1 Meeting Minutes NORTHWEST FLORIDA REGION CFASPP STEERING COMMITTEE MEETING June 19, 2014, 10:00 AM 1. Call To Order / Introductions Chair Tracy Stage called the meeting to order at 10:09 a.m. and asked all in attendance to introduce themselves. Approve Last Minutes Chair Stage asked for a motion to approve the minutes from the last meeting. Vice-chair Andrea Kvech made a motion to approve that was seconded by Mr. Mike Stenson and passed by acclamation. 3. Regional Issues/Concerns FAR Part 139 Training Chair Stage mentioned that Part 139 inspection dates for airports in the Northwest Florida Region are set for July 15-16, Citing requirements for having certain airport personnel trained in Part 139 standards, Chair Stage suggested that Mr. Jeff Price may offer a useful option for providing this training. He noted that the Northwest Florida Regional Airport has already included the training Continuing Florida Aviation System Planning Process page 1

2 cost in this year s budget and he invited the other Part 139 airports in the region to attend (likely in August). He suggested that a training rotation among the Part 139 airports in the region may be a sensible way to complete the training requirements in future years while sharing/reducing the overall cost. 4. Airport Updates/Roundtable Mr. Richard McConnell stated that they have made some adjustments to stormwater flow along with improvements to the air carrier ramp. He reported that the airport suffered some major damage due to flooding associated with the numerous storms that came by in March. He added that they have been meeting with FEMA regarding disaster reimbursement funds for the event, which cost the airport more than $2 million. Mr. McConnell showed the group a series of videos that outlined the damage sustained at the Northwest Florida Beaches International Airport. Northwest Florida Regional Airport Chair Stage reported that they are also working with FEMA to seek reimbursement for the costs incurred due to storm damage. He mentioned that they have started work on the secure exit lane project for TSA. Chair Stage reported that they just completed a new cell phone waiting lot that allows people to wait for arriving passengers free of charge. He noted that they have also completed a small dog park as part of their efforts to provide customer friendly amenities that can be constructed at minimal cost. Mr. Stenson stated that they are going to Jump Start in Edmonton to explore opportunities to improve air service at the airport. Destin Airport Chair Stage reported that the new ATC tower is planned to be out for bids in July with construction expected to begin in the fall. Bob Sikes Airport Chair Stage reported that the airport suffered approximately $500,000 in damages from the March storms. He mentioned that contractors were quick to mobilize and critical repairs were completed almost immediately. Chair Stage added that they have a number of projects ready for design at the Bob Sikes Airport. The latest CCNA interpretation requires a separate RFP for projects with a construction estimate of more than $2 million and this is slowing the project delivery process somewhat. Tallahassee Regional Airport Mr. Erik Treudt advised the group that he would be leaving FDOT to become the Capital Projects Administrator at Tallahassee Regional Airport effective July 7, Mr. Treudt mentioned that the Runway 09/27 improvement project is underway. They are also planning to complete a new Business Park at the airport. Pensacola International Airport Vice-chair Kvech reported that Mr. Greg Donovan will be leaving the airport in July to become the Executive Director of the Melbourne International Airport. She mentioned that the airport suffered between $800,000 and $1 million in damages from the March storms. They are also working with FEMA to secure any disaster relief funds that may be available. Quincy Municipal Airport Ms. Janice Watson reported that they have spent the last six (6) months trying to acquire adjacent property in an effort to improve the stormwater management situation. She added that they plan to submit a new stormwater permit that will include projects identified for completion over the next ten (10) years. Ms. Watson mentioned that they are planning to complete and new twelve (12) unit T-hangar and a new corporate hangar at the airport. Continuing Florida Aviation System Planning Process page 2

3 5. FDOT Aviation o General Statewide Items Enterprise Florida Properties Database Mr. Treudt showed the group a series of slides highlighting the new Enterprise Florida Properties Database. He explained that airport sponsors are now able to load information on available parcels or industrial space into the database for viewing by prospective tenants. Mr. Treudt mentioned that the contact person for information on the database is Mr. Tony Burkhart, Manager of Business Development at Enterprise Florida in Orlando. Florida NextGen Test Bed Mr. Treudt briefed the group on the FAA s NextGen Test Bed partnership with Embry-Riddle Aeronautical University (ERAU) in Daytona Beach. Mr. Treudt noted that there are additional test bed locations in Texas and New York. ERAU has a contract to operate the Test Bed in Florida through 2018 and will focus on the development of industry partnerships and the Rapid Integration and Demonstration environment. o Aviation and Spaceports Office Legislative Update Mr. Treudt reported that Governor Scott has signed the FY 2015 budget into law. The bill provides record funding levels for transportation and includes more than $300 million for aviation improvements. Mr. Treudt noted that a significant amount of that funding has been allocated to complete two (2) large projects at Tampa International Airport and Orlando International Airport. The actual funding available for all other projects is consistent with or slightly higher than the past few years. Mr. Treudt mentioned that the Strategic Airport Investment Initiative was also adopted as part of the FDOT funding bill. This program will provide up to 100% funding for approved strategic projects at airports. Details on the roll out of this program are still being finalized. Airports with questions on this program are invited to contact their district representatives. Statewide Airfield Pavement Management Program / Inspection and Distress Repair Training Mr. Treudt reported that the final course for 2014 will take place on October 6 th to 9 th in Orlando. He added that Phase 2 of airport pavement inspections will begin in August. Mr. Treudt mentioned that Mr. Abdul Hatim has been appointed to the position of Airport Engineering Manager. Participants with questions on the training or inspections are welcome to contact Mr. Hatim at the FDOT Aviation and Spaceports Office. Florida Aviation Database (FAD) Disaster Prep Tab- Mr. Treudt reminded the airport members that hurricane season is upon us and the time has come to verify that correct information for your airport appears in the FAD. Mr. Treudt showed the group a series of slides highlighting how the FAD integrates with the State Emergency Response Team (SERT) GATOR website at FloridaDisaster.org. He invited participants with questions on this program to contact Aviation Operations Administrator, Mr. David Roberts at the FDOT Aviation and Spaceports Office. GA Airport Business Plan Guidebook Mr. Treudt stated that this project is approaching completion with a final draft now available for review. 4 asked that all airport members take some time to review the document and provide their comments to the project consultant by July 11, Mr. Treudt added that there will be a presentation on the project at the upcoming CFASPP Statewide Meeting in Jacksonville. Airport Leadership Development Courses - Mr. Treudt reported that four (4) courses have been held to date and the final one will be held on October 5-8, 2014 at USF in Tampa. The first course curriculum was very well received and plans are now underway for an advanced course which is expected to launch in early Online registration for the course in October is expected to be available following the FAC Annual Conference in August. 6. DoD Comments o FDOT District 3 Announcements Mr. Scott Walters had no comments for the group. Eglin AFB Mr. Don Roswell reported that work on Runway 01/19 at Eglin AFB has been completed and the airfield is fully operational again. Tyndall AFB Mr. Jim Roncaglione reported that the 95 th Fighter Squadron is now up and running at Tyndall. He reiterated his call to GA airport sponsors to encourage civilian pilots to communicate with Tyndall approach and make use of flight following services whenever possible. Mr. Roncaglione noted that operations at Tyndall continue to rise and communication is the best way to ensure safe flight operations for all air traffic. 7. Old Business FAA Proposed Closure of Contract Tower Program Chair Stage reported that the contract tower facilities have been funded for FY Mr. Treudt added that the FAA may begin to look into the application of specific performance measures to determine a facilities eligibility to remain in the program long term. 8. New Business Recognition of Mr. Greg Donovan Noting that he would soon be leaving the region for Melbourne International Airport, Mr. Parker McClellan asked that the committee recognize Mr. Donovan in the minutes for his service to aviation in the Northwest Florida Region. Mr. McClellan noted that Mr. Donovan had served as Chair of the Northwest Florida Region CFASPP Steering Committee and was instrumental in leading a number of efforts to improve coordination among aviation stakeholders in the region. Chair Stage and the other airport members concurred with Mr. McClellan s suggestion to recognize Mr. Donovan and wished him the best in his new position leading the Melbourne International Airport. Time & Place Next Meeting The next scheduled meeting of the Northwest Florida Region Steering Committee is October 2, The committee determined that the meeting would be held at the Pensacola International Airport on that date beginning at 10:00 a.m. (CDT). 10.
