1 TRANSORTATION Sectio (2)(c) of the Statutes requires the Trasportatio Elemet to provide a compilatio of goals, objectives, policies, maps, ad programs that guide the future developmet of various trasportatio modes. Furthermore, Sectio of the Statutes sets forth goals related to the Trasportatio Elemet that must be addressed as part of the plaig process. They are: Ecourage eighborhood desigs that support a rage of trasportatio choices. rovide a itegrated, effi ciet ad ecoomical trasportatio system that affords mobility, coveiece, ad safety that meets the eeds of all citizes, icludig trasit-depedet ad disabled citizes. The Issues ad Opportuities elemet of this la outlies four goals ad objectives that shall guide the Trasportatio sectio: Maitai the relatioship betwee Couty ad the Village i matters relatig to ort ashigto Road; ork to improve bicycle circulatio throughout the Village; Support public trasportatio or trasit optios that supplemet private automobiles; Moitor ad maitai agig ifrastructure i the Village. The itet of this chapter is to address these issues ad requiremets set forth by the Statutes. TRANSORTATION IN THE REGION The curret Regioal Trasportatio la, A Regioal Trasportatio System la for Southeaster : 203, was adopted by SERC i Jue of The pla icludes trasportatio coditios that relate directly ad/or idirectly to the Village of Fox oit; the coditios are outlied throughout this chapter. The Regioal Trasportatio System la outlies several recommedatios for trasportatio i southeaster. These recommedatios are divided ito the followig categories: public trasit, bicycle ad pedestria facilities, trasportatio systems maagemet, travel demad maagemet, ad arterial streets ad highways. 2 ublic Trasit The regioal pla recommeds expasio of public trasit i southeaster, icludig the developmet ad improvemet of rapid ad express trasit systems. Service would offer itermediate stops spaced approximately three to fi ve miles apart, ad would coect all urbaized areas i southeaster. Curretly, the Village of Fox oit is served by oe local bus route, ad oe rapid bus route which utilizes Iterstate 43. Figure 6.1 illustrates public trasit i the Couty area as of As of 200, o express trasit service existed i the Village of Fox oit. The proposed express trasit system would have fewer stops tha rapid trasit, mostly withi Couty, ad operate at higher speeds to coect major employmet ceters ad destiatios. Both the rapid trasit ad express trasit are slated for future upgrades from buses to other types of trasit. Commuter rail would replace buses for rapid trasit, ad bus guideway or light rail would replace express trasit buses. The regio is also served by Greyhoud Bus Lies, Badger Coaches, Coach Lies, Lamers Bus Lies, ad Amtrak Trais. Figure 6.1: ublic Trasit i Metropolita Area, Source: SERC ad Ride Facilities At Village listeig sessios coducted durig the preparatio of this pla, several attedees idicated that park ad ride lots that are served by rapid trasit were the most popular form of public trasit for Fox oit residets. hile there are o lots of this type i the Village, there are three i close proximity (Figure 6.2): Brow Deer/River Hills This lot, labeled as # i Figure 6.2, has 360 parkig spaces available. O a average weekday i 2001, 0 of those spots (22%) were utilized. This lot is used exclusively for park ad ride service. This lot is equipped with bicycle racks. North Shore/Gledale The North Shore/Gledale lot, labeled as #6, has parkig spaces. A average of 7 spaces (4%) were utilized o a typical weekday i This lot is used exclusively for park ad ride service. This lot is equipped with bicycle racks. Kohl s Brow Deer This lot, labeled as #34, is shared with Kohl s Departmet Store. There are 0 spaces for park ad ride use. O a average weekday i 2001, 60 spaces (60%) were utilized. As of 2004, this lot was ot equipped with bicycle racks. Bicycle ad edestria Facilities Figure 6.3 illustrates the accommodatio of bicycles o the surface arterial street ad highway system i the Couty area as of I order to safely accommodate bicycle travel, the pla recommeds improvemets to all arterial streets i the regio. These improvemets would iclude extra-wide outside travel laes, paved shoulders, bicycle laes, or a separate bicycle path. The pla also recommeds a stroger system of off-street bicycle paths that coects all cities ad villages i the regio with a populatio of,000 or more (Figure 6.4). The proposed system icludes 7 miles of offstreet bicycle paths with 7 miles of surface arterial ad 3 miles of o-arterial coectors. Curretly, about 203 miles of the plaed 7 miles already exist. ehace pedestria facilities i the regio, the pla recommeds that local uits of govermet follow recommeded stadards ad guidelies for the resposible costructio ad maiteace of those facilities as outlied i the adopted pedestria facilities policy (see the Amedmet to the Regioal Bicycle ad edestria Facilities System la for Southeaster : 2020). The pla also ecourages the developmet of bicycle ad pedestria plas at the local level to supplemet the regioal pla. Trasportatio Systems Maagemet Measures i the trasportatio systems maagemet elemet iclude freeway traffi c maagemet, surface arterial street ad highway traffi c maagemet, ad major activity ceter parkig maagemet ad guidace. The pla recommeds cooperatio ad coordiatio betwee the trasportatio agecies ad operators i the regio, ad a focus o regioal itelliget trasportatio systems (ITS) architecture to esure iteroperability betwee the hardware ad software compoets employed by trasportatio operators i the regio. 5 Travel Demad Maagemet The measures icluded i the travel demad maagemet elemet of the pla ited to reduce persoal ad vehicular travel or to shift such travel to alterative times ad routes. Doig so would allow for more effi ciet use of existig trasportatio systems. The travel demad maagemet elemet recommeds preferetial treatmet for highoccupacy vehicles, a icrease of park-ride lots i the regio from 49 to 7, ad a expasio of trasit pass programs ad vapool programs (trasit pricig). The elemet also recommeds implemetig programs related to persoal vehicle pricig, ad promotig travel demad maagemet ad trasit through educatio ad marketig. Local govermets are ecouraged to prepare ad implemet detailed site-specifi c eighborhood ad major activity ceter lad use plas to reduce automobile travel. OTHER REGIONAL TRANSORTATION INITIATIVES SERC also prepared a updated versio of the Trasportatio Improvemet rogram for Southeaster (TI): The TI is a federally required listig of all arterial highway ad public trasit improvemet projects proposed to be carried out by ad local govermets over the ext four years i the sevecouty regio. er this documet, there is oly oe project plaed withi or adjacet to the Village of Fox oit: Resurface I-43 from Silver Sprig Drive to orther border of Couty The SERC 203 Regioal Trasportatio la icludes proposed fuctioal improvemets to the arterial street ad highway system, (Figure 6.) which are iteded to be put ito place by 203. Two projects will affect the Village of Fox oit: I-43 wideig from 4 to 6 laes Resurfacig of Lake Drive i the Village. I 20, bridge recostructio is expected to take place over Iterstate 43 at Good Hope Road ad Brow Deer Road, alog with the resurfacig of Gree Tree Road. Bicycle Trasportatio la 2020 The Departmet of Trasportatio (isdot) recetly published the Bicycle Trasportatio la 2020, isdot s statewide log-rage bicycle pla. The pla makes several recommedatios for govermet agecies to follow whe makig decisios regardig bicycle trasportatio. The roles ad resposibilities for commuities are as follows: Develop, revise, ad update log-rage bicycle plas ad maps. Cosider the eeds of bicyclists i all street projects (especially collector ad arterial streets), ad build bicycle facilities accordigly. romote ad offer bicycle safety programs. TRANSORTATION IN THE VILLAGE OF FOX OINT Streets ad Highways The Departmet of Trasportatio (isdot) maitais a database etitled the Iformatio System for Local Roads (ISLR), which holds couty ad local street iformatio icludig pavemet coditios. I additio to pavemet coditio iformatio, isdot maitais Average Aual Daily Traffi c (AADT) data for public review. Figure 6. illustrates the AADTs i the Village of Fox oit as of Trasit The Couty Trasit System operates oe bus route that passes through the Village of Fox oit. The #6 - ort ashigto bus route coects the River oit Shoppig to Cardial Stritch Uiversity via ort ashigto Road. There is also a limited service loop that coects the same sites via Gree Tree Road, Lake Drive, ad Brow Deer Road (Figure 6.7). The route coects dow to Bayshore w ad beyod to the itersectio of Keefe ad Atkiso Streets i. Figure 6.9 shows the #6 route i cotext with the 2009 system map for Couty. 9 Bicycle ad edestria Facilities Fox oit curretly maitais bicycle ad pedestria paths, icludig a path that stretches the etire legth of Lake Drive alog the west side of the roadway (Figure 6.). Bicyclists predomiatly travel alog the shoulders of local roads, while pedestrias maily travel via iformal paths that are cosidered to be local ameities oly for Village residets. Attedees of comprehesive pla meetigs expressed a desire to avoid marketig these pedestria paths to tourists ad visitors. Attedees also idicated that additioal bicycle ad pedestria facilities i the Village would be welcomed; however, active pursuit by the Village to expad these facilities was ot cosidered a top priority. As such, the Village of Fox oit should welcome opportuities to work cooperatively with eighborig commuities i order to maitai adequate bicycle ad pedestria facilities throughout the North Shore. Safe routes that lik residetial areas with commercial districts, public facilities, ad park ad ride/rapid trasit stops should be addressed before ew recreatioal routes are cosidered. Chartered air service ad air freight services are available i ashigto Couty at the est Bed Muicipal ad Hartford Muicipal airports, ad Lawrece Timmerma Field i Couty. The earest commercial airlie service is provided by Geeral Mitchell Iteratioal Airport i. Railroads The Uio acifi c Railway, which provides freight services, passes through the Village of Fox oit. However, the Village does ot have a statio that provides access to the trais. The earest Amtrak statio is located i dowtow. ater Trasportatio Idia Creek is a avigable stream, however there are o waterways used as trasportatio i the Village of Fox oit.
