Reprts Pre-meeting reprts are prvided with the agenda pack and taken as read. 5.1 Wrk plan status f actins The wrk plan status f actins was reviewed and n items were identified fr attentin. It was nted that the CACG Christmas Lunch will be held n Tuesday 5 December 2017 frm 12.30pm 2.30pm at Air Restaurant, Parkryal Htel Melburne Airprt, Arrival Drive Tullamarine. Cmplimentary car parking will be prvided fr all attendees. 5.2 Nise Abatement Cmmittee update Darrell Trelar, Independent Chair The Chair prvided an verview f items raised at Melburne Airprt s Nise Abatement Cmmittee (NAC) meeting held n Mnday 20 Nvember 2017 as fllws: 2

3 The aircraft nise cmplaint data fr the Q was presented and discussed. It was nted that sme changes have been made t the way data is recrded, with a categry f 'nt nise related' being intrduced and all night mvements being shwn as such rather than nly thse within defined hurs. Cmplaints were received frm 37 cmplainants, much the same level as the previus quarter (35). 54% related t arrivals n Runway 34 while 24 % related t arrivals n Runway 27. It was suggested runway wrks may have led t sme f the cmplaints. N grund based nise cmplaints were received. Preferred flight paths fr the 3 runway cnfiguratin have nw been develped and the study team will mve t the next stage f determining ANEF cnturs fr the new master plan. It is expected the preliminary draft master plan will be exhibited in mid-2018, arund the same time the RDP MDP is exhibited. The nise cmplaint data wrkshp held n 16 Octber (see abve) was discussed and it was nted Ruth Jst f Airservices NCIS will be invited t attend the February 2018 NAC meeting. This was an item referred t the NAC by the CACG Cmplaints Data Wrkshp, 16 Octber 2017 A wrkshp was held t explre cmmunity cncerns regarding changes made t the way nise cmplaints are recrded and reprted by Airservices Nise Cmplaints and Infrmatin Service (NCIS) and cnsider pssible imprvements. It was attended by fficers frm Melburne Airprt, NCIS, the ANO, Brimbank City Cuncil and the CACG Chair. Current practices were described by the NCIS. When a cmplaint is received, it is lgged in a case file and assigned an 'issue descriptr' frm a list f standard descriptins used acrss all airprts. It is then allcated a "case classificatin', again frm a standard list. Fr example, a persn making cntact regarding an 'unusual mvement' (the issue) may be referring t a 'weather diversin', 'traffic management', radar departure', 'direct tracking' r 'missed apprach' (the case classificatin). If a cmplainant cntacts the NCIS again regarding the initial cntact r abut a further incident regarding the same issue, this further cntact is als recrded in the case file. If a cmplainant raises multiple issues during a cntact, separate case files may be pened fr each issue and case classificatin. If a cmplainant raises a new issue n a separate ccasin, a new case file will be pened. The peridic reprts prepared and published by Airservices relate t the number f case files that were active (ie created r a further cntact made with NCIS) during the reprting perid. This apprach is cnsidered t be the mst useful as it reprts activity during the perid and ensures the data is nt skewed as a cnsequence f anyne expliting the system. It als prvides the NCIS with a tl fr efficiently managing their wrklad and best serving the cmmunity. Opprtunities t enhance the current reprts were discussed and the Brimbank fficers were invited t suggest imprvements that culd be cnsidered. Examples f reprts used by ther jurisdictins were als examined, hwever, they did nt ffer imprvements that wuld add value t the current arrangement. In additin, the wrkshp prpsed Airservices 3

4 cnsider ways in which the current prcess can be better explained t the cmmunity with a view t enhancing cmmunity cnfidence in the reprts and the NCIS. It was agreed the matter be listed fr further discussin by the NAC, s as t invlve fficers frm ther cuncils, and that the NCIS make a presentatin n the subject t the NAC when available t d s. 5.3 (a) Melburne Airprt Quarterly Reprt Jai McDermtt Jai McDermtt, Melburne Airprt s Executive Crprate and Public Affairs prvided the fllwing updates frm Melburne Airprt: Melburne Airprt launched a new engagement website t keep cmmunities infrmed abut prjects (my.melburneairprt.cm). Visitrs t the website can view prject infrmatin, submit questins and subscribe fr updates. Melburne Airprt is preparing a Master Plan t guide the future planning and develpment f the Airprt ver the next 20 years. The Airprts Act 1996 requires that all majr airprts prepare a Master Plan every 5 years t guide future develpment and peratins. The new Master Plan will cver tpics including grund transprt and infrastructure planning, nise and envirnmental management and will be frmally exhibited fr public feedback in mid Planning is cntinuing fr the third Melburne Airprt runway. A number f technical studies are underway and will be released in early Studies fr cmpletin fcus n the fllwing tpics: Surface water and ersin Ecnmic impact Sils, grundwater and waste Surface transprt Land use planning Grund based nise and vibratin Air quality Greenhuse gas emissins Airspace architecture Aircraft nise and vibratin Health impacts Scial impacts Melburne Airprt is taking an active rle in advcating fr a rail link that cnnects Melburne Airprt with Melburne s CBD. 4

5 Melburne Airprt welcmed UBER t its terminals in August The service ffers an alternative travel ptin fr passengers and visitrs and has been well received since it was intrduced. Planning is cntinuing t intrduce a new htel develpment t Melburne Airprt near Terminal 4. The prpsed htel will include 460 rms and attract reginal, business and verseas travellers lking fr accmmdatin near the airprt. Melburne Airprt has sught preliminary cmment abut the prpsed htel develpment with stakehlders including the Department f Infrastructure and Reginal Develpment (DOIRD), the Civil Aviatin Safety Authrity (CASA), the Department f Envirnment, Land, Water and Planning (DELWP), Hume City Cuncil fficers and stakehlders in the aviatin cmmunity. 5.3(b)Planning matters Michael Jarvis The fllwing live planning matters were discussed by Michael Jarvis, Executive Planning: Warragul Street, Dallas: Primary schl site. Prpsal t increase the capacity f the schl frm 600 t 800 students. A ntice f decisin was handed dwn by Hume City Cuncil n 16 Octber Melburne Airprt ldged a Sectin 82 appeal t VCAT bjecting t the prpsal n the basis that the schl may be adversely affected by aircraft nise in future and shuld nt accmmdate additinal students Diggers Rest. This site is 44 hectares and zned General Residential, but restricted by a Sectin 173 agreement which sets the minimum lt size f 0.2 hectares. A live planning applicatin seeks t remve the lt size restrictin in rder t subdivide the site. Melburne Airprt ldged an bjectin t the prpsal n 5 Octber n the basis f anticipated future nise impacts fr Diggers Rest. The applicatin has yet t be cnsidered by Cuncil Calder Highway Diggers Rest: Preliminary prpsal fr a caravan park. Melburne Airprt has advised f the unsuitability f land use and inability t enfrce nise attenuatin requirements. 5.3(c) Airprt envirnmental assessment Linc Hrtn Linc Hrtn, Melburne Airprt s Executive Prperty shared infrmatin abut an envirnmental assessment taking place at Melburne Airprt. As part f the airprt s federal lease requirements Melburne Airprt is identifying, understanding and reprting abut cntaminatin n site. PFAS (per-and ply-fluralkyl substances) have been identified at Melburne Airprt and investigatins 5

6 are currently underway t identify hw it can best be managed. PFAS has similarly been identified at ther airprts acrss Australia. PFAS refers t manufactured chemicals that have been used widely in Australia fr mre than 50 years in fire-fighting fams as well as cmmn husehld prducts including csmetics, ckware, fabrics, fd packaging, pesticides and stain repellents. PFAS are widely distributed in urban envirnments thrughut Melburne and acrss the wrld and are being prgressively phased ut due t cncerns abut their persistence and biaccumulatin in the envirnment. Melburne Airprt is undertaking investigatins acrss the site t determine the extent f PFAS and t plan fr its nging management as part f airprt peratins. Other airprts acrss Australia are reprted t be undertaking similar wrk. Envirnmental risk assessments undertaken t date in liaisn with water authrities have suggested that PFAS at the airprt will nt have any impact n Melburne s drinking water catchments. Regular updates abut the airprt s cntinuing investigatins will be prvided at quarterly meetings f the CACG. 5.4 Airservices Australia reprt Neil Hall. Neil Hall, Cmmunity Engagement Specialist at Airservices Australia, prvided an update in relatin t Smart Tracking fr Runway 16 at Melburne Airprt. Smart Tracking is aircraft navigatin technlgy that uses satellite-assisted guidance t enable aircraft t fly with accuracy. Between July and Octber 2017 apprximately 1% f all jet arrivals used Smart Tracking. The Technical Nise Wrking Grup is lking at hw this technlgy may be better utilised. It was nted that ver the past 12 mnths Airservices Australia has received 119 cmplaints in relatin t nise frm residents in the fllwing suburbs: Keilr Park, Sunbury, Kew, Keilr, Thmastwn, Airprt West, Gisbrne Suth and Avndale Heights. 5.5 Chairman s reprt Darrell Trelar, Independent Chair The fllwing pints were nted by the Chair: Melburne Airprt Staff Changes Kathryn Hdges jined Melburne Airprt in the rle f Head f Gvernment and Stakehlder Engagement in early September. Kathryn has frmal qualificatins in Arts/Law and a backgrund in plitics and crprate affairs. CACG Chairs' Frum The CACG Chairs' Frum was held in Canberra n Octber In additin t having an pprtunity t speak with fficers f the Department f Infrastructure and Reginal Develpment and ther CACG chairs frm acrss Australia, the prgram cmprised a number f presentatins n cntemprary airprt tpics. These included envirnmental management, fire safety, remtely pilted aviatin systems (drnes), aviatin security, stakehlder engagement, Natinal Airprts Safeguarding Framewrk (NASF), and Airprts Act regulatin sun setting. In additin presentatins were made by Western Sydney Airprt, Adelaide Airprt, Sydney Metr Airprts and Wellcamp Airprt. Sme f the items nted frm the sessins were: 6

7 Develpment apprvals, finance and the develper (Western Sydney Airprt Crpratin) are nw in place fr cnstructin f the Western Sydney Airprt (WSA) which is due t pen in The airprt has been discussed since 1946 and the land was acquired in The airprt will cmprise tw runways and will nt have a curfew. A Frum n WSA, cmprising 22 members, has been established t enhance stakehlder engagement during the develpment phase and will transitin t a CACG nce the airprt pens. A rail study fr the airprt is being prepared in partnership with the NSW Gvernment and is expected t be available by the end f This future develpment may have implicatins fr Melburne Airprt s planning and peratins. Regulatins gverning the use f drnes were intrduced by CASA in 2001, hwever, they relate t the peratin f units having a weight greater than 2 kg and the peratin f drnes arund airprts. Smaller drnes such as thse typically perated in the cmmunity are nt cvered but privacy and security legislatin d apply t their use. Interestingly, it was reprted that 1.2 millin drnes were given as Christmas presents in the USA last year. New regulatins fr aviatin security were apprved n 16 Octber Elements relate t screening f wrkers, accreditatin f screening fficers and enhanced checks t get security ID cards. The prpsed Department f Hme Affairs will bring tgether seven agencies frm the Attrney-General's Department, including the Australian Federal Plice (AFP) and Australian Security Intelligence Organisatin (ASIO); the Australian Brder Frce and Department f Immigratin and Brder Prtectin; and the Office f Transprt Security frm the Department f Infrastructure and Reginal Develpment. 6 Security incident reprting Travis Jnes Travis Jnes the Head f Security prvided the CACG with sme infrmatin abut current practices f security and incident reprting at Melburne Airprt including respnse t criminality and terrrism. Recent legislatin was passed strengthening airprt security that will see additinal security treatments being established within the airside f Australian airprts. Melburne Airprt will be implementing its upgraded security plans in early 2018 in line with gvernment apprved timelines. 7 CACG wrklad, meeting prcesses and membership CACG secretariat Natalie McGlne presented n pssible ptins fr imprving the effectiveness f CACG meeting prcesses. The fllwing was agreed t by the grup n a 12 mnth trial basis: A CACG Wrking Meeting be held in lieu f the Strategy Day in early 2018 t address significant items. Further CACG Wrking Meetings may be required during 2018 t cver detail f prjects. 7

8 CACG quarterly pre-meetings be held fr up t 3 hurs, with flexibility depending n the cntent f the agenda and presentatins. The CACG Open Meeting be refrmatted as a Melburne Airprt Cmmunity Frum and scheduled n a separate date t the CACG Meeting, aligned t Melburne Airprt s cnsultatin prgram. This will enable engagement t happen arund key milestnes in Melburne Airprt s prjects. CACG members will be invited t prvide advice in relatin t pen meetings and attend sessins. Melburne Airprt present its cnsultatin prgram fr the Master Plan and Runway Develpment Prgram, including details f when public meetings will ccur and what they will cmprise in early 2018 and seek feedback. Melburne Airprt acknwledged the time cmmitment f CACG cmmunity members and agreed t cnsider ptins t cver the csts f travel and time. The grup agreed that it was imprtant fr CACG t cntinue t play a leading rle in engaging the cmmunity bradly in Melburne Airprt prjects. Cncerns were raised by a number f members with regard t ensuring that a brad range f cmmunity members be engaged in the activities f the airprt. It was agreed that cnsideratin f Reprts 6.1 and 6.2 (CACG meeting prcesses and membership) be deferred and discussed at either the wrking day its next quarterly meeting. 8. Other business Frank Rivli Suggestin t install signage arund Melburne Airprt t engage the wider cmmunity in the Runway Develpment Prgram. Melburne Airprt agreed t cnsider this prpsal within the cntext f its verall engagement strategy fr Melburne Airprt s Engagement Strategy fr the Master Plan and Runway Develpment Prgram will be presented t CACG fr cnsideratin and feedback in early David O Cnnr Planning prpsal fr a new caravan park in Diggers Rest. David explained that he recently met with the prpnents f a prpsal fr a caravan park develpment in Diggers Rest. The grup cnsidered the prpsal. Melburne Airprt advised that they had bjected t the prpsal n the basis that the site may be adversely affected by aircraft nise in future years. Infrmatin abut nise is currently being updated as part f the master planning prcess and will be finalised in Grund Transprt Planning: The presentatin t be given by Matthew Stirling, Melburne Airprt was deferred due t insufficient time being available. The Grup agreed the item be rescheduled at a future meeting. 8

9 Future CACG imprvements: The grup agreed that they wuld cntinue t discuss pssible imprvements that culd be made t CACG at the next meeting. Jack Medcraft Prpsal t extend the Smart Bus t Sunbury. The grup agreed that the Chair and Cr Medcraft wuld discuss this item ff-line. Airprt rail link: It was agreed that this items was cvered under reprt 5.3 Susan Jennisn Requests fr infrmatin abut the prpsed warehuse develpment and htel develpment. The grup agreed that infrmatin abut the htel develpment had been supplied in the Melburne Airprt Quarterly update. Further infrmatin abut the prpsed warehuse develpment will be prvided in a future meeting. The grup wrkplan has been updated t reflect this and is prvided at Appendix 1. It was nted that a CACG member submitted a number f questins t Melburne Airprt fr a respnse. Respnses t these questins will be prepared and prvided with the meeting minutes at Appendix Meeting clse The next quarterly CACG meeting will be held frm 3:00pm until 6:00pm n Tuesday 21 Nvember 2017 at Diggers Rest Cmmunity Hall, Diggers Rest. 9
