1 2016 FALL COUNCIL CAMPOREE Black Creek Scout Reservation Sylvania, Georgia October 7-9, 2016 Coastal Georgia Council, BSA May 16, 2016 TO: All Boy Scout Troops, Venture Crews and Webelos II Dens RE: 2016 Traditional Fall Council Camporee Dear Scout Leaders: We re Calling All Scouts to attend a spectacular Scout-based Traditional Council Camporee on the weekend of October 7-9, What Is a Traditional Camporee? It could be the biggest outdoor field event for local Scout units and the opportunity to continue the traditions of Scouting. It s a time to come together as a Council for a weekend and shake hands with friends from different units, new and old. It s a time for Scouts of all ages to try their skills at fun challenges and show pride in their Patrol, Troop, Crews, Dens and the Scouting program. Camporee activities may include contests and demonstrations of outdoor Scouting skills as well as fragrant campfires, games, field events, and inter-troop and inter-unit competitions. Both campers and campsites emphasize Leave No Trace low-impact outdoor ethics and often have campsite competitions. Camporees usually provide a big council campfire on Saturday evening and a Scout s Own Worship Service to observe the twelfth point of the Scout Law on Sunday morning. The culmination of weekend festivities will be the Award Ceremony where units are rewarded for skill achievements and placement in various competitions. Oh, and let s not forget the one-of-a-kind event patch. Who Can Attend? All registered Boy Scouts Troops, Venture Crews and Webelos II Scouts accompanied by a parent or parent substitute. Attention Webelos II Scouts: We encourage all Unit Leaders and Scoutmasters to invite any prospective Webelos II Scouts and their parent(s) or a parent substitute to attend this great outdoor opportunity. Webelos II Scouts with parent(s) or accompanying adult will need to register with a troop attending the event. Attending Webelos II Scouts may use this activity to qualify for requirement #4 in the Arrow of Light Award Workbook. Webelos II Scouts and parent(s) or parent substitute must attend with a registered Boy Scout Troop at the event and not as a separate Webelos Den function. Parent substitutes must be 21 years of age or older with consent from the parent(s) to accompany their scout to the event. Attention All Venture Crews We re inviting all registered Venture Crews to participate in this awesome event. Please make plans to register early and come prepared to camp, have a great time of fellowship, and participate in the fun-inspired activities. Venture Crews can participate in all the competitive events and especially the Pushmobile Race. Refer to Pushmobile Design and Race Rules. 2 2 Highlighted Activities & Events Several categories of competitions will be conducted throughout the Camporee operation for Scouts to demonstrate Scouting skills. We encourage all units to plan ahead and be familiar with all the Scoutcraft and Scout Skills found in the Boy Scout Handbook covering outdoor skill topics from Tenderfoot through the First Class rank requirements. Highlighted Competitive Categories: Gateway Competition (Refer to Gateway Rules) Lashing Competition Scavenger Hunt (Scout related items) Knot Tying Rescue Relay Scavenger Hunt (Outdoor related items) Dutch Oven Style Coking Competitions First Aid Scenario Competitions Pushmobile Race Dining Fly Pitching Competition Scoutmaster Potato Sack Race Compass and Pacing Competition 100% Unit Participation Award Dutch-Oven Style Cooking Competitions We re encouraging all units to participate in this fantastic cooking event. This competition will offer opportunities for both youth and adult members. There will be 1 st, 2 nd, and 3 rd Place Ribbons for Entrées plus an Honorable Mention for both youth and adult divisions. The same will be offered for a Dessert category in both divisions. Refer to Dutch-Oven Cooking Contest Rules. Pushmobile Race Get out your tools and get ready to design and build your own Pushmobile Racer and compete in this Grand Race event. We are encouraging units to pre-register online to participate in this event. Units will need to register for their Racing Permit by September 30 th, 2016 online at the council website Refer to the Pushmobile Design and Race Rules. Pushmobile Race Categories by Age and Unit Type: Pushmobile Design Category Awards: Webelos II Scouts Age Bracket Best Scout Theme Boy Scouts Age Bracket Most Original Design Boy Scouts Age Bracket Best Paint Job Venture Crews Age Bracket Oddest Design Best of Show Competition Scoring Units, Patrols and Crews will be issued score sheets for the Scout Skills and Scoutcraft competitions occurring on Saturday morning. Scoring will be calculated by staff representatives at each of the activity areas and posted on their sheets. After all scoring has been reviewed, Awards for 1 st, 2 nd, and 3 rd will be calculated and awards will be presented at the Sunday Award Ceremony. 100% Unit Participation Award We encourage all units to work hard to receive this special Recognition Ribbon Award for their unit flag pole. Units must qualify in all the listed items below to acquire this coveted award: Unit must participate in the Campsite Gateway Competition Unit must have 1 youth and 1 adult participate in the Dutch-Oven cooking contest. Unit must have at least 1 team participate in both the Scout Skills and Scoutcraft competitions. Unit must have at least one entry in the Pushmobile Race. Unit must provide at least 1 adult participate in the Scoutmaster Potato Sack Race. 2

3 3 Scoutmaster Potato Sack Race Scout leaders, this is your chance to score BIG in a competition designed especially for you! Plan to join us for a hopping good time on Saturday afternoon during the Camporee! Do your Scouts proud, after all, you could be the WINNER! Award Ceremony Competition award ribbons, trophies, certificates, event patches and other unique recognition awards will be presented after the Scout s Own Worship Service on Sunday morning. Sunday Morning Scout s Own Worship Service All units and guests are invited and are encouraged to attend our camp-wide Scout s Own Worship Service. We extend the opportunity for each unit to provide a Chaplain s Aid to assist with the Sunday morning services. Two-Deep Adult Leadership is required on all Scout outings. A minimum of two registered adult leaders, or one registered leader and a participating Scout s parent, or another adult, is required for all trips and outings. One of these adults must be 21 years of age or older. Registered adult leaders must be current with their Youth Protection training. All adult leaders and youth members have responsibility. Everyone is responsible for acting in accordance with the Scout Oath and Scout Law. Physical violence, sexual activity, emotional abuse, spiritual abuse, unauthorized weapons, hazing, discrimination, harassment, initiation rites, bullying, cyberbullying, theft, verbal insults, drugs, alcohol, and pornography have no place in the Scouting program and may result in revocation of membership. For more information, please see the BSA s Guide to Safe Scouting and Youth Protection resources. Units are responsible to enforce Youth Protection Policies. Adult leaders in Scout units are responsible for monitoring the behavior of youth members and other leaders and interceding when necessary. If youth members misbehave, their parents should be informed and asked for assistance. Prior to Camp Review the entirety of the Camporee Leaders Guide to ensure you are well informed before registration. Collect and review Parts A and B of the BSA Medical form from every Scout and Adult from your unit who plan to attend the Camporee. The form and additional information can be found at This is the only health form that can be accepted; school forms or older versions will not be accepted! Out of Council Troops Bring Tour Plan and Proof of Insurance. Unit leaders will be responsible for having the forms on record with their unit. Pre-Event Planning for Success Trash - Each camping unit should come prepared to take care of its own trash and debris. Use of heavy duty garbage bags is recommended. Each unit will be required to police and clean their own campsite area before departing from the event on Sunday. Ground Fires - Grounds fires are permitted as long as each fire is maintained within a metal fire ring, fire barrel or raised fire pan. It is recommended that charcoal and propane be the cooking sources for the weekend. Units will be responsible for using the LEAVE NO TRACE principles throughout the entire weekend. Firewood Generally there is plenty of deadfall firewood available throughout the facility. However, if units elect to bring additional firewood, any unburned supplies must be removed from camp property at the close of the program weekend. Please do not leave extra firewood in campsites. 3

4 4 Parking and Vehicles in Camp - It is extremely important to limit the amount of vehicular traffic in the camp during program operations. We are calling on all unit and campsite leadership to assist with this safety process. Each unit will be allowed one vehicle at their campsite for emergency purposes only and for emergency transport, if required, from the campsite to the First Aid location. All vehicles used within the camp property during the event, emergency or staff vehicles, must have an authorized vehicle pass posted at the windshield area in clear view. All unauthorized vehicles MUST be removed from the campsite and adjacent road areas and parked in assigned parking lot areas by 11:00 AM on Saturday morning. If an adult in your unit is legally handicapped, provisions may be arranged for a handicapped pass for that vehicle. The vehicle must already have an affixed handicapped tag or rear mirror handicapped placard before approval of the pass. Again, we ask that all unit and campsite leadership comply with these requirements for the safety of our campers. Registration All Boy Scout Troops, Venture Crews and members of Webelos II Dens are encouraged to register online before October 4, 2016 for the event at Program fees for the event are $16.00 per camper and staff members. Walk-in registration will be accepted at the Council Service Center. We are encouraging units to pay in full before the weekend, but fees for additional attending participants will be accepted during the event. Units are required to bring an updated and completed Camporee Registration Form listing all participants for the weekend. Forms will need to be submitted during the Friday evening Leader s meeting at the camp Dining Pavilion. Please make sure any prospective Webelos II Scouts who are eligible to cross-over to your troop, and their parent(s) or parent substitute, register with your unit for the event. Please refer to the Webelos II offering in this publication. A Camporee Registration Form has been provided in this publication. Additional forms can be downloaded and printed from the council website. Camporee Check-In Check-in will 6:00 pm on October 7, All units will need to check-in upon arrival for campsite assignments at the campground entrance. All units will be responsible for turning in an updated and completed Camporee Registration Form at the Friday evening Leader s meeting at the Pavilion. Outstanding event fees must be paid at that time. Council staff and program representatives will be on-hand to assist you with any additional fee payments. Event patches will only be issued to those units that have submitted an updated Camporee Registration Form and have paid in full for all weekend participants. In closing, we look forward to serving you and having a great Scouting fellowship at our Traditional Scout Camporee weekend at Black Creek Scout Reservation. Be Prepared to Seek the Adventure! 5 TRADITIONAL CAMPSITE GATEWAY COMPETITION RULES Note: All Gateways must be Scout-built. NO ADULT INTERFERENCE will be allowed! Scope of Project: Scouts are to design and build a gateway for their campsite using wooden poles and either natural fiber or synthetic fiber type rope. The opening should be at least 7 ft. above the ground and must be at least 36 inches wide to allow people to enter or exit unencumbered. The gateway should be reflective of originality with the U.S. Flag and Unit flag framing the entranceway. Rock, chain, or other border materials may be used to add visual appeal. Poles may be used to create a gateway to hold the flags. There should be a minimum of 10 wooden spars and a maximum of 40 spars total used in the construction. All lashings and knots must be properly tied and have pigtails of 2 inches or less. The unit number must be displayed on the gateway. This identifying area can be up to 18 x 48, and can be made of plywood from ½ inch to ¾ inch in thickness; or the identification can be with lashed spars. The sign can be painted in any color chosen by the unit. Units will supply their own materials. The gateway must be assembled onsite at the Camporee. Hammered nails, nuts and bolts or screws will disqualify the gateway. All joints must be lashed. No work will be allowed after 11:00 pm on Friday night, or before 6:00 am or after 1:30 pm on Saturday. Violation of the time frames noted above will result in the gateway being disqualified from the competition. We suggest that you design and practice assembling your gateway way prior to the event so you will know how to put it together once you arrive at the Camporee. Scoring will be heavy on the originality of the design and the correct use of ropes, lashings, whippings. The gateway must be functional, but not necessarily practical. Have fun with it, but do not make this into a quest. Scoring: The score will be based on originality, visual appeal, best and correct utilization of material, but more importantly, construction should be obviously safe and sound. The correct positioning of the U.S. Flag and correct type of U.S. Flag will also be scored. Simplicity of design has been a goal in more than one previous Camporee. Not this time, get creative; make the gateway that you always wanted to make. Judging: Judging will be conducted by an independent team not associated with the Camporee operation. Judging will be conducted Saturday, beginning at 2:00pm. Note: The gateway competition is for all units. Adult assistance or interference will cause removing the unit from the gateway competition.

6 Camporee Dutch-Oven Cooking Contest Rules 1. All foods entered in the cooking contests must be accompanied by a Dutch-Oven Cooking Contest Registration form. Forms will be issued at the Friday evening Leader s meeting. 2. Units may participate in the following multiple categories and are allowed multiple entries: Youth Main Dishes (Entrees) Adult Main Dishes (Entrees) Youth Desserts Adult Desserts Award Categories: Award Categories: 1 st, 2 nd and 3 rd Place Awards for Main Dishes 1 st, 2 nd and 3 rd Place Awards for Main Dishes Honorable Mention for Youth Main Dishes Honorable Mention for Adult Main Dishes 1 st, 2 nd and 3 rd Place Awards for Youth Desserts 1 st, 2 nd and 3 rd Place Awards for Adult Desserts Honorable Mention for Youth Desserts Honorable Mention for Adult Desserts 3. Each youth entry must have been prepared, cooked and finished on-site solely by youth scouts, with no adult help. 4. Each adult entry must have been prepared, cooked and finished on site solely by adult scouter(s). 5. Entries must be from units that are registered participants of the Council Camporee. 6. Entries must be submitted at the Camp Pavilion no later than 6:30 pm on Saturday and their entries must be submitted in an issued food container to the Cooking Contest Officials. 7. When submitting entries, please indicate on the Dutch-Oven Cooking Contest Registration form the unit number and type of entry (youth or adult, Main Dish or Dessert) to Contest Officials, so entry can be marked in a way to remain identity-blind to the contest judges. Do not mark on the container 8. Contests are for Entrées (main dishes) and for Desserts. Units may submit multiple entries. 9. All ingredients must be cooked in Dutch ovens or on Dutch oven lids. If the recipe calls for melting or warming a sauce in a separate pot that is not a Dutch oven that is permitted over the coals. Garnishing additions such as a bread or tortilla that accompany the main dish are also permitted. 10. Participating units are expected to provide their own Dutch ovens, utensils, recipe, ingredients, charcoal or other heat source. Cooking must be done over charcoal. 11. No pre-cooked ingredients are permissible. Pre-cutting or peeling only is fine, but all cooking must be done on site. 12. The judges will judge the entries immediately after submittal to the judging area at the Pavilion. The decision of the judges shall be final. 13. Use proper fire safety practices. No fires on direct campsite ground surfaces are permitted. Please burn charcoal in an elevated manner as to prevent contact / burning of campsite surfaces. 14. Contestants are asked to exercise proper care in the cleanliness of their food preparation and cooking. Keep the preparation area and utensils clean. Use a washbasin or wet wipes for hands. Use a cooler for perishables and do not place Dutch oven lids on the ground.

7 2016 PUSHMOBILE DESIGN AND RACE RULES 1. All vehicles must be constructed by youth members of the Troop, Webelos Den or Venture Crews. Adults must operate all power tools. 2. Vehicles must have at least four wheels touching the ground at all times. 3. NO form of propulsion or locomotion, other than participants pushing, will be allowed. The judges may ask you to remove any part of the vehicle they feel may help to propel cars towards the finish line. (No pedal, fans, motors, etc.) 4. There will be four divisions in the race. Webelos II Division: years of age Boy Scouts: years of age Boy Scouts: years of age Venture Crew: years of age 5. Participants will push each car from the rear of the vehicle. (No participants are to be in front of the vehicle.) One participant (the driver) must be completely supported by the vehicle (not touching the ground or any other participant) at all times during the race. The total age of all participates touching the vehicle cannot total more than 65 years. 6. A sturdy push bar long enough to accommodate 2 to 3 participants must be attached to the rear of the vehicle. Participants pushing vehicles must have constant contact with the vehicle at all times. Race teams will be disqualified if they turn loose of their cars. Vehicles veering out of their race lane will be disqualified. 7. The vehicle must be less than five feet wide at any point including participants. There are no length restrictions. OTHER RACE RULES 1. All cars must be inspected before racing. 2. Units may bring multiple cars to the Camporee. ALL CARS will be eligible for Design Awards. If any vehicle does not meet the design rules, race entries will not be allowed to race. 3. All participants on the track MUST WEAR APPROVED BICYCLE SAFETY HELMETS. Runners are encouraged to wear knee and elbow pads. 4. All races will be conducted on a 50-yard track with separate 10 feet racing lanes. This event will be open to all Boy Scout Troops, Webelos Dens and Venture Crews. Troops, Crews and Webelos Dens are asked to build their cars using these simple rules. Units may have multiple entries, encouraging all participants in the unit to participate. Troops, Crews and Webelos II Dens may build cars. In addition to the actual race, awards will be given for the following categories: Best Scout Theme: This is the car that best exemplifies the Spirit of Scouting. Most Original Design: Here the judges will be looking for creativity and originality. Best Paint Job: Who is the handiest with the brush and which car has the best finish? Oddest Design: Well, which car isn t really a car? Who can design the weirdest vehicle? Best of Show: Which car excels in more than one category? Which one really catches the eye of all the judges? Races will be conducted as Heats. Number of races for each car will depend on the number of entries. All cars will race at least once and all cars will be eligible for special awards. Remember, be creative, have fun, and follow the rules. All units wishing to participate must file their race permits online with the council office by September 30 th, 2016.
