1 2.0 System Overview ad Policies This chapter provides a overview of the subareas withi Sa Berardio Couty as well as a set of overarchig policies to guide the Pla ad its implemetatio. The focus of the Pla is o a primary (rather tha local) etwork of bikeway corridors for itercity ad regioal travel. 2.1 Study Area Characteristics The study area of the No-Motorized Trasportatio Pla icludes the etire Couty ad coectios amog commuities. Because of its geographic size ad diversity, Sa Berardio Couty is divided ito seve subareas for purposes of NMTP mappig: East Valley West Valley Victor Valley Moutais Barstow Area Morogo Basi Needles Area Each of these subareas has uique aspects ad demographics relevat to establishig a effective NMTP. Maps preseted i this sectio show the road etwork, school locatios, parks, park-ad-ride lots, existig trasit statios, ad sigificat destiatios (e.g. major shoppig ceters, airports, hospitals, etc.). Similar maps are provided i Chapter 3 with a overlay of existig ad future bicycle facilities Sa Berardio Valley (East Valley ad West Valley) The Sa Berardio Valley cotais the most populous cities i the Couty ad a rich selectio of eighborhoods ad destiatios. Freeways ad commuter rail coect it to other parts of Souther Califoria ad the adjacet couties of Los Ageles, Orage, ad Riverside. There are 15 cities i the Valley: Chio, Chio Hills, Colto, Fotaa, Grad Terrace, Highlad, Loma Lida, Motclair, Otario, Racho Cucamoga, Redlads, Rialto, Sa Berardio, Uplad, ad Yucaipa. Figures 2-1 ad 2-2 provide separate maps showig the East Valley ad West Valley. (Note: all maps are provided at the ed of this chapter i the order refereced). Numerous ceters of shoppig ad retail attractios are scattered throughout this part of the Couty. Shoppig malls such as Otario Mills, Citrus Plaza, ad Motclair Plaza serve as regioal attractors, while the mixed-use Victoria Gardes embodies a ew urbaist flavor i Racho Cucamoga. Several other retail ceters i almost every city provide big-box shoppig coveiece, ad most cities have a small dowtow area with a focus o local retail. Califoria State Uiversity Sa Berardio ad the Uiversity of Redlads, located close to the foothills, draw studets from the state ad beyod, while Chaffey College, Sa Berardio Valley College, ad Crafto Hills College, serve more local populatios. I the wester Valley, 2-1

2 the cities of Motclair ad Uplad border Los Ageles Couty ad thus are close to Uiversity of La Vere ad the Claremot Colleges. Numerous istitutios of healthcare are situated i the Valley, such as Loma Lida Uiversity Hospital, Arrowhead Regioal Medical Ceter i Colto, Kaiser i Fotaa ad Otario, Redlads Commuity Hospital, St. Beradie s i Sa Berardio, ad Sa Atoio i Uplad. These serve as major employmet ceters as well. The Valley has a established trasportatio ifrastructure that is complemetary to the goals of the NMTP. For commuters, Metrolik provides regular trai service to Dowtow Los Ageles each weekday with some weeked service as well. The Sa Berardio Lie has stops i Motclair, Uplad, Racho Cucamoga, Fotaa, Rialto, ad Sa Berardio. The Riverside Lie primarily serves Riverside Couty, but also stops i Otario. The Ilad Empire-Orage Couty Lie takes workers ito Orage Couty via Sa Berardio ad cities i Riverside Couty. Most Metrolik statios serve as trasit ceters, providig beefits to commuters such as park-ad-ride lots ad trasfers to local bus routes. The statio at Motclair has ample parkig ad affords access to several Foothill Trasit ad OmiTras bus lies. A plaed trasit ceter i Dowtow Sa Berardio will lik the future Redlads light rail lie with Metrolik ad a ew orth-south bus rapid trasit (BRT) lie. OmiTras is the local trasit operator for the Sa Berardio Valley, providig bus service throughout the jurisdictios ad also ito parts of Los Ageles ad Riverside couties. The Log Rage Trasit Pla delieates a extesive future bus rapid trasit system i the Valley. The E Street sbx lie will ru from Califoria State Uiversity Sa Berardio south ito dowtow Sa Berardio, ad Loma Lida, with termiatio ear the Uiversity of Redlads. Other routes throughout the Valley are beig cosidered as well. Foothill Trasit is the operator of bus service i the easter portio of Los Ageles Couty (primarily the Sa Gabriel Valley) with some lies goig ito Sa Berardio Couty. While LA/Otario Iteratioal Airport is the primary airport for the Ilad Empire, Sa Berardio Iteratioal Airport (SBD) is expected to provide passeger service at some poit i the future. Curretly SBD serves major freight airlies as well as firefightig duties for the Uited State Forest Service. Cable Airport, Chio Airport, ad Redlads Muicipal Airport are geeral aviatio airports also located i the Sa Berardio Valley Victor Valley ad Barstow Victor Valley ad the Barstow area are located orth of the Sa Berardio Valley ad coected to it by I-15 through the Cajo Pass,. Although less urba tha the cities to the south, the jurisdictios of the Victor Valley have see much developmet sice the tur of the cetury. The Victor Valley subarea cotais the cities of Adelato, Hesperia, Victorville, ad the Tow of Apple Valley. Figures 2-3 ad 2-4 provide mappig for the Victor Valley ad Barstow areas, respectively. Although ot as developed as the Sa Berardio Valley, the Victor Valley has a umber of locatios for shoppig such as the Victorville Mall, Village Ceter, ad the Victor Plaza Shoppig Ceter. Barstow has a cluster of outlet shoppig ceters desiged pricipally for the passig traveler o I-15, alog with more local use stores i its dowtow. The Marie Corps Logistics Base ad Burligto Norther/Sata Fe railroad facilities are major employmet locatios. Victor Valley College ad Barstow Commuity College are major educatioal 2-2

3 istitutios located i Victorville ad Barstow, respectively. Public trasportatio i the Victor Valley is provided by the Victor Valley Trasit Authority, while Barstow Area Trasit serves Barstow ad its surroudig areas. The Souther Califoria Logistics Airport (SCLA) i Victorville is primarily used for the trasport of overseas goods i ad out of the Souther Califoria regio. This importat ceter for logistics is also used for military troop trasport ad firefightig plaes for the Califoria Departmet of Forestry. There are also several geeral aviatio airports i this subarea: Apple Valley Airport, Baker Airport, Barstow-Dagget Airport, ad Hesperia Airport Morogo Basi Nestled ear Joshua Tree Natioal Park is the Morogo Basi. Surrouded by the vast expase of the Mojave Desert, the Morogo Basi subarea is ideal for bicyclig, both for recreatio ad commutig. The Tow of Yucca Valley ad the City of Twetyie Palms are located withi the subarea, alog with the uicorporated areas of Joshua Tree ad Morogo Valley. Figure 2-5 provides mappig for the Morogo Basi. Commuities i the Morogo Basi are lower desity i terms of residetial ad commercial activities. Most of the commercial activity is focused alog State Route 62. SR-247 provides coectivity to the orth. The local marie base, Marie Corps Air Groud Combat Ceter i Twetyie Palms, provides yearlog traiig to ew recruits ad thus is a strog ad stable part of the local ecoomy. Jurisdictios i the Morogo Basi are served by public trasportatio through the Morogo Basi Trasit Authority. There are several geeral aviatio airports i the Morogo Basi, icludig: Twetyie Palms Airport, Yucca Valley Airport, ad Roy Williams Airport Moutais The Moutais subarea is located orth ad east of the Sa Berardio Valley. It offers much i terms of recreatioal activities with its easy access to skiig resorts ad Big Bear Lake. The oly icorporated jurisdictio is that of the City of Big Bear Lake, though there are may uicorporated areas earby, such as Big Bear City ad Lake Arrowhead. Figure 2-6 provides mappig for the Moutai subarea. The Moutais subarea is a active recreatioal area, particularly for witer sports. Commuities i the Bear Valley subarea are cetered o providig services ad retail accommodatios to visitors. Additioally, its locatio i the Sa Berardio Natioal Forest provides dozes of hikig ad off-road trails. The backboe highway etwork cosists largely of State highways, requirig Caltras to play a active role i ay accommodatios cosidered for o-motorized facilities. The Moutai Area Regioal Trasit Authority provides bus service to residets ad visitors i the areas aroud Big Bear Lake, icludig service dow the moutai to the East Valley. Big Bear City Airport is a geeral aviatio airport just outside the city limits of the City of Big Bear Lake. 2-3

4 2.1.5 Colorado River Basi Located alog the Colorado River, this subarea cotais the City of Needles ad abuts Arizoa.to the east. Although it has limited populatio, the Colorado River Basi provides ample opportuities for recreatio ad outdoor activities. The area is also home to a satellite campus of Palo Verde Commuity College i Needles. Figure 2-7 provides mappig for the Colorado River Basi subarea. Needles Area Trasit provides public trasportatio to Needles ad surroudig commuities. The Chemehuevi Valley Airport is a geeral aviatio airport located approximately eightee miles south of Needles. 2.2 Goals The ifrastructure improvemets ad programs recommeded i the Sa Berardio Couty for the NMTP will be shaped by the Pla s goals ad policies. Goals provide the cotext for the specific policies discussed i the NMTP. The goals provide the log-term visio ad serve as the foudatio of the Pla. Goals are broad statemets of purpose, while policies idetify specific iitiatives ad provide implemetatio directio o elemets of the Pla. The followig represet the goals of the NMTP: 1. Icreased bicycle ad pedestria access - Expad bicycle ad pedestria facilities ad access withi ad betwee eighborhoods, to employmet ceters, shoppig areas, schools, ad recreatioal sites. 2. Icreased travel by cyclig ad walkig - Make the bicycle ad walkig a itegral part of daily life i Sa Berardio Couty, particularly (for bicycle) for trips of less tha five miles, by implemetig ad maitaiig a bikeway etwork, providig ed-of-trip facilities, improvig bicycle/trasit itegratio, ecouragig bicycle use, ad makig bicyclig safer ad more coveiet. 3. Routie accommodatio i trasportatio ad lad use plaig - Routiely cosider bicyclists ad pedestrias i the plaig ad desig of lad developmet, roadway, trasit, ad other trasportatio facilities, as appropriate to the cotext of each facility ad its surroudigs. 4. Improved bicycle ad pedestria safety - Ecourage local ad statewide policies ad practices that improve bicycle ad pedestria safety. 2.3 Policies A set of policy recommedatios was approved the SANBAG Plas ad Programs Committee i October 2009 ad recofirmed i February The policies are as follows: 1. Local jurisdictios are the agecies resposible for the idetificatio of o-motorized trasportatio projects withi their jurisdictio for iclusio ito the Pla. SANBAG shall oly serve i a advisory capacity with respect to the idetificatio of projects o the 2-4

5 regioal etwork. SANBAG shall provide advice o the iclusio of projects that may serve to better establish coectivity betwee jurisdictios, itermodal facilities ad regioal activity ceters. However, local jurisdictios have sole authority over all projects icluded i the Pla 2. Local jurisdictios are also resposible for implemetatio of the projects icluded i the NMTP. SANBAG may provide advisory support to jurisdictios i the project developmet process o request. Should SANBAG be requested to provide assistace deliverig a project i the Pla, such istaces should be limited to developmet of regioal o-motorized trasportatio facilities that provide coectivity to more tha oe jurisdictio or complete gaps withi the regioal o-motorized trasportatio etwork or serve to provide better access to trasit facilities. 3. SANBAG shall, whe feasible, support local educatio ad safety efforts curretly beig implemeted through local law eforcemet, highway patrol, Caltras ad schools to better educate childre ad adults o the safe use of bicycles ad to promote the omotorized trasportatio system. 4. SANBAG shall prepare ad update the comprehesive map idetifyig the Couty s o-motorized trasportatio system usig its i-house GIS capabilities. Maiteace of the maps is also a importat elemet of SANBAG s proposed 511 Traveler Iformatio System. 5. SANBAG shall work with its member agecies to develop a regioal way-fidig system to assist travelers to idetify the o-motorized trasportatio system. Ay such system developed shall be developed i collaboratio with local jurisdictios, will afford a opportuity for member agecy customizatio, ad promote coectivity to trasit facilities, park ad ride lots, ad other regioal activity ceters. 6. SANBAG shall work with ad ecourage member agecies to icorporate o-motorized trasportatio facilities ito geeral ad specific plas as well as provide assistace i idetifyig desig stadards that provide for pedestria- ad bicycle-friedly access to trasit facilities. 7. SANBAG shall use the NMTP as oe compoet of the overall strategy to reduce greehouse gas emissios pursuat to SB SANBAG shall work with ad ecourage trasit operators to provide ed-of-trip pedestria ad bicycle-servig facilities, such as bike lockers, racks, ad capacity o trasit vehicles to carry bicycles ad better facilitate the itegratio ad use of omotorized trasportatio withi the regioal trasportatio system. 9. SANBAG shall use this pla as the basis to allocate state, federal, ad local fuds for delivery of o-motorized trasportatio improvemets. Fud types may iclude, but are ot limited to, federal Trasportatio Ehacemet (TE), Cogestio Mitigatio ad Air Quality (CMAQ), state Bicycle Trasportatio Accout (BTA), ad Trasportatio Developmet Act (TDA) Article 3 fuds. 10. SANBAG shall work with member agecies to coordiate delivery of the NMTP ad projects cotaied i the Nexus Study. 2-5

6 11. SANBAG shall work with member agecies to idetify state/federal bicycle ad pedestria ifrastructure or plaig grat opportuities. Whe fudig opportuities arise, SANBAG shall work to support local jurisdictio grat applicatios or collaborate with local jurisdictios to directly submit grat applicatios for projects i the Pla. 12. SANBAG ad member agecies shall coduct regular bicycle ad pedestria couts to moitor the effects of implemetatio of the NMTP. SANBAG shall work to idetify fudig for the moitorig of Class I, separated shared-use facilities, so that o fiacial impact is bore by the local jurisdictios for collectio of cout iformatio. Couts coducted o Class II ad Class III, o-street bicycle facilities, shall correspod with coutig for itersectios that are both o the o-motorized etwork ad require CMP Moitorig as outlied i the Cogestio Maagemet Program. Whe couts for o- CMP itersectios are desired, SANBAG shall be resposible for idetifyig fudig for such couts. These policies costitute a modest expasio of SANBAG s role i implemetig the NMTP. Most of the policy recommedatios are icorporated ito SANBAG s curret activities, although they may ot be explicitly stated. All of the proposed policies are cosistet with the agecy s role as a Couty Trasportatio Commissio ad a Coucil of Govermets. Moreover, SANBAG programs sigificat state, federal ad local fudig sources to implemet the compoets of the NMTP, ad eeds to play a active role i providig for regioal omotorized trasportatio from that perspective as well. 2-6
