4 Airport Master Planning What is an Airport Master Plan? An Airport Master Plan is a comprehensive study of an airport and usually describes the short-, medium-, and long term development plans to meet future aviation demand Federal Aviation Administration (FAA) Advisory Circular 150/5070-6B Airport Master Plans
5 Airport Master Planning What are some important facts about Airport Master Planning? An Airport Master Plan is prepared by the airport owner An Airport Layout Plan (ALP) is required for every airport within the Federal system Reviews airport facility needs for next 20 years Plan provides a road map for the airport owner to efficiently and effectively meet aviation demand
6 Airport Master Planning Why is a Master Plan Update needed now? The FAA requires that all airports within the federal system have an airport master plan and that it is updated every 7-10 years (last one completed in 2004) Address new FAA requirements Provide an Electronic ALP (ealp) as required by FAA (aids in procedure development)
7 Planning Considerations What are the important issues to address in this study? Justification of Runway Length/Width (both and 7-25) Line of Sight Issues with 7-25 Incorporation of AGIS Identify non-aeronautical areas Justify the proposed development through the technical, economic, and environmental investigation of concepts and alternatives. Other Issues-future of drone usage?

9 Airport Master Plan Elements Scoping/Pre-planning Identify airport development issues to be addressed Determine level of detail necessary to address concerns Facility and Environmental Inventory Documents existing facilities on the airfield and establishes a benchmark on planned development Environmental Overview and Solid Waste Management Plan Aviation Forecasts Evaluate aviation activity levels at the airport and where we view the airport is headed in the future Runways, Taxiways, Terminal Area, Supporting Facilities, etc. Facility Requirements After forecasting, it is important to identify the necessary infrastructure that will accommodate the forecasted activity
10 Airport Master Plan Elements Alternatives and Concepts Explore options that accommodate the facility requirements Facilities Implementation Plan and Financial Feasibility Analysis After the analysis has been completed, an implementation plan will be established on how the airport will go from A to Z Funding considerations are explored as a part of this process Environmental Considerations Based on the alternatives chosen, environmental documents to move forward will be developed Land Use Compatibility Plan Identify existing and future land use issues airspace, safety and wildlife Wildlife Hazard Management Plan Complete site visits and document the existing and potential wildlife issues for the airport Complete a Wildlife Hazard Management Plan Update Deliverables Airport Master Plan (AMP), Airport Layout Plan, Electronic Airport Layout Plan (ealp), Property Map
