Van T Hf inquired if the GTAA had a segmentatin f night vs. day flights in the cmplaints breakdwn. T. Lennx nted that the nise cmplaints abut night time peratins have decreased partly due t the wrk CENAC did t persuade FedEx t change frm B727 aircraft t the quieter B757. T. Rizzut Willan inquired what number f the stated 793 nise cmplaints are unique participants: What is the criteria t be recrded, and hw d cmplaints becme part f the 793? B. Green als inquired if sme cmplaints were related t the runway cnstructin that tk place during the summer. The GTAA s cmplaint prcess will be reviewed in detail at a future meeting. 2.2 C. Fnseca Inquiries frm Mississauga residents frm Applewd Heights 2.3 C. Fnseca nted that she had inquiries frm residents in the Applewd Heights area f Mississauga (Dixie Rad and Burnhamthrpe). The majrity f questins were either abut: the Early Jet Turns. the Prpeller Turns. whether there had be a recent change in flight paths, r increase in planes flying ver the Applewd Heights cmmunity. aircraft that are making u turns and taking a direct curse cnsequently flying ver their hmes until 12:00 a.m. whether the impact f planes after 11:30 p.m. making u turns is a new prcedure. T. Lennx respnded that there are tw peratins happening. The peratin at 11:30 p.m. is an arrival, which is n a dwnwind leg cming in frm the west, and wuld cntinue t 12:30 a.m. The arriving aircraft are abut 7,600 feet ASL (Abve Sea Level).

Generally they are at apprximately 3,200 feet ASL. J. Van T Hf inquired if the arriving aircraft that are at 7,600 feet ASL wuld g east t Ynge and Bayview area, and then turn west and return t Trnt Pearsn. T. Lennx cnfirmed. S. Ghbrial cnfirmed arriving aircraft are 7,600 feet ASL n the dwnwind leg and they cntinue t descend t 4,000 5,000 feet ASL befre their final apprach t the airprt. The departure aircraft, such as a turb prp Dash 8, wuld typically be at 3,000 feet ASL. T. Rizzut Willan inquired if it was pssible t get decibel readings frm thse tw different peratins and where the clsest Nise Mnitring Terminal (NMT) is lcated. D. Dlezal respnded that the GTAA desn t have a NMT specific t that particular area; the departures wuld be picked up by a NMT but the arrival aircraft are t high s wuldn t prvide any readings. C. Fnseca inquired if the GTAA culd put in a nise mnitring terminal in and arund Applewd Heights. The GTAA will review this. Early Jet Turns Prcedure: D. Dlezal nted the early jet turns started in 2000 n the east/west runways. The prcedure was nging n a trial basis, and was frmalized in The time frame fr early turns is frm 7:00 a.m. t 11:00 p.m. Prpeller Turn Prcedure: There is currently an early turn trial n the nrth/suth runways Prp Turns have been a standard prcedure since the 1970s. There is a trial nging which has extended the prp turn times. Thse hurs have been extended frm 7:00 a.m. t 11:00 p.m. t 6:30 a.m. t 11:30 p.m. T. Rizzut Willan didn t recall being briefed n this. T. Lennx nted the cmplaint stats n bth trials have been regularly included in the CENAC Updates, but that the GTAA wuld be happy t review this prcedure again as part f the regular updates. C. Fnseca inquired which runways affect the Applewd cmmunity. T. Lennx respnded Runways 24R and 24L fr departures and arrivals, when the winds are cming ut f the west. Occasinally there wuld be arrivals n Runway 33L, and departures n Runway 15R. Cuncillr als pinted ut that a particular area f cncern seems t be the perid frm 6:30 a.m. t 7:00 a.m.

Gray gave an update f the Envirnment Department s current prjects: The first quarter f 2012 cnsists f preparing fr audit seasn and prducing reprts cntaining findings fr Envirnment Canada f Trnt Pearsn s natinal pllutin releases, and greenhuse gas infrmatin. In Terminal 3 the GTAA is upgrading the refrigerant type (R11) in the chiller t a mre envirnmentally friendly prduct (R123). 2.5 Cmmunity Outreach Update R. Cnnelly gave an update: In December 2011, Cuncillr B. Crmbie f Mississauga hsted tw Twn Hall meetings in her Ward, and invited a number f grups in the cmmunity t make presentatins. The GTAA participated in bth meetings. The GTAA als participated in the Humber Summit Resident s Assciatin Christmas event. The GTAA will be reaching ut t the Applewd Heights cmmunity and hsting an event with Cuncillr C. Fnseca n March 7, as well as an event in Etbicke Centre n February 23 wrking with MP Ted Opitz. R. Cnnelly nted that we will be publishing mnthly updates that we will be sending ut t all stakehlders including a rlling calendar f upcming events. 3.0 Discussin s 3.1 Nav Canada Airspace Redesign Update PRESENTATION Neil Bennett gave an update n the Nav Canada Airspace Redesign: It s a mdernizatin f the airspace in the appraches, the departure areas, and all enrute segments, t take int cnsideratin the equipment and the technlgy that exists tday n the flight deck in additin t the equipment Nav Canada is using fr surveillance, cmmunicatins and the safe and effective mvement f traffic. Nav Canada wanted t ensure that the changes they made were within the existing nise abatement practices r enhancing them in cperatin with the GTAA. They entered int a public cmment perid, and created a website t allw the public access. They advertised in the newspapers, and watched the traffic grw n the website after the ads went in the newspapers. They mnitred the website traffic t see what cncerns the public had, and prvided an pprtunity t receive feedback.

NAV Canada designed a system that will accmmdate mre aircraft when required. The implementatin date f the Nav Canada redesign is February 9, Nav Canada shwed a depictin f aircraft landing t the west which will be ding their sequencing at higher altitudes: this allws aircraft t cme int the dwnwind segment in a mre efficient methd which shuld help t reduce nise. Member f the public, Mississauga/Applewd resident A. Chiappetta, stated she has nticed an increase in frequency f night flights ver her residence since the summer f T. Lennx advised that there has nt been a significant increase in the number f peratins at Trnt Pearsn since the summer f 2011, beynd the regular grwth in traffic. S. Rkin stated that n the dwnwind turns there will be a greater cncentratin f planes fllwing a similar path which will be a narrwer band. N. Bennett clarified that the aircraft shuld be turning in a mre cnsistent space. S. Rkin then nted that sme peple that presently hear sme nise wn t have it but thse wh happen t be under that line are ging t cnsistently have mre traffic than befre. N. Bennett respnded that, in a sense, that was crrect, but the methd in which they are ging t be flying will be different than they are presently. The aircraft will be descending mre quietly, s when they are turning there will be less nise. He indicated aircraft landing n Runways 05, 06L r 06R t the east have an altitude ftprint f 3,000 6,000 feet ASL. As f February 9 th the sequencing will be in the higher altitudes and allw fr a mre cnsistent descent when turning t final. S. Rkin nted the new dwnwind leg is further suth, which is a whle new path. N. Bennett nted that, t alleviate the cngestin cming int the ne area, the paths have been split. The aircraft are cming in at a higher altitude; instead f cming in at 10,000 ft ASL, they will cme in at 17,000 ft ASL. N. Bennett then cmmented abut the prp turns: as the aircraft leave the grund in the climb up t 3,000 ft ASL fr prp aircraft (and 5,000 ft ASL fr jet aircraft) n turns will be made belw 3,600 ft ASL as per nise abatement. B. Green inquired if Nav Canada is keeping the existing bedpsts. Nav Canada has added ne bedpst east f Trnt t help ease aircraft cngestin. T. Lennx reiterated that this is increasing available capacity but it wuld be up t the air carriers t bring mre flights. Mr. Lennx wanted CENAC members and the public t be aware that passenger traffic at Trnt Pearsn has increased. When the GTAA tk ver the airprt in 1996 there were 24 millin passengers annually: we are nw at 33 millin. Yet, despite this passenger grwth, it was nly in 2011 that the number f aircraft mvements nly just reached pre 2000 levels.

Lennx respnded statistics will be supplied, but the number f prp peratins has prprtinately remained the same. S. Rkin nted that, n the Nav Canada website, the map desn t have very gd reslutin in terms f the streets f Trnt. N. Bennett will e mail cpies f better reslutin maps. Further Public Cmments E. Penny, Mississauga/Applewd resident, advised f a perceived increase f Dash 8 aircraft ver her area and inquired what time the n fly zne was at Trnt Pearsn. A. Chiappetta then nted that many ther cities have internatinal airprts (eg. Düsseldrf Internatinal Airprt) that have a n fly zne and that she has been awakened by aircraft at all hurs f the night. T. Lennx respnded that Trnt Pearsn is, and always has been, a 24 hur airprt but the number f peratins between 12:30 a.m. and 6:30 a.m. are limited by a cap that is mnitred by Transprt Canada. In 2011, Trnt Pearsn had 13,056 peratins frm 12:30 a.m. t 6:30 a.m. The GTAA currently has an applicatin submitted t Transprt Canada t increase thse flights by 10%. T. Rizzut Willan then nted that Ms. Chiappetta is nt affected by the regulated night preferential runways (which are t the nrth) adding that there are 60,000 flights flying ver her wn neighburhd in Meadwvale. Several residents believe the GTAA wants t make mre mney and d nt believe what they are hearing in the meeting. T. Lennx reiterated that the GTAA is a nt frprfit rganizatin and has been asked t serve the demand fr aviatin fr the travelling public, and fr businesses and the ecnmy f the regin. E. McCallin, anther Mississauga/Applewd resident, alng with thers, questined the purpse f the cmmittee. T. Lennx respnded that nise cmplaint numbers have partly been reduced because f the wrk that the cmmittee has dne. S. Rkin nted that, in Mntreal, the restrictins end at 7:00 a.m. T. Lennx crrected that Mntreal Airprt has restrictins n aircraft peratins (based n weight) frm 1:00 a.m. t 7:00 a.m. If an aircraft is abve the size f a Being 737 r an Airbus A320, peratins are restricted hwever the airline may apply fr an exemptin. The prp turns are permitted in Mntreal 24 hurs a day. Here in Applewd the cncerns are abut early turn prp prcedures between 6:30 a.m. and 7:00 am. S. Rkin prpsed an adjustment t the restricted time frm 6:30 a.m. t 7:00 a.m. because that half an hur seems t be very imprtant t many peple. T. Rizzut Willan stated that, at the previus CENAC Wrkshp, there was a lt f infrmatin n prp planes: if it is prp planes that are causing the prblem, it is

A resident frm Mississauga inquired abut Westjet s annuncement regarding future use f reginal prp planes. T. Lennx stated that Westjet has nt revealed what they intend t d with any ptential prp fleet s the GTAA cannt cmment n this. T. Rizzut Willan cmmented that the benefits frm the early turns whether prp turns r jet turns are astrnmical: In the winter mnths, large aircraft have t wait fr the smaller aircraft t depart, and they have t then g back and get deiced again which is a waste. It helps the envirnment, and imprves passenger delays. C. Fnseca nted there is a distinctin between early turns and prp early turns. We have t address the prp early turns. T. Lennx respnded that this early turn prcedure with respect t the prpeller aircraft has been in effect fr years, but with respect t the extended hurs, thse were intrduced in The GTAA will review in further detail at future meeting. G. Stewart stated that he wuld like t speak fr the business cmmunity in the city and ensure the cmmerce f this cuntry cntinues t mve. We had implemented the early turn prcedures, and it was very acceptable. There might be smething that was subsequently develped and we shuld lk int that. 5.0 Night Flight Outreach Update R. Cnnelly nted a submissin was made t Transprt Canada n December 22, 2011 t amend the annual night time cap fr a 10% increase ver the next year. The GTAA als asked t amend the night time frmula s the cap is based n actual demand instead f frecast. All f these materials were available n ur prtal as f January 9, 2012 at: The GTAA is awaiting a respnse frm Transprt Canada. If the GTAA des get apprval ur budget with the first 10 per cent bump up wuld be 15,325. It s currently 38 average daily night flights and it wuld increase t 41. E. Penny inquired hw many f the night flights are carg versus passenger aircraft. R. Cnnelly respnded night flights are apprximately three per cent f Trnt Pearsn s verall flights, and mst carg is flwn in the belly f passenger aircraft. E. Penny inquired hw many flights wuld be cnsidered a health hazard. R. Cnnelly respnded that as part f the GTAA s Outreach they did an assessment f the human health impact and this increase, even with a 25 year frecast, has negligible impact. A. Chiappetta mentined she mved t her neighburhd three years ag, and is nw n stress leave because she cannt sleep due t these flights. Lack f sleep, and the increase f nise, has impacted her health. E. Penny asked, as part f the GTAA s due diligence, have they been asking residents hw this nise has been impacting them. R. Cnnelly stated ver the past fifteen years the nise ftprint has greatly decreased. J. Van T Hf stated he resides at Ynge and Lawrence and 45 per cent f the flights

One f the reasns there are night flights is because charter peratrs cannt perate and take passengers t Cuba, Jamaica and The Dminican Republic fr $ withut making tw rund trips a day. Als 45 per cent f the flights are prducing a cmplaint rate that is times less than anther. The GTAA cannt fudge the data. The GTAA are a nt fr prfit authrity, and were set up by Transprt Canada withut a prfit mtive. R. Cnnelly nted that during the CENAC meetings, and at the Outreach, there were a number f cmmn themes that were brught frward: Hw can the GTAA assist CENAC members in being effective in their advisry rles? We are examining ways t lk at n line frums, turs, and ne nne training. There is a tab called Airprt 101 n the GTAA s Outreach website which is a first step and the GTAA are hping members have been able t access it. The GTAA s Nise Management Team will be reviewing and evaluating aspects f the GTAA s nise management prgram, and develping a cmprehensive five year nise management plan. This wuld als include a new airprt nise mnitring and flight tracking system (which will include ur preferential runway review) and nise cmplaint trend analysis. Better define the ecnmic benefits f Trnt Pearsn. Be a gd neighbur and an industry leader. S. Rkin nted that Nav Canada placed newspaper ads that drve traffic t their website. The GTAA has dne a lt f wrk in the Outreach prgram but did the GTAA publish any ads in any f the three majr newspapers? R. Cnnelly respnded that fr every kind f utreach ne is undertaking, tls are develped based n the scpe f changes and the scpe f cmmunicatin. The GTAA felt that wrking with, and briefing, the elected fficials, and sharing with their cncerned cnstituents there was a cmprehensive stakehlder list. Every time an e mail update was sent ut tremendus traffic was received n the Trnt Pearsn website. Hwever, it is a lessn learned. T. Lennx nted that the GTAA will be hlding ne n ne meetings with CENAC members t review Airprt 101 and will be engaged in the Nise management fiveyear plan. T. Rizzut Willan inquired if Mississauga Cuncil has asked Cuncillr B. Crmbie if she is interested in the vacant rle f elected representative n CENAC. C. Fnseca respnded that she has nt received a reply back frm B. Crmbie.
