1 Meeting Minutes WEST CENTRAL FLORIDA METROPOLITAN AREA CFASPP STEERING COMMITTEE MEETING Hernando County Airport February 20, 2012, 11:00 a.m. 1. Call To Order / Introductions Chair Tom Jewsbury called the meeting to order at 11:06 a.m. and asked everyone to introduce themselves. Approve Last Minutes Chair Jewsbury asked for a motion to approve the minutes from the last meeting. Vice-chair Don Silvernell made a motion to approve the minutes as presented. His motion was seconded by Mr. Ed Cooley and passed by acclamation of the members present. 3. Airport Updates/Roundtable HCAA General Aviation Airports Mr. Ed Cooley reported that a new 14 unit T- hangar facility has been opened at Plant City Municipal Airport and is fully occupied. He added that the Plant City terminal is getting new furniture. Mr. Cooley noted that the Peter O. Knight Airport will also be getting some upgrades in time for the Republican National Convention (RNC). Continuing Florida Aviation System Planning Process page 1

2 Tampa International Airport Mr. Cooley reported that the terminal drive improvement project is just about to reach completion. They have added new finishes, podiums and tile on the curbside. The terminal modernization program will begin shortly with a design build effort. A good portion of the work is expected to be completed prior to the RNC. He reported that the HCAA Board has approved $28 million in upgrades to the FIS at Terminal F to support marketing of additional international airline service. The number of baggage claims in the FIS will increase from 1 to 3 and additional passport control booths will be added. The Master Plan Update is now underway with expected completion by the end of Hernando County Airport Vice-Chair Silvernell reported that the new air traffic control tower is approaching substantial completion. The FAA is expected to complete their work and open the tower by August. He added that design of a new PAPI system is complete and should be out for bids very soon. He stated that they plan to re-stripe both runways later this year. St. Petersburg-Clearwater International Airport Chair Jewsbury reported that they are completing the rehabilitation of Runway 04/22. They are also installing pilot controllable LED edge lights on the runway. He added that they are also completing a Stormwater Master Plan and signage upgrades. Chair Jewsbury mentioned that the next phase of the terminal improvement project is now in the design phase. 4. FDOT Aviation o FDOT Leadership Changes- Mr. Treudt mentioned that Mr. Richard M. Biter has been appointed Assistant Secretary for Intermodal Systems Development. He added that Mr. Juan Flores has been appointed to the position of State Freight and Logistics Administrator. o FASP 2025 Strategic Plan Update- Mr. Treudt stated that this project is now in the final stages. The consultant CDM Smith is compiling a technical report and Executive Summary that will be presented at the CFASPP Statewide Meeting in Orlando on April 4 th. The performance measures that were discussed during the projects workshops are now set to be integrated into the project evaluation process by the FDOT District Offices. It is again important to note that this is an additional tool for the districts to utilize when selecting projects and should not be interpreted as any type of mandate. o Airport Emergency Response Guidebook Mr. Treudt reported that this project is complete with the exception of the airport manager s guidebook, which is being finalized now. All other documents have been posted on the FDOT Aviation Office website. He noted that training sessions for first responders have been completed as part of this program and response to date has been positive. If you have questions on this project you may direct them to Mr. David Roberts, Aviation Operations Administrator at the FDOT Aviation Office. o Web Based Security Training Mr. Treudt reported that the modules that were received from the consultant did not completely address the needs of Florida airports so some updates were required. At this point two of the final twelve modules are ready for use. He added that approximately 35 aviation staff members at airports around the state have received training on the modules so far. These staff members are expected to serve as training coordinators for their respective facilities. Continuing Florida Aviation System Planning Process page 2

3 o Statewide Aviation Pavement Management Program Mr. Treudt stated that at this point approximately 62% of participating airports have been inspected. The remaining inspections are expected to be completed by June Mr. Vu Trinh has advised that 2 training sessions will be held this year at 2 different locations. The first session will be held in Orlando from April th. The second session is scheduled to be held in Marianna from April 30- May 3 rd. Each session will feature 2 days in the classroom and 2 days in the field. Attendees are welcome to attend all or part of any session that suits their educational needs regarding pavement management. Mr. Treudt reminded everyone that these sessions fill up quickly so it s imperative to register early. Attendees may register for the sessions by contacting Mr. Trinh at the FDOT Aviation Office at (850) o Fair Market Value Study Mr. Treudt reported that a rough draft has been completed and comments are now being received from the FDOT District Offices. He noted that the final product is expected to be completed in April and will consist of a guidebook and reference manual that will be available for download on the CFASPP website. Participants with questions on this project are welcome to contact Mr. Treudt at the FDOT Aviation Office for additional information. o Air Service Study- Mr. Treudt reported that the first draft is now under review with the final product expected to be complete in April. The consultant will be making a presentation on this project to the CFASPP Statewide Committee at the next meeting on April 4 th. If you have questions on this project you may contact Mr. Abdul Hatim, Aviation Program Development Manager at the FDOT Aviation Office. o Demand Capacity Study Mr. Treudt reported that this is a new project and the consultant is now in the data collection phase. Upon completion the Demand Capacity Study will provide an estimate of the long range capacity of Florida s system of airports. This type of information is a valuable tool in determining the infrastructure needs and budgeting requirements necessary to ensure that our aviation system can handle increasing demand. The project is expected to be completed in the May/June timeframe. Participants with questions on this project are invited to contact Dr. Abdul Hatim at the FDOT Aviation Office. FDOT District Announcements Mr. Brian Hunter asked the airport sponsors to make sure they include a progress report with every project invoice or it will be rejected by FDOT Financial Services. 5. Regional Issues None. 6. FAA Announcements Mr. Treudt reported that the FAA Reauthorization Bill has passed and been signed by the President. Chair Jewsbury reported that the reauthorization contains language mandating jets weighing less than 75,000 lbs. shall comply with Stage 3 noise requirements by the end of Mr. Cooley spoke about FAA efforts to improve airline efficiency from gate to gate through development of the new ATC system. He added that the efficiency metrics in use do not seem to consider time lost as a result of an airport noise abatement program. The HCAA has had ongoing discussions with the FAA on this matter as they attempt to learn about the application of Continuing Florida Aviation System Planning Process page 3

4 these metrics. He added that it is important to note that these metrics are now a matter of law as part of the reauthorization and not just an FAA policy. 7. MPO Comments Mr. Bud Whitehead had no comments for the group. 8. DoD Comments MacDill AFB Ms. Christina Hummel reported that they just completed a runway improvement project at MacDill AFB. She added that they are still in the process of re-marking the runway and making some airfield lighting improvements. Ms. Hummel reported that access road improvements near the airfield are also underway. She added that a team will soon be mobilized to remove trees that are encroaching on the runway clear zone. 9. Old Business Republican National Convention (RNC) Mr. Cooley reported that planning for the convention scheduled for the week of August 27 th is now well underway noting that monthly meetings with local aviation officials are being conducted. He stated that the TFR schedule has been released and is as follows: Monday to Thursday a 3 mile TFR from 0800 to 1600 local Monday to Thursday a 10 mile TFR from 1600 to 2400 local There will be no TFR in operation from 0001 to 0800 local He also mentioned that Sarasota/Bradenton International Airport and Orlando International Airport have been designated as gateway airports. Arriving GA aircraft will be required to stop at one of these facilities for passenger screening and a security sweep before continuing to the Tampa Bay area. A waiver must be obtained at least 24 hours in advance to utilize the gateway system. There will be an outbound gateway in operation at local FBO s. Mr. Cooley mentioned that another event scheduled for Sunday at Tropicana Field will likely result in a TFR for Albert Whitted Airport. Aircraft that enter the TFR without proper authorization will be intercepted and escorted to specified diversion airports including the Hernando County Airport. There will be an effort to educate local pilots on the flight restrictions associated with this event as the convention date draws closer. 10. New Business FASTA Florida - Mr. Neil Cosentino reported that the new USO facility at Tampa International Airport will have a soft opening in July. He added that they have asked Mayor Buckhorn to support changing the name of Peter O. Knight Airport to Tampa Downtown Airport to increase recognition. Mr. Cosentino reported that the fly out to the Bahamas will begin on Good Friday now instead of Easter Sunday. FDOT 100% Security Funding Discussion Chair Jewsbury stated that FAC members are working with legislators to make this level of funding available on a permanent basis via the FDOT Work Program. He added that this may not occur as many members of the legislature would prefer that all participants have some level of funding stake in all capital projects. 5 CFASPP Statewide Bylaws Review Chair Jewsbury asked the airport members to review the bylaws posted on the website and advise him of any proposed changes prior to March 15, The bylaws will be on the agenda for ratification at the CFASPP Statewide Meeting in Orlando on April 4, Election of a new Vice-chair Chair Jewsbury reported that his term as regional chair would end following the meeting. In accordance with normal protocol Vice-chair Don Silvernell will begin his term as the new chairperson at the next meeting in June. Chair Jewsbury stated that a new Vice-chair (to replace Mr. Silvernell) would be elected at the next meeting. Ed Cooley Retirement - Mr. Ed Cooley stated that he will be retiring from his position as Senior Vice President of Operations at the Hillsborough County Aviation Authority (HCAA) on February 24, Mr. Cooley mentioned that he has had the opportunity to serve as both a regional and statewide CFASPP committee chairperson. He commented on his positive experiences with CFASPP and the importance of the program as an issues forum for Florida s airports. Chair Jewsbury and the airport members thanked Mr. Cooley for his contributions to the CFASPP Program and for the leadership he has provided within the aviation community during his career. 11. Time & Place Next Meeting The next scheduled meeting of the West Central Metro Area Steering Committee is June 1, Chair Jewsbury and the committee determined that the St. Petersburg-Clearwater International would host the meeting on that date beginning at 11:00 a.m. 12.
