varius EASA safety meetings and events. In additin, this year the Directrate has directly canvassed safety members with questinnaires cvering several subjects, including a shrt Safety Perfrmance Survey prduced in cnjunctin with ERA member Baines Simmns. The survey was prduced fr ERA Airline Members t measure their Safety Perfrmance and t assist in measuring their rganisatin s effectiveness in managing peratinal risk.
