2 Introduction/Scope of Work The County of Inyo Public Works Department (County) is hereby soliciting Statement of Qualifications (SOQ) from qualified firms (Respondents) to provide as needed environmental consulting services for a 5 year period to prepare various environmental documents for County of Inyo airports, including an Environmental Assessment (EA) for the Bishop Airport (BIH) located in Bishop, CA. The County is seeking Part 139 Certification and commencement of airline service at BIH, with related capital improvement projects which will require environmental documents pursuant to the National Environmental Protection Act (NEPA). The consultant will also prepare an Initial Study (IS) and resultant environmental document pursuant to the California Environmental Quality Act (CEQA). Subject to approval by the Federal Aviation Administration (FAA) of the recently updated Airport Layout Plan (ALP), the EA/IS for Bishop Airport is anticipated to include but is not limited to the review of the following actions: Amendments to the Operations Specifications for: o Allegiant Air, with the Airbus 319 aircraft o United Airlines, with the CRJ700 and possible other aircraft such as CRJ900, EMB175, and B737 aircraft, to allow scheduled commercial air service to the Bishop Airport; Amendment of Bishop Airport s Part 139 Airport Operating Certificate to a Class I operating certificate pursuant to 14 CFR Part 139. Construction of a new modular multi-purpose aviation terminal and a new commercial service terminal (on previously disturbed ground) and some modifications to the existing adjacent general aviation terminal to support commercial air service; Modification of the Runway Safety Areas for Runways and including grading and drainage improvements; Pavement rehabilitation and 50 widening of Runways and 17-35, including edge lighting relocation, and associated projects. Addition, modification and relocation of aircraft parking aprons, parallel and exit taxiways with lighting. Addition, modification and extension of terminal area internal access roads, auto parking, and utilities. Construction of new ARFF and snowplow buildings. Construction of new AVGAS and jet fuel storage and dispensing facilities. Miscellaneous other projects as depicted on the final ALP. The FAA is finalizing review of the draft ALP. The draft ALP will be shared with potential Respondents upon request. Federal Requirements The work conducted by the successful Respondent may be funded in whole or in part with Airport Improvement Program (AIP) funding, therefore the contract and all task orders will be subject to Department of Transportation (DOT) and FAA contract, procurement, and disadvantaged business enterprise (DBE) regulations, and related requirements. The County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all consultants that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded Request for Qualifications for Airport Environmental Services Page 2 of 4

3 full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. By submitting an SOQ under this solicitation, the Respondent certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction, and have no conflicts of interest with other airports or any airline. Response to this RFQ The material submitted should be in sequence and address the evaluation criteria with the following information: 1. Provide a general description of your firm including services offered, number of employees, office location(s), years in business, etc. Include similar descriptions for any sub-consultants. Identification of staff capabilities along with the resumes of key personnel and staff who will be assigned to each portion of the work. 2. Provide summaries of similar experience on recent projects, within the past ten years, by prime consultant and team members (if applicable) that demonstrates experience and ability to undertake and complete an EA for a commercial service airport. 3. Provide a description of the respondent s current workload and ability to complete the County s projects in a timely manner, including a general schedule for preparation and completion. 4. Provide a list of three or more primary references that may be contacted regarding their experience with your firm on recently completed similar projects. 5. Include a statement that the respondent does not have any conflicts or commitments that may impact the proposer s ability to meet deadlines and complete the County s projects 6. Provide your DUNS number. Evaluation Process A qualification based selection process conforming to FAA Advisory Circular 150/ E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects will be utilized to select a consultant. Fee information will not be considered in the selection process and shall not be submitted with the Statement. Fees will be negotiated once the scope of the EA/IS is finalized. The agreement between the County and the selected consultant will be subject to all applicable Federal Rules and Regulations as identified in AC 150/ E. Consultants will be rated by a selection committee according to the following selection criteria and the weight given to each: 1. Completeness of Response (Pass/Fail) 2. Qualifications (prime and sub-consultants, if any): Experience of key personnel; capability to perform all aspects of the projects (25%); 3. Project Understanding: Demonstrated understanding of scope and objectives, as well as potential challenges (25%); 4. Availability: Ability to complete the work in timely manner (20%); 5.
