CREDENTIALS Budgeting & Financial Management Responsible for budgeting, implementing and managing the departments $99M Federal AIP and Florida Aviation Work Program, Airport Capital Improvement Program and a $21M Multi- Year Military Airports Program at Destin-Fort Walton Beach Airport (VPS), Destin Executive Airport (DTS) and Bob Sikes Airport (CEW) in accordance with the airport systems Master Plans and Airport Layout Plans. Responsible for $1.3M annual airport maintenance, operations and security department s budget preparation and execution based on performance goals and objectives. Completed 68 major aviation projects in excess of $75M on schedule and on or under budget in the past 9 years. Met or exceeded all FAA, FDOT, Federal, State and Local grant assurances, regulations and policies. Formulated consultant selection metrics and criteria that are utilized in neighboring airports and requested by the Texas Department of Transportation/ Aviation Office Developed multi-departmental budget policies and procedures to ensure optimum functionality; reducing waste, energy savings and increasing efficiencies. Delivered year-over-year on divisional Performance Based Budgets that have exceeded goals and objectives. Sound divisional budgeting management has directly resulted in progressive upgrades to the systems Standards and Poor s bond rating now at BBB+ with a noted stable outlook. Grant Funding & Contract Negotiations Developed and directed a long range Storm Water Master Plan for Bob Sikes Airport and secured $12M in grant funding for airfield Improvements to include rehabilitation and widening of an 8000ꞌ taxiway system. The program reduces future development time schedules by 85% and created an airfield system that can facilitate any aircraft in the world. Worked with the Office of the Governor, Office of Tourism Trade and Economic Development, Florida Department of Transportation-Central Office and the FAA to secure over $80M in grant project funding resulting in over 600 jobs to our region. Recruited and secured out-of-state aerospace companies to the Bob Sikes Airport, which has created a $500,000 annual increase in general aviation revenues and a 15% increase to the overall regional economic impact.

2 Led multiple short/long-term leasehold negotiations, FBO negotiations, aviation support services contracts and airline use agreements. For FY15/16, currently leading over $16M in FAA, TSA, FDOT, MAP and Department of Homeland Security grants and contracts. Innovation, Development & Communication Increased non-aeronautical revenue through food and retail concessions by designing and managing the build-out of VPS s newest restaurant facility, which utilizes the nation s firstever, airport-segregated airside and landside dining areas serviced by one kitchen. This one added service is on track to generate $800,000 in sales returning 12% of gross to the airport in FY15. Secured new scheduled seasonal airline passenger service to Destin Executive Airport serving 5 cities. This one addition to the general aviation airport has increased aeronautical and nonaeronautical revenues to include ancillary tourism revenues to the community. Negotiated the relocation of the world s largest medical evacuation aviation company to Bob Sikes Airport which has generate long-term airport revenue in ground rents and fuel flowage fees in addition to 15 new high wage jobs to the region. Implemented and completed a four-year action plan to gain entry into the FAA Air Traffic Control Contract Tower Program for Destin Executive Airport. Researched and implemented the installation of Airport Common Use Technology Systems which resulted in airline efficiencies in terminal space utilization and a projected $5M reduction to concourse and ticketing construction costs. Helped organize the inception of two Aviation Advisory Committees for the systems General Aviation Airports and delivers quarterly presentations. Primary Military Liaison to the world s largest military installation and Joint-Use Airport; led the lease negotiations on federal land for an Airport Rescue Fire Fighting Facility and am currently leading negotiations for a new long term Enhanced Use Lease and Joint-Use Agreement. Performs professional presentations to the Board of County Commissioners, FAA, FDOT State and District Offices, Office of Tourism Trade and Economic Development, Aviation Company CEO s, Area Chambers of Commerce, Civic Organizations and Public Meetings. PROFESSIONAL EXPERIENCE Deputy Director of Airports Okaloosa County Airports Destin-Fort Walton Beach Airport (VPS), Bob Sikes Airport (CEW), Destin Executive Airport (DTS) September 2006 Present Responsible for the Airport Operations, Security, Airport Maintenance and Airport Development Division s with eleven direct reports and ten indirect reports, operating budget/s of $1.3M including responsibility for FAA, TSA and FDOT programs, regulations and procedures of a FAR Part 139 Non-Hub Commercial Service Airport and two General Aviation Airports. Directs the overall airport systems planning and implementation of a 5-year $123M capital program including economic development projects that facilitate major aviation related business expansion. Maintains the airports tenant relations and operations with four commercial air carriers, six rental car companies, landside and airside retail concessionaires and airside/landside operations. Responsible for the management of the Airport Certification 2

3 Manual, Airport Security Plan, Airport Emergency Plan, Safety Management System, Airports Master Plans, Airport Layout Plans, Storm Water Prevention Pollution Plans and Spill Prevention Countermeasures and Control Plans. Increased non-aeronautical revenues combined by 13.5% in FY s Reduced O&M costs by 6.3% (General Aviation Airports) Reduced O&M costs by 26% at VPS Secured over $72M in FAA funds and $30M in State funds to complete new terminal construction, new fuel farm, rental car service and administration facilities, rehabilitation of runways and 14-32, rehabilitation and installation of over 300,000 square feet of aircraft parking aprons, installation of a new 700 space credit card parking lot, cell phone waiting area and a master storm water management plan. Increased terminal capacity by 25% through Air IT Common Use Systems and gate utilizations Gained entry into the USO organization and through a partnership with NWF State College, constructed a USO that serves on average 1500 military members and their families monthly. Directed the design and construction of a new Airport Operations Center including implementation of a $2M internet based security surveillance and reporting system. Authored revisions to the FBO Minimum Standards that balanced services and leveled the FBO s competing requirements that increased revenues and maintenance services. Reduced airlines cost per enplaning passengers to the lowest Part 139 Airport in the region. Project Administrator The Boeing Company, Fort Walton Beach, Florida Managed $15M operational and maintenance budget, including costs, schedules and deliverables for eight Boeing facilities in industrial districts, military installations and general aviation airports. Provided technical direction, development, planning, and operations management for major aircraft facilities, missions, airframe modifications, and support projects that had long-range impacts on the United States National Defense. Directed prime contractors, subcontractors, Boeing internal organizations, engineering staff, and suppliers to meet delivery goals and program requirements which had a direct effect on award fees and stakeholder value. Responsible for the C-130 Airframe Armament Stability on a $1B government contract to modify aged C-130H model aircraft to AC-130U Gunships. Program goals were delivered ahead of schedule. Managed contract negotiations and project control systems to maintain baselines for work, cost and schedule both internally and externally. Prepared statements of work, requests for bid proposals, and enforced warranty conditions. Performed analysis of programs, processes, and systems to include risk assessments and recommended alternatives to stakeholders. Used project management tools and software to develop schedules, project cost accounting, and project management formats to recommend changes or deletions. Ensured appropriate permits, development orders, inspections and testing were obtained from regulatory and municipal agencies. 3

4 Civil Engineering United States Air Force, Active Duty Honorable Discharge Managed contracts for active military and commercial shared-use airfields and building modifications, service, expansion, and construction projects were accomplished within established priorities, scope, schedules, and budgets. Ensured contracts were in compliance with the specifications and terms and conditions for US Air Force installations. Civil Engineering Unit Non-Commissioned Officer in Charge with oversight of thirteen active duty direct reports. Applied engineered performance standards to plan, estimate and construct major airfield utility projects. Managed the environmental and system design reviews for MILCON projects. Developed and established operations and maintenance procedures to ensure maximum efficiency on airfields. Authored joint-use initiatives for civilian and military comprehensive master planning. Organized a dedication ceremony in Baldwin County and at VPS. Negotiated with the US Navy to provide a replacement bell from the USS Peterson to Baldwin County. Designed and led the construction of the UH-1 and F-15 memorials and worked with senior military and civilian leadership and military curators to structure the aircraft loans. 4
