ROLL CALL PRESENT: Bob Coyne, Phil Race, Councillor Greg Martin, Tony Henrique ALSO PRESENT: Shawn Broughton, John Frabotta, Jim Quin (Recording Secretary) 2. DECLARATION OF CONFLICTS OF INTEREST None 3. CONSENT ITEMS 3.1 MINUTES MOVED BY: SECONDED BY: Phil Race Bob Coyne THAT the Minutes of the Brantford Airport Board meeting of September 14, 2015 be ADOPTED. 3.2 UPDATES Airside Operations Report - Airside Revenue S. Broughton reported on airside revenue with comparison to previous year: September 2015 Landing Fee revenue: $40 = $1160 (down 8 from last year)

2 Page 2 September 2015 Fuel surcharge revenue: 61,671 $0.04 = $2, (up 55% from last year as the airshow was held in September this year) September 2015 Total airside revenue: $3,626 (up 18% from last year.) Alternate Airport Use Field crops have been removed from leased fields surrounding the runway. 140 Aviation Ave Construction continues on new Solar Ship Inc. hangar site is secured from airside. New T-Hangar 60 Aviation Ave Airport staff has been receiving inquiries regarding rental space in the new hangar. Half of the hangars are leased with others pending. PAPI Lighting Airport and City staff are still trying to coordinate a trip to Kitchener to se what used equipment is available. Soil Remediation EXP have not been out recently to inspect site. AMCO Airport Manager Heather McNally attended the AMCO Conference in Toronto. Despite being the 30 th anniversary the conference was noticeably smaller than previous years. Of interest was the GTAA s discussion about smaller airports around the GTA that will be needed to meet aviation demand as Pearson expects to reach capacity within the next 20 years. Winterization Airport airside staff is working to ensure maintenance and fuelling vehicles are ready for the winter season. Norfolk County Fair The Airport was represented by the Brantford Flying Club at the 175 th annual Norfolk County Fair, which set an attendance record of 11,000 visitors. The event was seen as a good opportunity to bring awareness of the airport to surrounding communities. Accessibility Renovations to the Terminal Building Accessibility renovations are underway at the Brantford Flight Centre Terminal Building. NAV Canada Pilot Information Session

3 Page 3 Bearskin Airlines along with NAV Canada presented a session on Procedures for Charter Aircraft. The meeting was a proactive event to share information on charter aircraft procedures to general aviation pilots who share airspace at the airport with the intent to make the airways safe for all users. There has been recent dialogue with NAV Canada on mandatory radio frequency focusing on mandatory use of radios, its anticipated dialogue will continue on this subject. The Manager s report is annexed to the original copy of these Minutes Buildings and Facilities J. Quin reported on a number of Airport initiatives Hangar 150 Brant Aero has recently announced a collaborative business arrangement with Progressive Air Services Ltd. of Kamloops British Columbia. Progressive Air Services Ltd. is a major distributor of Lycoming and Continental Motor engines they also refurbish and rebuild aircraft engine. The partnership in expected to expand the current services provided by Brant Aero and increase employment at the airport. On September 14, 2015 City Council approved the sale of approximately 2.45 acres located on York Road to Irwin International Inc. Irwin International Inc. is responsible for all costs and financial securities associated with the severance application. Proceeds from this land sale are to be deposited into Account RF0525 Airport Facilities Reserve Fund Vacant Lot 140 Staff is still awaiting a copy of the signed land lease from solar Ship Inc. for Building 140 site Staff met with Solar Ship Inc. management to review the lease and resolve questions they had.

4 Page Hangar Ontario Inc. Legal staff has been requested to initiate a lease with Ontario Inc. based on current rates approved within the Public Works Fees and Fine Bylaw Budget A draft copy of the proposed 2016 operating budget was presented to the Airport Board. Notable changes include increased revenue from rentals and increased operating expenditures on building and airside maintenance and an anticipated increase I airside management fees Farm Lease Real Estate staff through Purchasing will issue a request for proposal to solicit bids to farm airport lands. Current term expires in October The new RFP term will be three years and may include other farm lease properties Airport Management Contract Brantford Flying Club staff in attendance at the meeting opted not to be present for discussions on the Airport Management contract. Staff presented a review of the proposed level of service and associated costs. Moved by Councillor Martin Seconded by Phil Race THAT the Airport Board recommends City Council support entering into a five year airside management services agreement with the Brantford Flying Club in the amount of $125,000 per annum with a 2 percent annual price escalation as proposed in City of Brantford RFQ Moved by Tony Henrique Seconded by Phil Race THAT the Airport Board recommends City Council support authorizing a five year land lease agreement between the City of Brantford and the Brantford Flying Club for lands upon which the Brantford Flying Club Airport Terminal Building and Maintenance Facility occupy at rates approved in the public works Fees and Fine Bylaw as amended from time to time.

5 Page 5 4. STANDING ITEMS Brantford Airport Board Strategy and Master Plan Staff updated the Board on progress on the Airport Master Plan being conducted by Aviotek International Inc. Work is progressing well and the team is keeping on track with the scope of work. 5. NEXT MEETING The next Meeting of the Brantford Airport Board will be held Monday, December 14, 2015 at 12:15 p.m. at the Brantford Municipal Airport, Training Room. 6.
