5 General Information Session Attendance All registered Civitan members and guests are encouraged to attend all convention general sessions: Opening, First Business, Philanthropy Program, Elections, Membership Extravaganza, etc. Name badges are required for all sessions, including workshops. Tickets are required for the Awards Brunch (Thursday) and the Installation Banquet (Saturday). Voting If you have been pre-certified as a voting delegate for the convention, your name badge should have the symbol pictured on the right. It allows you to cast a vote for international board of directors and participate in the Elections Business Session on Saturday morning. If you are not a certified voting delegate, your badge will not include the symbol. However, if you intend to be a voting delegate, you may be certified on Friday, July 8, 7:30 am to 3:30 pm, in Rhythms II on the second floor. Contributions Each year delegates bring their club s annual contribution to the convention. Your convention registration packet includes a contribution envelope. Additional envelopes are available at the Convention Desk. Club contributions will be accepted at the close of the Philanthropy Session on Friday, or anytime at the registration desk. President s Council Social In appreciation of our convention venue, this year s President s Council social will be held at Gallier Hall, New Orleans historic former city hall following a second line parade in true New Orleans style led by the world famous brass band, the Storyville Stompers. President s Council and Legacy Society members are encouraged to meet in the hotel lobby at 5:45 pm to receive beads and white handkerchiefs and queue up for the parade. Members will be led up St. Charles Avenue by police escort like Mardi Gras royalty to Gallier Hall. The reception will be a casual attire event featuring traditional New Orleans music, food and drink. Every effort will be made to convey to the members how much their participation in the program is appreciated and how their participation has helped ensure the long-term financial viability of the charitable work of Civitan International. The Civitan Collection Looking for Civitan logo or thematic items? There are many new items including the new Civitan Challenge Coin, as well as discounts on several supply house favorites. District conventions and club installations are coming up. Place your order as soon as possible to ensure timely delivery, noting engraving requires extra time. Orders placed in New Orleans will be shipped as soon as possible following the convention. Orders may be billed to your club or district or charged to your credit card (Discover/Novus, Mastercard, Visa, or American Express). You may also place your order when you return home by visiting The Convention Supply House will conduct a drawing for three $100 Supply House gift certificates. An entry form is included in your registration packet. Visit the Civitan Supply House and submit your entry for the drawing. The winners will be announced during the closing banquet. You do not need to be present to win. You are also invited to stop by and pick up your club s special convention souvenir patch or purchase the commemorative convention charm for $8. (United States funds only) Convention Pictures on DVD Event photographs will be taken throughout this year s convention by Civitan staff and volunteers. Civitans can order a Convention Photo DVD with photos from every day of the convention, including district photos on Saturday evening. Orders placed during convention are only $19.99 after July 11, orders will cost $ An order form is located in your registration packet, and can be dropped off at the registration area or mailed to Civitan International. For more information, contact Luke Anthony, PR and Communications Manager, at pr@civitan.org. District Group Photos District group pictures will be taken Saturday evening, July 9. Each district has been assigned a time for group photographs as published in the schedule on page 29. Please arrive a few minutes prior to your assigned time and look for your district sign to ensure that the session progresses in a timely manner. Tours Four optional tours have been offered during the convention schedule. Two of these are included in the Spouse and Guest registration fee. On Thursday a Rediscover New Orleans City Tour will depart at 1:30 pm as well as the New Orleans School of Cooking Excursion. On Friday, the Plantation Country Excursion will depart at 10:30 am as well as the French Quarter Walking Tour. Space may still be available if you are interested. Please inquire at the Tours Desk in the registration area on the fifth floor. For additional recommendation of activities and tours, the staff at the desk will be happy to assist you. Host Hospitality Magnolia host Civitans await your visit to the Hospitality area in the Waterbury Ballroom on the second floor. Door prizes and raffles will be drawn daily. Magnolia Civitans look forward to welcoming you stop by early and often. Host District Event On Thursday evening, July 7, the Magnolia District is hosting Rolling on the River a two-hour cruise along the Mississippi River on the Natchez Steamboat. For those that pre-registered, you may pick up your tickets in Host Hospitality. If you did not pre-register for this event, tickets may still be available in Host Hospitality. Bus transfers to the river boat dock is sponsored by the Jefferson Parish Sheriff s office. Your departure time is noted on the outside of you ticket envelope. Departures from the Canal Street entrance of the Sheraton are scheduled for 4:30, 4:50, 5:10 and 5:30. Busses will return you to the Sheraton following the cruise. Airport Transfers For those who arranged for return airport transfer using the Civitan service through Airport Shuttle, you are required to confirm your departure schedule 24 hours in advance of hotel pickup by calling On The Town Restaurant Reservations Need assistance finding the perfect restaurant? Looking for some great music? On The Town staff will assist you and even make your reservation. Check with the desk in the Registration area on the fifth floor. 8 9

6 Procedures and Rules 1. Nominations for International Office A.All candidates must be properly certified and endorsed prior to the first business session of the convention in accordance with the governance documents of Civitan International. B. Nominations shall be made during the first business session. C. At the first business session, the executive vice president or the Election Committee chair shall announce to the convention the names of all properly certified and qualified candidates and the offices sought. In the event that the Nominating Committee (governors-elect) shall have met to identify a candidate for a position vacancy, the president shall report to the convention the names of candidates recommended by the Nominating Committee. D.The presiding officer shall conduct nominations during the first business session. At the conclusion of this procedure, the presiding officer may announce the time and place of each international region caucus (held at the discretion of the international director). 2. Accreditation and Certification A. Each Civitan club in good standing with Civitan International shall be entitled to voting delegates as prescribed in the Civitan International governance documents. B. Each district in good standing shall be entitled to two voting delegates. C. Except for the executive vice president, the officers of Civitan International and the past international presidents shall be entitled to one vote each. D.The executive vice president shall furnish the district governors a current list of clubs showing the number of votes to which each is entitled. The list shall be determined by club rosters on file in Birmingham 15 days prior to the convention. No updating of club rosters for voting purposes is permitted after the list is prepared. E. Delegates must seek certification before they will be permitted to vote in the proceedings. F. Delegates, to be certified, must first pay the convention registration fee. It is important that all registration fees are received no less than 15 days prior to the convention. Fees charged to clubs or districts must be paid prior to the convention before voting delegates are certified in advance of the meeting. Voting delegates will not be certified and will be unable to vote if registration fees are unpaid. Although any Civitan in good standing may be certified as a voting delegate, club presidents, working through their district governors, are required to assure that all delegates who are certified are qualified members of the club and district. Hence, positive identification of delegates may be requested. G.Certification of delegates shall be on a first-come basis. In the event a dispute arises over who is to be certified, the district governor settles the controversy. H. A delegate who is certified will receive identification that will permit him or her to vote during the international convention. I. An alternate delegate may be appointed to take the place of a delegate who may become incapacitated. If both the delegate and his or her alternate are unable to function, a third choice may be certified by the committee if the action is taken during ballot voting or before the elections business session. 3. Resolutions A.Proposed resolutions should be mailed to the office of the administrative director at the world headquarters no later than 15 days prior to the convention. B.A resolutions committee may be appointed by the international president on an as-needed basis. C.The resolutions committee, if appointed, will present its report to the voting delegates during the elections business session. 4. Motions A.All motions must be made and seconded by certified delegates of the accredited voting body. B.To make a motion, a delegate must proceed to the nearest microphone and ask recognition from the chair by stating name and club. C.For clarification, the presiding officer may require that a written motion be furnished to the chair before action is taken. D.A delegate making the motion is permitted no more than three minutes of speaking time. 5. Discussion on Motions A.Floor microphones shall be available for discussion on motions. B.To be recognized by the chair, a certified delegate shall proceed to the nearest microphone and state name and club. C.Discussion on a motion shall be limited to one minute for each speaker. The elections committee shall serve as time-keeper. D.General consent shall be required if the speaker requests a second minute. If there is an objection, a formal vote must be taken and a two-thirds vote shall be required to grant the additional time. No speaker shall be allowed more than two minutes total on each motion. E. No delegates shall be allowed the floor a second time until all others who wish to speak on the motion have had the opportunity to do so. F. Discussion shall continue until (in the discretion of the presiding officer) both affirmative and negative views have been adequately presented or until the question is called from the floor

7 6. Elections and Voting A. Admission to the balloting location and to the convention floor shall be restricted during the hours of operation and official business voting sessions. B. Voting is by certified delegate only. C. Voting on motions shall be by voice vote. The presiding officer will rule the results. If the voice vote is unclear as determined by the presiding officer, or if a voting delegate requests a rising (division) vote, the Elections Committee will be required to count the delegates in the rising (division) voting format and report the ayes and noes. The results of the rising (division) vote shall be reported to the parliamentarian and presiding officer. The presiding officer shall announce the results, including the total number of votes cast. If a rising (division) vote is inconclusive, a ballot vote may be utilized with the Elections Committee distributing, collecting, and counting same. The results of a ballot vote shall then be reported to the parliamentarian and presiding officer. The results shall be announced by the presiding officer. D. Election of officers shall be by written ballot except that election by a voice vote of acclamation shall be permitted if a candidate is unopposed. Balloting will be conducted during the international convention at a specified location. In the event a determination cannot be made from the results of balloting, additional procedures will be in place for balloting during the elections business session. Procedures for election of international officers shall be conducted as outlined in the Elections Committee Procedures manual. E. The presiding officer shall announce the winner of the election during the Final (Elections) Business Session and shall further announce that a report of the number of votes cast for each candidate is available to any delegate from the elections committee chair. 7. Parliamentary Authority A. The international president shall appoint a convention parliamentarian. B. Robert s Rules of Order Newly Revised is the parliamentary authority. C. A two-thirds vote of the delegates voting is required to suspend or amend these convention procedures and rules.
