1 Meeting Minutes WEST CENTRAL FLORIDA METRO AREA CFASPP STEERING COMMITTEE MEETING October 6, Call to Order/Introductions Vice-chair Rich Lesniak called the meeting to order at 11:03 a.m. and asked everyone to introduce themselves. 2 2. Approve Last Minutes Vice-chair Lesniak asked for a motion to approve the last meeting minutes. Mr. Daugherty made a motion to approve that was seconded by Mr. Mark Sprague and passed by a unanimous vote of the members present. 3. Airport Updates/Roundtable Mr. Mark Sprague reported that a Master Plan Update and parking lot improvements are now underway. A new entrance road and the circulation road improvements are all being completed as part of a large scale landside improvement project. They are still working on a gate expansion project and a construction of a new maintenance facility. Hurricane Irma impacts were reported as minimal. HCAA General Aviation Ms. Marilyn Gauthier reported that they are preparing for an AOPA fly-in at Peter O. Knight on October They are expecting up to 2,000 people for the event. Ms. Gauthier advised that the rehabilitation of Runway 04/22 would start in November. The GA airports were closed on Saturday afternoon for Hurricane Irma. They lost power at Tampa Executive for four (4) days but overall damage was reported as minimal. Brooksville-Tampa Bay Regional Airport Mr. Daugherty reported that the new ILS installation was nearly complete with the FAA flight check now scheduled. The MALSR installation on Runway 09 is expected to be completed next month. Mr. Daugherty reported that the rehabilitation of Taxiway B would begin on October 16, Duke Energy used the airport as a hurricane response staging area with more than 500 trucks on site. The airport closed for the storm on Saturday and opened again on Tuesday. The terminal suffered some minor water damage during the storm. Albert Whitted Airport Vice-chair Lesniak reported that construction work on Taxiway C would be starting soon. The terminal hangar project is now moving forward again with completion expected by the end of the year. The southwest hangar area redevelopment design is complete and the project should be out to bid in the coming months. Vice-chair Lesniak reported that a Master Plan Update project is expected to commence next summer. The airport suffered only minor damage as a result of Hurricane Irma. Clearwater Airpark Mr. Mike McDonald reported that they are working on a new hangar and a new FBO building at Clearwater Airpark. He reported only minor damage to hangar doors and gutters as a result of the hurricane. MacDill AFB Mr. Tony Rodriguez reported Army Corp UH60 bed down project would result in the relocation of personnel to MacDill AFB from St. Pete-Clearwater International Airport. A new operations headquarters is under design with constriction expected to commence in Eight (8) additional KC-135 aircraft would be coming to MacDill. Housing for an additional 400 personnel is being constructed along with some minor taxiway work. Mr. Rodriguez advised that the base was locked down for the storm. A response team staged at Raymond James Stadium and a number of aircraft were relocated out of state. A few base facilities suffered roof damage and there were a number of downed power lines. 4. Regional Issues/Concerns Tampa Metroplex Development Mr. Sprague reported that it appears the FAA would be returning to Square 1 with a re-evaluation of arrival/departure routes at Continuing Florida Aviation System Planning Process page 2
3 all airports in the region. They are hoping to receive some new information on the project in early Statewide Painting Contract Mr. Sprague reported a number of difficulties with the quality and pricing provided by the firm currently holding the state contract. He asked if FDOT could assist with this matter. Mr. Halley reported that FDOT is currently in the process of procuring a new contract. He added that the new contract contains a provision for independent QA based on similar comments/concerns expressed by other users. 5. FDOT Aviation Aviation and Spaceports Office (ASO) Mr. Halley briefed the committee on the following statewide projects underway at ASO: 1. Florida Aviation System Plan (FASP) ASO Contact Person: Mr. Jim Halley, Aviation System Manager, (850) , Jim.Halley@dot.state.fl.us The FASP is undergoing a comprehensive update that is anticipated to be completed in October/November. The project team is currently finalizing numerous deliverables, including an alternatives analysis, demand/capacity, accessibility analysis, and a future needs assessment. CFASPP members were recently asked to review the CFASPP regional brochures. Thank you to everyone who provided input. ASO will soon be ing CFASPP members four audience-specific primers and asks that you review and provide comments on each. 2. Economic Impact Study Update ASO Project Manager: Mr. Todd Cox, Aviation Program Development Manager, (850) , Todd.Cox@dot.state.fl.us Phase II has kicked off. An official letter is in the process of being sent to all airports over the next couple of weeks. It will be important that when you receive the letter that you be available for the data collection component of the study. Airports who have been selected as part of the case studies will also be contacted. The study is scheduled to be complete by the end of Airport Sustainability Guidebook ASO Project Manager: Mr. Jim Halley, Aviation System Manager, (850) , Jim.Halley@dot.state.fl.us Final products associated with the Guidebook have been completed and the Guidebook has been posted to ASO's website at Related resources include sample language for scopes and RFPs, a PowerPoint presentation template to assist airports in communicating the intent and benefits of sustainability to airport partners, community groups, and airport boards/leadership, audience-specific primers, and case studies highlighting the benefits of various aspects of sustainability at airports. ASO will host webinars on October 3rd and October Continuing Florida Aviation System Planning Process page 3
4 5th. There will also be an airport sustainability session at the FAC Specialty Conference on October 25th. 4. Florida Transportation Plan (FTP) Implementation ASO Project Manager: Mr. Jim Halley, Aviation System Manager, (850) , The FTP is the overarching long-range transportation plan guiding the future of Florida s transportation system. The FTP is a plan for all of Florida and provides direction and guidance for the multiple agencies and organizations involved in the planning, management, and regulation of transportation networks throughout the state, including air, road, rail, and multi-modal alternatives. It also provides a policy framework for the expenditure of state and federal transportation funds. In 2015, the Florida Transportation Plan (FTP) underwent a comprehensive update. On November 6, 2017, FDOT's Office of Policy Planning is holding a meeting of the FTP Implementation Steering Committee. Any relevant updates to the FTP implementation process will be briefed at future CFASPP meetings. 5. Operations Counts at Non-Towered Airports ASO Project Manager: Mr. Todd Cox, Aviation Program Development Manager, (850) , Todd.Cox@dot.state.fl.us Phase 2 of this project has kicked off. This is a follow on project related to ACRP Report 129 and ACRP Synthesis 4. The volunteer airports will receive an official letter in a couple of weeks to coordinate their participation. The project will be complete by July ASO Annual Awards Program Mr. Jim Halley, Aviation System Manager, (850) , Jim.Halley@dot.state.fl.us The nomination window for the 2018 ASO Awards is now open and will remain so until May 31, Nominations will be considered in Central Office and awards will be given out immediately following the Statewide CFASPP meeting in Tampa on July 14, 2018, immediately preceding the FAC Annual Conference. 7. Airfield Pavement Inspection and Distress Repair Training Dr. Abdul Hatim, Aviation Engineering Manager, (850) , Abdul.Hatim@dot.state.fl.us The first session for the Airfield Pavement Inspection and Distress Repair Training Course will be conducted January 8-11, The second session will take place January 29-February 1, Florida Aviation Professionals Academy (FAPA) ASO Project Manager: Mr. Todd Cox, Aviation Program Development Manager, (850) , Todd.Cox@dot.state.fl.us Continuing Florida Aviation System Planning Process page 4
5 This project is progressing. The curriculum is currently under SME review at the moment with comments due back by the end of September. Once the comments have been addressed, there will be one final review. Once the final review is complete, then FDOT will be ready for the pilot course in which we will be looking for volunteers from airports and consultants. The actual call for volunteers will take place after the current CFASPP rounds. However, if you are interested, please Todd Cox at with the subject line FAPA Volunteer. We will be looking for approximately 10 volunteers to start. The location for the pilot will either be in Tallahassee or Orlando. 9. Licensing Inspection Process ASO Project Manager: Mr. David Smith, Airport Inspection and Safety Manager, (850) , There is a new pre-inspection data review process for the non-part 139 Airports. FDOT used to print out and mail the airport information to the airports to solicit updates; a new electronic method will be replacing that. 3 months prior to an airport s scheduled annual licensing inspection, a system-generated e- mail from the FAD will be sent out to the Airport Manager, Inspection Contact, Licensing Contact, and Primary Contact. The will state the inspection is coming up and to follow the link in the to review and update the airport information. This is the information FDOT used to physically mail out with a request to make changes and send back to our office. 10. Other FDOT Business FDOT CEI Policy A determination has been made by FDOT that the Department's CEI policy will not be applied to projects conducted under the Florida Aviation Grant Program. FDOT District 7 Mr. Ray Clark reminded the airport sponsors that project progress reports should be included with all invoices submitted to FDOT for reimbursement. Mr. Clark advised that he and Mr. Mike Brown would be attending the FAC Specialty Conference in Orlando and would be available for project/program related meetings with District 7 airports. 6. FAA Announcements No comments. 7. MPO Comments None. 8. Old Business None. 9. New Business CFASPP Round Statewide Meeting Recap At the request of Vice-chair Lesniak, the Administrator briefly covered some of the topics discussed at the last CFASPP Statewide Meeting in Lakeland. 6 Hurricane Impacts in the Region The impacts to airports in the region were largely reported as minimal. Additional information by airport is included in the Airport Update/Roundtable section. Global Airports Consortium Mr. Neil Cosentino expressed his opinion regarding the need for a Global Airport in the Four Corners Area east of Tampa. He reasoned that this type of facility would be beneficial to a regional bid to bring a large business like Amazon to the area. 10. Time & Place of Next Meeting The Administrator stated that the next scheduled meeting of the West Central Metro Area CFASPP Steering Committee is February 8, The committee determined that the HCAA would host the meeting on that date beginning at 11:00 a.m. 11.
