The actions of any police officer in an instant can impact an individual for life, and even a community for generations. Given this realization, every police officer must be centered on what s important. Service, justice, fundamental fairness these are the foundational principles in which every police action must be grounded. Dr. Stephen R. Covey What Dr. Covey reminds us with these words that are as true today as they were 20 years ago is that every interaction we have with members of the public must be grounded in high moral principles, beliefs, and ideals which serve a cause greater than self. I am proud to have taught the last 53 SFPD recruit classes, countless in-service trainings, and many Blue Courage courses to thousands of police officers around the country. In every opportunity I get, I share this quote and its challenge for us at Ingleside Station to be great because the stakes are that high. You count on us working hard every day to be more ready than we were yesterday to embody these ideals in service of keeping you, your families, and your property safe. In 2018, may you never need to call a police officer. If you do, I hope that you find us living up to these ideals and proving that we are, indeed, San Francisco s finest. 2 2 Page 2 From Academy classmates to School Resource Officers (SRO s), an SFPD partnership was formed between Officer Darwin Naval and Officer Francisco Morrow ten years ago. They knew this partnership would last, as they are both great listeners. Officer Naval would have to endure Officer Morrow s long tales of living in Wisconsin as a kid and chasing wildland fires as a firefighter in Southern California. Officer Naval, in turn, would regale Francisco with stories of patrolling the Stonestown Galleria with his mountie hat in his former life as mall security. Throughout the month of December, I personally witnessed Officers Morrow and Naval deeply engage their community of students, staff, and parents. Whether it was forging a new partnership with Visitacion Valley Middle School to enable police officers to help students with their reading skills to managing a safe campus and safe school dismissal after an unrelated shooting that occurred near a school, December was a busy month for them. Yet, their resolve forged through their relationships withstood the challenges. They, as well as Ofc. Marie-France Conciecao (a fellow SRO who was in Europe during December), have accomplished these noteworthy heights through their relentless determination to solve community problems and by forging deep interpersonal connections grounded in the principles of respect, empathy, and trust. They are seen as tremendous role models both within the school district and in the police community. In 2018, they will continue to build on these relationships while tackling emerging issues such as cyber bullying, social media use, and campus security.

3 3 Page 3 On 11/21/2017 at approximately 1418 hours, a 16-year-old named J. Calix was playing a pickup game of soccer at Crocker Amazon Playground with some friends. During play, the ball was kicked in the direction of a male, later identified as Eliezer Hechevarria, who was walking across the field. Calix went to pick up the soccer ball from the area of Hechevarria and suddenly, without warning or provocation, Hechevarria used a pair of surgical scissors to slash Calix in the upper arm twice. Hechevarria turned and fled across the field and onto Geneva Avenue. Mr. Roberto Pena observed the entire incident from approximately yards away. He confirmed that Calix was stabbed, called 911, and then followed the suspect both on foot and in a vehicle continually updating dispatch on the suspect s location. When the suspect began to walk through the children s playground area of Crocker Amazon, he feared for the safety of the dozens of children that were playing there and who were unaware of what this violent felon just did. Without regard for his own safety, he exited the vehicle that he was safely inside of, grabbed a tree branch to defend himself and others in case Hechevarria attacked again, and chased after the subject ensuring that he left the playground onto Moscow Street. When officers arrived, he immediately identified Hechevarria as the stabbing suspect. This quick identification allowed officers to search the immediate area where Hechevarria was apprehended and locate the weapon, which was a pair of surgical-type scissors.

4 4 Page 4 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Ingleside Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Ingleside Station has foot beat officers assigned to the Geneva and Cortland corridors. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Station personnel also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Updates: Ingleside Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.

5 5 Page 5 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. The following are some examples of Suspicious Activity that are In progress crimes, which demand an immediate call to 9-1-1: An individual peering into vehicles, to try, and locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or

6 6 Page 6 Crime Definition Robbery Robbery is the taking of property from another by using force or by using fear. Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person. Battery - (Misdemeanor battery) is any willful and unlawful touching of another. (Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury. *Assault is when a person swings their arm and battery is when that arm makes contact with another person. Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury. Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony. Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950. Petty Theft Theft where the value of the property taken is less than $950.

7 7 Page 7 Incidents: Arrests: Incident Date: Monday, January 29 th, :54am San Jose & Richland D.U.I Ingleside Officers Burke and Anderson were dispatched to a traffic collision involving a vehicle colliding with a parked car. When they arrived they found the driver of the vehicle unable to walk steadily. His breath smelled, his eyes were bloodshot and watery, his speech slurred. Because of his injuries he was transported to San Francisco General Hospital. At the hospital a phlebotomist drew a blood sample for testing. He was cited at the hospital for the DUI and left in the care of physicians, who said he would be under treatment for some time. Report number: :41pm 200 Blk. Oneida Stolen Vehicle Sometimes an officer s memory is his best tool. On this evening it was so for Ingleside Officers Jensen, Seavey, and Barajas. They were on patrol when they spotted a frequent flyer, a man who they had arrested many times before for vehicle theft, possession of stolen vehicles, narcotics violations, and activities in and around gambling establishments. He was on active probation with a search condition. The suspect was standing at the corner of San Jose and Ocean. The officers parked their patrol car and Officer Seavey exited the vehicle and followed the suspect as he walked east on Ocean Avenue. He walked for a short distance down Ocean before turning east on Oneida Avenue. While walking east the officers observed the flashing lights of a vehicle being unlocked. The suspect entered the vehicle and closed the door and laid down in the back seat. The officers walked up to the vehicle and asked the suspect to step out. He complied without complaint. The Toyota Sequoia he was lounging in was reported stolen in San Francisco. He was placed in custody and charged, yet again, with possession of a stolen vehicle, possession of burglary tools, and possession of methamphetamine. Report number: Serious Incidents: 3:24pm 800 Blk. Rockdale Hot Prowl Burglary A woman called police to report a burglary that occurred some weeks before. She told Ingleside Officers Ocreto and Peregrino that she believed the suspect had returned and was now in her backyard. The officers found no evidence of the suspect. The victim said several weeks ago she found a tent in her backyard made from a painters tarp. She said she walked up to the tent and asked Is anyone in there? A man, occupying the tent said, Yes, exited the tent, apologized, and then jumped over the backyard fence to escape. The victim said she found her futon, comforter, towels, cookies, bottle of wine, pears, English toffee, and a pillow inside the tent. She told the officers that she believed the burglar entered her home through an unlocked garage door. Report number: :15pm 4600 Blk. Mission Aggravated Assault A woman waiting for the bus was suddenly struck in the neck by a piece of Plexiglass. The victim told Ingleside Officers Clayton and Ocreto that she yelled, Why did you throw that at me? at the suspect as he walked away and, a few minutes later, entered a waiting vehicle which sped away. Medics arrived to treat the victim for a minor wound to her neck. Report number:

8 8 Page 8 Incidents: Incident Date: Sunday, January 28 th, 2018 Arrests: There are no arrests to report. Serious Incidents: 3:35pm 200 Blk. Banks Accidental Discharge of Firearm A woman joined her husband clearing the backyard when she suddenly heard a loud Bang. She turned around and found her husband holding his bleeding hand. He told her that he found a handgun on the top shelf of their barbecue pit and tried to clear the gun of rounds when it went off injuring his hand. She drove him to San Francisco General where his wound was treated. Ingleside Officers Hornstein and Thomas went to the home and recovered the handgun. Report number: :42pm Sunnydale & Hahn Kidnapping and Carjacking A Muni driver was forced to make a route change by an agitated passenger. He told Ingleside Officers Govindbhai and Cortez-Cendejas that a young male passenger boarded the inbound bus at Sunnydale and Schwerin Streets and appeared very agitated. He started pacing back and forth before walking up the driver, pointing to his pocket where he said he had a gun, and demanded to be taken to 23 rd Street and Santos, an intersection that doesn t exist. The driver, fearing for his life, drove down Sunnydale Street and when they reached the area near the Gleneagles Golf Course, the passenger demanded to be let off. The driver complied with his demand then hit his alarm which prompted police officers to respond to his location. They searched the area for the suspect without success. Report number:

9 9 Page 9 Incidents: Incident Date: Saturday, January 27 th, 2018 Arrests: There are no arrests to report. Serious Incidents: 11:25pm 1600 Blk. Valencia Robbery Two men in the Burger King parking lot were robbed of their wallets. The victims told Ingleside Officers Hardy, Piper, and Lau that an unknown man walked up to them, took out a handgun, and demanded their property. The first victim surrendered his wallet containing $1100 along with a gold chain from his neck. The suspect then hit the victim in the head with the gun causing him to fall to the ground. Next, the suspect turned to the other victim with the same script, but without the assault. The man relinquished his wallet containing $700 in cash and several credit cards. The suspect then escaped in an unknown direction. Report number:

10 10 Page 10 Incidents: Incident Date: Friday, January 26 th, 2018 Arrests: 3:14pm 100 Blk. Laura Attempted Arson An alert citizen noticed a homeless man bundling up newspapers and lighting a fire in front of a garage door at neighbor s home. The citizen s wife called police while the witness flagged down off duty Ingleside Officer Najarro who quickly detained the suspect and confiscated his lighter. Ingleside Officers Hornstein and Thomas arrived soon thereafter and arrested the suspect for attempted Arson. Report number: Serious Incidents: 9:49am 200 Blk. Foote Extortion A date on OK Cupid turned into OK Stupid for a man looking for something other than love. The victim walked into Ingleside Station and told Officers Suguitan and Park that he engaged in a chat conversation with an unknown woman who asked for nude photos. The man sent the photos and the woman replied that if he didn t send her $400 dollars that she would publish the photos on the internet. To emphasize she wasn t bluffing, the unknown woman posted the pictures on Google Hangout and the victim s Facebook page. The victim sent the money and has not had any other contact with the woman. Report number: :20pm 300 Blk. Moscow Hot Prowl Burglary A woman home alone heard the doorbell ring. She ignored the ring, but soon thereafter, she heard noises coming from her parent s room. The victim went to her parent s bedroom and saw an unknown man attempting to open the sliding door to the backyard. Quickly, the woman ran outside just as her father drove up. They drove around the corner and saw a man exiting the second floor bedroom of their home, jump into a waiting SUV, and sped away south on Moscow Street with the victims in pursuit in their own car. They finally gave up the chase after a few blocks and returned home and wait for police. Ingleside Officers Watts and Rosales-Renteria arrived soon thereafter and searched the home. Inside they found a broken bedroom glass door and empty jewelry boxes on the floor. The loss was several items of jewelry. Report number: :20pm Blythedale & Santos Robbery A man showing his family the sites of San Francisco found one aspect of city life he didn t expect. He told Ingleside Officers Lau and Sgt. Hoang that he stopped his car at a stop sign at Blythedale and Santos when a man walked in front of his vehicle. Before crossing the street the suspect walked up to the car, pointed a black handgun at the victim, and demanded his wallet and tablet. The victim surrendered his wallet containing $400 as well as the tablet and the suspect, before leaving, punched the victim in the head several times. Report number:

12 12 Page 12 Incidents: Incident Date: Wednesday, January 24 th, 2018 Arrests: 4:07pm 3300 Blk. Mission Theft A customer entered a small market and couldn t resist the temptation to pick up a snack and some smokes. The store clerk told Ingleside Officers Naser and Tayliong that the barefoot customer grabbed a bag of chips and three cigarillos then left the store without paying. The suspect then sat down on a bench outside the store to enjoy his late afternoon snack and have a smoke. But Naser and Tayliong interrupted his repast and cited him for the theft while calling for an ambulance so he could be transported to the hospital for a treatment of a lacerated foot. Report number: :20pm 1400 Blk. Sunnydale Auto Burglary The Police Department issued citywide bulletins to all officers to be on the lookout for an older Ford Crown Victoria wanted for a car burglary in the Richmond District and for evading Tenderloin officers who spotted the Ford speeding away from Turk and Jones Streets. Ingleside Officers Archilla and Casey were on routine patrol when they spotted the Crown Vic double parked on the 1400 Block of Sunnydale Avenue. Archilla and Casey, joined by Ingleside Officers Barajas, Seavey, and Jensen followed the suspects as it meandered through Visitacion Valley and eventually into the Bayview District where it was stopped at Fitzgerald and Jennings. Three occupants were removed from the vehicle and one of the two passengers was positively identified as the suspect in the Richmond District auto burglary that occurred earlier. He was taken to Ingleside Station and booked for the crime. Report number: :00pm Theresa & Mission D.U.I Ingleside Officer Piper and Sgt. Ly were driving north on Mission, approaching Silver Avenue, when they noticed the driver of a Chevy Blazer on Silver blow through the light and turn North from Silver onto Mission Street. The officers followed the Blazer as the driver drifted from one lane to another, narrowly colliding with a stopped Muni bus and several parked cars. Piper and Sgt. Ly turned on their vehicle s emergency lights and siren and stopped the Blazer s driver at Mission and Theresa. The officers quickly noticed the driver had bloodshot eyes and slurred speech and smelled of alcohol. He was given a roadside sobriety test and failed miserably. A breath alcohol test revealed a blood alcohol level over twice the legal limit. The suspect was transported to the County Jail and booked on the DUI. Report number:

13 13 Page 13 Incidents: Incident Date: Wednesday, January 24 th, 2018 Serious Incidents: 11:46am Mission & Persia Theft A woman standing in the aisle while riding on a #14 Muni bus was listening to music on her IPhone. The victim told Ingleside Officers Chan and Endo that the suspect grabbed her IPhone and earphones and ran off the bus at Persia and Mission. The victim chased the suspect, but gave up after a short chase. Report number: :20pm 500 Blk. Naples Assault Ingleside Officers Camarra and Grabbe were dispatched to a report of an assault possibly involving a machete. The victim told the officers that he had exited his friend s car when a man exited a parked black Chevy Suburban and started yelling obscenities at him. The victim talked back and kept walking away. However, the suspect did more than talking by taking out a large machete and hitting the victim on the shoulder. The suspect then ran back to the Suburban which sped away. The victim credited his puffy jacket for saving him from serious injury. Report number: :00pm Mission & Richland Theft A woman walked into Ingleside Station and told Officer Thompson that a Muni passenger stole her valuables. She said she boarded a bus at Mission and 24 th Street and stood near the back door on the crowded bus holding her purse in front of her. When the bus stopped at Silver she looked in her purse and noticed her wallet missing containing debit cards, cash, social security card, and driver s license. Report number:

14 14 Page 14 Incidents: Incident Date: Tuesday, January 23 rd, 2018 Arrests: 3:27am 1100 Blk. Bosworth Firearm Ingleside Officer Demkowski was on routine patrol when she spotted a Chevy Astro Van with plates showing that the registration had expired five years ago. Inside in the van were two men and two women. Demkowski activated her emergency lights and siren and pulled over the vehicle while calling for assistance. Soon thereafter, Ingleside Officers Parker, Stoffel, Cagney, and Mroz arrived to lend assistance. The two men in the van had an extensive criminal history. One had been arrested for robbery, possession of a loaded firearm, attempted murder, and assault with a firearm. The other for robbery, auto burglary, assault with a deadly weapon, conspiracy, and assault with a firearm. Both were on parole. Inside the van, officers discovered a loaded firearm hidden behind one of the seats. Both were booked for violation of parole and the illegal possession of a firearm. One woman was cited for a vehicle code violation and released and the second woman was released without any charges. Report number: Serious Incidents: 5:11pm Leese & Richland Homicide The sound of gunshots startled Ingleside Officers Bailey and Mullins who were stopped at a red light on Richland and Mission. The officers proceeded eastbound on Richland crossing Mission and radioed for assistance, which brought close to a dozen additional Ingleside officers to the scene. Near the intersection of Richland and Leese the officers found two victims, a man and a woman, bleeding from gunshots wounds. The male victim died at the scene and the woman was transported to San Francisco General Hospital for life threatening injuries. The SFPD s Homicide Unit, as well as other specialty bureaus, has taken over the investigation. Report number:
