Call to Order/Introductions Chair Andrea Kvech called the meeting to order at 10:05 a.m. and asked everyone in attendance to introduce themselves. 2 2. Approve Last Minutes Chair Kvech asked for a motion to approve the last meeting minutes. Mr. Parker McClellan made a motion to approve that was passed by a unanimous vote of the members present. 3. Airport Updates/Roundtable Northwest Florida Beaches International Airport Mr. McClellan reported that American Airlines will start serving the airport in June with flights to Dallas-Fort Worth and Charlotte. A terminal expansion project is now on the radar as a result of continued airline growth. Pensacola International Airport Chair Kvech reported that Fiscal Year 2017 passenger enplanements are up significantly. The cargo expansion project was completed last year. Frontier Airlines plans to start service to both Denver and Chicago O Hare International Airport in April. Chair Kvech reported that a $200 MRO expansion project is underway and that a Master Plan Update would be finished later this year. Tallahassee International Airport Mr. David Pollard reported that American Airlines started service to Washington Reagan National Airport in February. The city is working on updates to minimum standards and leasing policies at the airport. Mr. Pollard advised that the Master Plan Update is expected to be complete later this year. The rehabilitation of the south apron is underway along with a security improvement project. The city will be awarding a design contract for a new QTA (Quick Turnaround) facility near the existing car rental area. Mr. Pollard reported that passenger traffic is up 7.5% this year. DeFuniak Springs Airport Mr. Ryan Adams reported that an underground utility relocation adjacent to Runway 09 is complete. They are completing an access road re-alignment along with an Environmental Assessment (EA) to facilitate future projects. They have a new flight school at the airport and operations are up as a result. A number of new jobs have been created and the airport is being recognized as a positive economic contributor to the local economy. Carrabelle-Thompson Airport Mr. Tim Sullivan reported that a new generator had been installed to support the airfield lighting and fuel system. Six (6) hangars have been upgraded and construction of a new two-unit hangar is approximately 70% complete. Mr. Sullivan reported that a Master Plan Update is also underway along with a tree removal project. Apalachicola Regional Cleve Randolph Field Mr. Andrew Hartman reported that a number of airfield drainage improvements had been completed. The PAPI s on Runway 14/32 are now back in service. He reported that the Runway 06/24 lights are currently out of service until a new regulator arrives. He mentioned that the county is completing permitting for a new industrial park. Mr. Hartman reported that an Economic Development Plan for the airport was recently completed. 4. Regional Issues None. 5. FDOT Aviation Aviation and Spaceports Office (ASO) Mr. Halley briefed the committee on the following statewide projects/initiatives underway at ASO: Continuing Florida Aviation System Planning Process page 2

Florida Aviation System Plan (FASP) ASO Contact Person: Mr. Andy Keith, Aviation Development Administrator, (850) , The purpose of the FASP is to analyze Florida s system of airports collectively (statewide and by FDOT District/Continuing Florida Aviation System Planning Process (CFASPP) Region) in order to understand the relationships of these facilities and surrounding demographics in comparison to the current and future needs of the users of the system. This understanding aids FDOT in implementing strategic plans, policies, and priorities that enhance the Florida aviation system. A comprehensive update to the FASP was recently completed. Final FASP products will be uploaded to the FDOT website soon. Some key items included in this FASP update include updates to the CFASPP website, data collection, the identification of future system needs, the analysis of alternative scenarios that may impact aviation in Florida, recommendations on facilities, services, and infrastructure throughout the state as well as policy and procedural recommendations, and continuous coordination and meetings with stakeholders such as CFASPP members and participants, MPO/RPC/TPO staff, FAA, DOD, and other FDOT offices. Final products include a technical report, a long and short version of an executive summary, CFASPP regional brochures, four audience-specific primers, and the development of 8 white papers detailing recommended future projects for FDOT to undertake during the implementation phase of the FASP. The current FASP can be found at: will focus on the implementation of the FASP; specifically, what it means during local planning efforts, how aviation should be considered in non-aviation plans and programs, and what the FASP means to specific audiences and how it should be leveraged. The current FASP can be found at Throughout the development of the FASP 2035 Update, a significant amount of data was collected on the aviation system. During this process, additional data opportunities became apparent in which information was unavailable or data was collected and compiled in an inconsistent manner. Further, development of the FASP 2035 also led to the identification of additional projects and/or studies that would support the continued implementation of the FASP and support FDOT s overall transportation system. To support the initiation of these follow-on studies, white papers have been developed for each one that details the need for the project, anticipated benefits, a cursory literature review, and more. These white papers are available at: Additionally, FDOT is developing a new airport profile template that incorporates the look and graphics of the recent update to the Florida Aviation System Plan (FASP 2035). This template will be used in a future project to update the current airport profiles (available at to reflect the graphics, look, and findings of FASP Throughout the course of the FASP update, extensive Continuing Florida Aviation System Planning Process page 3

4 effort was expended to brand the FASP, update graphics, and analyze key factors pertaining to aviation in Florida. The graphics and branding of FASP 2035 have received positive feedback from Florida s aviation community. FDOT s current airport profiles contain information specific to each public use airport in Florida. However, some of the content is obsolete, changes to airports have occurred (runway designations have changed, airport names have changed, etc.), and the theme and aesthetics of the current profiles is not reflective of the current FASP. This project will bring the profiles in line with the FASP and update information as needed. 2. Economic Impact Study Update Phase II has kicked off. We have received approximately 70% of responses to a survey sent out a few months ago. Thank you to those who have submitted their information so far. Additionally, all commercial service airports should have been contacted regarding the visiting passenger surveys. The study is scheduled to be complete by the end of January Operations Counts at Non-Towered Airports This project is a follow on project related to ACRP Report 129 and ACRP Synthesis 4. The test airports have been contacted and equipment deployment and testing has started. The project will be complete by the end of July ASO Annual Awards Program Mr. Mike McClure, Aviation Environmental and Freight Manager, (850) , Mike.McClure@dot.state.fl.us FDOT aviation awards are accepted at any time until May 31st of each year. Airport sponsors and consultants are encouraged to nominate those individuals and projects worthy of recognition. ASO is expecting a number of nominations in each category this year. The result will be a competitive selection process that identifies the worthiest projects and individuals. Information on the award categories and procedures for submitting nominations can be found at: Nominations for this year are currently being accepted. All nominations must be received by ASO no later than May 31, 2018, to be considered. 5 The 2018 SIS Funding process will commence in March/April. Initial steps are as follows: - Review of currently programmed SIS funds/projects - Review allocations from past years with unexpended balances remaining to determine if projects can be closed out - Review allocations for current & future years to determine if projects are still on track for execution. - Call for new funding requests for fiscal years using the revised SIS Airport Project Submission Template For more information, please contact your district aviation coordinator. 6. State Infrastructure Bank (SIB) Loan Program Jennifer Weeks, State Infrastructure Bank Program Manager, (850) , JenniferG.Weeks@dot.state.fl.us The SIB is a revolving loan and credit enhancement program consisting of two separate accounts used to leverage funds to improve project feasibility. The SIB can provide loans and other assistance to public or private entities for projects eligible under federal and state law. The window for SIB applications opens on May 1, 2018, and closes on June 29, More details about the program and key dates can be found by downloading the PDF at 7. Florida DEP Diesel Emissions Reduction Act and Volkswagen Settlement Mitigation Trust Fund John Paul Fraites, DEP Program Consultant, (850) John.Fraites@floridadep.gov. The Florida Department of Environmental Protection (DEP) has been awarded funding under the Diesel Emission Reduction Act (DERA), a program dedicated to reducing emissions from older diesel engines that were not required to meet current emission standards. A Request for Information (RFI) for Airport Ground Support Equipment (AGSE) Owners (entitled: DEP RFI_AGSE Owners), and an RFI for Airports (entitled: DEP RFI_AGSE Airports) were issued in early February. The RFI for AGSE Owners requested unit specific information about AGSE that could be replaced through the DERA program. The RFI for Airports requested information from airport managers regarding current and long-term plans regarding electric charging infrastructure and airport-owned AGSE. Responses from each of these RFIs will assist DEP in determining project eligibility criteria for the available DERA funding. 6 8. Florida Aviation Professionals Academy (FAPA) This project is progressing. The curriculum completed Subject Matter Expert review. FDOT is hosting a pilot course in March for which we already solicited volunteers from airports and consultants. The location for the pilot will be in Orlando. FAPA Pilot project participants should have already been contacted regarding the dates for FAPA. 9. New Public Transportation Grant Agreement (PTGA) FDOT is replacing the Joint Participation Agreement with the Public Transportation Grant Agreement (PTGA). Airports were recently given notice that the Public Transportation Grant Agreement form and associated Exhibits, which will replace the Public Transportation Joint Participation Agreement (form ), Amendment to the Public Transportation Grant Agreement (replacing form Supplemental Public Transportation Joint Participation Agreement), and Request for Extension of Public Transportation Grant Agreement (new form to facilitate time-only extensions) were available for review and comment through your district aviation coordinator. These updates encompass over 16 months of coordination with the Department s Office of the Comptroller, Office of the General Counsel, and Central Office Modal Grant Managers. The development of these documents also included four (4) comment review points and a webinar review with the District Modal Grant Managers who regularly use these documents. 10. Statewide Airfield Marking Contract ASO Project Manager: Mr. Abdul Hatim, Airport Engineering Manager, (850) , Abdul.Hatim@dot.state.fl.us. Airfield pavement markings are a major component of an airport's visual navigation infrastructure. Markings provide a critical function: visual guidance for pilots, ground vehicles, and ground personnel to safely navigate and operationally maneuver within an airfield. The condition of airfield pavement markings is typically evaluated based on the following characteristics: visibility, durability, and compliance. The replacement and/or construction of new airfield pavement markings are designed in accordance with the AC 150/5340-1L. This statewide contract is intended to provide a statewide airport marking program to enable airport sponsors to procure airfield pavement marking services with a vendor that has direct experience with Federal Aviation Administration airfield pavement marking projects. The contract services are to be performed in accordance with the Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5340-1L (or latest) Standards for Airport Markings, AC 150/ G Standards for Specifying Construction of Airports, and Report IPRF 01-G Airfield Marking Handbook. The Florida Department of Transportation (FDOT) Aviation and Spaceports Office (ASO) desires to implement a comprehensive Statewide Airport Marking Program (SAMP) to meet the Continuing Florida Aviation System Planning Process page 6

7 following objectives for participating public use airport facilities: 1. Perform an objective Airport Pavement Marking Condition Assessment, if desired by the participating airport, to identify an Airfield Pavement Marking Replacement Program 2. Provide a pre-approved and pre-qualified airfield pavement marking contractor with demonstrated experience and understanding of airport pavement marking construction in accordance with AC 150/5340-1L (or current edition). 3. Ensure the proper construction and placement of new airfield pavement marking with a Certified Airfield Pavement Marking Quality Control Program. FAA Comment / Announcements The Administrator reminded the group about the FAA Southern Region Airports Conference in Atlanta on April DoD Comments Eglin AFB Mr. Hastings Chase reported that the new air traffic control tower is open and operational at Destin Executive Airport and that all is going well at Eglin AFB. 8. Old Business No items held over for discussion. 9. New Business Regional Bylaws Review/Ratification The Administrator advised that it was once again time to review/ratify the regional bylaws. Following a motion to approve in current form by Mr. McClellan and a unanimous vote of the committee members present, the bylaws were approved for another two (2) year period. 10. Time & Place of Next Meeting The Administrator stated that the next meeting of the Northwest Florida Region Steering Committee is scheduled for June 21, After a brief discussion, the committee decided that the meeting would be held at the Northwest Florida Beaches International Airport on that date beginning at 10:00 a.m. (CDT). 11.
