2 2 Page 2 The month of March is Women s History Month, making it no better time (other than every day) to celebrate the myriad of ways that women have overcome, persevered, excelled, mattered, and greatly contributed in service professions, especially in uniform. History has shown that almost all doubted women s capacity and capability to serve the world in this way, yet women have consistently risen to the challenge and proven the doubters wrong. Almost 400 women served in uniform during the Civil War, even with having the additional challenge of needing to conceal their identities to do so. In policing today, from Doral, Florida (below left) to right here in the SFPD (above right) and everywhere in between, our Departments are better and our communities are safer because of their courage and selflessness.

Marie-France Conceicao, an 11-year veteran of the SFPD, a 7-year veteran at Ingleside Station, and a 5-year veteran as a School Resource Officer, is always inspiring and connecting with the youth of our Ingleside community. Whether it s being present during day-to-day activities across the 47 Ingleside District schools, cheering-on athletes during after-school sports activities, connecting with others through the 4 languages she speaks, or reading Dr. Seuss during the NEA s Read Across America day (above), France s dedication, engagement, and positive attitude are second-to-none. During a recent call, France spent 40 minutes helping a 16-year-old through an anxiety attack and went above and beyond by organizing a holistic response with school, family, and counselors, promising to check in with her each day. The student did a complete turnaround and is now back on track at school and at home. France is currently planning an April event at Ingleside Station where the district s 47 principals will enhance their interdependence, interconnectedness, and collaboration with SFPD on safety awareness, security planning, and emergency messaging. She is the embodiment of San Francisco s finest and is March s Ingleside Station Officer of the Month.

4 4 Page 4 The Elsie Street Neighbors are not only famous for their annual block party and extravaganza on the 200-block of Elsie, but now they are highly decorated as well! On January 26th, 2018, the Elsie Street Neighbors were awarded Extraordinary Neighborhood Block Party by the City s Neighborhood Empowerment Network. Michael Nolan accepted the award on behalf of his Neighbors in the rotunda of San Francisco City Hall, wearing a suit and tie and fully accessorized with his Elsie Street Neighbors multi-colored baseball cap. The 12 th -annual block party is upcoming on September 22 nd, Throwing a Neighborfest is the first-step towards building and maintaining a resilient neighborhood. 5 5 Page 5 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Ingleside Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Ingleside Station has foot beat officers assigned to the Geneva and Cortland corridors. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Station personnel also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Updates: Ingleside Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.

6 6 Page 6 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. The following are some examples of Suspicious Activity that are In progress crimes, which demand an immediate call to 9-1-1: An individual peering into vehicles, to try, and locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or

7 7 Page 7 Crime Definition Robbery Robbery is the taking of property from another by using force or by using fear. Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person. Battery - (Misdemeanor battery) is any willful and unlawful touching of another. (Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury. *Assault is when a person swings their arm and battery is when that arm makes contact with another person. Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury. Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony. Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950. Petty Theft Theft where the value of the property taken is less than $950.

8 8 Page 8 Incidents: Incident Date: Monday, March 12 th, 2018 Arrests: 12:30pm Mission & Ney Marijuana Offense Ingleside Officer Falzi and Sgt. Ly were on routine patrol when they spotted an older Chevy Impala with expired license plate tags. The officers pulled the vehicle over and interviewed the driver. He didn t have a license and had already been cited before for driving without a license. Inside the car was a bag containing a significant amount of Marijuana. The driver was cited for possession of marijuana for sale and driving without a license. His vehicle was towed to impound. Report number: :30pm 4200 Blk. Mission Resisting Arrest A report of a fight on the sidewalk, between two men, prompted dispatch to send Ingleside Officers Tom and Mroz to investigate. When the officers arrived on scene they found the victim outside who told them the suspect tried to stab him with a pair of scissors. As the officers were talking to the victim, the suspect exited the building. The officers tried to place the suspect in custody, but he violently resisted and yelled obscenities at them. He was finally placed in custody and arrested then booked at the county jail. Report number: Serious Incidents: There are no serious incidents to report.

9 9 Page 9 Incidents: Incident Date: Sunday, March 11 th, 2018 Arrests: 11:00am 900 Blk. Chenery Resisting A man behaving bizarrely prompted dispatch to send Ingleside Officers Suguitan, Tayliong, Endo, Leung, Salazar, Chan, Hornstein, and Logan to investigate. When the officers arrived the suspect became combative and refused to relax and sit down. After a struggle with two officers he was placed in custody. A search of his clothing revealed a syringe and heroin in one his pockets. He was cited at the scene for resisting arrest and possession of narcotics and released pending a court date in May. Report number: :33pm Visitacion & Mansell Air Gun Possession Ingleside Officers Endo, Chan, Calupad, Dungca, and Lt. McEachern responded to a report of two men with weapons walking into Crocker Amazon Park. The officers searched the western area of the park and found the suspects in a tent at a hidden homeless encampment. Inside the tent they found a realistic looking air rifle and an air pistol. Both were confiscated. The suspects claimed the rifles did not belong to them. They were cited for violation of the park code and released at the scene. Report number: :21pm 100 Blk. Milton D.UI A man, asleep at the wheel of his parked car, prompted dispatch to send medical personnel and Ingleside Officers Anderson and Burke to the location. When the officers arrived SFFD personnel had already turned off the running vehicle and managed to wake up the intoxicated driver. Burke and Anderson tried to keep him awake long enough to conduct a roadside sobriety test, but were unable to do so. The suspect did consent to a blood alcohol test and he was transported to San Francisco General where the procedure took place. The suspect was arrested for DUI and released into the custody of a physician who was treating his extreme intoxication. Report number:

10 10 Page 10 Incidents: Incident Date: Sunday, March 11 th, 2018 Arrests continued: 11:31pm 24 th & Mission Air Gun A Muni passenger called police after noticing a gun in the waistband of a fellow passenger. Ingleside Officers Hermosura, Parker, and Wong caught up with the bus at 24 th and Mission Streets. The suspect was searched and the officers found a pellet gun in his waistband. He was placed in custody and escorted off the bus. The gun was confiscated and the suspect was cited for illegal possession of an air gun and released at the scene. Report number: Serious Incidents: 2:45pm 200 Blk. Santos Hot Prowl Burglary A man, who always left his front door unlocked, called police after seeing three men running from his residence when he returned home. The victim told Ingleside Officers Govindbhai and Cortez-Cendejas that jewelry and musical instruments were missing from his residence. He said he always locked the front gate but not the front door. He also said the home was mostly vacant and is up for sale. Report number:

11 11 Page 11 Incidents: Incident Date: Saturday, March 10 th, 2018 Arrests: 6:15pm Baden & Monterey Warrant Arrest Ingleside Officers Carew, Archilla, and Sgt. Lau were patrolling near a home where residents and visitors have been arrested for serious crimes including stolen vehicles, narcotics, and warrants. On this day, the officers spotted a man leaving the residence and getting into a Hyundai Sonata driven by a woman. The Hyundai s windows were all tinted, which is a violation of the vehicle tinted. The officers followed the Hyundai and stopped the vehicle at Baden and Monterey. The driver had several felony arrests and was on active probation with a search condition. Her passenger had an active warrant for his arrest out of San Mateo County for narcotics. He was placed in custody and driven to Ingleside Station for booking. Report number: Serious Incidents: 4:16am 1800 Blk. Sunnydale Robbery Ingleside Officers Fogarty and Zhao were dispatched to the 1800 block of Sunnydale after a report of a robbery. The victim told the officers that she was expecting a food delivery and asked a friend to meet the delivery person at the front door. When the friend came over an unknown man, from the neighborhood, arrived and proceeded to rob the friend of cash and debit cards. The suspect then left the home. The officers went to the home where the suspect lived but there was no answer. Report number: :07pm 500 Blk. Madrid Carjacking A man parked his car in his driveway and got out to open the garage door. Just then, he told Ingleside Officers Scott and Hardy, two men walked up, was knocked to the ground dropping the keys to his Nissan. The suspects jumped into the Nissan and sped away. The victim s relatives called police. The victim suffered an abrasion to his arm and refused medical attention. Inside the carjacked Nissan was the victim s wallet. Shortly, thereafter, a citizen called police to report the stolen Nissan was parked on the 900 block of France. This same witness said the two occupants fled from the vehicle and into Crocker-Amazon Park. Report number:

12 12 Page 12 Incidents: Incident Date: Friday, March 9 th, 2018 Arrests: 11:25pm Mission & Randall Stolen Vehicle A 2008 Honda Civic with malfunctioning tail lights, traveling south on Mission Street, caught the attention of Ingleside Officers Cortez and Govindbhai. The officers ran the Honda s license plate which revealed the car was reported stolen out of Vallejo. The officers stopped the Honda and quickly arrested the driver. He was taken to Ingleside Station and booked for car theft. Report number: /855 Serious Incidents: 9:25am Highland & Holly Park Circle Robbery A woman dropped off her children at Junipero Serra Elementary School and, before going on with her day, decided to walk a few laps for exercise on the path around Holly Park Circle. She told Ingleside Officers Thompson, Kerlegan, and Cvetovac during her walk a suspect quickly ran up behind her, pulled out a knife, and put it next to her side. He demanded her purse which the victim surrendered. The suspect then ran away. The loss was a purse containing cash, identification, keys, and miscellaneous papers. Report number:

13 13 Page 13 Incidents: Incident Date: Thursday, March 8 th, 2018 Arrests: 12:52pm Unit Blk. Highland Aggravated Assault A dispute over a parking space resulted in the arrest of a suspect for aggravated assault. The victim told Ingleside Officers Grabbe, Watts, and Harper that he was parking his car in a legal spot when the suspect pulled in behind him. The suspect yelled out his car s window for the victim to move his vehicle because he was parked in his parking space. The victim refused and the suspect, after more conversation, went inside his nearby home. He soon emerged and produced a knife threatening to harm the victim if he didn t move from his parking space. He then went back inside his home. The victim called police and the officers knocked on the suspect s door to get him to come out. He refused. A neighbor contacted the suspect s father who came to the scene and talked his son into surrendering. The officers searched the suspect s home and found several folding knives including the one used in the crime. He was taken to Ingleside Station and booked for aggravated assault. Report number: Serious Incidents: 10:30pm 1300 Blk. Alemany Robbery A man walking home noticed a black sedan slowly following him. When the victim reached his home he called his wife to open the garage door. Just then, the black sedan stopped in his driveway, and two men got out and approached the victim. One of the suspects was holding a gun and the other put a knife to the victim s stomach and said, Give me your stuff. The victim surrendered his backpack containing cash, a paycheck, cell phone, and other property. The suspects then ran back to the black sedan which sped away in an unknown direction. Report number: :35pm 28 th & Noe Streets Attempted Robbery Ingleside Officers Scott and Aguirre responded to a report of an attempted robbery. When they arrived, the victim told the officers he was standing at the corner of 28 th and Noe, waiting for the bus, when a vehicle stopped nearby. A suspect exited the vehicle and pointed a small revolver at the victim saying, Give me everything. The victim said, Nope, and took off running southbound on Noe Street with the suspects following in the car. At one point the suspects tried to box in the victim but he managed to escape into his home where he called police. Report number: (Captains Note: While it s a relief to know that the victim wasn t hurt during this crime it s important to note that saying Nope to an armed robber is not a good idea and usually results in serious injuries or death. It s better to give up your valuables, which can be replaced whereas your life cannot.)

14 14 Page 14 Incidents: Incident Date: Wednesday, March 7 th, 2018 Arrests: 3:20am Silver & Mission Narcotics We ve written many times before how thieves try to skirt identification, traffic violations, and tolls by placing paper plates on their vehicles. Paper plates are legitimate for vehicles that have just been sold but the new owner must place a DMV form in the front right portion of the windshield identifying the owner and showing the VIN number. On this date, Ingleside Officers Cagney and Mroz spotted a brand new Toyota Camry traveling west on Silver near Mission without the required DMV forms, but with paper plates. The officers stopped the driver and two passengers in a nearby gas station. Inside they found an open bottle of liquor, several baggies of methamphetamine destined for sale, and cash bundled in various amounts. All three occupants had prior arrests for narcotics, illegal possession of firearms, kidnapping, domestic violence, and other felonies. All three were transported to Ingleside Station and booked for possession of narcotics for sale. Report number: :04pm 500 Blk. Madrid Loitering Ingleside Officers Naser and Fazli responded to a report of a man harassing children at a playground. The suspect has been arrested before for the same crime. The officers talked to Monroe Elementary School and Park and Recreation personnel who complained to the officers about the suspect who followed them and harassed children and the public near the Excelsior Playground. The witnesses signed a citizen s arrest form and the suspect was brought to Ingleside Station and charged with loitering near a playground. Report number:

15 15 Page 15 Incidents: Incident Date: Wednesday, March 7 th, 2018 Arrests continued: 3:52pm 100 Blk. Turk Narcotics Ingleside Officers Archilla, Lustenberger, Lee, Barajas, Seavey, Mora, Sergeants Lopez, Lau, and Anderson went to an address on Turk Street with a search warrant related to the sale of methamphetamine in the Ingleside District. Three men, with extensive criminal records, were arrested at the address. Inside the apartment, officers discovered cash and a significant amount of the illegal drugs. Report number: Serious Incidents: 2:33pm Silver & Cambridge Battery A woman exiting a crowded Muni bus was violently pushed to the ground by woman boarding the same bus. The victim told Ingleside Officers Leong and Gomez that the victim didn t know the suspect and had no idea why she was suddenly attacked. The suspect escaped in and unknown direction and the victim was transported to California Pacific Medical Center for treatment. Report number:

16 16 Page 16 Incidents: Incident Date: Tuesday, March 6 th, 2018 Arrests: 12:45pm Unit Blk. De Wolf Resisting Ingleside Officer Wong and Sgt. Kumli were on routine patrol when they spotted a couple of men drinking inside a dump truck, with illegal license plates destined for a passenger vehicle, and with the driver s door open telling the officers that they were drinking and having a good time. Wong and Sgt. Kumli asked for identification and one of the men gave the officers a false name and date of birth. When the officers tried to place him in custody he resisted and struggled with the officers. He was finally placed in custody and cited for resisting arrest and for the vehicle code violation. Report number: :46pm Unit Blk. Brookdale False Report A report of a shooting is one of the most serious calls for service any officer can respond to. On this date the call of a shooting came into dispatch which sent Ingleside Officers Demkowski, Smith, several other units along with fire and rescue units to the location. When these first responders arrived they failed to find any evidence or witnesses of a shooting. They did find a woman who had called 911 with false emergency reports. She was cited for making a false emergency report and released at the scene. Report number: Serious Incidents: 4:50pm San Bruno & Racine Robbery A woman walking home near the Muni stop was approached by two suspects who pushed her to the ground and took her cellphone. The victim told Ingleside Officers Hoge and Rosales-Renteria that the suspects then ran to waiting Muni train which traveled in an unknown direction. The victim refused medical attention and was driven home by the officers. Report number: :00pm 200 Blk. Leland Dog Bite Ingleside Officers Quinlan and Freed were dispatched to a report of a dog bite. The victim told the officers that she was standing in front of the Boys & Girls Club, holding her black Labrador mix dog, when an unleashed German Shepard ran up and bit her dog on the nose. The owner of the German Shepard regained control of the dog and apologized to the lab owner, He gave the victim his name and address. The victim took her pooch to the SPCA where his wounds were treated. When she went to the suspect s address he was not there and the property owner said he had been evicted. Report number:
