AUSTRIA - VIENNA - VIE/LOWW ATC Airport Capacity / AIRAC cycles maximum 2011 Runway Configuration Maximum Arrivals Maximum Two RWY configuration Since the introduction of a specific operational procedure in Q1/2011 to avoid regulations in the arrival delay has been reduced considerably. Airport Capacity and Performance (A-CAP): 1. The Austrian CAA, together with Austro Control, Vienna Airport Operator and the Austrian Airport Slot Coordination have volunteered to participate on an operational trial for the practical application of Article 14(1) of the Airport Slot Regulation in Following a stakeholder consultation a draft procedure will be trialled on the suspension of flight plans having no valid airport slot. 2. Close monitoring on delay evolution in Airport Collaborative Decision Making (A-CDM): Support to implementation and preparation for full DPI exchange - end Continuous Descent Operation (CDO): Continue liaison with Vienna to develop open-path CDO options Network Operations: Enhance interface with DNM operations in degraded or adverse OPS conditions NM Network Operations Report Annual Annex II Airports 1

GERMANY - FRANKFURT - FRA/EDDF ATC Airport Capacity Runway Configuration Maximum Arrivals Maximum / AIRAC cycles maximum During 2011 Frankfurt remained on the top of the delay generating Airports. This was mainly caused by weather and events such as the move to the new ATC tower in June 2011 and the start of operational use of the new runway by the end of October However, the introduction of the new runway and a complete revision of the TMA structure has shown some first positive results at the end of In February 2011 Frankfurt implemented the full exchange of DPI s with the Network. Airport Capacity and Performance (A-CAP): After Q1/2012 operational performance and delay evolution will be assessed to identify if the additional capacity and new TMA procedures provide for the expected positive network effect. Airport Collaborative Decision Making (A-CDM): Although CDM/DPI implemented continued support to ensure full DPI usability. The main reasons for the imbalance are caused by infrastructure issues at the airports on one hand and the slot management process as such. Another factor contributing to delays was the lack of compliance to airport slots as well as ATC staffing issues negatively impacting departures. Airport Capacity and Performance (A-CAP): The agreed action plan with Greece of 2011 will be further implemented. The airport slot coordination management will be further enhanced by the Greek authorities and closer cooperation between ATS and airport slot coordination established. Airline and Tour operators will be addressed by the agency Airport Collaborative Decision Making (A-CDM): No plans Continuous Descent Operation (CDO): Follow up with HCAA to get CDO implementation commitment taken forward Network Operations: Enhance interface with DNM operations in degraded or adverse OPS conditions. SPAIN - BARCELONA - BCN/LEBL ATC Airport Capacity / Runway Configuration Maximum Arrivals Maximum 00:00-04: :00-05: :00-21: :30-23: :00-05: :00-21: :30-23: :30-04: Between April and November, Barcelona encountered high delay due to ATC capacity constraints. Airport Capacity and Performance (A-CAP): EUROCONTROL has offered its support to AENA for assessing the operational issues related to airport operations in more detail and developing a joint action plan improving operational performance. The Agency strongly recommends launching a joint activity with AENA and the relevant operators in 2012 and will continue offering support. Airport Collaborative Decision Making (A-CDM): Eurocontrol will continue support to implementation during 2012 according to National A-CDM roll out plan. Continuous Descent Operation (CDO): Extension to CDO operating hours are planned by end 2013 Network Operations: Enhance interface with DNM operations in degraded or adverse OPS conditions. Especially Madrid Torrejon airport experienced high delays per flight due to the operational interdependence with Madrid Barajas. Airport Capacity and Performance (A-CAP): EUROCONTROL has offered its support to AENA for assessing the operational issues related to airport operations in more detail and developing a joint action plan improving operational performance. The Agency strongly recommends launching a joint activity with AENA and the relevant operators in 2012 and will continue offering support. Airport Collaborative Decision Making (A-CDM): Eurocontrol will continue support to implementation during 2012 according to National A-CDM roll out plan. SPAIN - MALLORCA - PMI/LEPA ATC Airport Capacity Runway Configuration Maximum Arrivals Maximum / AIRAC cycles maximum Between May and October, Palma encountered significant delays due to aerodrome capacity. IACA has addressed concerns on outbound delays due to infrastructural and operational saturation during the summer period. Airport Capacity and Performance (A-CAP): EUROCONTROL has offered its support to AENA for assessing the operational issues related to airport operations in more detail and developing a joint action plan improving operational performance. The Agency strongly recommends launching a joint activity with AENA and the relevant operators in 2012 and will continue offering support. Airport Collaborative Decision Making (A-CDM): Eurocontrol will continue support to accelerate implementation during 2012 according to National A-CDM roll out plan. Continuous Descent Operation (CDO): Continue close liaison with Palma to develop open-path CDO options. Airport Capacity and Performance (A-CAP): EUROCONTROL has offered its support to DHMI assessing the operational issues related to airport operations. The Agency strongly recommends launching a joint activity with DHMI and the relevant operators in 2012 and will continue offering this support. Airport Collaborative Decision Making (A-CDM): Eurocontrol will continue support to accelerate implementation during 2012 according to National A-CDM roll out plan when available. Continuous Descent Operation (CDO): Work with DHMI to implement CDO facilitation at LTFG Network Operations: Enhance interface with DNM operations in degraded or adverse OPS conditions. TURKEY - ISTANBUL (ATATÜRK) - IST/LTBA ATC Airport Capacity Runway Configuration Maximum Arrivals Maximum / AIRAC cycles maximum Delays at Istanbul Ataturk are mainly caused by the specific runway configuration which prevents the optimum use of all runways. Another issue of concern remains the adherence to CTOTs. Airport Capacity and Performance (A-CAP): EUROCONTROL has offered its support to DHMI assessing the operational issues related to airport operations. The Agency strongly recommends launching a joint activity with DHMI and the relevant operators in 2012 and will continue offering this support. Airport Collaborative Decision Making (A-CDM): Eurocontrol will continue support to accelerate implementation during Continuous Descent Operation (CDO): Work with DHMI to implement CDO facilitation at LTBA Network Operations: 1. Enhance interface with DNM operations in degraded or adverse OPS conditions 2. Eurocontrol will continue to support Istanbul in slot management issues.
