2 1 Introduction & Scope This section presents detailed information about 34 individual airports. Airport operations were particularly impacted by weather in July and October. Delay related to thunderstorm activity accounted for 41% of total ATFM delay, while delay related to low visibility accounted for 33.8% of total ATFM delay.

4 Network Manager Actions in 2017 Vienna airport is participating in the regular Network Manager strategic information reporting process. The efforts to establish the enhanced information exchange process between the airport and the Network Manager at pre-tactical and tactical level will continue. No actions in Vienna airport is working towards the implementation of A-CDM - planned for end 2018.

5 2.2 BELGIUM - Brussels - BRU/EBBR ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: :00-06:59 (LT) 45 07:00-22:59 (LT) :00-05:59 (LT) Noise Driven The traffic at Brussels airport increased by 6.7% in 2017 and is back to 2015 levels after recovering from the drop in 2016 due to the terrorist attacks. The biggest traffic increase was recorded in March and April due to the recovery of traffic from the terrorist attack at Brussels airport on 22 March ATFM delay decreased by 6.1% compared to Yearly ATFM arrival delay decreased from a daily average of 277 minutes in 2016 to 260 minutes in Adverse weather conditions were the main delay cause in 2017, followed by ATC staffing and airport capacity to a lesser extent.

6 Network Manager Actions in 2017 Brussels airport is participating in the regular Network Manager strategic information reporting process. The efforts to establish the enhanced information exchange process between the airport and the Network Manager at pre-tactical and tactical level will continue. Belgocontrol has requested a capacity analysis for certain runway configurations, which is underway. A-CDM fully implemented. No major development planned.

7 2.3 CYPRUS - Paphos - PFO/LCPH Limited information available Airport is not participating in the regular Network Manager reporting process. Paphos airport traffic increased by 5.1% in 2017 while delay per flight increased from 0.61 minutes in 2016 to 1.03 minutes in Paphos airport was regulated between March and November, mostly on Wednesdays and Sundays when traffic demand was the highest. Network Manager Actions in 2017 Paphos airport is not yet participating in the regular Network Manager Information reporting process. No actions in No actions in 2017.

8 2.4 FRANCE - Cannes Mandelieu - CEQ/LFMD Limited information available Airport is not participating in the regular Network Manager reporting process. Cannes Mandelieu airport traffic slightly increased compared to 2016, while the airport delay per flight decreased from 1.03 minutes in 2016 to 0.88 minutes in The main delay cause was airport capacity ATC, particularly impacting operations during July, when 37% of total airport capacity ATC delay occurred. Cannes festival generated 11% of total ATFM delay. Network Manager Actions in 2017 Cannes airport is not yet participating in the regular Network Manager Information reporting process. 9 2.5 FRANCE - Lyon - LYS/LFLL Limited information available Airport is not participating in the regular Network Manager reporting process. Traffic at Lyon airport increased by 1.5% compared to Lyon airport generated total of 5,858 minutes of ATFM delay in Runway maintenance in July and September contributed to ATFM delay generating 1,472 minutes of ATFM delay. Network Manager Actions in 2017 Lyon airport is not yet participating in the regular Network Manager Information reporting process. The efforts to establish a contact with the airport will continue. No actions in On 14 November 2017 Lyon became a fully implemented A-CDM airport.

10 2.6 FRANCE - Paris Le Bourget - LBG/LFPB Limited information available Airport is not participating in the regular Network Manager reporting process. Paris Le Bourget airport traffic increased by 2.4% compared to While, the airport delay per flight increased from 0.54 minutes in 2016 to 1.52 minutes in The main delay cause was the ILS/DME maintenance and technical issues related to it during September and October, generating 60,595 minutes of ATFM delay or 74% of total ATFM delay in Several ILS calibrations during 2017 generated 7,748 minutes of ATFM delay. In June, Le Bourget air show generated 5,835 minutes of ATFM delay. The Bastille Day rehearsal and fireworks only had minor impact on airport operations.

12 2.7 FRANCE - Paris Charles De Gaulle - CDG/LFPG ATC Airport Capacity Peak Operations Date received: Runway Configuration 2 pairs of parallel RWYs:-09R/27L- 7L-09L/27R and -08L/26R-08R/26L Maximum Maximum Global Arrivals Departures 64 (scheduled) 70 (scheduled) 120 (scheduled) Paris Charles de Gaulle airport was the second busiest airport (in terms of movements) in Europe, handling more than 482,000 flights in Despite a slight increase in traffic, yearly ATFM delay decreased from a daily average of 346 minutes in 2016 to 228 minutes in The reduction was due to a decrease in weather and staffing related delay, as well as the limited impact of industrial strikes compared to Airport weather was the main delay cause (87%).

13 Network Manager Actions in 2017 Paris Charles De Gaulle airport is participating in the regular Network Manager strategic information reporting process. In addition, the Network Manager endorses their continued involvement in the enhanced information exchange process (e.g. provision of airport events possibly impacting operations during the pre-tactical phase). Two events reported in the pre-tactical phase of operations enabled an improved pre-assessment of the potential network impact. No actions in A-CDM fully implemented. No major development planned.

14 2.8 FRANCE - Paris Orly - ORY/LFPO Limited information available Airport is not participating in the regular Network Manager reporting process. Paris Orly traffic decreased by 2.3% and yearly ATFM delay decreased from a daily average of 679 minutes in 2016 to 445 minutes in 2017, due to a decrease in weather related delay. The main delay causes were airport capacity (55.1%) and weather (30.6%). Paris Orly undertook major runway reconstructions from July to September generating 16.5% of airport capacity delay. During this runway maintenance, 14,769 minutes of ATFM delay were generated compared to 2016 when 42,290 minutes of ATFM delay were generated. Delay decreased because of: A shorter period of works in 2017; Regulation times in 2017 mostly implemented during the first part of the day, while in 2016 a high number of regulations were active mid/late afternoon to evening; Improved flight reduction programme applied in In October, the airport started taxiway works, which will be ongoing until mid In addition to this, a major tower cab renovation started in November, which is scheduled to finish in March Taxiway and tower cab works combined generated 62,827 minutes of ATFM delay, 70.2% of airport capacity delay.

15 Airport operations were also impacted by several industrial actions in Adverse weather particularly impacted airport operations in January (30% of total weather delay). Though, to a much lesser extent than in 2016, Airport operations were again impacted by industrial actions (5.5% of total delay). Bastille Day fly-by contributed 3.6% of total ATFM delay in one day. Network Manager Actions in 2017 Paris Orly airport is not yet participating in the regular Network Manager Information reporting process. The efforts to establish a contact with the airport will continue. No actions in A-CDM fully implemented. No major development planned.

16 2.9 GERMANY - Frankfurt Main - FRA/EDDF ATC Airport Capacity Peak Operations Date received: Runway Configuration independent parallel (northwest, southern rwy) for ARR; center rwy and rwy18 for DEP Maximum Maximum Global Arrivals Departures Frankfurt Main airport traffic increased by 2.7% and yearly ATFM delay increased from a daily average of 550 minutes in 2016 to 669 minutes in Weather-related ATFM delay remained the main cause despite the decrease by 10.8%. Adverse weather conditions generated 68% of total ATFM delay, impacting airport operations notably in May (21% of total weather delay), June (16% of total weather delay) and July (15% of total weather delay). Airport operations were significantly impacted by snow in conjunction with capacity issues during four days in December, generating 23,368 minutes of ATFM delay, or 9.6% of total delay. The ongoing construction of Terminal 3 did not have impact on operations, while runway 18 maintenance had only minor impact, generating 2,470 minutes of ATFM delay during two days in May.

17 Network Manager Actions in 2017 Frankfurt airport is participating in the regular Network Manager strategic information reporting process. Efforts to establish a process on enhanced information exchange between the German airports, FMP and the Network Manager at pre-tactical and tactical level will continue. Ongoing actions with DFS. AOP-NOP Integration implementation project is ongoing. A-CDM fully implemented. No major development planned.

18 2.10 GERMANY - Hamburg - HAM/EDDH ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: Traffic at Hamburg airport increased by 1.4% compared to While, daily average ATFM delay decreased from 416 minutes in 2016 to 55 minutes in 2017, the main causes of delay were adverse weather and airport capacity. Maintenance of runway 15/33 in June and September, generated 5,937 minutes of ATFM delay or 30% of the total ATFM delay in 2017.

Efforts to establish a process on enhanced information exchange between the German airports, FMP and the Network Manager at pre-tactical and tactical level will continue. Ongoing actions with DFS. 20 2.11 GREECE - Rodos Diagoras - RHO/LGRP Limited information available Airport is not participating in the regular Network Manager reporting process. Rodos Diagoras airport traffic remained at the same level as 2016, while delay per flight increased from 0.45 minutes in 2016 to 1.17 minutes in Airport capacity ATC remained the only delay cause during summer season. Network Manager Actions in 2017 Rodos Diagoras airport is not yet participating in the regular Network Manager Information reporting process. Continuation of the NM Greek Island Action Plan. No actions in 2017.

21 2.12 GREECE - Heraklion Nikos Kazantzakis - HER/LGIR ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: / Heraklion airport traffic increased by 6.2%, and delay per flight increased from 1.04 minutes in 2016 to 1.84 minutes in Airport capacity ATC was the main delay cause during the summer season. Non-availability of VOR equipment between end September and October generated 11,261 minutes of ATFM delay.

23 2.13 GREECE - Chania - CHQ/LGSA Limited information available Airport is not participating in the regular Network Manager reporting process. Chania airport traffic decreased by 1.6% and the delay per flight decreased from 2.63 minutes in 2016 to 2.03 minutes in Airport Capacity ATC was the main delay cause during summer season. Network Manager Actions in 2017 Chania airport is not yet participating in the regular Network Manager Information reporting process. Continuation of the NM Greek Island Action Plan. No actions in 2017.

24 2.14 GREECE - Mykonos - JMK/LGMK Limited information available Airport is not participating in the regular Network Manager reporting process. Mykonos airport traffic increased by 7.9% while, yearly ATFM arrival delay decreased from a daily average of 203 minutes in 2016, to 165 minutes in Delay per flight also decreased from 5.7 minutes in 2016 to 4.3 minutes in Despite the increase in traffic, the decrease in delay can be explained by the implementation of the NM Airport Function and the good cooperation between the HCAA and the NMOC. The main contributors to traffic increase were Volotea, EasyJet and Ryanair. Mykonos airport was ranked first on the top 20 delay per flight list. Though airport capacity delay decreased, it was again the main delay cause during summer season.

26 2.15 GREECE - Santorini - JTR/LGSR Limited information available Airport is not participating in the regular Network Manager reporting process. Santorini airport traffic increased by 12.9% and delay per flight increased from 2.15 minutes in 2016 to 2.87 minutes in Airport capacity (ATC) was the main delay cause during summer season. Highest traffic increase was recorded in April (38.9%). The main contributors to the traffic increase were Sky Express, Olympic and Volotea. Network Manager Actions in 2017 Santorini airport is not yet participating in the regular Network Manager Information reporting process. Continuation of the NM Greek Island Action Plan. No actions in 2017.

27 2.16 GREECE - Zakynthos - ZTH/LGZA Limited information available Airport is not participating in the regular Network Manager reporting process. Zakynthos airport traffic increased by 12.8% and the main contributors to this increase were Sky Express, Small Planet and Jet2.com. Delay per flight from 5.54 minutes in 2016 to 2.89 minutes in Airport Capacity (ATC) was the main delay cause during summer season. Network Manager Actions in 2017 Zakynthos airport is not yet participating in the regular Network Manager Information reporting process. Continuation of the NM Greek Island Action Plan. No actions in 2017.

28 2.17 ISRAEL - Tel Aviv Ben Gurion - TLV/LLBG Limited information available Airport is not participating in the regular Network Manager reporting process. Tel Aviv Ben Gurion airport traffic increased by 16.7% compared to With the signing of the Open Skies agreement in 2012, the EU-Israel air transport market has gradually become more open, contributing to the traffic increase. Yearly ATFM delay decreased from a daily average of 365 minutes in 2016 to 233 minutes in 2017, mainly due to the decrease in capacity related delay. ATC capacity became the main delay cause while airport capacity contributed. Ongoing maintenance of runways in conjunction with capacity issues impacted operations throughout the year accounting for 24% of total ATFM delay. Departure priority window - procedure to stop arrivals during certain periods in the evening to allow a higher number of departures contributed to the ATFM delay.

30 2.18 NETHERLANDS - Amsterdam Schiphol - AMS/EHAM ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: Off peak Inbound peak Outbound peak Night Amsterdam airport remained the busiest airport (in terms of movements) in Europe in 2017, with a traffic increase of 3.64%. Amsterdam Schiphol handled more than 508,000 flights in Yearly ATFM delay increased from a daily average of 1,457 minutes in 2016 to 2,422 minutes in 2017, due to increase in weather related delay and capacity related delay. Airport weather was the main contributor (1,337 min/day, increased by 72% compared to 2016) followed by airport capacity (883 min/day, increased by 34.2% compared to 2016). Weather particularly impacted airport operations in September (21.6% of total weather delay) and December (19.4% of total weather delay) and to a lesser extent in February (15.2% of total weather delay) and January (11.4% of total weather delay). Schiphol Airport was the highest contributor to airport weather related delay in the network.

31 Amsterdam airport was frequently regulated due to high demand in the morning and afternoon peaks. Heavy maintenance of runway 06/24 generated 26,497 minutes of ATFM delay, some of which were in conjunction with weather. Unplanned events or disruptions that had a significant impact on operations: radar instability on 1 February (11,406 minutes of ATFM delay); aircraft incident in combination with strong winds on 23 February (31,321 minutes of ATFM delay) and; fuel supply issue on 18 May (8,223 minutes of ATFM delay). In addition, the Network Manager endorses their continued involvement in the enhanced information exchange process (e.g. provision of airport events possibly impacting operations during the pre-tactical phase). Twelve events reported in the pre-tactical phase of operations enabled an improved pre-assessment of the potential network impact. 32 2.19 NORWAY - Oslo Gardermoen - OSL/ENGM ATC Airport Capacity Peak Operations Runway Configuration Maximum Arrivals Maximum Departures Date received: MPO SPO SRO Global Oslo Gardermoen airport traffic increased by 2.5% while the yearly ATFM arrival delay decreased from a daily average of 265 minutes in 2016 to 236 minutes in Delay was mainly caused by airport weather (90.7%). Adverse weather particularly impacted airport operations in February (16% of total weather delay), April (21% of total weather delay) and November (19% of total weather delay). The construction of new non-schengen terminal continued in 2017.

33 Network Manager Actions in 2017 Oslo Gardermoen airport is participating in the regular Network Manager strategic information reporting process. Although, one event was reported in the pre-tactical phase of operations in 2017, the efforts to establish the enhanced information exchange process between the airport and the Network Manager at pre-tactical and tactical level will continue. No actions in A-CDM fully implemented. No major development planned.

34 2.20 PORTUGAL - Lisbon - LIS/LPPT ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: / / 39 / 40* Lisbon airport traffic increased by 11.4% compared to The main contributors to this traffic increase were TAP Portugal, Ryanair and Easy Jet. The ATFM delay increased from a daily average of 234 minutes in 2016 to 461 minutes in This was due to increase in both main causes of delay: Airport Capacity (50%) and Weather (39.3%). Airport capacity delay increased from a daily average of 70 minutes in 2016 to 234 minutes in Low visibility accounted for 32% of all ATFM delay, impacting airport operations particularly in January (97% of ATFM delay during that month). Airport weather delay increased from a daily average of 104 minutes in 2016 to 181 minutes in The ATC software upgrade performed end of May generated 5,386 minutes of ATFM delay (3.2% of total ATFM delay in 2017).

36 2.21 SPAIN - Barcelona El Prat - BCN/LEBL ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: ARR 25R, DEP 25L DEP 07R, ARR 07L ARR 02, DEP 07R Barcelona El Prat airport traffic increased by 5.2% compared to 2016 and the yearly ATFM arrival delay increased from a daily average of 683 minutes in 2016 to 771 minutes in The main contributors to the traffic increase were Vueling, Norwegian Air and EasyJet. Airport Capacity delay (50.3%) more than half of which was related to Environmental issues due to noise abatement, and Airport Weather delay (46.6%) were the main contributors. Airport capacity related delay decreased from a daily average of 451 minutes in 2016 to 388 minutes in Airport weather related delay increased from a daily average of 222 minutes in 2016 to 359 minutes in Adverse weather particularly impacted airport operations in September (33% of total weather delay). Thunderstorm activity related delay generated 37% of total ATFM delay in Runway 07L/25R maintenance since October 2016 had a minor impact on operations in January 2017.

38 2.22 SPAIN - Gran Canaria - LPA/GCLP ATC Airport Capacity Runway Configuration Maximum Maximum Global Peak Operations Arrivals Departures Date received: M-T-W-T-F Sat-Sun Traffic at Gran Canaria airport significantly increased by 5.8% compared to Daily average ATFM delay decreased from 96 minutes in 2016 to 91 minutes in The main cause of delay was airport capacity. The DACT military exercise in January and the runway 03R/32L and taxiway maintenance between May and October had only minor impact on airport operations.

41 Madrid Barajas airport traffic increased by 2.5% compared to Yearly ATFM arrival delay increased from a daily average of 263 minutes in 2016 to 327 minutes. Airport weather (59.7%) and airport capacity (39.1%) were the main delay causes. Adverse weather particularly impacted operations in July generating 35% of total weather ATFM delay. Delay related to convective activity accounted for 73.5% of weather related ATFM delay. Airport weather and airport capacity were the main delay causes. Airport weather related delay decreased from a daily average of 369 minutes in 2016 to 339 minutes in Airport capacity delay decreased due to environmental issue related delay being halved in Delay due to limited availability of optimum runway configuration decreased from 9,462 minutes in 2016 to 6,143 minutes in Ongoing PRIDEP trial (departure priority window - procedure to stop arrivals during certain periods in the hours of the morning rush in order to allow a higher number of departures) related delay decreased from 22,037 minutes in 2016 to 11,570 minutes in 2017, accounting for 5.3% of the total ATFM delay.

Four events reported in the pre-tactical phase of operations enabled an improved pre-assessment of the potential network impact. The First Rotation Optimisation Trial (FROT) at Zurich contributed to a positive network impact with fewer ATFM arrival delays (aerodrome capacity) and improved airport arrival slot compliance. Swiss Air Lines efforts to keep flight plans up-to-date improved the arrival demand picture at Zurich airport during the trial. A-CDM fully implemented. No major development planned.

Technical issues with baggage system on 26th May generated 5,790 minutes of ATFM delay.
