The actions of any police officer in an instant can impact an individual for life, and even a community for generations. Given this realization, every police officer must be centered on what s important. Service, justice, fundamental fairness these are the foundational principles in which every police action must be grounded. Dr. Stephen R. Covey What Dr. Covey reminds us with these words that are as true today as they were 20 years ago is that every interaction we have with members of the public must be grounded in high moral principles, beliefs, and ideals which serve a cause greater than self. I am proud to have taught the last 53 SFPD recruit classes, countless in-service trainings, and many Blue Courage courses to thousands of police officers around the country. In every opportunity I get, I share this quote and its challenge for us at Ingleside Station to be great because the stakes are that high. You count on us working hard every day to be more ready than we were yesterday to embody these ideals in service of keeping you, your families, and your property safe. In 2018, may you never need to call a police officer. If you do, I hope that you find us living up to these ideals and proving that we are, indeed, San Francisco s finest. 2 2 Page 2 From Academy classmates to School Resource Officers (SRO s), an SFPD partnership was formed between Officer Darwin Naval and Officer Francisco Morrow ten years ago. They knew this partnership would last, as they are both great listeners. Officer Naval would have to endure Officer Morrow s long tales of living in Wisconsin as a kid and chasing wildland fires as a firefighter in Southern California. Officer Naval, in turn, would regale Francisco with stories of patrolling the Stonestown Galleria with his mountie hat in his former life as mall security. Throughout the month of December, I personally witnessed Officers Morrow and Naval deeply engage their community of students, staff, and parents. Whether it was forging a new partnership with Visitacion Valley Middle School to enable police officers to help students with their reading skills to managing a safe campus and safe school dismissal after an unrelated shooting that occurred near a school, December was a busy month for them. Yet, their resolve forged through their relationships withstood the challenges. They, as well as Ofc. Marie-France Conciecao (a fellow SRO who was in Europe during December), have accomplished these noteworthy heights through their relentless determination to solve community problems and by forging deep interpersonal connections grounded in the principles of respect, empathy, and trust. They are seen as tremendous role models both within the school district and in the police community. In 2018, they will continue to build on these relationships while tackling emerging issues such as cyber bullying, social media use, and campus security.

3 3 Page 3 On 11/21/2017 at approximately 1418 hours, a 16-year-old named J. Calix was playing a pickup game of soccer at Crocker Amazon Playground with some friends. During play, the ball was kicked in the direction of a male, later identified as Eliezer Hechevarria, who was walking across the field. Calix went to pick up the soccer ball from the area of Hechevarria and suddenly, without warning or provocation, Hechevarria used a pair of surgical scissors to slash Calix in the upper arm twice. Hechevarria turned and fled across the field and onto Geneva Avenue. Mr. Roberto Pena observed the entire incident from approximately yards away. He confirmed that Calix was stabbed, called 911, and then followed the suspect both on foot and in a vehicle continually updating dispatch on the suspect s location. When the suspect began to walk through the children s playground area of Crocker Amazon, he feared for the safety of the dozens of children that were playing there and who were unaware of what this violent felon just did. Without regard for his own safety, he exited the vehicle that he was safely inside of, grabbed a tree branch to defend himself and others in case Hechevarria attacked again, and chased after the subject ensuring that he left the playground onto Moscow Street. When officers arrived, he immediately identified Hechevarria as the stabbing suspect. This quick identification allowed officers to search the immediate area where Hechevarria was apprehended and locate the weapon, which was a pair of surgical-type scissors.

4 4 Page 4 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. The following are some examples of Suspicious Activity that are In progress crimes, which demand an immediate call to 9-1-1: An individual peering into vehicles, to try, and locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or

5 5 Page 5 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Ingleside Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Ingleside Station has foot beat officers assigned to the Geneva and Cortland corridors. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Station personel also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Updates: Ingleside Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.

6 6 Page 6 Crime Definition Robbery Robbery is the taking of property from another by using force or by using fear. Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person. Battery - (Misdemeanor battery) is any willful and unlawful touching of another. (Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury. *Assault is when a person swings their arm and battery is when that arm makes contact with another person. Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury. Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony. Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950. Petty Theft Theft where the value of the property taken is less than $950.

7 7 Page 7 Incidents: Incident Date: Thursday, December 28 th, 2017 Arrests: 1:20am Bayshore & Sunnydale D.U.I. Ingleside Officers Cagney and Mroz were dispatched to a traffic collision involving a car that collided with a tree. When they arrived they found the vehicle, the tree, and the driver sitting on a curb crying uncontrollably. She appeared intoxicated with slurred speech and alcohol on her breath. She admitted to drinking a bottle of Hennessey whisky within the last two hours and consented to a blood alcohol test. Cagney and Mroz arrested her for DUI and drove her to Mission Station where the test was conducted. After the test she was booked at the county jail for DUI. Report number: Serious Incidents: 4:30am Unit Blk. Niagara Hot Prowl Burglary A woman was in her bathroom getting ready for work when she heard a loud bang coming from the front of her home. She told Ingleside Officers Phillips and Dang, she exited the bathroom and looked toward her front door and noticed it was open. She also noticed her backpack that was in her hallway near the front door was missing. Inside was her wallet containing cash, credit and debit cards, medical information cards, and her California Identification Card. The officers determined the burglar or burglars entered and exited the home through the front door. Report number: :00am 500 Blk. Lisbon Hot Prowl Burglary Ingleside Officers Watts and Park were dispatched to a report of a burglary. When they arrived they found one of the tenants outside who told them someone broke into the home through the front door while he was in the back yard putting out the trash. Watts and Park discovered the suspects had entered the home by breaking through the front door. Inside, the tenant discovered the thieves had stolen three high powered rifles, close to $8000 in cash and other items. Report number:

8 8 Page 8 Incidents: Incident Date: Friday, December 29 th, 2017 Arrests: 5:44pm Schwerin & Towerside D.U.I A collision between two vehicles prompted dispatch to send Ingleside Officer Anton to investigate. When he arrived on scene he found one car collided with another car traveling in the opposite direction. The driver of the car that was hit told Officer Anton that the other driver suddenly crossed over and hit him head on. Officer Anton attempted to talk to the other driver but was unable because the driver was too intoxicated to talk. He had bloodshot eyes, slurred speech, and alcohol on his breath. A judge issued a warrant for a blood draw, which was performed at San Francisco General Hospital where the suspect was taken for treatment. After the blood draw the suspect was charged with DUI and remained at the hospital for treatment. Report number: Serious Incidents: 8:51am Mansell & Girard Evading Police Ingleside Officers Clayton and Salazar were on routine patrol when they spotted a Nissan with tinted windows and paper plates exiting the freeway at San Bruno Avenue. The Nissan matched the description of a vehicle involved in numerous home burglaries and home invasions. The officers turned on their red light and siren in an attempt to stop the suspected vehicle. But instead of stopping, the vehicle accelerated at a high rate of speed driving through stop signs and on the wrong side of the road. During the pursuit, Clayton and Salazar, observed several items being tossed from one of the windows. The chase ensued until the officers lost the Nissan on Silver Avenue. The officers retraced the pursuit and recovered a sweatshirt, t-shirt, gloves, baseball hat, ski mask, beanie, a power drill, and a paint scraper. Report number: :00pm 100 Blk. Concord Hot Prowl Burglary A woman exited her bathroom and came face to face with a suspect holding a crow bar. Fortunately, the suspect turned and ran out of the home. She called police and Ingleside Officers Archilla and Lustenberger arrived and found the front door and two inside doors damaged by the suspect. Two bedrooms had been ransacked with drawers pulled open and items strewn on the floor. The resident told the officers that the thief escaped with a large amount of cash that was hidden in some clothing. Report number: :00pm 30 th & Mission Robbery A Safeway shopper placed her groceries and her two year old daughter in her car in the parking lot then turned around to see a man holding a knife and his woman companion standing beside him. The male suspect grabbed a necklace from the victim tearing it off her neck. Next, the man took her cell phone and punched her in the head. All the while this was going on the two year old was crying inside the victim s car. The suspects then left and the victim drove to Ingleside Station where she told Officers Garza and Wong about the robbery and assault. The officers called for medical assistance and the victim was transported to Kaiser Hospital in South San Francisco for treatment. Report number: :08pm Unit Blk. Niagara Robbery Ingleside Officers Stoffel and Parker were dispatched to the unit block of Niagara to investigate a robbery. When they arrived they found the victim who told the officers that he was walking home on Niagara from Mission when a man suddenly appeared between parked cars holding a handgun. The suspect asked the victim for his wallet. When the victim didn t say anything, the suspect racked a bullet into the gun s chamber and inched closer to the witness asking again for his wallet. This time, the victim complied and surrendered his wallet and cell phone. The suspect then fled on foot on Niagara towards Mission. Report number:

9 9 Page 9 Incidents: Incident Date: Saturday, December 30 th, 2017 Arrests: 12:20pm Unit Blk. Restani Way Resisting A call of a man hitting his girlfriend on the unit block of Niagara prompted dispatch to send Ingleside Officers Dungca and Calupad. While in route to the location, the officers spotted the suspect running across Alemany onto Restani Way. The officers followed the suspect eventually catching up to him on the unit block of Restani. The officers asked the suspect to stop, but he didn t and instead started running back toward Alemany with Officer Calupad pursuing him on foot. When he reached Alemany, he turned back and started running back down Restani where he finally fell to the ground. He was placed in custody. A computer check revealed he had one felony and one misdemeanor warrant for his arrest. He was transported to the County Jail and booked for the warrants. His girlfriend told the officers that they were having a verbal argument that never turned physical. Report number: :35pm 1500 Blk. Sunnydale Battery of a Police Officer A dispute between a man and woman turned violent with the suspect attacking one of the officers during his arrest. Ingleside Officers Mroz and Cagney were dispatched to an address regarding a domestic dispute and when they arrived they found a woman outside telling the officers to remove the suspect from the home. Officer Mroz entered the threshold of the home just as the suspect was exiting. Mroz asked the suspect to stop, but instead of stopping struck Officer Mroz with his forearm. Officer Cagney then joined the struggle while asking for assistance. The struggle continued for some time until both officers were able to subdue the suspect and place him under arrest. Report:

10 10 Page 10 Incidents: Incident Date: Sunday, December 31 st, 2017 Arrests: 7:00pm 100 Blk Rae Theft A woman traveled to Ingleside Station to report a car burglary. The victim told Ingleside Officer Zandandel that she entered her car parked in front of her home and found a gym bag missing. Inside the bag were items of clothing, gym equipment, battery pack, glasses, credit card, and work ID. Officer Zandandel entered the information into the department s crime data base and the next day, as luck would have it, Officer Zandandel spotted the gym bag with a suspect on Mission Street. He was arrested and the victim s gym bag was returned to her. Report number: :00pm Unit Blk. Peralta Dog Bite A delivery driver arrived at a home and knocked on the front door. The home s resident opened the door and her dog ran out and bit the one of the driver s legs. Ingleside Officer Zhao and Fogarty arrived and talked to the dog owner. She admitted her dog bit the victim and after the attack, placed the dog inside a locked room. She said she would quarantine the pet inside the home. Officer Fogarty filled out a SFPD Animal Bite Report which was attached to the incident report. The dog owner provided a copy of the animal s vaccination record showing all necessary inoculations current including the rabies vaccine. She was cited at the scene. The victim refused medical attention at the scene. Report number:

11 11 Page 11 Incidents: Arrests: Incident Date: Monday, January 1 st, :08am 3300 Blk. Cesar Chavez Aggravated Assault Ingleside Officers George and Mroz were flagged down by citizens who said they were holding a prisoner. The officers noticed a small group of men and woman surrounding a man lying on the sidewalk bleeding from his nose. The witnesses said the suspect and a woman had broken into a truck belonging to one of the witnesses. When the owner asked them to get out of his truck a fight broke out and the owner of the truck was bitten on his hand. George and Mroz summoned medical help and attempted to place the suspect in custody. But the suspect resisted and ran away before being apprehended again after a brief,but violent struggle. The suspect was taken to Ingleside Station and booked for aggravated assault, burglary, and resisting arrest. Report number: :43pm 5400 Blk. Mission Prohibited Weapon A suspicious man, carrying a gym bag, caught the attention of Ingleside Officers Chan, Zandandel and Peralta. The suspect had been spotted before by the officers interacting with known drug users. The officers stopped and questioned the suspect who provided his real name. A check of the suspect s background revealed he was on probation out of San Mateo County with a search condition. Inside the bag was an employee badge with a woman s name. Officer Chan searched a crime data base and discovered the gym bag and the badge was stolen a short time before from an address on Rae Street. A pair of brass knuckles was also found in one of the suspect s pockets. He was taken to Ingleside Station and booked for illegal possession of a weapon, possession of stolen property, and other crimes. Report number: :05pm 300 Blk. Vienna D.U.I Dispatch radioed Ingleside Officers Nasser and Tayliong about a 60 year old man stumbling and trying to enter his car in the 800 Blk. Vienna. The officers drove toward that address but before arriving, found the suspect driving erratically in the 800 block of Moscow. They stopped the driver and immediately smelled alcohol on his breath. He denied drinking alcohol that evening. He was given a roadside sobriety test and failed miserably, unable to walk even a single step. He couldn t touch his nose with his eyes closed. Inside his car were several empty cans of alcohol. He agreed to a breath test, which revealed a blood alcohol level 4 times the legal limit. The suspect was arrested for DUI and transported to the County Jail. Report number: Serious Incidents: 1:45pm Geneva & Naples Aggravated Assault A man walked into Ingleside Station and told Police Services Aid Bautista about an assault. He said a short time before, he and his mother were driving eastbound on Geneva when two women, in an adjacent car, started making faces at them. As they proceeded up the road, the passenger in the other car rolled down her window and threw a bottle of unknown liquid at their car. Then, the suspects pulled behind the victim s car and rammed the left rear fender with the suspect s right front fender before driving away. Report number:
