3 25 th Annual Training Seminar, Page 3 Invitation On behalf of the IAATI Australasian Branch committee and our 2018 Seminar Partners Suncorp Insurance, the National Motor Vehicle Theft Reduction Council, Adjuster Corp, Legiti Partners and Vendor Management Australia I extend to you a warm invitation to attend our 25th Annual Training Seminar in Brisbane, Queensland. It has been five years since our Seminar has been in Queensland and eight years since being in Brisbane. This year the Branch has organised a comprehensive program around the theme of Heavy Vehicle, Plant & Equipment theft. To compliment our theme there will be an optional field trip on the Wednesday where we will visit the Caterpillar Distribution Centre at Yatala and the Hastings Deering CAT facilities at Acacia Ridge. At these two sites we will see how Caterpillar identify their parts, what and where to look for identifiers on both parts and whole machines. But first up we will enjoy two full days of classroom presentations at the Brisbane Pullman. This year we have three highly regarded international speakers as well as a number of local experts that will present on new and interesting topics. Our International keynote speakers include: JD Hough, Arizona Law Enforcement Liaison, LoJack Corporation (USA) and International President of IAATI Mike Briggs - Managing Director, VSST Ltd (UK) Nick Mayell - Police Liaison and Training Officer, Datatag Ltd. (UK) A. G. Speake - Auto theft investigator, as well as a Certified ive Vehicle Forensics Instructor, Berla Corporation (USA) Each of these speakers are high regarded not only within their own countries but internationally. See their biographies on the following pages. Both Mike and Nick will each present two classes and of special interest will be a presentation by Mike Briggs discussing his work with the Home Office and Scotland Yard to tackle the growing issue of vehicle related terrorism. AG Speake will present a two hour workshop on Accessing and analysing infotainment and telematics data to auto theft investigations. This year there will again be five awards and we will also be announcing the winner of our 2018 Travel Scholarship. The winner of the travel scholarship will receive up to $3,000 reimbursement to attend the 2018 UK Branch IAATI seminar. Finally, the seminar will provide the opportunity to renew interstate and international friendships and develop networks with professionals that you can continue to use throughout your career. 4 17 25 th Annual Training Seminar, Page 24 About IAATI The International Association of Auto Theft Investigators (I.A.A.T.I.) is a non-profit organisation established in America in Membership is made up of representatives from police services (investigators, analysts, and forensic staff), insurers, private investigators, vehicle registration authorities, vehicle manufacturers and others with a legitimate interest in vehicle theft investigation, prevention and education. It has approximately 3,600 members in 71 countries. The Australasian Branch of IAATI was established in 1993 when a group of far sighted and dedicated vehicle theft investigators met in Canberra to commit their time on a voluntary basis to establish a forum for like-minded individuals. Their aim was to increase each other s skills and knowledge by sharing information and establishing a network of colleagues that could assist when needed. During the last 25 years we have seen the: rise and fall of specialist motor vehicle investigative units within Police Services; increased focus by registration authorities and the establishment and further refinement of written off vehicle registers and inspection programs; establishment of state based and more recently a national vehicle encumbrance registers; establishment of the National Motor Vehicle Theft Reduction Council; introduction and refinement of engine immobilisers; introduction of microdots and self-voiding labels to assist in component identification, changes by manufacturers in the method of application and location of primary and secondary identifiers; use of automated number plate reading technology; use of keyless entry systems; increased use of internet and mobile communication systems by both offenders and investigators; rise of new ethnic based offender groups; increased export of stolen vehicles and parts; rise and fall of scrap metal prices and the corresponding targeting of older vehicles; increased focus of offenders on light commercial and 4WD vehicles; increased use of technology and identity fraud; and increased sophistication in fraudulent theft, accident and injury claims. Over this time a professional car thief s toolkit has evolved from a basic screwdriver to a handheld electronic diagnosis tool to interrogate the vehicle s entire computer and security systems and the use of computers to create false identities or to provide an avenue for selling of the vehicle. As a result investigators also have needed to update their tools, skills and knowledge, and this is where IAATI has played an important role. Throughout the last 25 years IAATI s Australasian Branch has been the peak body providing relevant and high quality training throughout Australian and New Zealand. Our branch seminars have helped train and educate thousands of investigators and motor crime specialists and this year s 25 th Annual Training Seminar will be no exception. 5 17 25 th Annual Training Seminar, Page 24 Our International Speakers James (JD) Hough - Arizona Law Enforcement Liaison, LoJack Corporation (USA) and International President of IAATI A 34 year veteran of Arizona Department of Public Safety Sergeant JD Hough has joined the LoJack's Law Enforcement Liaison team in As such JD is responsible for professional training, providing equipment to additional police vehicles, and serving as an advisor to law enforcement agencies throughout Arizona that use the LoJack Stolen Vehicle Recovery System to combat auto theft. JD began his law enforcement career as a highway patrol officer in Flagstaff, Arizona in In 2002, he was assigned to the Arizona Vehicle Theft Task Force as squad supervisor. He served in this capacity for the following decade, overseeing a wide variety of investigations including multi-agency and multi-state criminal cases. In 2012, he joined the Arizona Auto Theft Authority staff as a lieutenant, furthering his vehicle theft experience and activities state-wide. Additionally, Hough has been an active member of the International Association of Auto Theft Investigators (IAATI) and the Arizona Auto Theft Investigators Association (AATIA). He has held several leadership positions in both organizations including President of AATIA and the Western Regional Chapter of IAATI and in August 2017 was appointed as International President of IAATI. Mike Briggs - Managing Director, VSST Ltd (UK) Mike has worked in the automotive industry for past 35 years, 21 of those at the UK insurer s research centre Thatcham. Joining as a Vehicle Security Engineer in 1995 and then becoming the Vehicle Crime Research Manager, Mike was responsible for a team of 8 Vehicle Security Engineers that carried out New Vehicle Security Assessments (NVSA s) on hundreds of vehicles (cars, motorcycles, vans, trucks and plant), with the results made available to the public via as well as going forward as information to the insurer s group rating panel. Mike also lead the team opening new paths to predominantly work with Vehicle Manufacturers, police forces, Governments and other vehicle security organisations on a global basis, with the overall remit of finding solution to reduce vehicle crime. Mike was responsible for security updates that drove down car crime in the UK from over 600,000 cars to just over 75,000 cars stolen and the creation of criteria to combat crime against other vehicle types. More recently the theft of construction plant and agricultural vehicle has not gone untouched, and Mike is assisting with the development of standards for these vehicles. He influenced many countries around the world, with one engineer permanently based in South East Asia, support for Sweden through TFF Motor Insurance in maintaining a reduced theft risk for Swedish market and worked in a range of other countries including Canada, Europe, Russia, America, Korea and Japan. In July 2016 Mike has took on the new challenge and started his own company VSST Ltd to maintain standards and find solutions against theft threats with key stakeholders such as police, Government, the Aftermarket tracking and security systems suppliers forming the Tracking and Aftermarket Security System Association (TASSA), insurers, vehicle manufacturers, and others in the continuing battle against crime across the globe.

6 17 25 th Annual Training Seminar, Page 24 Our International Speakers Nick Mayell - Police Liaison and Training Officer, Datatag Ltd. (UK) assets. Nick is a well-known name in equipment security and police circles. He left school at the age of 16 and secured a position as an apprentice heavy vehicle mechanic with a local plant and truck company. He later went on to manage a hire company which is when he became brutally aware of the financial repercussions of heavy equipment theft. As more and more of his equipment became subjected to theft, he took it upon himself to trace and recover his own machines. Such was his success, insurance and finance companies continued to use his investigative skills to help locate their own In 1994 Nick was employed by a specialist heavy equipment investigation company in the UK and worked on many high profile cases, including one case which led to the recovery of 86 stolen machines. In 2011 he left to set up Plant Theft Consultancy. Nick s services are currently secured by the UK s leading asset marking and registration company, Datatag ID Ltd, who are the administrators the CESAR scheme. In his role with Datatag Nick works directly with the police, crime prevention organisations and the insurance and asset finance industries to raise the level of awareness and increase the level of detection of vehicle enabled crime. Nick present special training courses to disseminate proven vehicle identification techniques for traffic police, as well as advanced courses for specialist vehicle examiners and training to insurance underwriters and claims officers, asset finance underwriters and fraud investigators. Nick is a qualified trainer who regularly runs courses through the UK and Europe including for Interpol s Formatrain project and IAATI. His heavy equipment course is internationally recognised and accredited at level 3. He also runs a level 3 accredited courses in forensic vehicle VIN recovery, using both chemical and thermal techniques. A.G. Speake - Certified ive Vehicle Forensics Instructor, Berla Corporation (USA) A.G Speake is an active auto theft investigator, as well as a Certified ive Vehicle Forensics Instructor. His field experience has proven to be an invaluable asset, applying the latest vehicle forensic technology and data analysis tools to today's vehicle crimes. His goal is to create awareness of the investigative applications for the data stored in infotainment and telematics systems. His two hour workshop is titled 'Accessing and analysing infotainment and telematics data to auto theft investigations'. With over 1.5 billion vehicles on the road, the need to acquire and analyse user data from vehicle systems had becomes a critical part of investigations. A vehicle s infotainment and telematics systems are capable of capturing and storing thousands of pieces of data about its occupants, location and events while in operation. Whatever the investigative case at hand, the data now stored in vehicles is crucial to gaining additional information that may not be available by other means. This data within the vehicle tells a story. The story may include the number of people in the car, phone calls made by the connected device(s) or even the vehicle s built-in phone device, internet activity of occupants before and leading up to an event, driving speeds and styles, whether or not the lights were turned on, and in some instances, interval odometer readings. Being able to identify contacts that are not yet known to the investigator, locations and routes travelled prior to and during an event of interest, and phone calls made on attached mobile devices, can all provide critical information to take an investigation to the next desired level. With days, weeks and months of data, a vehicle can hold the keys to a quick and successful resolution of an investigation.
