2 3. Airprt Updates/Rundtable Jacksnville Internatinal Airprt Chair Lindner reprted that wrk cntinues n access rad imprvements near the airprt. He nted that the JAA is wrking with the TSA n an $18 millin baggage screening upgrade prject that will result in the installatin a number f new screening units. Chair Lindner reprted that enplanements are up 3% year ver year and that Allegiant Air has started service frm JIA t Pittsburgh and Cincinnati. Jacksnville Executive at Craig Ms. Tiffany Gillem reprted that bstructin clearing adjacent t the runway appraches is apprximately 80% cmplete. The Wildlife Hazard Management Plan fr the airprt was recently apprved. She nted that the airprt is wrking with the neighbring glf curse in a cperative marketing effrt. Cecil Airprt Vice-chair Dllarhide reprted that the JAA is entering a lease with the Navy t temprarily hst between 30 and 60 aircraft and related persnnel during the upcming runway rehabilitatin prject at Navy JAX. She stated that develpment n the east side f the airprt is n-ging and that Cecil Airprt received a Spaceprt License in January. Herlng Recreatinal Airprt Chair Lindner reprted that the JAA is cmpleting a $2.4 millin aprn rehabilitatin prject and airfield lighting upgrades at Herlng. Fernandina Beach Municipal Airprt Mr. Andrew Hlesk reprted that the City has started wrk n an Master Plan Update and Business Plan fr the airprt. Palatka Municipal Airprt-LT Kay Larkin Field Mr. Hlesk reprted that the City is cnstructing tw (2) bulk hangars and tw (2) sets f T-hangars at Palatka Municipal Airprt-LT Kay Larkin Field. 4. Reginal Issues Nne. 5. FDOT Aviatin Aviatin and Spaceprts Office Flrida Transprtatin Plan (FTP) / Strategic Intermdal System (SIS) Plan Updates Mr. Halley reviewed a presentatin n the cncurrent updates t the FTP and SIS, which are being directed by the FDOT Office f Plicy Planning. The Flrida Transprtatin Plan (FTP) is the state's lng-range transprtatin plan. The Flrida Aviatin System Plan is incrprated as the aviatin cmpnent f the FTP. The Strategic Intermdal System (SIS) cmprises the state s largest and mst strategic transprtatin facilities, including majr air, space, water, rail, and highway facilities. Mr. Halley nted that the criteria fr designatin as a SIS facility will be evaluated as part f this update, as will funding pririties and plicy elements. Additinal infrmatin n these prjects is available nline by visiting the prject website at Flrida Aviatin System Plan (FASP) Update Mr. Halley reprted that the FDOT is in the final stages f scpe develpment fr a cmprehensive update t the FASP. 3 prfessinals t help identify and validate prject pririties and industry standards. He explained that the update wuld take apprximately eighteen (18) mnths t cmplete. Each CFASPP chairpersn will be asked t nminate 2-3 members frm their regin t serve n a Cmprehensive Review Team (CRT). The CRT is expected t meet twice during the prject develpment perid at a central lcatin in the state. CFASPP cmmittees will cntinue t receive prject updates during the nrmally scheduled reginal and statewide meetings. Chapter 333 F.S. Revisins Mr. Halley reprted that the revised versin f Chapter 333 has been presented t the Flrida Legislature fr cnsideratin during this sessin. He stated that he wuld ntify the CFASPP membership nce the legislature acts t adpt r reject the revised versin f the statute. FDOT Spnsred Training a. ALDC 101 and 201 Mr. Halley reprted that the FDOT Aviatin and Spaceprts Office (ASO) will again be spnsring Airprt Leadership Develpment Curses (ALDC) in The curses are cnducted by the Center fr Urban Transprtatin Research (CUTR) at the University f Suth Flrida (USF) in Tampa and the cst f attendance is $200 per persn. The curriculum fr a new, higher level versin f the leadership curse (ALDC 201) has been develped. The first class has been scheduled fr early March and has already been filled with a pre-selected list f attendees that have already cmpleted the first curse. The first ALDC 101 curse f the year is scheduled fr April and a registratin link will be psted n the CFASPP website nce it s available. b. Flrida Aviatin Prfessinal Academy (FAPA) Mr. Halley mentined that the FDOT ASO is als develping the curriculum fr this curse which will familiarize participants with varius aspects f the FDOT Aviatin Prgram. This will include instructin n grant prgram plicies and prcedures and use f the Flrida Aviatin Database (FAD) mdules. Stay tuned fr additinal infrmatin n this prgram. In the interim, participants with questins n the academy are invited t cntact Mr. Tdd Cx, Aviatin Prgram Develpment Manager, at the ASO. c. Pavement Inspectin and Repair Training Mr. Halley reprted that the FDOT ASO will again be spnsring pavement inspectin and repair training this year. Once the class dates are finalized, a registratin link will be available n the CFASPP website. Participants with questins n pavement training pprtunities are invited t cntact Dr. Abdul Hatim, Aviatin Engineering Manager, at the ASO. Guidebk fr Airprt Master Planning- Mr. Halley stated that the FDOTASO is preparing t undertake an update f the Guidebk fr Airprt Master Planning and the FDOT Master Plan Prcedure. 4 State Infrastructure Bank (SIB) Prgram Mr. Halley updated the grup n this lan prgram, which is available t assist qualifying entities (public and private) with the financing f imprtant infrastructure prjects at cmpetitive interest rates. Mr. Halley nted that preliminary letters f interest fr 2016 are due by May 29, Final negtiatins with qualified candidates are expected t cmmence n Nvember 30, Participants with interest in this prgram are invited t cntact Ms. Jennifer G. FAA Cmment / Annuncements On behalf f the FAA, Mr. Halley prvided the grup with sme imprtant infrmatin and critical dates related t the grant applicatin prcess. 7. DD Cmments FACSFACJAX Mr. Rn McNeal reprted that it has been a busy year fr military training exercises in the regin fllwing the successful deplyment f an airspace recnfiguratin that was cmpleted last year. He mentined that they are expecting an aircraft carrier exercise in cnjunctin with assets frm Cecil Airprt t begin sn. Additinal carrier battle grup training is expected t cmmence in June. 8. New Business Unmanned Aircraft Systems (UAS) Operatins in the Vicinity f Airprts Fllwing a brief intrductin by Mr. Halley, Chair Lindner and the grup discussed this issue nting the increased use f drnes r small radi cntrlled (RC) aircraft in the vicinity f airprts in the regin. Chair Lindner nted the imprtance f segregating the regulatin f gvernment drnes frm the small RC versins being purchased by civilians. Mr. Halley mentined that the cmment perid fr the recently released NPRM n UAS peratins is pen until April 24, Mr. Halley als briefed the cmmittee n guidance that was issued by the FAA t assist lcal law enfrcement agencies with handling unauthrized UAS peratins. Installatin Cmplex Encrachment Management Actin Plan (ICEMAP) Mr. Halley mentined that cnsultants wrking n the ICEMAP recently cntacted the FDOT. He explained that they were interested in system planning activities in the military heavy areas f nrthern Flrida. Fllwing Mr. Halley s remarks, Mr. McNeal mentined that prpnents f the USAF Gulf Reginal Airspace Strategic Initiative (GRASI) wuld sn begin t examine airspace cnfiguratins ff the cast f Nrtheast Flrida. 10. Time & Place f Next Meeting The Administratr stated that the next meeting f the Nrtheast Flrida Metr Area Cmmittee is scheduled fr June 16, After a brief Cntinuing Flrida Aviatin System Planning Prcess page 4
