1 PELICAN ISLAND COMMUNITY PARTNERSHIP SCHOOL Bylaws Article I. Name A. The name of this organization shall be Pelican Island Elementary, A Community Partnership School. B. The designated service area shall be Pelican Island Elementary School and the surrounding Sebastian/Wabasso community. C. The main office and place of business shall be located on the Pelican Island Elementary School campus, including The Wellness Cottage. Article II. Mission of the Pelican Island Elementary, A Community Partnership School A. The mission of the Pelican Island Elementary, A Community Partnership School is to provide a collaborative learning community that promotes environmentally minded, life-long learners through an interactive, standards-based approach. Article III. Vision of the Pelican Island Elementary, A Community Partnership School A. The Pelican Island Elementary, A Community Partnership School is an international model for high performance and the heart of a thriving, engaged community where students achieve maximum potential and lifelong prosperity. Article IV. Values of the Pelican Island Community Partnership School A. Every Child Every Day B. Academics-Focused C. Family-Focused D. Life-long Success Article V. School Core Principles of the Pelican Island Community Partnership A. Student Access

Complete coordination of programs and services resulting in seamlessness Article VI. Purpose of the Pelican Island Elementary, A Community Partnership School A. The purpose of the Pelican Island Elementary, A Community Partnership School shall be, but is not limited to, the following: 1. To encourage the maximum use of all available community resources to aid students and families 2. To advocate for students and families in the Sebastian area 3. To improve academic performance 4. To increase student attendance rates 5. To increase student graduation rates 6. To continue to create a positive school environment 7. To ensure a safe school environment 8. The ensure that barriers to student learning are successfully addressed 9. To ensure that there is a coordinated network of community partners and stakeholders who continuously participate in the identification, development, and coordination of applicable
3 3 programs and services for the students at Pelican Island Elementary School 10. To serve as a catalyst for the development of resources targeted at students and their families in Pelican Island Elementary School and the surrounding community 11. To educate the community about the needs of students and their families 12. To promote prevention and early intervention services for students and their families Article VII. Pelican Island Elementary, A Community Partnership School Governance Structure A. The governing authority of the Pelican Island Elementary, A Community Partnership School shall be invested in the members of the of the Pelican Island Leadership Cabinet who shall have the right to exercise any and all powers in the management of the business and affairs of the Community School At Pelican Island Elementary as agreed upon by Pelican Island Leadership Cabinet members. B. Membership of the Pelican Island LEADERSHIP CABINET shall consist of at least a representative of the following members: 1. Community Leadership Council 2. Student Leadership Council 3. Children s Home Society of Florida 4. Indian River County Public Schools 5. Indian River State College, College of Education 6. Treasure Coast Community Health 7. Florida Department of Health 8. Administrative Staff (2) a. Community School Director b. Senior Administrator Pelican Island Community Partnership School, Indian River County Public Schools c. Administrative Coordinator, UCF Center for Community Partnerships C. Term of Membership of PELICAN ISLAND LEADERSHIP CABINET Members shall be as follows: 1. Founding Organization Members shall serve without limitation in their term concurrent with their continued
4 4 commitment to Pelican Island Elementary, A Community Partnership School. Founding members are identified as those individuals representing Children s Home Society of Florida, Indian River County Schools, Treasure Coast Community Health, and University of Central Florida. 2. The Community and Student Leadership Council Members shall serve a term coincidental to their council appointments. D. Meetings 1. The Pelican Island Leadership Cabinet shall have regularly scheduled bimonthly meetings, on a consistent day and time of each month. The meetings will be scheduled for one year in advance. 2. The Pelican Island Leadership Cabinet Executive Committee shall meet as appropriate. 3. Special meetings of the Pelican Island Leadership Cabinet may be called by the Chair in order to conduct business. 4. Administrative staff members are responsible for ensuring that action minutes are taken and sent out to the Pelican Island Leadership Cabinet members. E. Quorum 1. In order to conduct business at a regular or special meeting of the Pelican Island Leadership Cabinet a quorum shall be defined as at least 50% of the current members of the Pelican Island Leadership Cabinet. 2. Each member has one vote. When a quorum is present, a simple majority vote of those members present and voting shall prevail in the decision of any matters brought before the meeting of the Pelican Island Leadership Cabinet. The Pelican Island Leadership Cabinet School Principal has veto power on all matters requiring a vote. F. Rules of Order
5 5 A. Meeting Procedures 1. All regular, special, and committee meetings of the Pelican Island Leadership Cabinet will be conducted according to generally accepted procedures for the conduct of meetings. 2. In the event a member cannot attend a scheduled meeting of the Pelican Island Leadership Cabinet Leadership Cabinet, an assigned designee chosen by the member shall be afforded all rights and privileges of that member only after execution of a signed certificate of proxy; the assigned designee should only attend in the members absence. 3. In the case of a procedural dispute, the officer presiding will seek consensus resolving the dispute among the members present. 4. If a procedural resolution cannot be reached by consensus in a reasonable amount of time, then the most recently published version of Robert s Rules of Order, Revised will be used to resolve the dispute. 5. Meetings will be publicly announced seven (7) days prior to the meeting G. Pelican Island Leadership Cabinet Chair 1. The Pelican Island Leadership Cabinet Chair shall be nominated from the floor with the approval of the nominee. 2. The Chair nominee must have served at least one (1) year on the Pelican Island Leadership Cabinet Leadership Cabinet. 3. The Chair shall be approved by a simple majority vote of the Pelican Island Leadership Cabinet and shall serve for two (2) years. 4. The Pelican Island Leadership Cabinet Chair is responsible for developing the meeting agendas with input from members. H. Pelican Island Leadership Cabinet, Executive Committee 1. The Pelican Island Leadership Cabinet Executive Committee shall consist of the Chair, Vice Chair, Treasurer. 2. Each officer shall serve for the same term as the Chair.
6 6 I. Leadership Cabinet Subcommittees 1. Communications Subcommittee is responsible for the development of a branding and marketing strategy of the Pelican Island Community Partnership School. 2. Resource/Grant Development Subcommittee is responsible for the identification, development and acquisition of additional funding and resource donations for the Pelican Island Elementary, A Community Partnership School. 3. Research and Data Subcommittee is responsible for the creation and implementation of the following: a. A comprehensive research design that incorporates both short-and long-term outcome identification and subsequent research strategies; b. A data collection system that addresses the needs for empirical data, and consistent data collection, entry and analysis. c. Annual Assessment J. Compensation 1. Members of the Pelican Island Leadership Cabinet shall serve without compensation. Article VIII. Pelican Island Elementary, A Community Partnership School Organizational Structure A. Roles and Responsibilities of the Pelican Island Leadership Cabinet 1. Board of Directors 2. Strategic Planning 3. Policies 4. Budget Allocations 5. Resource Development 6. Administrative Accountability 7. Communications and Messaging 8. Marketing and Branding 9. Community Engagement Strategies 10. Outcomes Accountability 11. Advocacy and Legitimacy 12. Fund development and Budget Planning
7 7 B. Roles and Responsibilities of Administrative Staff 1. Responsible for All Day-to-Day Operations a. Before and After School Programs b. Community Engagement and Outreach c. Health, Mental Health, Social Services d. Additional Programs as Needed e. Development of integrated systemic relationships across entire school environment f. Responsible for communication across various partners and systems g. Maintaining conscious/intentional partnerships - collaboration process h. Partnership and Community Trust/Engagement Development i. Program/Services Coordination j. Scheduling programs, staffing and hours of operation 2. Facilitating and Supporting Leadership Councils a. Community School Student Council b. The Community Council 3. Facilitating and Support Subcommittees and Working Groups a. Communications Subcommittee b. Research and Data Subcommittee c. Resource Development and Grants Subcommittee 4. Enhanced Collaboration with Principal/administrative staff 5. Making recommendations to the cabinet 6. Policies and Procedures a. Development and Implementation of Conflict Management Procedures b. Development, integration and implementation of existing and future policies and procedures 7. Training and Development
8 8 a. Training and orientation for programs, personnel, and volunteers b. Volunteer recruitment and management C. Community Leadership Council 1. The Community Leadership Council of the Pelican Island Elementary, A Community Partnership School shall be composed of community members from organizations throughout the Sebastian/Wabasso Community. 2. The Community Council shall make recommendations based on community input to Pelican Island Elementary, A Community Partnership School under the direction of the Principal and Community School Director, and carryout other duties and responsibilities as determined by the Pelican Island Leadership Cabinet members. 3. Roles and Responsibilities of the Community Leadership Council a. Serve as a liaison between community and cabinet b. Bring ideas, issues, and concerns to cabinet c. Primary Goal - focus on increasing student academic and life achievement d. Facilitate access to community resources e. Help increase parental/adult involvement f. Communicate with general community about importance of student attendance and other academic issues g. Increase school-based volunteerism h. Facilitate the development of community strategies for providing stable environments for students i. Work with the local business community to enhance school and community j. Align efforts with the strategic plan of community school k. Be positive champions for the community school - particularly with elementary school parents so that their children decide to attend Pelican Island Leadership Cabinet - close the gap in commitment to school l. Build trust and transparency in the community
9 9 D. Community School Student Council 1. The Student Council of the Pelican Island Elementary, A Community Partnership School shall be composed of the elected officers representing students from organizations throughout Pelican Island Elementary School. 2. Roles and Responsibilities of the Community School Student Council a. Liaison between the students and the cabinet b. Understand and promote cabinet goals and strategic plan c. Provide linkages with the other student organizations/clubs d. Serve as champions of the community school to build trust within the student population e. Participate and encourage student involvement in community school efforts. f. Work on school-wide campaigns g. Represent Pelican Island Leadership Cabinet in the community volunteer h. Be positive champions for the community school - particularly with elementary school parents so that their children decide to attend Pelican Island Leadership Cabinet - close the gap in commitment to school Article IX. Amendments to the Bylaws A. Amendments to the Bylaws 1. These Bylaws may be altered, amended, or repealed, in part or in entirety, upon written notice of the proposed changes to all current members of the Pelican Island Leadership Cabinet at least fourteen (14) days prior to the date of the Pelican Island Leadership Cabinet meeting at which the proposed changes will be taken under consideration and voted upon. B. Approval of Amendments to the Bylaws 1. These Bylaws shall require a simple majority affirmative vote of all the current members of the Pelican Island Leadership Cabinet
