13 ABERDYFI: CONSERVATION AREA APPRAISAL. INTRODUCTION. Geeral itroductio This report cotais the results of a appraisal of the Coservatio Area of Aberdyfi udertake by Gwyedd Archaeological Trust o behalf of Sowdoia Natioal Park Authority. The aim of the appraisal is to describe ad explai the historic character of the settlemet i order to iform ad support positive coservatio ad regeeratio programmes. This will help improve the quality of plaig advice, ad cotribute to local iterpretatio strategies. The survey will defie the distictive historical character of Aberdyfi, ad idetify the variety of character withi it. The aims of the survey are based upo the uderstadig that the variety of character idetified durig the survey is fudametal to local distictiveess ad pride of place, ad these are to be see as assets withi the process of regeeratio.. Ackowledgemets Mr Gwilym Joes, Sowdoia Natioal Park Authority, istigated the project, ad geerously provided help ad iformatio to aid the project.. METHODOLOGY. Itroductio A brief was provided by Sowdoia Natioal Park Authority. The methodology employed to aswer the brief is based upo that developed by Cadw followig iitial urba characterizatio projects udertake by Welsh Archaeological Trusts. These i tur were based upo a methodology developed i Eglad for urba characterizatio ad assessmet, but also iclude Eglish Heritage guidelies for Coservatio Area Appraisal. The followig methods were used to achieve the stated aims. Data collectio This phase icluded the collectio of data from regioal ad atioal historic eviromet records, icludig those kept at Gwyedd Archaeological Trust, RCAHMW, Cadw ad Natioal Museums ad Galleries of Wales. Archive records were obtaied from Gwyedd Archives, Uiversity of Wales, Bagor ad Natioal Library of Wales. The records were etered oto a database that was compatible with the regioal Historic Eviromet Record, ad their locatio idetified through a geographical iformatio system (MapIfo). Additioal records ad iformatio sources were idetified from historic maps, prits ad photographs, ad literature sources, icludig early atiquaria works. Characterisatio The characterisatio process combied the uderstadig gaied from the desk-based phase with comprehesive fieldwork ad a visual assessmet of the survivig historic fabric. The developmet of the topography of the settlemet was oted, ad phases of historic chage idetified. Distictive architectural forms, materials ad sigificat elemets of tow ad streetscapes were recorded. This process allowed the idetificatio of areas of distictive character, ad these formed the basis of the character areas preseted i this report.. 14 The pricipal studies of the maritime history of Aberdyfi are by Morga ad Lloyd. Statutory protectio There are o scheduled aciet moumets withi the Coservatio Area, ad oe lie immediately adjacet. There are some 3 listed buildigs withi the area, may of them terraces such as Evas Terrace ad Miervia Terrace, though with some idividual dwelligs, the church ad two chapels.. THE PHYSICAL SETTING. Extet of Area The extet of the area icluded withi this study is show o figure. It icludes the coservatio area ad adjacet areas. The full study area has bee sub-divided ito eight character areas.. Ladscape ad Settig Aberdyfi lies o the orther shore of the Dyfi estuary, at the souther littoral tip of Gwyedd. Behid the village a ridge of hills rises to 8m OD. The Afo Dyfi marks the boudary betwee Gwyedd ad Ceredigio; it is tidal to Derwelas, ad higher up river agai, o its south bak, is the market tow of Machylleth. Ships of fairly large toage could make their way up river to Derwelas, from where goods could be trasported to ad from Machylleth. Aroud the coast ad orth from Aberdyfi, at the mouth of the Dysyi estuary, is Tywy, the locatio of the parish church util 83 whe St Peter s church was built i Aberdyfi. Aberdyfi, like Barmouth to the orth, was ot the easiest settlemet to reach overlad. Though o orthsouth route ow survives, prior to the costructio of the first coast road i 808 by the Yysmaegwy estate the priciple route i ad out was orth alog Copperhill Street ad over the high groud to Cwm Maethlo, where a early east-west route ra betwee Tywy ad Peal. The settlemet developed withi the arrow cofies of the valley, whilst to the east a parallel valley was occupied by the small settlemet of Pehelyg. Developmet alog the sea frot, resultig i a east-west reorietatio, took place followig road ad rail improvemets, whe the two settlemets became liked by a cotiuous ru of buildigs. 15 . HISTORICAL DEVELOPMENT. Ferry port ad fishig harbour Here ad at Borth they have some years a good Herrig-fishery, ad of other Fish a costat plety: but their chief commodities are timber ad oak bark. Evidece for prehistoric activity is sparse i the viciity, ad though this may be partly through lack of itesive survey, the likelihood is that the area was always sparsely populated. Feto, however, visitig i 808, describes copper mies behid the tow with hard stoes wor roud by the attritio of beig used as mallets to poud the ore ad old cavities i the workigs, which soud remarkably similar to the Broze Age mies excavated o the Great Orme ad at Parys Moutai, Amlwch. I later years the Roma fort of Cef Caer was established o the orth side of the river at Peal, some 0Km from the mouth of the estuary, close to the first good crossig poit. A coucil was held at Aberdyfi i by Llywely ap Iorwerth, whe he presided over a partitio of Deheubarth amog the descedats of the Lord Rhys. This may have bee at Tome Las, the likely site of the castle of Aberdyfi, metioed also i -8, whe it was take by Roger, earl of Clare. This is located i Ceredigio, o the south bak of the river, ad some 8Km up river of the coast. The ferry, or crossig, of Aberdyfi was a valuable asset i medieval times, whe it was held from the crow by the Yysmaegwy family, ad later by Joh Palgus of Harlech, who leased it i -. The locatio of the crossig is ot kow, though it may well have bee across the mouth of the estuary. Certaily there was a ferry i operatio o the site of the later settlemet by the th cetury, ad a ferry house established ideed the settlemet may have cosisted of little more tha a ferry house at this time. I the mid- th cetury it is described as a barred have for small boates ad very daugerous. Here is grete trade of fysshig ad moche resorte yerely at Michelmas for heryg. Ad o ma hathe charge of this porte, but all me are free to do what they will at their libertie i trasportig. 8 A similar descriptio of describes it as a Have ad havig o habitacio, but oly three houses whereuto there is o resorte: save oly i the type of herrig fishig at which time of fishig there is a woderfull greate resorte of ffyshers assembled from all places withi this Realme with Shippes Boottes ad Vessells..Ad there is either Shippe or vessel that belogeth to the same Have. It is iterestig to ote the lack of Royal ivolvemet i the harbour, ad this is later cofirmed by its status as a proprietary harbour which formed part of the Yysmaegwy estate. Prior to the 8 th cetury records of shippig i the Dyfi estuary are few, though i the Seahog brought i t. of salt ad t. of wie, ad took away t. of lead ore. 0 The export of lead ore icreased i the th cetury, ad Aberdovey, a small ferry hamlet i, gradually developed (without shippig of its ow) to be the most active cetre of maritime activity i Mid ad North Cardiga Bay. There are few records to help trace this growth, though a will of oe William Vaugha, dated, refers to All that messuage houses ad garde messuage houses, storehouses ad gardes to Aberdyfi ow or late i the severall & respective teures of all that great storehouse called Ty Llwyd, the lime kill ad lime storehouse keys ad all other storehouses rights, priviledges, profits ad iheritaces lyig betwee the brookes of Pehelig ad Aberdyfi. This suggests a high level of ecoomic activity i Aberdyfi, though other tha a beam dated from the Rave Hotel there are very few remais from that date. Trade icreased further i the 8 th cetury, whe the chief exports became timber ad oak bark supplemeted by lead ore ad farm produce. The pricipal imports were grai, coal ad timber. Though trade was udertake withi the estuary as a whole, Aberdovey at the mouth of the estuary became the pricipal harbour, ad o his chart draw i the 0 s the cartographer Lewis Morris, later collector of tolls at Aberdydi, depicts a small village with rows of houses ad river achorage alogside, ad though Lewis Morris, 8, i Budeburg 8. 16 this was Morris s typical depictio of a settlemet, it uderlies the case for growth i the early 8 th cetury. 3 To this period belog the ivestmet by the Owe s of Yysmaegwy, recorded i plaques both o the Dovey Hotel (formerly the Ship, ad dated ) ad o the sigle froted terraced houses i Copperhill Street, where there is a plaque dated 33.. From commercial harbour to seaside resort the beach is highly favourable for bathig, beig composed of hard firm sad, ad several respectable houses ad a commodious hotel have bee erected of late years Lewis, 833. Though Aberdyfi was a harbour tow, its early growth was ecouraged by developmets i local idustry, icludig copper ad lead miig ad processig. Feto, visitig i 808, was show copper works above the port, just at the back of the houses, ad Copperhill Street is amed after this. At the time of Feto s visit there were cosiderable quatities of ore stored waitig for coal trials by Corbet of Yysmaegwy, to try to smelt the ore o the spot. Lead was mied i Cwm Maethlo to the orth, ad o the opposite shore to Aberdyfi, particularly at Garreg, where there was a smeltig-house ad silver mill. Smeltig houses were also established at Yys Hir ad Tal y Bot, though smeltig had largely stopped by 800. Elsewhere small slate ad stoe quarries cotributed to idustrial output. Feto, i 808, records from Aberdovey to Machylleth a ew road is begu, which will skirt the estuary all the way till it jois the Peal Road it will lik with Towy by way of the sads. This road, kow as He Ffordd Corbet lay dow close to High Water Mark, ad ca still be see cuttig through the rock by the shore. It was ot a great success ad a replacemet road was desiged by Thomas Peso, ad completed i 8. Developmet i Aberdyfi could ow take place o a east-west axis alogside the road, ad visitors were ecouraged to travel from the Eglish border couties. I 833 Lewis describes Aberdyfi as a sea port ad bathig place, ad it was bathig ad seaside holiday trade which would ow accompay, ad later supplat, fishig, idustry ad trade as a pricipal source of wealth for the ihabitats. Coaches traveled from Shrewsbury ad Oswestry to Machylleth ad o to Aberdyfi ad Tywy. New hotels ad boardig houses were built, ad cosiderable expasio of the tow took place. I 8 Athelsta Corbet of Yysmaegwy, the largest ladower i the area, built the Corbet Arms Family Hotel at the wester ed of the village. It was rebuilt i 8 to a grader desig, but was ever etirely successful, ad i it burt dow, to remai a rui util 8. A chapel of ease (the parish church was at Tywy) was built i the tow i 83, ad expaded with a ew chacel i 80. The housig stock reflects the multi-faceted ecoomy of sea port, idustrial developmet ad leisure. Squashed i behid Copperhill Street are the terraces of small sigle froted houses such as Evas Terrace (built 8) ad the eve smaller Railway Cottages, whilst the three storey Georgia façade of New Street suggests cofidet growth ad ivestmet for the emergig middle classes. Alog the sea frot the first of the tall boardig houses were beig built to take the icreasig umbers of visitors ad 0 Sea View Terrace are good examples. Ship ad boat buildig became a idustry of icreasig importace. Whilst vessels were built at various places i the estuary, may at Derwelas i the 8 th ad early th ceturies, from 80 to 880 the idustry came to be cocetrated at Aberdyfi ad particularly Pehelyg. Some -0 vessels were built i or so shipbuildig yards durig this period. 8.3 The railway ad the seaside resort The Cambria Railway was a amalgamatio of lies, of which the Aberystwith ad Welsh Coast Railway was part. A isolated sectio of track operated betwee Aberdyfi harbour ad Llwygwril from 83, ad 3 Cambria Coastig Pilot (Aglesey Record Office WM/03/3) Fisher, Lewis, Fisher, - DRO Z/CD/8 8 Lloyd ; Morga 8

17 further developmet was preveted by political machiatios util 8, whe the lie to the Dovey Juctio was opeed. Part of the former lie dow to the harbour was kept ope as a brach lie for goods, ad was used util. Durig the th cetury slate became the mai export, ad several quarries were established i the viciity. Direct trasport was ever easy from these ad various tras-shipmet methods were devised to get the slate products to the harbour. Slates from Bryeglwys were carried by pack aimals to a wharf at Peal, where it was loaded ito river craft ad take to Aberdyfi. From 8 the Talylly Railway was takig slate to Tywy, where it was tras-shipped either out alog the stadard gauge lie to the Eglish midlads or to Aberdyfi for shipmet. The railway leased the harbour rights, ad developed a ew wharf reached by a brach lie. A steam cor mill was built west of the statio, with its ow sidig. The railway icreased visitor umbers, ad created the eed for additioal accommodatio, resultig i the costructio ad rebuildig of Victoria 3-storey houses alog the sea frot at Bodfor Terrace, Gla Dyfi Terrace ad Sea View Terrace. Idustry declied from the late th cetury, ad the future of the tow as a seaside resort was cofirmed by the provisio of ew accommodatio ad ew ameities. The golf course was developed from the 880 s, ad i the 80 s ew villa style houses i spacious grouds were built o the higher groud above the railway first o Balka Hill the later aroud Hopelad Road. The declie i idustry led to the evetual removal of the harbour brach lie ad associated sheds ad storage. Much of the area is ow a car park, ad houses occupy the site of the former flour mill. I the later 0 th cetury developmet spread orth ito ope fields alog Maes Newydd ad Myydd Isaf.. PRESENT SETTLEMENT CHARACTER: A SUMMARY. The topographic developmet of the settlemet The layout of Aberdyfi is severely costraied by the atural topography. The easiest places to build were orth up the arrow valley occupied by Copperhill Street, ad east-west alog the sea frot. The lad rises steeply elsewhere, ad houses were built i terraces oe above the other, typically with footpath access oly. The earliest settlemet developed at the seaward ed of Copperhill Street. No medieval buildigs survive, but a descriptio of (above.) metios three houses, oe of which may well have bee the ferry house. Located o the sea frot ad at the south ed of Copperhill Street was the Royal Rave I, formerly Ty Mawr, which by traditio is associated with the ferry. A beam dated was foud whe covertig the i to the preset shops. To the east of the Rave is The Dovey Hotel (formerly The Ship ) built by Athelsta Owe i, his ame proudly iscribed o the board above the door. His widow s ame, Ae Owe is recorded o a plaque o Copperhill Street, which records Built By / AeOwe /Widow/AD /33. 0 New Street, ruig back from the sea frot to joi Copperhill Street at a agle, creates a triagle aroud which the early settlemet grew, ad a square developed where the two roads joied. By 83, as show o a picture of that date, there had bee cosiderable developmet alog the sea frot, domiated by tall three-storey houses which were ewly built. It also shows, however, a stoe quay ad set back from the quay, at the west ed of Sea View Terrace, houses of 8 th cetury or earlier character, the earest oe of which must be Ty Mawr. The date of the quay is ot kow, though quays are metioed i the th cetury (above.). The growth of Aberdyfi as a seaside resort is clearly reflected i the tall 3 storey boardig houses which lie the sea frot ad create early a cotiuous lie of developmet from Aberdyfi to Pehelyg. The costructio of these was matched by a icrease i workers housig, built o risig groud either side Copperhill Street, such as Evas Terrace o the west side, built by Edward Price i 8 (accordig to a plaque), ad Bryhyfryd, further east ad above the sea frot, which is clearly visible o the 83 prit. Of similar or slightly later date must be the developmet of the houses liig the orth side of New Street, ad Church Street behid. What is ow a arcade of shops i the middle of Chapel Square started life as the Boyd 88 0 Ae Owe was resposible for buildig the three liked houses betwee 3 ad 8 at Yysmaegwy. Smith 0,.

18 Calvaistic Methodist chapel i 88, but was later coverted ito a assembly room before coversio to shops. The large Wesleya chapel to the orth was built 88. Datig from the later th cetury are several tall boardig houses alog Gla Dyfi Terrace which ifill earlier gaps, sometimes left because of rock outcrop which was ow blasted away, whilst Bodfor Terrace to the west ad Pehelyg Terrace to the east exteded the village o both sides. This extesio was further ecouraged by the costructio of the railway, opeed 8. The physical impact o the village, though it must have occasioed a massive temporary rise i populatio, perhaps partly reflected by the small row called Railway Court behid Copperhill Street, was lesseed by the costructio of two tuels west ad east of Pehelyg. Because of space costraits the statio was built well to the west of the settlemet, ad developmet icludig ew hotels, such as the Corbet Arms Hotel ad later Trefiddia was ecouraged here, ot least by the costructio of a golf course which opeed i 8. A large flour mill, takig advatage of combied rail ad harbour facilities, was built west of the statio i 88. By the early 0 th cetury most available space had bee developed alog the sea frot ad withi the valley behid. However a icreasigly wealthy populatio, lookig for the beefits of a seaside resort ad moder housig, o loger wated to live o the sea frot, but o the risig groud behid i detached villas set i their ow grouds ad overlookig the sea. The higher fields orth of the tow were ideally suited. First to be developed i the 80 s was Balka Hill, to be followed by Hopelad Road a area of Edwardia villas i spacious grouds. Meawhile developmet cotiued wherever lad was available. Copperhill Street was legtheed to the orth, where Frodeg, a late Victoria house cotrasts with the Arts ad Crafts styled houses of Tai Newyddio o the opposite side. I the mid- to late- 0 th cetury developmet a coucil estate was developed o the orth edge of the tow at Maesewydd, ad later a housig estate was developed orth of Balka Hill at Myydd Isaf.. The style ad developmet of buildig The buildigs of Aberdyfi reflect its complex history ad ecoomy, though it is difficult to date the origis of may of the structures because of later alteratios. Two storey terraced houses alog Copper Hill Street are certaily some of the earliest remaiig, ad are thought to be part of the growth of the settlemet i the 8 th cetury. Behid these are the early th cetury terraces of workers houses, icludig Evas Street ad Railway Court, the latter very small, ad o loger occupied. Pehelyg Lodge may be of similar date, ad there are several smaller dwelligs (e.g. 3 New Street, Cliffside ad 0 Plas Meirio) still extat squeezed betwee larger eighbours. The former Rave I is show i 83 as a ½ storey double froted house with hipped dormers, typical of the pre- th cetury veracular style of the area, to be see i Dolgellau ad Machylleth. It cotrasts with the reflected pairs of three-storey houses that, by 83, were startig to typify the burgeoig resort. These early th cetury houses geerally have o bay widows ad o dormer widows, though the delicate curved bow widows of ad 0 Sea View Terrace are idicative of the origis of the later ubiquitous bay widows. As the cetury progressed so the polygoal, or splayed, bay widow came to domiate. A view of c. 00 shows a trasitioal period where a ew block at Bodfor Terrace has two ad three-storey polygoal bay widows with red terracotta colums i the bays, also visible i a pair to the east, whilst to the west of the latter is a lower reflected pair of c. 800, still of three storeys, but with o bay widows or dormer widows. East agai are mid- th cetury three-storey terraces flat froted with sash widows. Small skylights lightig the attics are beig replaced by small pitched dormers, set well back from the eaves. After 00 these i tur are replaced by a wide variety of larger dormers, whilst splayed bay widows were added to the frot of the majority of houses. More recet additios have icluded squared bays ad larger dormer widows, ruig the full width of the house. Withi the tow the more sedate New street, with o river views, has largely resisted the embaymet of widows, ad these double froted houses with their -pae sash widows are characteristic of mid- th cetury buildig. Late Victoria ad Edwardia villas were built as private resideces o Balka Hill to the orth of the resort. Craig y Do, west of the resort, is eo-gothic, with decorative bargeboards ad labels over the widows. Balka Hill house, late th cetury, is characterised by its asymmetry ad multiple gables, ad

19 was soo joied by Preswylfa, Bryarfor ad Argoed to the south-west, also characterised by multiple gables ad relatively steeply pitched roofs with red ridge tiles ad red brick chimeys. Hopelad Road was developed shortly after, a series of villas i a variety of styles, may with applied half timberig, whilst projectig wigs ad gabled dormers are typical here as at Balka Hill. At the orth ed of Copperhill Street (Tai Newyddio), i Arts ad Crafts style, are a row of two storey roughcast cottages with eyebrow eaves. Also i this style is the former roughcast church hall o Terrace Road, built. Strikig architectural differeces separate the 0 s housig estate of Myydd Isaf, built i typical eogeorgia local authority style with hipped roofs, from the moo-pitched brick-built later houses of the 80 s. Private housig developmet o the wester slopes of Balka Hill resulted i a umber of small estates of typical low cost 0 s tow houses. Commercial developmet, maily shops, is ad cafes, is located primarily aroud the square ad west o Gla Dyfi Terrace. The Royal Rave has ow bee rebuilt as shops, but the Dovey I, established i the 8 th cetury is promiet i black ad white half-timbered style, ad the Britaia I, gable ed o to the road, lies close-by. Most of the baks have closed, though the Natioal Westmister still occupies the corer opposite the Britaia I, i a buildig typical of the late th cetury, with bay widows o the first floor. May of the buildigs aroud the square ad alog the river frot either side Copperhill Street either are or have bee shops. Good examples of early shop frots ca be see at 3a, ad Gla Dyfi Terrace. Liverpool House, o Copperhill Street, was purpose built as a shop a door i the upper floor (ow a widow) was used for gettig goods to the upper floors. It is brick built, with a log frot divided by fluted pilasters. The Medical Hall o Gla Dyfi Terrace preserves a late th cetury splayed shop frot, with origial letterig i the etablature ad widows. St Peter s church, built i 83 i gothic style is the earliest of the places of Christia worship to survive. The church stads o a rock terrace, above the street, ad is oe of the few buildigs of exposed stoe, built of log slate blocks. Bethel Chapel i Chapel Square ad Taberacle Calvaistic Methodist Chapel o Sea View Terrace both have broad gothic frots ad were both built i the 80 s. The Cogregatioal Chapel o Gla Dyfi Terrace, i gothic style with steeple, ad the Eglish Presbyteria chapel o Sea View Terrace with a large arched widow ad door tower were built i 880 ad The character of buildig.3. Wall materials ad fiishes The buildig stoe of Aberdyfi cosists of thi schist slabs, ad though ot a ideal stoe, builders have made the most of it over the years. Because of the poor quality few buildigs are of exposed stoe, ad most have stucco, scribed reder or roughcast fiish. A umber of smaller houses, however, are paited over the stoe, revealig thi arrow ridges of stoe udereath. A local style of reder (called Dyfi daub ) has the reder marked with arrow horizotal lies a depictio, surely, of the paited stoework. It is quite commo for quois to be raised ad picked out i a differet colour. Whilst post-railway brick is ot ucommo, it is oly exposed o chimey stacks, ad elsewhere teds to be redered or paited over. Bethel Chapel was built of brick i 88, ad Liverpool House, i Chapel Square, is of brick, though paited. The railway statio is of bright red brick with dark blue badig. St Peter s church ad the Cogregatioal chapel are of uredered stoe, the dark stoe graite of the chapel comig from Perhydeudraeth. Similar stoe ca be see o two large former hotels o Gla Dyfi Terrace ad Pehelyg Road..3. Roofs Roof coverigs are of mid- to late- th or 0 th cetury thi slates. No examples of small or roughly cut slates, or of slates laid i dimiishig courses, were oted, ad the likelihood is that most buildigs have bee re-roofed withi the last cetury. Red ridge tiles are commo, ofte i cojuctio with red-brick

20 chimeys, ad particularly so alog Gladovey Terrace ad Sea View Terrace, though less so o New Street ad Copperhill Street..3.3 Architectural detail Aberdyfi cotais a wealth of architectural detail, reflectig a wide variety of styles. Whilst the majority of widows have bee replaced i Gla Dyfi Terrace some vertical sash widows remai (e.g. No s ad ), also examples survive o Sea View Terrace, but the fiest are i New Street. A wide variety of bay widows survive, but of particular importace are the curved bow widows at ad Gla Dyfi ad at ad 0 Sea View Terrace (all listed buildigs). Horizotal slidig sash widows survive at Evas Terrace. A good umber of examples of classical doorways, combiig colums or fluted pilasters with bracketed corice ad paelled doors. May of the doorways o Gla Dyfi Terrace ad o New Street are roud arched. From the mid- th cetury are examples of raised architraves aroud doors ad widows, sometimes picked out i differet colours. Similarly raised quois are also ofte picked out.. ARCHAEOLOGICAL RESOURCE The potetial for the survival of buried archaeology withi Aberdyfi is relatively low. However, ew developmet withi the historic core eeds to be moitored so that ay survivig evidece of pre- th cetury developmet ca be recovered. A closer scrutiy of the housig stock, particularly iside, may reveal a loger history tha is apparet from the exteral appearace of the houses. This agai is most applicable to the earlier historic core focusig aroud Copperhill Street ad its juctio with Gla Dyfi Terrace ad Sea View Terrace. 8. STATEMENT OF SIGNIFICANCE The character of Aberdyfi reflects its mixed origis ad iflueces which arise primarily from its locatio alogside the river mouth, so providig good harbour facilities to serve a wide etrepote of a river port, idustrial tow ad seaside resort. river harbour which served a wide, idustry ad seaside resort. Aberdyfi Terrace ad Sea View Terrace, despite may chages reovatio, best examples of core of the old tow, particularly Copperhill Street ad Chapel Square,. MANAGEMENT RECOMMENDATIONS. Coservatio area bouday It is recommeded that the curret Coservatio Area boudary be reviewed, ad that cosideratio is give to extedig it i three areas. First to the orth alog Copperhill Street. This is a atural extesio of the area to iclude th cetury terraces which complemets the area to the south, ad icludes the two early 0 th cetury terraces at Tai Newyddio, built i Arts ad Crafts style. Secodly the mai road west of Pehelyg, alog Plas Meirio, cotiues the character of the settlemet alog oe of the pricipal approach roads. To the south lies the estuary, but the orth side of the road is lied with a variety of houses, icludig Copper Cottage (the stoe-built former police house) ad Tayrallt, aother stoe-built house, two storey ad double froted, with sash widows. Number 0 Plas Meirio (The Cottage) is smaller, but agai two storey ad double froted, with uusual -pae sash widows. Thirdly the area to the west is crucial to the settig of Aberdyfi whe travellig the coast road from Tywy. The recreatioal grouds to the south, ad the houses clustered withi the corer below the ridge, ad sited o raised terraces idicate the cotiued growth of Aberdyfi as a resort i the mid- ad later-0 th cetury. Houses of particular ote iclude Craig y Do, Gorwel, Carreg We, Hedre ad Murmur y Do. 8

Listed Buildigs The umber of listed buildigs withi Aberdyfi is surprisigly low, though this ca partly be explaied by the relatively late date for may of the buildigs, ad the cotiuous upgradig of the boardig houses. The best examples of the latter are listed (No s, Aberdyfi Terrace ad No s, 0, Sea View Terrace). Also listed are the houses i New Street ad Evas Terrace withi the cetre, ad the terraces of Bryhyfryd ad Merviia to the east. St Peter s church ad Tabercle chapel are the oly two of the ecclesiastical buildigs listed. Cosideratio should be give to extedig statutory protectio to the followig buildigs: the Wesleya Chapel i Chapel Square; the cottages at Tai Newyddio at the orth ed of Copperhill Street; No. 0 Plas Meirio (The Cottage); Tayrallt, Plas Meirio; No. Cliffside (ufortuately the lower sash widow has just bee replaced at this property); No s 8 ad Gla Dyfi Terrace. Further work is required to idetify the best examples of the early- to mid-0 th cetury houses, ad also to idetify the status of the small sigle-froted houses just off the square o Copperhill Street. Gla 0. CHARACTER AREAS Area Gla Dyfi Terrace Historical Backgroud This area icludes the Terrace, the former quays ow the carpark to the south, ad the Peybry outcrop ad badstad to the orth. The costructio of Gla Dyfi Terrace was o sigle evet, ad chages have bee made over the years. The earliest developmet here took place i the first half of the th cetury, whe icreasig visitor umbers arrivig by road ecouraged the costructio of tall seaside boardig houses o the sea frot. The costructio of the ew road clearly divided the houses from the sea, but allowed easy access to the beach. No s ad were built i the early th cetury, presumably shortly after the costructio of the road i 8. Ifill betwee those ad The Royal Rave, which marked the approximate limits of the older settlemet, would have developed sporadically. The Cogregatioal chapel was ot built util 880, but No., the former Post Office, ca be see i a photograph of c. 00 without the upper bay widows ad a upper pae sash widow, of early- to mid- th cetury date. Similarly No s ad at the west ed of the Terrace are show o a photograph of c. 00 as 3-storey with o bay widows. To the west of ad lay a ope space a former ship-buildig yard. Bodfor Terrace was built shortly after 00, ad the i-fillig betwee Bodfor Terrace ad No. Gla Dyfi o the site of the yard occurred later agai. The first railway to serve the harbour was built 8-. This later became a brach lie, whe the mai lie was cotiued through to Aderdovey Juctio i 8. The brach lie cotiued to serve the harbour util it was closed i. The mai statio ad a ew flour mill were established i a previously udeveloped area of coastal dues to the west, ad the brach lie served the harbour, though it is ot clear what form the early railway wharf arragemets took, though i 8 the slate quarries were complaiig about iadequate facilities. A ew wharf ad jetty was built i 88 by Abraham Williams, a local cotractor. A udated pla shows a wharf, a ew wharf, a pier, as well as facilities for cattle. The wharf itself icluded two cotiguous warehouses, the geeral warehouse ad Tomliso s warehouse, as well as a small store shed, a coal buker ad a shed for the rail-travelig crae. Most of the ifrastructure ad buildigs were i place by 88. Followig closure of the lie the harbour was rebuilt ad officially reopeed as a leisure facility i. The character of buildig The cotiuous lie of terraced boardig houses alog the coastal river frot resembles seaside resorts throughout the legth of Britai, ad clearly typifies Aberdyfi i its late Victoria ad Edwardia resort phase. Perhaps less typical was the mix of commerce ad idustry, for withi the dues o the opposite side of the road were railway sidigs ad storage depots which hampered access to the beach. The sad dues, railway sidigs ad related structures have ow all give way to a large carpark, with a boatyard at Gree, 83 Boyd 88, 3; Gree, 8-

22 the east ed, leadig oto the wharf ad jetty with ew lifeboat statio ad boat house ad harbour masters office. Whilst there is pictorial evidece of early th cetury houses without bay widows, early all the houses have ow bee rebuilt to a relatively stadard height of three storeys with attics with polygoal bay widows added. No s ad retai iterestig early th cetury detail, icludig -storey bow widows o the upper floors, ad i betwee -pae sash widows with flakig coloettes, ad a moulded fa ad quatrefoil above the upper pair. The groud floor recessed doorways also have coloettes with columed corice, though the left colum is missig. The groud floors were coverted to shop frots i the later th cetury. The remaider are a mixture of styles with Italiaate decoratio, icludig some colums o the bay widows, ad roud door arches, whilst other doors are square headed with bracketed corice. A wide mixture of widow styles, mostly ow replaced, some with small paes, others with large sigle paes. No. is lower, ad squeezed i, which emphasises the height of No., a large dark stoe block with square bays which lies o the corer betwee Gla Dyfi Terrace ad Sea View Terrace. The impact is heighteed by cotrastig pik bays, dark stoe ad white paited detail. Bodfor Terrace at the west ed is of less geerous proportios, of ½ storeys with large gabled dormers above the bay widows, ad red ridge tiles. Behid the houses a rock outcrop rises sharply, with the railway ruig behid both houses ad outcrop. The outcrop is a public space with a badstad o its summit, ad good views across the estuary ad over the tow to the east. Archaeological potetial There is little archaeological potetial withi this area. Area Copperhill Street ad Chapel Square Historical backgroud This is the area occupied by the earliest settlemet. It is thought to have grow up aroud a ferry house ad i. Certaily a timber dated was foud i the former Royal Rave (previously Ty Mawr). The Owe s of Yysmaegwy were buildig here i the early 8 th cetury - the preset Dovey I, previously The Ship, has a date stoe recordig costructio by Athelsta Owe i. Higher up o Copperhill Street Ae Owe, his widow, built aother house i 33. The extet of the village by the ed of the 8 th cetury is ot kow, but a T shape formed by Copperhill Street ad what became Sea View Terrace is probable. Several low buildigs survive which may be 8 th cetury i origi, icludig New Street, ad Sea View Terrace, the former Custom House. Copper workig was takig place above Copperhill Street, ad access was required to the quay at the sea frot. The two storey terraced housig frotig the street may also be 8 th cetury i origi. Developmet i the early th cetury was rapid, iitially drive by idustry, later as a bathig place ad resort, though the railway, harbour ad shipbuildig esured retetio of a workig populatio, as evideced by Evas Terrace built 8. The first Calvaistic Methodist chapel was built i the square i 88, ad New Street must be of similar date, the impressive houses revealig growth ad cofidece. The Britaia I was built o a plot betwee New Street ad the Custom House by Joh Felix after 8, the log shape of the plot ed o to the sea suggestig it may have bee preceded by a storehouse. 3 I 8 the chapel was vacated for a ew buildig o the sea frot, ad the old oe became a Assembly Room, a essetial additio for ay resort. The groud floor was later coverted to a market hall, ad later agai ito shops, whilst the upper floor served a variety of public duties. A Wesleya Methodist chapel was first built o the orth side of the square i 88, later rebuilt i its preset form i 88. The character of buildig Sea View Terrace presets a mixed frot of largely 0 th cetury refurbishig, though older buildigs lie beeath. The orm are three storey buildigs with redered walls, typically white but other colours are also used, all with slate pitched roofs. Buildig type is part commercial, part domestic, featurig a mixture of houses, shops, cafes, oe remaiig bak, ad is. The Dovey I has squared bay widows ad gabled 3 Morga 8, 3 0

23 dormers, the walls paited white with detail ad raised quois paited black. Raised quois, ofte paited a cotrastig colour to the wall, are see elsewhere i the village, ad are a feature of the Britaia I to the west, a buildig uusually ed o to the coast. The former Custom House is to the right of the steps it has bee refurbished but a large cetral stoe chimey stack remais. All redered ad paited white. West of the Dovey I lies the arrow etrace to Copperhill Street, the the row of shops which occupy the former Royal Rave I. These have redered paited frots, with polygoal bay widows o the first floor, ad four pae sash widows (partly reewed) elsewhere. No. is late Victoria i character, with more promiet bay widows leadig to large gabled dormers, ad red ridge tiles cotrastig with the dark blue slates. Behid the sea frot Copperhill St ad New St form a triagle meetig i Chapel Square. New Street is a fie example of early- to mid- th cetury tow houses, three storey at the frot, ad two storey o Church St behid. Scribed reder double froted houses with cetral roud arched doors ad pae sash widows ( pae o the secod floor). First floor bay widows have bee added to No.. No., closer to the sea frot, is storey oly, ad looks 8 th cetury i origi, tightly fitted ito the arrow curvig street before it opes out ito the square. The west frot of the Wesleya chapel, with paired lacet widows, origially i brick but covered over i, overlooks the orth side of the square, behid New Street. The former Calviistic chapel, ow a variety of shops occupies the cetre of the square. A jumble of buildigs, it has a wide arched door i the cetre of the west facig gable, raised quois ad square projectig labels over the upper widows. The south-west side of the square is occupied by 3 storey tow houses with small pae sash widows. Liverpool House alogside is brick built, paited, ad a purpose built shop, with a door i the upper floor for uloadig, ow fitted with a pae sash widow. No s ad are paited roughcast with pae sash widows. Immediately out of the square up Copperhill Street the houses become two storey, ad may sigle froted, several with oly a sigle first floor widow, a relatively uusual arragemet. These iclude No s, which have the Ae Owe 8 th cetury plaque o the wall, ad they may well be 8 th cetury i origi. No s 8 ad are also low ad small, presetly paited yellow ad blue. Other houses are double froted. The walls are redered ad paited a variety of colours, may with raised reder architraves paited a cotrastig colour. Most widows ad doors are moder. The street is fairly arrow, ad domiated by the railway bridge to the orth, which prevets visibility beyod. Terraces of smaller houses, accessible oly by foot, are built above ad behid o the west. Evas Terrace is two storey, redered ad paited walls, with some survivig examples of horizotal slidig widows, plai boarded doors with small light above. No. is a particularly good example. To the orth is the later Railway Terrace, taller, with pae sash widows o first ad secod floors, the houses origially built as reflected pairs, though some doors have bee chaged. Large stoe chimeys. Behid the east side of Copperhill Street is Railway Cottages, accessible by a arrow passage, they are smaller tha the other terraces but still two storey, ad ow used for storage ad workshops by the adjoiig houses. The walls are limewashed stoe, ow largely washed off to reveal the thi stoe slabs of the walls ad stoe voussoirs above the doors. North of the railway bridge the street maitais a similar character as far as Frodeg. O the left the houses are partly raised above the road, ad though the occasioal larger house has bee built, the majority are sigle froted terraced houses, as at No s - Tai Newyddio. No s -0 ad -8 Tai Newyddio are Arts ad Crafts style roughcast cottages of c. 0, the larger block with eyebrow eaves. No. 38 o the west side retais -pae sash widows. Archaeological potetial There is good potetial withi this area for recoverig evidece relatig to the origis ad early growth of Aberdyfi. This may be foud both i the fabric of stadig buildigs ad as buried archaeology. Area 3 Sea View Terrace (east side) ad Terrace Road Historical backgroud

24 This area frots o to the tidal estuary, separated from it by the road ad a promeade, ad liks Aberdyfi with Pehelig. Developmet started i the early th cetury, oe suspects most of it post-datig the road (8), though the view dated 83 shows the paired tall lodgig houses (No s -0) east of the plot where the church was to be built three years later i 83. The origial architect of the church is ot kow, but Hery Keedy added the chacel i 80. The terraces of Bryhyfryd ad Merviia were built above the road i the mid- th cetury, as was the Tabercl chapel i 83-. The bath house was established i 8 ad used for baptism by a sect of the Plymouth Brethre; it was refurbished as the Literary Istitute i 88. The railway, largely hidde i a tuel, rus at the back of the houses. Some of the quays, built to replace shipbuildig yards removed whe the railway was built, were costructed from stoe excavated from the tuels. A ew lifeboat house was established at Cliffside i 88, ad closed 3 the slipway opposite was built 03. The terrace at Cliffside is late th cetury, ad the former Church Hall, o the south side of the road, was built. Subsequet developmet has take place i the 0 th cetury. The character of buildig The road of 8 sweeps roud from Aberdyfi towards Pehelyg, with the river foreshore ad promeade o its south side, ad tall seaside boardig houses o its orth. Examples of the latter rage from the early th cetury through to the early 0 th cetury. They are redered ad paited, usually white. Some of the best early th cetury houses seaside houses are here, particularly No s -0, a reflected pair with curved bay widows, pae sash widows betwee the bays ( pae o the secod floor), ad fluted colums either side the doors. No. is a detached double froted house with wide columed doorway ad elliptical falight. Later polygoal bay widows have bee added to the groud floor, but ad -pae sash widows remai i the secod ad first floors. No s ad are early 0 th cetury, with red tiled bay widows ad dormers with rouded tops. Both the chapel ad Merviia Terrace are reached by broad flights of steps leadig up from the road. Limited developmet has take place o the south side of the road, o stoe quays built out ito the river. The Literary Istitute ad Bath Place are located o oe, ad the roughcast church hall of with No. alogside aother, both former shipbuildig yards. Archaeological potetial Iformatio relatig to the shipbuildig idustry may lie buried beeath later developmet. Area Pehelyg Historical backgroud Pehelyg developed withi a orth-south valley, parallel to Copperhill Street at Aberdyfi, where there was good sheltered access to the river foreshore. A shipbuildig idustry was established here, ad some six yards produced a large umber of craft of varyig sizes ad toages. Whilst boats may have bee built here from the th cetury or earlier, the idustry was at its busiest i the th cetury. The costructio of the railway i 8 made several of the yards redudat, though these were replaced by ew oes costructed out of the waste from tuellig. Houses ca be see here o a picture of 83, alogside the re road ad at the juctio with Natiesty, which rus orth up the valley. These three storey houses are similar to those origially built o the seafrot at Aberdyfi, but the costructio of the railway divorced them from the sea, ad cosequetly the later bay widows were ever added. The houses at the orth ed of Natiesty are late th cetury. Pehelyg Terrace was built o the site of a shipyard after the costructio of the railway, agai utilisig waste rock from the railway tuel. Pehelyg lodge is a earlier terrace that, prior to the railway, would have bee located o the river frot it is early th cetury, ad oce housed a school, as well as beig the home of Dr Joh Pughe. From the lodge a drive leads roud to Plas Pehelig, a coutry house built 03-. The vicarage (ow Plas y Coed) behid Natiesty was built i the late th cetury. A small statio halt was built o the railway i 33. The character of buildig Pehelyg, though liked to Aberdyfi by a cotiuous ru of houses, feels a differet settlemet. It is less of a seaside resort ad more of a coastal fishig ad shipbuildig village. The railway, which rus high up o a embakmet, cuts through the village, severig it from the river frot. The three-storey lodgig houses o Terrace Road ad Natiesty, ow separated from the coast edge, are redered ad paited, with pae sash widows. A small bay widow has bee built oto the first floor of No., but otherwise bay

25 widows are largely abset here, except for a late th cetury terrace at the orth ed of Natiesty. Low dow, ad overshadowed by the railway, is Pehelyg Lodge, partly redered, but ot paited ad the first floor of poited stoe, with tall stoe chimeys. A variety of small pae sash widows idicate chages to the iteral layout over the years. Plashelyg Terrace was built o a former shipbuildig yard, o groud reputed to have bee made up from waste stoe from the railway tuels. The back of the houses look oto the railway embakmet, ad the frot look oto gardes which ru dow to the edge of the quay. Typically Victoria, of -storeys with attics, bay widows, ad a mixture of dormer widows, the slate roofs with cotrastig red ridge tiles ad red brick chimeys. Aother former yard alogside is ow a public park. The small sigle waitig room at the railway halt is origial, with flared slate roof, i pagoda style. The village cotiues roud the corer ad up the hill, towards Machylleth, with a mixture of houses of various sizes, but mostly late th cetury ad early 0 th cetury. No. is a three-storey house with bay widows frotig the road, walls of squared dark stoe ad quois of red sadstoe. Further up the hill ad aroud the corer agai Copper Cottage is the former police house, built of larger slabs tha the Aberdyfi houses, it has slate litels o the groud floor, ad small pae sash widows. Tayrallt is a attractive late Georgia stoe-built house, double froted, with pae sash widows. Closer to Pehelyg, Cottage sits above the corer of the road, dwarfed by houses either side. It is a relatively small double froted twostorey house with ed chimeys, ad pae sash widows. Area Balklad Hill ad Hopelad Road Historical backgroud Balklad Hill was the first these two areas to be developed, i the very late th cetury. This followed the sale of lad by Yysmaegwe, ad roads laid out o the 00 OS map show the developmet i its early stages of growth. This was typical villa developmet, high o the hill behid the tow overlookig the river. Hopelad Road was costructed after 00, i formerly ope fields. The character of buildig A series of detached villas set i ope gardes. Balka Hill House is more austere ad Victoria, but the later houses o Hopelad Road are typically Edwardia, redered paited walls, usually white, with large gabled dormers, half-timber decoratio ad veradas. Area Maesewydd I the 0 s the fields above ad to the orth of Copperhill Street were chose for buildig the first coucil houses at Aberdyfi. The estate was cosiderably expaded i the 0 s ad 80 s to the orth of Balka Hill whe the Myydd Isaf estate was built. The topography has ot allowed the developmet of discrete housig estates i closes, but rather ribbo developmet alog roads. The 0 s houses, typical eo-georgia, are set at agles to the road to avoid the tedium of regularity. The later housig is more regular, ad typical of system buildig of the 0 s. Ifillig with private houses ad further extesio ito the surroudig fields is cotiuig. Area Aberdyfi west ad Gwelfor Road Historical backgroud This area is separated from the origial settlemet of Aberdyfi by a rock ridge orietated approximately orth-south. The ridge has bee cut through by the railway cuttig at the south ed. The small isolated part of the ridge south of the railway cotais the badstad, ad is froted by Gla Dyfi Terrace ad Bodfor Terrace (Character Area ). At the orth ed the ridge is crossed by Gwelfor Road, leadig east ito Maes Newydd ad Myydd Isaf housig estates. 3

26 The first developmet west of the ridge was the Corbet Arms Family Hotel built 8 after the completio of Peso s road. The hotel was rebuilt i 8 with the hope of capitalisig o the icreased visitor umbers brought i by the railway. The statio was built just below the hotel, but the hotel struggled to survive, ad was destroyed by fire i, the fial empty shell oly beig cleared i 8 to make way for the school. The steam mills at Aberdyfi were established west of the statio, ad by the 80 s the oly other developmet was the house at Craig y Do. The creatio of the golf course ad the icreased demad for villa style housig, led to rapid growth, though ot util the mid-0 th cetury, ad the iitial buildig o the slopes above the road appears, from the 38 map, to be maily small idustrial terraces, presumably housig a workig populatio for the small quarries which lay adjacet. By the mid-0 th cetury these were beig replaced by detached houses each i their ow grouds, regularly spaced alog the terraced slopes. Gwelfor terrace is the oly partial survivor from the earlier developmet. I the later 0 th cetury developmet spread west oto the former quarry, ad Gwelfor Road was exteded east over the rock ridge, likig the two sides. The lower groud south of the A was slowly developed for leisure purposes. The recreatio groud was established by the coucil i the early 0 th cetury, Neaudd Dyfi, a large commuity hall, was iitially built here i the 0 s, ad replaced by the preset buildig i. South of the railway lie is Perhos Carava Park, established i the 0 s. The character of buildig The mai A road rus approximately east-west o the low-lyig coastal terrace. To the south of the road lie playig fields ad recreatioal grouds, separated from the golf liks ad due by the railway. Though small moder housig estates have bee built (e.g. Rhos Dyfi ad Meli Ardudwy) most of the buildigs are fuctioal. The red-brick statio is ow coverted to residetial use, but Neuadd Dyfi, the club house for the golf course, ad the boat yard are typical of the o-residetial use of this area. North of the road the lad rises steeply apart from a small corer at Craig y Do. Houses are built o log terraces above the road, ad serviced by a umber of small roads ad tracks. Craig y Do is the oly pre-00 buildig o this side of the ridge. It is typically late Victoria with multiple gables, sash widows with margial glazig bars, square labels, ad decorative bargeboards o overhagig eaves. The majority of the remaider of the housig is mid-0 th cetury ad later. Gwelfor Road is characterized by a mixture of styles, from the from the more traditioal three-storey terrace of Gwelfor, with bay widows risig to pitched dormers, to the Arts ad Crafts of Gorwel ad Carreg We, to the moderist, almost brutal, Dovey Heights at the juctio with Corbett Lae. The veracular garde walls ad roud gate pillars of Gorwel i thi stoe slabs are sigificat here, as are the allotmet gardes opposite. The log row of houses o the level terrace to the east are served by their ow road from the A. The westermost of these are early 0 th cetury, ad iclude Murmur y Do, with veradah ad irregular roof with slightly uptured eaves. The remaider of the row cotais a variety of moder detached houses.. 30 Coservatio Areas The 0 Tow ad Coutry Plaig Act defies a coservatio area as a area of special architectural or historic iterest the character or appearace of which it is desirable to preserve or ehace. Heritage ad Local Plaig Cotext Advice o the maagemet of the archaeological heritage is provided by the Natioal Park Archaeologist, who, together with the Park s buildig coservatio ad plaig officers cotribute to the decisio makig processes to iform o the likely impact of developmet o the historic eviromet ad how best to mitigate the impact. Advice o Coservatio Areas ad the Built Heritage is give by the Natioal Park Plaig Departmet through their Buildig Coservatio Officer. Archaeology is the process by which we ca uderstad past societies through their material remais. These archaeological remais are a fiite ad o-reewable resource. They are vulerable to moder developmet ad ca, i a short space of time, be etirely destroyed by moder machiery ad buildig methods. The level of archaeological respose is guided by the ature of the archaeological remais ad the sigificace of the impact. Archaeological mitigatio is usually imposed through plaig coditios, ad a relevat programme of archaeological works is advised by the Natioal Park archaeologist. O occasio a programme of assessmet ad evaluatio may be required prior to the determiatio of a plaig applicatio, so that the appropriate mitigatio ca be advised. Regioal Historic Eviromet Record The regioal Historic Eviromet Record (HER) is a database of archaeological sites ad fids with details of itervetios (surveys, excavatios, previous work etc) ad refereces. It cosists of both a computerised record ad a paper record, ad is maitaied at the offices of the Gwyedd Archaeological Trust i Bagor. The digital record combies database ad GIS fuctioality, ad forms the key compoet of the plaig ad archaeology decisio makig process. The experiece ad kowledge of the developmet cotrol archaeologists is used to iterpret the record, ad provide relevat advice to the plaig officers. Extracts from Welsh Office Circular 0/ Archaeological remais are a fiite, ad o-reewable resource, i may cases highly fragile ad vulerable to damage ad destructio. [Paragraph 3] Archaeological remais are part of our cultural heritage, ot least i terms of the iformatio they provide about the past, valuable both for their ow sake, ad for their role i educatio leisure ad tourism. [Paragraph 3] The key to the future of the great majority of archaeological sites ad historic ladscapes lies with local authorities, actig withi the framework set by cetral govermet, i their various capacities as plaig, highways, educatio ad recreatioal authorities. [Paragraph ] Local plaig authorities should expect developers to provide the results of such appraisals, assessmets ad/or evaluatios as part of their applicatios for sites where there is good reaso to believe there are remais of archaeological importace. [Paragraph ] Authorities will eed to cosider refusig permissio for proposals which are iadequately documeted. [Paragraph ] Whe plaig applicatios are made without prior discussio with the local plaig authorities, the authorities should seek to idetify those applicatios which have archaeological implicatios, ad to 8

31 assess their likely impact by cosultig the local authority Archaeological Officer, Natioal Park Archaeologist or regioal Welsh Archaeological Trust. [Paragraph ] I the case of a developmet proposal that is likely to affect the site of a scheduled aciet moumet, plaig authorities are required to cosult the Secretary of State (Cadw). [Paragraph ] Where atioally importat archaeological remais, whether scheduled or ot, ad their settigs, are affected by proposed developmet there should be a presumptio i favour of their physical preservatio i situ i.e. a presumptio agaist proposals which would ivolve sigificat alteratio or cause damage, or which would have a sigificat impact o the settig of visible remais. [Paragraph ] It may be possible to preserve importat archaeological remais where developers prepare sympathetic desigs usig, for example, foudatios which avoid disturbig the remais altogether or miimise damage by raisig groud levels uder a proposed ew structure or by careful sitig of ladscaped or ope areas.
