2 The Water and Woods Field Service Council is pleased to provide this confirmation packet for our Camporee which will be held October 18 20, 2013 at the Midland County Fairgrounds (MCFG) conveniently located off US-10 in Midland. Please be sure to carefully read and share this information with your unit and families. With the merger, New Boundaries where established, but with these new boundaries we were not limited to attending local events, hence No Limits. Add to this the new BSA marketing slogan of Prepared for Adventure. You have the theme for our Camporee, the first featured event of our Field Service Council. It will be an awesome National Jamboree-like experience for Scouts and Scouters that builds enthusiasm for Scouting.The program will focus on the activities of Boy Scouting and the universal spirit of brotherhood. Cub Scout families, Troops, Crews and Sea Scout Ships camping for the weekend may arrive as early as 4:00 pm Friday October 18, Age appropriate activities and exhibits will take place Saturday, October 19 from 9:00 am to 5:00 pm. They will take place in the Cub Scout Action Center, Boy Scout Action Center, Venturing Action Center, Super Activities Center, Outdoor Adventure Center, and Exhibits Center. The various activities will stimulate teamwork, thereby molding the citizens of tomorrow. The many program events requiring good physical fitness cannot help but contribute to a healthier youth member. Saturday will end with a fantastic Arena Show. The Show will be hosted by the Order of the Arrow. The Arena Show will conclude with a spectacular laser display. Religious observances will take place Sunday morning the 20 th. Visit the web site and Facebook page frequently for a list of the latest activities and exhibits and other information related to this spectacular event. 4 ROCK YOUTH CENTER; ROCK CLIMBING WALL LIABILITY RELEASE- AUTHORIZATION FOR PUBLICITY RELEASE, RELEASE OF LIABILITY STATEMENT ROCK YOUTH CENTER Participants and their parents understand that involvement at the ROCK Youth Center may entail risk of injury or harm to the Participant and agree that risk is fully assumed by the Participants and/or their parents. In addition, Participants agree to hold the ROCK Youth Center harmless for, from and against any and all liability, damages and claims of any kind, known and unknown, which may be connected with, result from, or arise out of participating in activities at the ROCK Youth Center. This includes, but is not limited to, Claims involving economic loss, illness or medical condition, accidental injury or death. RELEASE OF LIABILITY STATEMENT ROCK CLIMBING WALL In consideration of being permitted to climb the Rock Climbing Wall presented by Rock Youth Center, on behalf of myself, my personal representatives, heirs, and assigns, I hereby release and discharge the Rock Youth Center, and their volunteers or employees from any and all claims for property damage and/or personal injury or death resulting from my attempt to climb or descend the Rock Climbing Wall. This release covers the negligent use, maintenance, construction, or design of the Rock Climbing Wall, and the negligent supervision of my use of the Rock Climbing Wall. I am aware of the inherent risks of climbing the wall, which include, but are not limited to, injury and death from: myself ascending or falling, others ascending or falling, and equipment malfunctioning or breaking. I freely assume these risks and any other risks that are inherent to the activity. If the climber is under 16 years old, the parent signing below agrees to indemnify the Rock Youth Center, its volunteers, or employees concerning any claim made by the climber. The signature(s) below certifies that I (we) have read and understand the terms of this waiver, as well as the climbing safety instructions below. The climber agrees to follow the climbing instructions, including those instructions covered during the climber briefing. AUTHORIZATION FOR PUBLICITY RELEASE Participants at the ROCK Youth Center understand and agree that being at the ROCK and at ROCK Events may result in publicity, whether or not the ROCK actively takes steps to publicize the event. However, to the extent the ROCK has control over the matter, students, volunteers, etc. are asked to read and sign the following Publicity Authorization: Participants authorize the ROCK to publicize the event and to use participant s names and likenesses and other information about the participants whether embodied in photographs, videotapes, recordings or any other format (collectively, Information ), for purposes of promotion, publication, commercial advertising or any other purpose whatsoever, now or at any time in the future. Participants understand and agree that the ROCK Youth Center may use any such information: (1) in all manner and media whatsoever, whether now or hereafter invented, including electronic and print media and the Internet; (2) with or without participant s names (first names only); (3) without the payment of royalties or other compensation to anyone; and (4) without the need to notify them or seek further approval before doing so. Participants acknowledge reading and understanding this ROCK Liability Release, ROCK Wall Liability Release and Publicity Release. Participants agree that this form fully and accurately expresses their understanding and that it has not been modified orally or in writing. CLIMBER BRIEFING / RULES Parental consent and signature required if climber is under age 16. (Proof of age may be requested by Climbing Wall personnel.) Climbers MUST: a. Weigh no less than 40 pounds and no more than 250 pounds. b. Wear close-toed shoes (bare feet, sandals, flip-flops, etc., are not allowed.) c. Communicate with climbing coach only; no distractions allowed. d. Stay within their respective climbing lanes. e. Keep the kick-off distance to a maximum of three (3) feet from the Wall when rappelling. Climbers MUST NOT: a. Swing from side to side. b. Step on the belay cable. c. Climb if cable does not retract. d. Climb higher than the top of the wall. A climber s head must never be higher than level with the top of the wall. e. Sit and bounce on the belay cable when finished rappelling; climbers must rappel to their feet. 5 Setting the Example and Living the Scout Oath and Law There are simple guides for all who attend the Camporee the Scout Oath and Scout Law. SCOUT OATH (OR PROMISE) On my honor I will do my best to do my duty to God and my country and to obey the Scout law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight. SCOUT LAW A Scout is: Trustworthy Obedient Loyal Cheerful Helpful Thrifty Friendly Brave Courteous Clean Kind Reverent It is important that Scouts and Scouters wear their uniforms. Leaders will set a positive example by wearing a complete uniform. The Good Turn exemplifies friendship and brotherhood. The best public relations for Scouting is to Do a Good Turn Daily. It is up to adult leaders to encourage each member of the Cub Scout pack, Boy Scout troop or Venture crew to make good Scouting happen day by day, hour by hour, and minute by minute. Good public relations start before the Scouts leave home and continues during their travels to and also while they are attending the Camporee. It is completed only after they have told the Camporee story to as many folks as possible back home. Entrance to Midland County Fairgrounds ALL vehicles are to enter at the Fairgrounds from one of two entrances. (1) If coming to Midland on East bond US-10 use the Stark road exit 119. Cross over the overpass and take Airport Road 2.5 miles east to the Fairgrounds entrance. GPS location N43⁰ W84⁰ If coming just for Saturday, please use this entrance. (2) If coming in to Midland on West bond US-10 take the Eastman road exit 122. Take Eastman road north.7 miles to the Fairgrounds entrance. Across from Feeny Chrysler Dodge Jeep dealership. GPS location N43⁰ W84⁰ This is the preferred entrance for all unit and family camping for the weekend. Drivers will be directed to the appropriate check in area, from which passengers will embark and walk to their assigned campsites. Equipment vehicles can be taken to campsites but should be moved to the parking lot after unloading. Equipment trailers can remain at the campsite. Soon after arrival, a representative of each unit should report to Headquarters to submit a unit or family roster, obtain wristbands and additional program materials. 5

6 Registration for the Camporee All families and Scout Units must register online using MMC s website/water and Woods. Registration is quick and easy, plus all fees must be paid before arriving at the Camporee. No walk-ins will be accepted for the weekend. At the time of registration any accommodations that maybe required need to be requested. We will make every effort to provide for any responsible request for accommodation required for a medical or disability need. 6 On-Site Check-in Upon arrival at the Camporee everyone must submit a unit or family roster form. The roster form is available in this Confirmation Packet. Everyone must confirm their registration upon arrival at the Camporee. Please bring your receipt with you to the Registration area. After the roster is received each Unit Leader or Adult Family Member will receive a Check-In Packet which will include color coded wrist bands for all registered participants, Participant Patches, lunch tickets for Saturday lunch and any final information for families/unit leaders. Identification The wristband will allow you access to all age appropriate activities and areas. Every participant, youth and adult, MUST wear the Camporee wristband. Health Forms Every participant (youth and adult) must bring a health form with them. Only parts A & B are required for the Camporee. The health forms will be held by the unit leader or adult family member. Tour and Activity Plan There is no need to file a Local Tour and Activity Plan if your family or unit is within the Water and Woods Field Service Council, but is always a good idea to file one for everyone s protection. Cub Scout packs, Boy Scout troops and Venture crews from outside the Water and Woods Field Service Council must obtain a tour plan to attend the Camporee. Rules The Scout Oath, the Scout Law, the Law of the Pack and the Outdoor Code serve as the rulebook for all Scouting events. In addition, the following rules must be observed: Buddy system must be used at all times. Two Deep Leadership at all times Do not put cans, bottles, trash, garbage, or wastewater into portable toilets. Do not interfere with other people or groups using the Midland County Fairgrounds. Climbing, cutting, or disfiguring of any standing trees or shrubs is prohibited.

7 No digging at Midland County Fairgrounds or ditching of tents. No alcohol or illegal drugs/substances allowed at the Camporee. No fireworks or other Pyrotechnics. No sheath knives, explosives, or personal firearms will be allowed in Midland County Fairgrounds. No bicycles, skateboards, roller skates, in-line skates, power scooters or similar devices will be permitted. Drivers and passengers must wear seatbelts at all times while riding in a vehicle. No persons may ride in cargo beds or sitting loose in vans. Park only where the parking attendants instruct you to park. Room must be left for emergency access and handicapped parking. Some areas are off-limits to the participants of the Camporee. Please stay out of the areas marked off limits. Units will be billed for any damage. Failure to comply with any of these rules may result in ejection, forfeiture of camping/attendance rights and/or prosecution. 11:00 p.m. to 7:00 a.m. is quiet time. No loud noise or activities outside of your assigned camp site. Smoking - We encourage leaders to take one additional step toward setting a good example for the youth of our council. Please take a weekend break from use of all tobacco products. Young minds are impressionable and Scouting youth frequently look to their leaders as role models. We ask that all leaders and adults assist us in enforcing these rules. Pets We would prefer no pets at the Camporee, but we do understand that they are part of the family. If you must bring your pet, they must have a license plus proof that their shots are all up to date. Unless, they are part of an activity area, they must remain in the family camping area. You will need to make sure to clean up after your pet and keep them quiet. Therapy and Working Dogs will be allowed full site access, but must remain on a five foot leash and under control at all times. At check-in these dogs should be reported. Health and Safety Information First Aid First Aid Stations will be open 24 hours a day throughout the event areas. The First Aid station will be located in the middle of fairgrounds and clearly marked. All medical care beyond minor cuts and scratches should be referred to a First Aid station. Whenever possible, Camporee participants should advise their unit leader whenever they are feeling ill. All injuries and accidents need to have a Incident Information Report completed as per the BSA Guide to Safe Scouting instructions. This report needs to be turned in to the Safety Officer at the Camporee Headquarters Building or at the First Aid Station. 7

8 Emergency Situations Emergency Telephone Number for Police Fire Medical Emergencies is 911. While at the Midland County Fairgrounds it may be beneficial to sign up for electronic notices from Midland911.org. You can also dial to learn more about Emergency situations in the Midland area. Medical Emergencies In case of an emergency, seek assistance from Camporee First Aid Staff. Inclement Weather/Thunderstorms/Lightning Safety Find a low spot away from trees, fences and poles. If you feel your skin tingle or your hair stand on end, squat low to the ground on the balls of your feet. Make yourself the smallest target possible and minimize your contact with the ground. If conditions warrant, you be required to move into a shelter. Tornado Safety When a warning is provided relocate to the Camporee Shelter (as directed by Camporee staff). If unable to reach shelter, shelter in one of the concrete block restroom facilities located throughout the fairgrounds. Guide to Safe Scouting All persons attending the Camporee are required to conduct themselves in accordance with the policies and practices of the Boy Scouts of America, they can be found in the Guide to Safe Scouting which can be viewed or downloaded at: Adult leaders are responsible for ensuring their youth members conduct themselves in a manner that is compliant with these policies and practices. If we all follow them, this will help ensure that we all have a safe and enjoyable Camporee. The Camporee Safety Officer and Staff have the authority to stop any activity that they believe fails to comply with the Guide to Safe Scouting or they believe may pose a risk to the safety and security of those attending. POC: jody@bissonnette.info Parking Several parking areas for day visitors are located within walking distance of the camping, activity and program areas. There is no fee for parking at the Midland County Fairgrounds. A lot is located near the camping site for off-site parking. All vehicles must be parked in the off-site lot, including the vehicle used to tow the troop trailer. Vehicles must be parked only in designated parking lots. 8

9 Motor Vehicles It is essential that some motor vehicles be used by staff to transport materials, supplies, and certain personnel throughout the Camporee. No other motor vehicles will be allowed to move through the Camporee. 10 Opening Ceremony The opening ceremony will be held at 8:30 AM on Saturday morning We would like each unit attending the Camporee to bring their Unit Flag. Two scouts, in full field uniform, should be assigned to carry the flags. These two scouts should be at the stage area with the flags at 8:15 AM. What to Bring and Wear Cub Scout / Family campers will be responsible for their own food during this event and should plan accordingly. However, lunch is included with your registration fee plus concession stands will be available at the event area. Boy Scout Troops/Venture Crews/Sea Ships will be responsible for their own meals during this event and should plan accordingly. However, lunch is included with your registration fee plus concession stands will be available at the event area. Scouts normally do not want to leave the fun filled event area and go back to the campsite to prepare meals so we suggest keeping it simple and easy. In addition to Boy Scout troop equipment, the following list is provided to assist campers in the selection of their personal gear. Refer to your Boy Scout Handbook for additional assistance. The following list is provided to assist Cub Scouts and Boy Scouts/Venturers/Sea Ships in the selection of their personal gear: Completed Medical Health Form Parts A & B (including signed photo release page) Doctors signature not required Uniform Cub Scouts are encouraged to wear Cub Scout t-shirts or full uniforms, including Cub Scout hat. Boy Scouts /Ventures/Mates can wear an activity uniform (Scout t-shirt) during the day. Please wear Field uniforms (Class A) to the Arena Show and religious services. Order of the Arrow members are asked to wear their sash whenever they wear their Field uniform. Appropriate clothing for weather conditions proper shoes Sleeping Bag Sunscreen Insect Repellant Rain Gear Toiletries Personal First Aid Kit Small flashlight Camera Money (Trading Post and concessions will be open) Any medications required, (make arrangements with your unit leaders for storage and administration). 11 Camping Information Boy Scout Troop/Venture Crew/Sea Ships Camping Sites Boy Scout troop/venture crew/sea ships camping sites are 40 x 100. Each site is designed for 50 campers. Camp site assignments will be given on a first come- first serve basis as you enter the Midland County Fairgrounds. Troop/crew trailers may be placed in your camp site and remain for the duration of the weekend. The tow vehicle must be moved to the designated parking site. No vehicles will be allowed in campsites. Fire Protection The Camporee camping site will be a large tent city, with many of the fire hazards that afflict any community. Therefore, each troop will need a fire prevention plan and a fire guard responsible for enforcing and carrying out the plan. The fire guard, consisting of the senior patrol leader as chief and the fire warden from each patrol, will have the following duties: Regular checking of stoves to ensure that they are off Instructing troop members on what to do in case of fire Have a Fire Extinguisher in the campsite. Most units will use propane for cooking in the campsite. Extreme care must be taken to prevent injury. Unit leaders must know how to operate stoves properly. Open flames of any kind can be especially dangerous inside tents, where fire or asphyxiation is a sure result. No open flames of any kind are permitted in the tents. Only battery-operated lanterns are permitted. If a tent catches fire, or if a fire starts dangerously near a tent, drop the tent immediately. Fires&Stoves There will be NO ground fires allowed during the Camporee(Camp Fires). This is necessary to protect the grounds ecosystem from fire damage plus the City of Midland ordinances do not allow unapproved camp fires. Troops will be allowed to use gas/propane stoves or charcoal grills in accordance with BSA safety policies/rules. Please see the BSA Guide to Safe Scouting. Please do not dump ashes/coals on the ground or in trash barrels. Digging/Holes The Midland County Fairgrounds does not allow any digging on the site, this includes ditching around tents. Family Camping Sites We welcome Cub Scout with their parents, siblings and other family members to camp in the designated Family Camp Area. Under the Family Camp Guidelines. The same rules regarding Fires, Fire Protection and Digging also apply. Family sites will be assigned on a first come first served basis. 11

12 12 Restroom Facilities Toilet facilities are available at various locations around the fairgrounds. In addition we have added port-a-johns and hand washing stations to be conveniently located in the camping area. No shower facilities will be available during the Camporee. Potable Water Potable water suitable for drinking and food preparation will be available in the camping area. Families, troops and crews must bring appropriate containers in which to carry water from a central location to the camp site. Refuse Each unit is responsible for the removal of all trash generated in their campsite, remember what you bring to the Camporee, you also need to take with you when you leave. There are trash barrels located in event areas, they are for use in those areas only. Do NOT use them for your CAMP SITE TRASH. Wastewater (Grey Water) Gray water can be dumped on road ways after food particles have been strained off. Access to Electricity No, electricity will be available in the camping sites for general use. No attempt should be made by any individual to rewire any area or facility at Midland County Fairgrounds. If you have a medical need requiring access to electrical power please let us know as soon as possible so that we may make arrangements to accommodate your need. NO Generators can be used at the Camporee. Care of Valuables Each troop should make arrangements for the safe storage of members valuables. Do not wear or carry any more valuables than necessary with you while out on Camporee activities. Leave them in your campsite in a safe storage place. Better yet, leave all valuables home. Campsite Health and Safety Families, Troop/Crew/Ship adult and youth leaders are expected to inspect their campsite areas daily in order to maintain high standards of camping health and safety. Troop/Crew/Ship Gateways Troop/Crew/Ship gateways will not be required during the Camporee, but if you want to bring one it must be portable. You may not dig any holes. Pop-Up Trailers and RV s Pop-up trailers, other trailers and RV s will be allowed to camp in a designated area. Electricity will be available for an additional $17.00 per day.

13 Commissioners Commissioners will be on-site to serve as Ambassadors for all participants. They will be able to provide directions, information and answer questions. Camping for Order of the Arrow Members Order of the Arrow members may camp with their troops or as a contingent in a separate area set aside for the Order of the Arrow. Adult Staff Member Campsite Adult staff members may camp with their troop/crew or in a separate camping site for adult leaders. This area is off-limits to all others. Trading Post/Souvenirs The National Scout Shop will offer many types of camping supplies. A Trading Post will offer Camporee souvenirs as well as Camporee patches, collectors patches and CSP s, water bottles, light-up bracelets, dog tags, and more You may purchase Camporee t-shirts, hoodies, and other items at the camporee. Some of these items will include the Camporee logo. Concessions There will be a variety of food available from various vendors. Breakfast items and beverages will be available in the morning. Anyone at the Camporee are encouraged to take advantage of the vendors and the National Jamboree atmosphere of the Camporee. There may not be time during the day s events to go back to the campsite for meals. Order of the Arrow Participation The Water and Wood s Lodge has a large role in the Camporee. Members of Scouting s honor society will conduct the Saturday Arena Show. All members of the Order of the Arrow are urged to wear their sashes during the arena show and the religious service. Lost and Found A lost-and-found department will be located in the main Camporee headquarters, located in the youth swine building. Persons seeking lost articles should report to the lost-and-found area and fill out an identification card describing the missing item. A check will then be made to determine whether the missing material has been turned in to the lost-and-found station. To guard against the loss of valuables, everyone should mark uniforms and personal equipment with name, home address, and phone number. 13

14 Swapping & Trading Swapping and trading is done between one youth and another and between one adult and another. Trading and swapping is not to be done between youth and adults. Golf Carts, UTV s And ATV s Golf Carts, UTV s and ATV s are for staff use only. Other than for emergencies, event participants will not be allowed to ride in or on golf carts or Gators. Event participants who need a handicap pass to use a vehicle (other than their personal powered wheelchair or scooter) should check in with safety and security at registration. Every effort will be made to accommodate all event participants. Leave No Trace and the Outdoor Code We ask all campers and day participants to live by Leave No Trace principles and that they honor the Outdoor Code throughout the Camporee. A Scout always leaves a site cleaner than it was on arrival. Policing of Grounds One of the big problems in connection with an operation of the scope of the Camporee is maintaining orderly and neat conditions in heavily used areas. All Scouts and leaders are asked to see that all trash is deposited in the containers provided. Constant leadership in this regard will be helpful in preventing a major problem. Every Scout and leader should make it a practice and a tradition not to pass by trash pick it up and put it in the proper container. Religious Services An Interfaith Worship Service will take place Sunday morning at 8:30 am.the religious services will take place at the grandstand where the arena show was held Saturday evening. Photo Releases Water and Woods Field Service Council would like to use photos and videos taken during the Camporee for promotional and marketing purposes. Photographs will only be used for Water and Woods Field Service Council print and electronic materials, such as brochures, flyers, and presentation slides. Water and Woods Field Service Council respects the privacy of all our Scouts, thus no names will be published when utilizing photographs for printed and electronic media. Rock Climbing All youth must meet the age requirements set by the guide to safe Scouting if they want to climb the climbing tower at the Camporee. If under 16 yrs old, a parent must sign the hold harmless and provide when at the activity. The hold harmless can be found in this packet and online at: 14
