1 PURPOSE/MISSION To promote and strengthen unclaimed property administration and interstate cooperation in order to enhance States return of unclaimed property to rightful owners and provide a forum for the open exchange of information and ideas. VISION To be the foremost authority on unclaimed property and the affirmed leader of the coalition of States, administrators, and holders working together to reunite rightful owners with their property. VALUES Stewardship: NAUPA members are committed and obligated to safeguarding and returning unclaimed property to rightful owners. Integrity: NAUPA members act in a manner that continually earns and justifies the trust of those we serve. Professionalism: NAUPA members ethically execute their duties and responsibilities, and strive to enhance their expertise and understanding of unclaimed property issues, while consistently treating others with respect and fairness. Innovation: NAUPA members actively explore and utilize emerging strategies, processes, and technologies to address changing environments impacting unclaimed property. CLIENTS/CUSTOMERS (ordered according to the degree to which each directly depend upon NAUPA s activities and support) NAUPA members (M) NAST (N) Owners and heirs of unclaimed property (O) STAKEHOLDERS (ordered according to the degree to which stakeholders, other than direct clients/customers, are impacted by or vested in NAUPA s success or failure) General Public Corporate affiliates UP State program staff Holders (entities obligated to report unclaimed property) Federal and State policy makers, legislators, and officials Media STRATEGIC PRIORITIES 1. Position NAUPA to enable proactive action by members in addressing unclaimed property issues 2. Promote and clarify NAUPA s leadership role and services to its clients and stakeholders 3. Strengthen and enhance standardization and uniformity in unclaimed property policies and requirements across the States 4. Exploit emerging technologies to streamline and enhance compliance actions and business practices KEY ASSUMPTIONS The economy will still limit the capability of States to send members to NAUPA events and activities The regulatory environment will continue to present challenges Demand for services will continue to outpace available resources NAUPA will remain a network within NAST ISSUES/ONGOING CONCERNS (other significant targeted activities in addition to specified strategic goals within this plan) Update property codes (establishing definitions) Identify revenue generating opportunities to support NAUPA activities Establish a Strategic Planning Cmte and codify in the constitution by May 2013 Promote electronic filing from holders to the States Develop specialized technology and security expertise among members and staff Develop auditor training/education efforts 1 of 5
2 Goals Objectives Strategies (G1)OBJ 1: Submit proposal to revise the Uniform Unclaimed Property Act to the Uniform Law Commission by end of Jan G1: (P1,2,3) Act as the States advocate and leader for ensuring the Uniform Law Commission revises the Uniform Unclaimed Property Act in a manner that enhances and preserves consumer protection and secures adoption by the Commission by the end of Jul S1: Secure NAUPA s and NAST s executive committee preliminary support and approval by mid- Dec (NAUPA President, D. Milby) S2: Secure overturn of existing NAST uniform act resolution and secure approval by beginning of Jan (current and past NAUPA President, D. Milby) (G1)OBJ 2: Gain consensus of key points for revising the Uniform Unclaimed Property Act in a manner that enhances and preserves consumer protection by May 2013 meetings. S3: Devise and propose funding strategy supporting NAUPA s role in revising the Uniform Unclaimed Property Act. (NAUPA Exec S1: NAUPA Exec Cmte appoints a select committee to head effort to develop key points for revising the Uniform Unclaimed Property Act. (NAUPA Exec S2: Develop key points for revising the Uniform Unclaimed Property Act. (Select S3: Canvas States for inputs and reactions to identified key points for revising the Uniform Unclaimed Property Act. (Select (G1)OBJ 3: Frame and promote adoption of proposed revisions, as affirmed by consensus led by NAUPA, to the Uniform Unclaimed Property Act by the Uniform Law Commission by end of Jul S4: Conduct review and comment session on key points during May 2013 Annual meeting. (Select S1: Develop and refine final NAUPA proposal incorporating the identified/approved key points to the Commission. (Select S2: Gain consensus from NAUPA and approval from NAST for final NAUPA proposal to the Commission. (NAUPA Exec S3: Empower the select committee to resolve any issues emerging during negotiation of final draft for the Commission. (NAUPA Exec S4: Make recommendations to NAUPA/NAST for supporting or opposing, as appropriate, the final Uniform Unclaimed Property Act adopted by the 2 of 5
3 G2: (P1,2,3,4) Increase annual participation in at least two official NAUPA events, i.e. conferences, committee activities, and webinars, to 75% of member States by the end of (G2)OBJ 1: Increase annual conference attendance to 68% of member States by the end of (G2)OBJ 2: Increase annual conference attendance to 75% of member States by the end of Commission. (NAUPA Exec S1: Design and promote a consistently compelling conference agenda by targeting topics/issues of significant interest to attract varied constituencies and actively engage attendees. (Program Cmte Ch) S2: Increase holder attendance at annual conference by requesting States inform holders about conference agendas and schedules through direct, personal contacts. (D. Milby, Regional VPs) G3: (P1,2,3,4) Provide regularly scheduled, alternating unclaimed property topics to our holders and members by the end of Sep (G2)OBJ 3: Increase annual participation in scheduled official committee activities to 75% of member States by the end of (G2)OBJ 4: Develop four (4) different webinars by end of 2013 for presentation in (G2)OBJ 5: Increase annual webinar participation to 75% of member States by end of (G3)OBJ 1: Schedule topics and presenters for four unclaimed property by end of Jun S3: Track and report on conference attendance and perceptions of conference value or utility. (D. Milby) S1: Track and report on committee activity participation, as well as assessments of member perceptions of their committee participation. (D. Milby) S2: Engage committee chairs and members to actively promote activities and workshops appealing to identified member interests and unique expertise. (Cmte Chairs) S1: Design and promote compelling webinars by targeting topics/issues of significant interest and practical value to varied constituencies and actively engage attendees. 4 G4: (P4) Create an online multi-state holder report file submission and remit portal that will be utilized by at least 75% of States by the end of (G3)OBJ 2: Determine feasibility for awarding CPE credit and other potential professional certifications for attending and completing quarterly online education sessions/seminars on unclaimed property topics by end of Sep (G4)OBJ 1: Issue an RFP for developing an online multi-state holder reporting portal through NAUPA by end of (G4)OBJ 2: Award contract for developing an online multi-state holder reporting portal through NAUPA to selected vendor by end of Apr (G4)OBJ 3: Launch NAUPA portal for open use by holders and States by end of Dec 2014 for May 2015 report period. sessions/seminars on unclaimed property during Jun- Sep (D. S3: Refine and examine results from portal utilization metrics to access impact during (D.
