Mr. Erik Treudt made a mtin t apprve that was secnded by Vice-chair Andrea Kvech and passed unanimusly. 3. Airprt Updates/Rundtable Pensacla Internatinal Airprt Vice-chair Kvech stated that they are wrking n the new maintenance facility that is scheduled fr cmpletin in early The City is expanding the carg area at the airprt and a Master Plan Update is abut t kick ff. She reprted that the Exit Lane Autmatin Prject is expected t be cmplete in September. Nrthwest Flrida Beaches Internatinal Airprt Mr. Parker McClellan reprted that United Airlines and Silver Airways have started service at the airprt this spring. He stated that a new ramp and additinal hangars are planned fr cnstructin in Quincy Municipal Airprt Ms. Janice Watsn reprted that the City has issued a Ntice t Prceed (NTP) fr the cnstructin f a fur (4) unit bx hangar. She added that they are planning t cnstruct a ten (10) unit T-hangar in early Ms. Watsn stated that the airprt cntinues t grw nting that they will sn have mre than 100 based aircraft. Destin Airprt Chair Stage reprted that the new air traffic cntrl twer is set fr cnstructin after a nine (9) year wait. He added that the Cunty is wrking with the FAA t change the name f the airprt t Destin Executive Airprt. Nrthwest Flrida Reginal Airprt (Eglin AFB) Chair Stage reprted that the Cunty has awarded a baggage system upgrade prject and cnstructin n the installatin f three (3) new screening machines and related equipment will begin sn. He stated that cnstructin f a new ARFF statin is mving frward in cperatin with the USAF. The facility will be manned by military persnnel and wned by Okalsa Cunty. Chair Stage mentined that the Cunty is wrking t change the name f the airprt frm Nrthwest Flrida Reginal Airprt t Destin-Frt Waltn Beach Airprt. He stated that the military is cnveying apprximately 130 acres f land t the Cunty fr aviatin develpment. Bb Sikes Airprt Chair Stage reprted that mre than $23 millin in capital imprvements have been cmpleted at the airprt including significant aprn and drainage imprvement wrk. Apalachicla Reginal-Cleve Randlph Field Mr. Ted Msteller reprted that Crystal Air is the new FBO and the new airprt manager is Mr. Jasn Puckett. The City is set t receive bids fr a pavement imprvement and lighting installatin prject in early July. Tallahassee Internatinal Airprt Mr. Chris Curry reprted that the wuld fficially becme the Tallahassee Internatinal Airprt n June 25, He added that cnstructin f a new Federal Inspectin Statin (FIS) had been apprved by lcal vters. 3 4. Reginal Issues als added that Capital Circle will sn be expanded t six (6) lanes prviding imprved access t the airprt. Funding fr Exit Lane Technlgy Mr. McClellan led a discussin n available technlgy ptins fr exit lanes at security checkpints and the funding eligibility fr these types f prjects. Representatives frm the ther three (3) cmmercial service airprts indicated that varius types f exit lane technlgy were in peratin (r under cnstructin) at their airprts and that federal funding was received t supprt the installatins. Mr. McClellan indicated that he was encuntering sme difficulties in determining the exact eligibility criteria fr federal funding f these prjects. Nting that this issue may be impacting ther cmmercial service airprts in Flrida, the cmmittee decided t refer this issue t the CFASPP Statewide Cmmittee fr additinal discussin. 5. FDOT Aviatin Aviatin and Spaceprts Office Flrida Aviatin System Plan (FASP) Update Mr. Halley reprted that the cntract has been executed and wrk is underway n the FASP. The prject is being cmpleted in phases and the entire update prcess shuld take apprximately mnths. Mr. Halley briefed the cmmittee n activities t be cmpleted under Phase 1 ver the next 12 mnths. Mr. Halley cntinued his presentatin nting that a FASP Cmprehensive Review Team (CRT) is being cnvened t prvide airprt members with the pprtunity t ffer direct input n the prject gals, data pints, and ther deliverables. CFASPP s representatin n the CRT will be slely made up f airprt members and is expected t meet tw (2) times during the prject. The first meeting will be held in the District 5 Urban Office in Orland n August 20, FDOT is lking fr 2-3 members per CFASPP regin t serve n the CRT. Appintments t the CRT are made by the CFASPP Reginal Chairpersns. Airfield Markings Mr. Halley stated that the Airprt Inspectin and Safety Manager has been reprting an increasing number f deficient airfield marking applicatins at airprts arund the state. Mr. Halley nted that multiple resurces are available t assist with the applicatins and maintenance f airfield markings including FAA Advisry Circular 150/5340-1L, Standards fr Airprt Markings. Mr. Halley als referenced an airfield marking handbk prduced by Sightline, Inc., that can be viewed nline at Mr. Halley reminded the grup that Hi- Lite Airfield Services, LLC, has airfield specific expertise and is available t cmplete marking prjects thrugh an existing state cntract. Mr. Halley added that a Statewide auditing cntract fr markings is als under cnsideratin by the Aviatin and Spaceprts Office (ASO). 4 Specificatins fr Cnstructin f General Aviatin Airprts Mr. Halley advised the grup that FDOT had recently updated this dcument and that it was nw upladed t the FDOT ASO website. Thse with questins shuld cntact Abdul Hatim, Aviatin Engineering Manager at FDOT ASO. Airprt Master Planning Mr. Halley stated that the ASO is preparing t undertake an update f the Guidebk fr Airprt Master Planning and the internal FDOT Master Plan Prcedure. Aviatin Prgram Develpment Manager, Mr. Tdd Cx, is leading bth f these effrts. The Guidebk update has cmmenced with assistance frm a wrking grup f eighteen (18) vlunteers frm the aviatin cmmunity. One f the primary prject gals is t bring the guidance in bth dcuments in line with existing FAA guidelines. The prject is expected t be cmplete in May f The CFASPP Reginal Chairpersns will be updating participants n the prgress f these effrts thrughut the next year. Flrida Transprtatin Plan (FTP) / Strategic Intermdal System (SIS) Plan Updates Mr. Halley briefly updated the grup n the FTP/SIS Update nting that the advisry grup prtin f the prject has been cmpleted. Reginal Wrkshps will begin in late June at lcatins thrughut the state: June Reginal Wrkshps! June 22 Lake City! June 23 Frt Myers! June 24 Frt Lauderdale! June 25 The Villages August/September Reginal Wrkshps! August 11 Panama City! August 26 Ver Beach! September 1 Miami! September 2 Tampa Bay He als mentined that a statewide plicy wrkshp wuld be held in August at a date/time t be annunced. The plans are being updated cncurrently with draft versins expected t be released in the fall prir t final cmpletin in December. Airprt Leadership Develpment Curses (ALDC 101 and 201) Mr. Halley reprted that that ne ffering f each class had already been held in the spring. A 2 nd ffering f ALDC 101 will be held n September in Tampa. FDOT is cllecting feedback n the initial ALDC 201 curse. N further fferings f ALDC 201 have been scheduled at this time. b. Pavement Inspectin and Repair Training Mr. Halley reprted that the next pavement inspectin and repair training curses have been scheduled. The first sessin will be held n September 28 th t Octber 1 st. The secnd ffering will be held n Octber 19 th t Octber 22 nd. Nting that the classes fill quickly, Mr. Halley stated that he wuld attempt t prvide airprt members with as much advance ntice as pssible regarding registratin availability/timing. FDOT District 3 Mr. Sctt Walters stated that Wrk Prgram gaming fr the new 5 th year will begin sn s airprt spnsrs shuld make sure that JACIP is updated. 6. FAA Cmment / Annuncements On behalf f the FAA, Mr. Halley reviewed a few slides related t the Airprt Imprvement Prgram (AIP). He nted that July 2, 2015 is the grant applicatin deadline althugh earlier submissin f these packages wuld be appreciated by the prgram managers at the FAA Orland ADO. Mr. Halley reprted that 14 CFR Part (Federal Prcurement Regulatin) n lnger applies and has been replaced with Part 18 Title 2 CFR Part 2000 als knwn as the Omni Circular. Old Business Unmanned Aircraft Systems (UAS) Operatins in the Vicinity f Airprts Nting the cmments frm Mr. Dan Flynn at the last meeting, the cmmittee briefly revisited this issue with a discussin n the latest available infrmatin n UAS. The Administratr updated the cmmittee n discussins held at ther reginal meetings nting that n infrmatin n the develpment f rdinances related t UAS had been shared. Mr. Halley updated the cmmittee n recently passed legislatin that restricts the use f UAS fr surveillance activities. 9. New Business Nne. 10. Time & Place f Next Meeting The Administratr stated that the next meeting f the Nrthwest Flrida Regin Steering Cmmittee is scheduled fr Octber 1, After a brief discussin, the cmmittee decided that the meeting wuld be held at the Nrthwest Flrida Beaches Internatinal Airprt n that date beginning at 10:00 a.m. (CDT) 11.
