FDOT Aviatin Aviatin Office Airprt Land Use Cmpatibility Prject Mr. Andy Keith stated that Phase 2 f the Study is nw underway and will wrk t supprt the recmmendatins made in Phase 1 f the prject. He stated that the new versin f the Airprt Land Use Guidebk is being develped and that Phase 2 f the prject will seek t fster a relatinship between airprt interests and the Department f Cmmunity Affairs (DCA). Mr. Keith added that land use zning maps will be develped and that prject recmmendatins may result in prpsed changes t Chapter 333 F.S. and DCA Rule 9J-5. 6 Nrth Central Flrida Regin June 10, 2009 New Ecnmic Impact Study Mr. Keith stated that the prject data cllectin prcess is cmplete and that the cnsultants are nw in the prcess f reviewing and analyzing the data. He added that the ecnmic impact f military aviatin facilities will nw be cnsidered as part f the prject. Mr. Keith stated that Phase 2 will begin next fiscal year and each airprt will have individual results made available t them fr use in educating lcal decisin makers. Questins n this prject can be directed t Mr. Abdul Hatim at the Aviatin Office. Pavement Management Prject Mr. Keith stated that the final training curse was held in Orland n June 1 st and 2 nd at the FDOT District 5 Urban Office and the Executive Airprt. He mentined that the FDOT Aviatin Office has received a lt f psitive feedback regarding the pavement training curses held this year. Mr. Keith reminded the grup that this prject is n a three (3) year cycle and nsite airprt pavement inspectins will begin again later this summer. Mr. Vu Trinh is the FDOT Prject Manager and thse with questins n this prject are invited t cntact him at the Aviatin Office. FAD/JACIP Update Mr. Keith stated that there were tw (2) training sessins n the new sftware held in April. The system is nw up and running and will becme the website where FDOT cnducts business with airprts ging frward. He added that there will be n public access t the new FAD website nting that the general public can cntinue t find infrmatin n FDOT Aviatin at r at Mr. Keith stated that FDOT expects t unveil a new and imprved public access website later this year. Mr. Keith stated that he has a list f wh has access t the new website fr each airprt/agency and managers can check with him if they wish t review their access lists fr accuracy. Reginal Overviews Mr. Keith asked the airprts t review their reginal verview narratives fr accuracy and t send any prpsed changes t him. He added that draft verviews will be sent ut via prir t the next rund and will be a tpic f discussin at the reginal meetings. Once the changes are apprved by the reginal cmmittees, Mr. Keith stated that the plan is t have the updated dcuments printed and ready fr the 2010 legislative sessin. FDOT District Annuncements District 2 Mr. Rland Luster stated that they will be starting the FDOT/Airprt Spnsr meetings in July. He mentined that they are nt allwed t write any additinal prequalified JPA s until the State s budget issues have been reslved. Prequalified JPA s that have already been issued are still kay as f tday. Chair Sawyer asked abut the budget cuts at FDOT and Mr. Luster stated that he thught abut $5.5 millin was taken frm the FDOT Aviatin Prgram mainly at the larger airprts. 7 Nrth Central Flrida Regin June 10, Airprt Updates/Rundtable Lake City Municipal Airprt Chair Sawyer stated they are in the design prcess fr a new terminal and they plan t bid the prject this summer with a planned cmpletin in abut 18 mnths. They hpe t receive cmpetitive bids due t the pr ecnmy. He added that they plan t relcate sme f the prtaprt hangars at the airprt and then asked if anyne had dne this. Mr. Penksa said they had cmpleted this prcess at GNV and it was mre than ne might think nting that the leftver pavement was in need f repair. Chair Sawyer then reminded the grup that the DEP audits are being cnducted n tenants at Lake City and arund the State. Gainesville Reginal Airprt Mr. Penksa stated that airline service is ding kay and that Gulfstream might cme back later this summer after leaving last year. Eclipse Aviatin is still a burden althugh they have been receiving rent checks n a mnth t mnth basis. He added that University Air has taken n sme f the maintenance f the Eclipse Jets and they recently pened bids fr the $2.4 millin GA ramp rehabilitatin. The cmmercial side aprn pavement is als scheduled t be rehabilitated with entitlement funds. Mr. Penksa mentined that fencing imprvements, a Wildlife Hazard Assessment and ther mitigatin prcedures are being updated. They are in the prcess f hardening the ARFF Statin t make it hurricane prf. The rehabilitatin f Taxiway A1 and B is n-ging and new surface painted hld signs and enhanced centerline markings have been added at critical runway entry lcatins. Mr. Penksa added that a multimdal taxi/bus queuing area is being designed and rental car imprvements are als cming. They are updating the security plan t meet new TSA/FAA requirements and t cmply with identificatin media regulatins. They have a new tenant in the ld DayJet facility and the building is getting a new Hydrswing dr. Perry-Fley Airprt Mr. Bill Rberts stated they are near cmpletin n sme new hangars that had been delayed. He added that runway painting cntinues and an Airfield Signage Prject is nw underway. Crystal River Airprt Vice-chair Davis stated that the parallel taxiway relcatin prject is nw underway with a planned duratin f six (6) mnths. He stated that he is encuraged by the supprt the airprts are receiving frm the Citrus Cunty Bard f Cunty Cmmissiners. Inverness Airprt Vice-chair Davis stated that they are still wrking t realign the runway s that it can be extended. He added that they need a viable FBO at the airprt and that has been lacking ver the past several years. The Cunty is cnsidering building sme hangars at the airprt in rder t attract additinal traffic. 6. Reginal Issues / Cncerns Land Use/Nise Issues Mr. Penksa spke abut the need t address wetland mitigatin prcedures with the Water Management Districts (WMD). He asked if the FDOT r the State might undertake sme invlvement in these issues as they are having truble gaining WMD apprval t remve trees near the airprt due t wetland issues particularly thse trees in the Runway Prtectin Zne (RPZ). A mtin t apprve the minutes was made by Mr. Greg Dnvan, secnded by Mr. Chris McArthur and passed by a unanimus vte f the members present. 3. Reginal Chairpersns Rundtable New Envirnmental Regulatins Vice-chair Jewsbury updated the grup n this issue mainly impacting effrts at the Hernand Cunty Airprt t relcate trtises. The new regulatins require the spnsr t btain a permit at a cst f nearly $3,000 and t set aside a ne (1) acre mitigatin site. The airprt has sught advice frm the FAA seeking t declare trtises as a hazard t aviatin that wuld allw immediate remval. Mr. Larry Dale stated that they recently cmpleted a successful trtise remval effrt at Orland Sanfrd Internatinal Airprt with the apprpriate permits. Mr. Bart Vernace stated that the FAA has previusly allwed wildlife hazard remval as lng as wetlands are nt disturbed. Chair Seymur pted t hld this issue ver fr discussin until the exact rule can be studied clser and a meeting seeking a wrkable slutin fr all parties can be held. Ecnmic Stimulus Funding (ALL) Chair Seymur reprted that Flrida has received apprximately $45 millin in prjects f which $3.9 millin has been spent t date. Airprts in the USA will receive $1.1 billin in funding as part f the ARRA Prgram. Mr. Dnvan asked Mr. Vernace if lwer prject bids (less prject cst) will result in additinal prjects being apprved at airprts in Flrida. Mr. Vernace stated that the extra mney shuld remain with airprt prjects but must be turned in t FAA Headquarters fr redistributin. Wetland Mitigatin Prcedures at Airprts Mr. Tm Sawyer asked Mr. Allan Penksa t update the grup n this issue and the changes he wuld like t see implemented. Mr. Penksa stated that they have run int truble remving trees in the RPZ at his airprt. Mr. Dale stated that if an airprt has an apprved Wildlife Plan they can take immediate actin t maintain public safety as necessary accrding t a newly frmed State Statute. He added that this new Statute came abut as part f a cmprmise between airprts and the Water Management Districts arund the State. Mr. Penksa stated that they wuld als be interested in new language fr Cnservatin Easements that wuld simplify the remval prcess f items that cmprmise aviatin safety. 4. FDOT Aviatin Onging Prjects Airprt Cmpatible Land Use Study Mr. Aarn Smith stated that the prject is currently in Phase 2 with wrk n-ging n the Aviatin Land Use Guidebk. The prject may result in prpsed changes t Chapter f the Flrida Administrative Cde and may ultimately include prpsed changes t parts f Chapter 333 F.S. Chair Seymur asked that airprts be allwed t review the dcument in draft frm. Mr. Smith stated that Phase 3 f the prject will fcus n Cntinuing Flrida Aviatin System Planning Prcess page 2

11 Statewide Cmmittee Meeting August 1, 2009 utreach/educatin f the airprt cmmunity. Mr. Penksa cmmented n the need fr nise cnturs t be lked at fr applicability. Mr. Smith stated that Chapter 333 is the relevant statute and that mst lcal jurisdictins have nly adpted the tall structure element f Chapter 333. He added that the Guidebk will be targeted t assist aviatin and lcal gvernment planners gain a better understanding f land use issues arund airprts. Ecnmic Impact Study Mr. Smith stated that they are nw in Phase 2 f this prject with a planned cmpletin date f March The ecnmic impact f all airprts in Flrida will be cnsidered including cmmercial service, general aviatin, and military facilities. Flrida Aviatin Database Mr. Smith stated that they are still wrking n the new Flrida Aviatin Database (FAD) with updates t JACIP cntaining the mst nticeable new features fr airprt spnsrs. Strmwater Pnd Mdeling Mr. Smith thanked the FAA fr their assistance with a grant fr this prject which he expects t start in a mnth r s. He mentined that the Flrida Administrative Cde currently has a placehlder fr the inclusin f FAA Wet Detentin Pnds standards. The existing FAA pnd mdel (currently used at airprts) will underg testing at the University f Flrida in Gainesville t examine functinality and wildlife repellant characteristics. Aviatin Prgram Funding Mr. Smith stated that the aviatin prgram has cme t abut $157 millin fr the cming year. The requirement t put 15% f the Transprtatin Trust Fund int PTO was remved, hwever the Secretary f Transprtatin elected t put all mney back in aviatin that was taken frm PTO after it was riginally slated fr remval. Pre-Qualified JPA (Deferred Reimbursement JPA) Mr. Smith stated that this JPA is nw called Deferred Reimbursement JPA and they are wrking with the Department Cmptrller n prcedures that will limit the State s expsure t payment amunts that present cash flw prblems. Ten (10) quarterly payments will be given fr each year f funding that exceeds $2 millin. Amunts $2 millin and under may be paid in ne lump sum payment. All prequalified agreements will need t be updated with a new Exhibit B and E and this will be crdinated thrugh the apprpriate FDOT District Office. ALP Submissin Mr. Smith requested that airprt spnsrs that make changes t ALP s submit a cpy t the FDOT Aviatin Office nce apprved by the FAA in rder t maintain crdinatin/chesin between the agencies. SIS Funding Mr. Dale asked abut the status f this funding prgram. Mr. Smith stated that Bb Ball is wrking n the cmmittee fr airprts. Vice-chair Jewsbury asked if they were cnsidering mdificatins t the eligibility requirements fr airprts. Mr. Smith stated that he thught there were sme mdificatins under cnsideratin. FDOT District Annuncements Nne. 5. FAA ADO Cmments / Presentatins Mr. Bart Vernace stated that reauthrizatin is still in cmmittee and has nt made it t the Cngressinal Flrs and there is a pssibility f nt having the mney fr a new prgram prir t September 30, He stated that bth the Huse and Senate Bills have cme in at abut $4 billin. The minimum discretinary level prpsed is $520 millin fr airprts. The current Part A and Part B prgrams have resulted in abut $174 millin. They have prgrammed $74 millin in ARRA Grants and there are still sme entitlement dllars that need t be put Cntinuing Flrida Aviatin System Planning Prcess page 3

12 Statewide Cmmittee Meeting August 1, 2009 under grant. The Inspectr General (IG) has been calling fr infrmatin n grants and they are finding that quarterly reprts are nt being submitted. Mr. Vernace implred the airprt spnsrs t keep up with the submissin f these reprts s it desn t becme harder t prgram grants. He stated that the IG is requesting multiple prject visits fr ARRA prjects and that is hard fr the ADO t accmplish. They have clsed seventy (70) grants this year with a gal t meet f eighty-eight (88). ARFF Staffing Prpsal (SW) Mr. Mark Stuckey stated that the Senate versin f the prpsed bill des nt currently have any new requirements. Open Frum AOPA Mr. Nelsn Rhdes stated that Greg Fuller is the new President and nting that he hpes t expand AOPA crdinatin with ther aviatin interest grups. They are als increasing AOPA activity with plitical leaders including Gvernr Charlie Crist n the Aviatin Use Tax Issue.
