It is ot oly large developmets which ca alter a village, but it ca be equally affected by smaller alteratios. Coversios, additios to buildigs, homes, gardes, pressure o ope spaces, footpaths, hedgerows, eve street sigs ca also affect the look ad feel of a village. Chage caot be preveted or udoe ad there will always be a eed to move with the times if the village is to remai a lively ad attractive commuity. The aim of the advice is to miimise the impact o Hilperto as a whole, ad to esure that ay further developmet or chage will protect ad ehace the character of the village ad its surroudig area. As Supplemetary Plaig Guidace, the recommedatios will help to guide the decisios of the Plaig Authority, ad so will have to be take ito accout by: statutory bodies, public authorities, plaers, developers, builders, architects, desigers, egieers, local commuity groups, commercial eterprises, ad by idividuals, makig plaig applicatios. The area that was studied for the purpose of this Statemet comprises everythig cotaied withi the Parish Boudary plus a small area which falls outside the Parish Boudary, altogether coverig some 800 hectares. This cosists of the old village of Hilperto, Hilperto Marsh, the settlemet at Whaddo, ad the whole of ew developmet at Paxcroft Mead. A large part of the old village is desigated a Coservatio Area. The Plaig Authority (West Wiltshire District Coucil) has also defied a Village Policy Limit eclosig the coservatio area, much of the old village outside it ad Hilperto Marsh, restrictig developmet outside. Paxcroft Mead is a ew housig developmet adjoiig Trowbridge ad covered by urba plaig guidace. This documet, which has bee produced by a Steerig Group made up of local people, is based o a cosidered uderstadig of Hilperto s past; describes the village as it is today ad makes recommedatios for the future. 3 Part 1 Geeral Iformatio Part 1 Geeral Iformatio 2. A TOUR OF THE PARISH Hilperto is a village i the couty of Wiltshire, i the West Wiltshire District Coucil area. It is a log ribbo settlemet, oe mile to the east of Wiltshire s couty tow, Trowbridge. The tows of Bradford-o-Avo, Melksham, Devizes ad Westbury are all less tha te miles away, ad it is twelve miles to the south east of the historic city of Bath. It is at the top of a gradual iclie o a bed of maily Oxford Clay with Alluvium i parts. The highest poit i the Parish, at the Parish Church of St Michael, is sixty-four metres above sea level, ad is o a par with the top of the spire of St James Church i Trowbridge. The lad drops away to 30 metres o the orther Parish boudary formed by the River Avo ad the Keet ad Avo caal. Ad at 40 metres, o the souther boudary is Paxcroft Mead, a housig developmet commeced i 2000, which has doubled the umber of houses i the parish. The populatio of Hilperto i April 2002 was 4296, based o the Electoral Roll. There were 1796 dwelligs of a great variety, types, ages ad styles, from the oldest foud i the Coservatio Area, surroudig St Michael ad All Agels Church to the ewest at the Paxcroft Mead developmet. The key roads ruig through the Parish are the B3105 to Staverto, ad through to joi the A363 orth of Bradford-o-Avo; ad the A361, recetly diverted to pass through the Paxcroft Mead developmet. Ufortuately the level of traffic through the village, especially heavy goods vehicles, detract from its rural character. The proposed expasio ad developmet east of Trowbridge will ievitably icrease these levels. There is a regular bus service to Trowbridge ad Melksham. Hilperto has a strog sese of commuity spirit, with may thrivig special iterest groups. The village hall ad playig field i Whaddo Lae, St Mary s Church which doubles as a cetre for those i the Marsh area ad the ew cetre at Paxcroft Mead are all well used by groups as their base. A wide rage of activities for all ages are covered, from toddlers, play-groups, scoutig ad guidig groups, walkers, gardeers, wome s istitute to over sixties. Football, skittles ad darts are the mai sports played. There are two primary schools, Hilperto Church of Eglad School, Newleaze ad The Mead, Paxcroft. Older childre travel across Trowbridge to atted secodary schools. The Caal Road Tradig Estate abuts the Parish boudary to the orth so there is o dedicated commercial area i the village, but a wide variety of small-scale commercial eterprises are spread throughout the Village, such as a garde cetre; kitche suppliers; ice cream seller; as well as two public houses, two post offices/shops, a supermarket, a gift shop, two take-aways, petrol statio ad car sales., private childre s ursery, together with a umber of active Hilperto House small busiesses. East of the church is a well preserved example of a abadoed medieval settlemet. The settlemet is well documeted ad its owership ca be traced from 1086 to the preset day. It is a Scheduled Moumet, protected by Eglish Heritage. Throughout the parish there is documeted evidece at 30 sites of artifacts ad settlemets ragig from broze age flits ad iro age pottery to evidece of early farmig. The earliest writte metio of a settlemet i the area first appeared i the aciet Saxo book, Catularium Saxoium of 964AD, was that of Hulprygmor. I the Saxo laguage, it is also recorded as Hylpric, a form of Helpric, a persoal ame, ad as the igtu at the ed meas dwellig or homestead. The derivatio of the ame Hilperto could simply have meat Hylpric s Farm. I the Domesday Book of 1086 there is a etry of a settlemet called Helpritoe, with two teats of the Kig. Sice the the maors or lads of Hilperto have passed through may differet families, owers ad teats, with slight variatios i the spellig of Adrews ad Dury map 1773 the ame of Hilperto, but still bearig the Saxo ifluece. Apart from the ames of umerous owers ad teats of lad, little seems to have bee recorded of ay evets i Hilperto s history util the first official cesus i 1801, whe a workig populatio of 708 was recorded. Oly 20 people were employed i agriculture, compared with 688 employed i Trade, Maufacturig ad Hadicrafts idustries, probably liked to the existece of the large Woolle Idustry i Trowbridge ad also that the owers of the Mills lived i Hilperto, so it seems safe to assume that their workers also lived here. May of the older cottages i the village are thought to have bee weavers homes. There are four visually distictive residetial areas i Hilperto Parish; Hilperto Marsh i the orth; the old village i the cetre; further south, the ew developmet of Paxcroft Mead; ad the fourth is the hamlet of Whaddo, i the Northeast corer of the parish. Hilperto Marsh The Keet ad Avo Caal, opeed i 1810, forms part of the orther boudary of the Parish. A wharf costructed at the time also served the eeds of Trowbridge. Today, this is the site of Hilperto Maria, a gateway for visitors, just off Hammod Way adjacet to a idustrial estate. The caal ad the wharf are a busy thoroughfare for boat traffic ad its towpath is a favourite place for aglers, picickers, ramblers, dog walkers, ad cyclists. With the icreased popularity of caals ad boatig, a umber of associated busiesses are startig to appear alog its legth i the parish. Holiday Boat Hire, boat buildig ad repairs, permaet moorigs, carava tourig campsite, are just a few. These cotribute to the life of the village, makig it more tha just a residetial area. Before ay houses were built i this area, the lad literally was marsh lad, hece the ame of Hilperto Marsh. It is cetred o a triagle of roads formed Keet ad Avo Caal by Wyke Road, Marsh Road, ad Horse Road. The housig developmet i the middle of this triagle was built i the 1960s. At oe time, there used to be a public house at each corer of the triagle. The Price of Wales is ow a private house. The Rig O Bells o Marsh Road ear the juctio with Horse Road, is ow a guest house ad o the other corer, closest to the Caal, is the Kig s Arms, which remais a pub. Wyke Road was oce the mai thoroughfare from Trowbridge to Staverto, Holt, ad Melksham. Opeig o to it was the driveway to Wyke House, a large property, owed by the Hammod family, who were owers of cloth mills i Trowbridge. The origial Jacobea house was built i 1616 ad was replaced with a Victoria house i 1864, built i the same grad style. Opposite was The Poplars, a large Victoria house, characterised by a row of Poplar trees, of which oly oe remais today. I the late 1930s a row of semi-detached houses was built i Wyke Road by a builder, Mr Sprules, who at the time lived i The Poplars ad subsequetly further housig developmets have covered the area. The Poplars still remais today, but Wyke House was demolished i the 1950s ad the site is ow occupied by moder housig at Tudor Drive ad Saxo Way. Through traffic to Staverto was diverted to Hammod Way, Wyke Road was closed to vehicles at its orther ed ad traffic-calmig measures were itroduced. Marsh Road starts at the Kig s Arms with a petrol statio, post office, ad shop. It has houses o each side ragig from old cottages to 1930s semi-detached houses. There is a access road to the Gardes Estate. Hill Street leads from Marsh road at the juctio with Horse Road. I the corer formed by these roads are Marshmead ad Newleaze, with houses mostly built i grey recostituted stoe or cocrete block. Marshmead icludes 40 houses that were built as a selfbuild project, oe of the first schemes of its kid i Britai. Started i 1950, the group of people icluded a few skilled builders, but maily office or other workers, a majority of whom had ot put a spade i the groud before this project. A good may are still occupied by members of the origial group or their family. The project was fiished ad opeed i It caused a lot of iterest at the time ad was a remarkable achievemet cosiderig that the group had virtually o model to follow ad received o exteral ecouragemet or media iterest. Newleaze was local authority housig although may of the houses are ow ower occupied ad it provides the oly access to the village school, other tha a footway lik to Hill Street. There is also some housig for older residets. Self Build Marshmead. Much of Hill Street has houses oly o oe side; opposite are the arable farmlads of Marsh Farm. Little Ashto was origially kow as Slades Farm ad was oce owed by Doald Mackay, ephew of Major Eric Mackay, the the ower of Hilperto House. Also i the same viciity is Yew Tree Cottage, the oce home of the Baptist miister, Joh Dymott after whom Dymott Square was amed. The old Baptist Church schoolroom is still o this property ad there is a iterestig old Folly or sactuary i the garde. Hill Street 1985 At a arrow right had bed Hill Street leads ito Church Street. Whaddo Lae braches off to the left here ad there is a driveway to the old ad ew Rectory. There is a record of the existece of the old Rectory i It was sold whe a ew rectory was built i the orchard ext to it i 1980 ad is ow a private house. The stables belogig to the old Rectory have bee coverted ito aother house. About 100m dow Whaddo Lae are Hilperto Village Hall ad Playig Fields. The Hall, origially a coverted isse hut, was rebuilt ad opeed i 1974, with a further extesio i Although by o meas a architectural gem, the Hall ad its playig field is the social cetre of the commuity, ad both are used by may orgaisatios. At the top of Church Street is the former Wesleya Methodist chapel ad schoolroom. Built i 1891 to replace a earlier chapel of 1819; it has bee coverted ito two homes. Adjoiig this is the Old Crow, built i about 1800 ad a public house Weavers Cottages, Church Street util 1966, whe it was coverted ito a home. A terrace of weavers cottages, origially a mid-17th cetury coachig i reputedly frequeted by Cromwell ad his soldiers, is ow kow as Cherry Tree Cottages, after the trees plated i the 1930s by Major Mackay of Hilperto House. I Sprig of each year these trees i full bloom are a familiar village scee. The cottages are Grade II listed, but the last cottage, 231, was ot actually built util the 1920s. Cherry Gardes was built o allotmets at the rear of the cottages i the 1960s, which ivolved demolishig a old cottage to gai access. The Kap, from caepp a hill i old Eglish, is a cul-de-sac, joiig Church Street. I the Kap are St Michael s ad All Agels Church, Hilperto House, the old school, ad schoolhouse. Middle Lae, a public bridleway that is thought to have bee a old drove road for villagers takig their sheep ad cattle to The Kap markets i Trowbridge, leads from the Kap. Eve today, this is still a very well used route to Trowbridge, ad is a popular startig poit for walkers usig the other footpaths leadig from the Kap. Due to a lack of other parkig spaces i the village, the Kap has become a parkig place for cars belogig to residets, ad for those usig the church. T H Wyatt rebuilt the origial twelfth cetury church of St Michael ad All Agels betwee 1847 ad 1852 i the fourteeth cetury style. However, the tower, south porch, ad ave floor date back to Norma times ad were retaied durig the rebuildig. It has a three-stage tower, topped with a octagoal broach spire. There is also a clock with faces to the south ad east. There is a peal of six bells, which is uusual i so small a tower. The oldest bell was cast i 1663 ad bears the ame of Joh Slade, who was the church warde at the time. He lived i 209 Church Street, as did his family for over 200 years. The origial church of St Michael ad All Agels was valued at 5 i By 1535, this had rise to 16! Hilperto House, oce visited by Quee Mary, could be cosidered as the most importat house i the village ad is favourite village feature with may residets. Its previous Old Village School owers, who were mostly egaged i the Woolle trade, icluded, i the 1920s, Major Eric Mackay of Palmer ad Mackay, whose promiet woolle mills occupied a large area of Trowbridge. The curret owers have carried out extesive restoratio works. Behid its wall is a large, sprig fed pod at oe time thought to be the origi of the village ame hilspritu or hill with sprigs. At oe time, there were over 60 wells i the village ad may still remai i private gardes. The village school was located i the Kap from 1832 util 1970 whe ew premises were opeed i Newleaze. The old school buildig has ow bee coverted ito a private residece with a added storey ad dormer widows, but still has the school bell i its place o the roof. The schoolmaster s house also remais as a private dwellig. Opposite the Kap is the War Memorial, which commemorates those lost i the two World Wars. Alogside this is the village lock-up or Blid House, so amed because it has o widows. Thought to have bee i existece before 1600, it was used to house miscreats. It is scheduled as a aciet moumet by Eglish Heritage ad is i the owership of the Parish Coucil. At the ed of Church Street is the Lio ad Fiddle Public House, which is a thrivig busiess with a good restaurat trade. A buildig adjoiig the Pub was thought to have bee where Wilts Uited Dairies commeced busiess. This eterprise wet o to become a atio-wide busiess ad its head office oce occupied large premises i Trowbridge. It later merged with Cow ad Gate ad became Uigate. Eastwards is Devizes Road, where traffic calmig measures ad a 20mph speed limit have bee itroduced. At the juctio is oe of two turpike houses i Church Street (the other beig at the corer of The Kap ), remiders of the days whe the mai route to Trowbridge lay alog Church Street ad alog Middle Lae. Road tolls ceased i 1868, ad the gates across the road were removed. The Turpike house s roof was raised i 1926, makig it a two-storey house. Next to the Turpike House, built i the early 1800s, is a house oce a shop, tearooms ad bakery. Nearby is The Grage, a large Victoria house built i Stadig i large grouds, it rivals Hilperto House for size ad gradeur. Paxcroft Mead The Paxcroft Mead developmet i the very south of the Parish covers approximately 100 hectares of previously agricultural lad, which was desigated for residetial developmet by the local Plaig Authority. The roads o the developmet were largely amed after the ames of the origial fields except Hackett place, which was amed i memory of Lida Hackett a Parish Clerk who died just before Paxcroft Mead was completed. This developmet has had a huge impact o the parish as it has more tha doubled the umber of houses i Hilperto. It has stimulated much thikig about our built eviromet. The houses have bee built by a umber of well-kow atioal house builders. The desig of the houses follows the compaies corporate atioal style too, which are ot, i the mai, idicative of the style of the origial cottages ad houses. There are ope play areas, a commuity cetre, a small parade of shops icludig a supermarket, a primary school ad a privately ru ursery. May public rights of way were diverted. Paxcroft Brook o the southermost boudary of the Parish was cosiderably altered to cotrol floodig ad ladscaped with traffic free areas where residets ca walk ad cycle. New footbridges were built over the brook at various poits together with a road bridge to souther areas of the developmet. A cyclepath ad footway ruig uder the A361 allows people livig orth of the road to gai access to the school ad shops. Whaddo The hamlet of Whaddo is oe mile to the ortheast of the old village ad is reached via Whaddo Lae, a sigle track road. It is situated beyod the Keet ad Avo caal, ad overlooks the River Avo. The houses are strug out alog the lae, with clusters beyod the caal, aroud the Church, ad surroudig Whaddo Grove Farm. May have bee reovated or rebuilt o sites of older properties. Whaddo is a aciet site, which has bee occupied sice prehistoric times ad there is evidece of Roma habitatio. Local developmet documets are prepared i accordace with atioal plaig policies ad guidace. The Structure Pla The Structure Pla is prepared by Wiltshire Couty Coucil ad sets out the broad strategic plaig policy for the whole couty. The Wiltshire Structure Pla 2011 covers the period to 2011 ad was approved i Jauary A ew structure pla is expected to be approved i Sprig 2005 to cover the period to The District Local Pla View from Whaddo of a medieval village. This is a scheduled aciet moumet protected due to its archeological importace. At the time of the Domesday Book, it was a small village with a maor house ad a mill. It was larger ad more importat tha Hilperto, but i the 14th cetury Whaddo suffered a sigificat depopulatio because of the plague, the Black Death. I the 16th cetury, it was simply a clothmakig site with a mill o the Semigto brook. The Log family, who were wealthy clothiers, oce owed Whaddo, together with Hilperto ad other estates i Wiltshire. I 1660, Walter Log built a large additio to the maor house. Whaddo House, which was surrouded by parklad, was destroyed by fire i the 19th cetury. Whaddo Grove Farm ow stads o the site of the House. There remais a 17th cetury back door i a moulded frame. There are two stoe former dairies. A pair of semidetached stoe cottages, to the south of Whaddo Farm, was the Poor House i the 1830s. This was origially the stable of the vicarage house ad has bee coverted to a sigle storey residece. Agricultural buildigs belogig to both farms ow make up much of the hamlet. These rage from moder galvaised metal bars, to old stoe bars. The agricultural use is maily dairy with some cattle ad a pigrearig uit. Some busiess diversificatio has take place. St Mary s the Virgi, or the church i the field is a small, simple Norma church, with a ave, chacel ad orth chapel. It stads high above the River Avo, ad was probably built i the twelfth cetury but it has udergoe extesive alteratios with a major restoratio i 1878/79. It still features widows ad doors from the 14th ad 15th ceturies. Of iterest is a tombstoe o the church floor opposite the south door dedicated to the Rev. Edward Cooper, a ucle of Jae Auste. There was a close relatioship betwee the Auste family ad their Cooper cousis. Outside, the brick wall eclosig the churchyard is a uusual feature i this part of Wiltshire, ad dates from the 18th cetury. Whaddo Church The District local pla is prepared by the District Coucil ad elaborates o the structure pla policy framework by providig detailed developmet policies ad proposals for the tows, villages ad rural areas. The Coucil s curret District Pla 1st Alteratio was adopted i Jue 2004 ad covers the period to Future local developmets ad documets will progressively replace the Local Pla. Village Policy Limits The District wide local pla idetifies village policy limits for over 30 villages i West Wiltshire icludig Hilperto. Withi these policy limits limited ifill housig developmet to support local services will be permitted provided that a umber of detailed criteria are met. Hilperto Coservatio Area The Hilperto Coservatio Area was desigated i 1991 to preserve ad ehace the special architectural or historic iterest of this area of the village. Withi or adjacet to this area, the preservatio of the special character or appearace is the primary cosideratio whe assessig proposals for developmet. Stricter plaig cotrols exist i coservatio areas over mior alteratios to existig lad uses ad buildigs ad over proposals for demolitios or tree works. All the lad, apart from public areas such playig fields, is farmed; approximately half is arable ad half pasture. The earliest record of the field boudaries largely as they appear today ca be foud i the Eclosure Map of 1816 ad agai i the Tithe Map of All the fields show o the Tithe Map have idividual ames. The field ad hedgerow patter created the, with its typical patchwork form, ca still be appreciated today eve with moder farmig practices. Where arable farmig is practised, some hedgerows have bee grubbed out. I the south, a large area of ope farmlad has bee lost to the ew housig developmet at Paxcroft Mead, as have smaller areas withi the village due to ifillig. Those areas that remai support a varied rage of wildlife ad species of birds, ad ca be accessed by a etwork of public footpaths ad rights of way. To the west, betwee the village ad Trowbridge, is the area of lad, kow colloquially as the Hilperto Gap. This is a importat area of ope coutryside, as it provides a barrier betwee the village ad the easter outskirts of Trowbridge. There are attractive rural views across the Gap from the old village ad to the church from Hilperto Marsh which cotribute greatly to the village atmosphere ad character of Hilperto. Middle Lae, a public bridleway, lied with hedgerows, trees ad a deep ditch, remiiscet of the old drove roads, crosses the Gap from the village to Victoria Road i Trowbridge. Every day may people use it to gai access to the fields i the Gap, ad i particular those walkers, joggers ad cyclists goig to the tow as it avoids the busy roads. The rest of the lad, which is criss-crossed by a etwork of Public Rights of Way, is a importat ameity area for iformal recreatio, which for the most part rus successfully alogside its agricultural uses. The most popular footpaths are those radiatig from the Kap across the ope fields of the 10 Hilperto Village Desig Statemet Gap. These are pricipally used by dog walkers (icludig walkers from Trowbridge). Path umbers are 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, 33, ad 54. The fields beside the B3105 were kow as Courtleaze ad those earest Horse Road were kow as Cowleaze. Path 33 is a pleasat walk to ad from Trowbridge, featurig hedge, ditch, raised path, ad a useful wide bridleway. Betwee Hill Street ad The Kap the maily terraced houses are close up to the street, lookig out o to it either directly or over small frot gardes. Views are ehaced by the complete absece of tall buildigs. Houses are predomiatly two storey semi-detached or bugalows. Eve the o-residetial buildigs are low buildigs set i spacious grouds, such as St Mary Magdalee s church, which has o tower. The roof lie ivariably comprises pitched roofs, mostly with gable eds. The two-storey houses have roofs ubroke by dormer widows, but at a lesser height quite a few bugalows have dormer extesios. Alog Horse Road buildigs are predomiatly of Bath stoe or recostituted stoe blocks with clay tiled roofs i brow or red shades. To the south of Horse Road, Marshmead, Newleaze ad Hill Street as far as the bottom of the hill echo this patter i recostituted stoe or cemet block with similar roofs. Approachig the bottom of the hill, red brick houses, still with brow tiled roofs, appear i Hill Street ad cotiue towards the old village util the poit where the road starts to rise, where there is a sharp trasitio to a more hemmed-i appearace with materials characteristic of the old village. To the orth of Horse Road the post-war estate is comprised of brick built houses, agai with brow or red clay tiled roofs. To the orth ed of Wyke Road, houses are agai stoe or recostituted stoe block, but the ew estates to the west of Wyke Road are of yellow ad red brick i the post 1970s style. These are Weavers Croft, built of Flemish bod brick with stoe dressigs ad stoe slate roof probably i the mid 18th cetury, which was exteded i the 20th cetury. STATEMENT OF CONSULTATION Hilperto Parish Coucil orgaised a public meetig o 17 May 2000 to itroduce the idea of a Village Desig Statemet ad at a secod public meetig o 19 September 2000, atteded by 20 people, the Hilperto Village Desig Statemet group was formed, voluteers to take o the work came forward ad the area to be covered was agreed. Over subsequet moths the members of the Hilperto Village Desig Statemet group carried out a survey of the area ad its history i order to idetify the key features ad recommedatios. Their fidigs were brought together at a series of three public exhibitios, which packed St Marys Church Hall, Hilperto Village Hall ad Paxcroft Mead Commuity Cetre o 20, 21 ad 28 April 2002 respectively. Visitors were asked to complete a questioaire to ascertai their views ad 105 were retured. Advice was also sought from rural orgaisatios such as the Coutryside Agecy. This feedback was icorporated ito the iformatio ad recommedatios of the Village Desig Statemet. Advice was also obtaied from Plaig Officers of the West Wiltshire District Coucil. The Parish Coucil were very supportive but did ot wish to ifluece the cotets of the Village Desig Statemet. Draft copies of the Village Desig Statemet were displayed durig Jue 2004 at the post offices, commuity cetres, pubs ad schools i Hilperto, i Trowbridge public library ad at the Village Fete o 12 Jue A letter to the Wiltshire Times ad a article i the parish magazie esured that this last opportuity to commet was widely publicised ad 25 commets were received, early all i agreemet with the cotet. Copies were also submitted to the Parish Coucil ad District Plaig Officers for commet ad advice. After cosideratio of these fial commets the village desig statemet was submitted to West Wiltshire District Coucil at the ed of 2004 for adoptio as Supplemetary Plaig Guidace. 8.
