A CONSOLIDATED EUROPEAN APPROACH TOWARDS FREE ROUTE AIRSPACE 1.1 A Cooperative Network Approach The coordiated developmet ad implemetatio of Free Route Airspace was iitiated by EUROCONTROL i 2008 ad was icluded i the Flight Efficiecy Pla developed cooperatively betwee betwee IATA, CANSO ad EUROCONTROL. While the first implemetatio steps took place withi the cotext of the Europea ATS Route Network Versio 6 (ARN Versio 6), the overall coordiatio was icluded i the ARN Versio-7. The cotet of the Europea Route Network Improvemet Pla will iclude a agreed Europea route etwork ad, where feasible, free route airspace structure desiged to meet all user requiremets. As part of the Europea Route Network Improvemet Pla, the Network Maager developed the followig material: The Europea Route Network Improvemet Pla (ERNIP) Part 1 - A Europea Airspace Desig Methodology Geeral Priciples, Guidelies ad Techical Specificatios for airspace Desig that icludes a Free Route Airspace Cocept; The ARN Versio-7 was developed ad deployed through a co-operative ad partership approach facilitated i the cotext of the Route Network Developmet Sub-Group (RNDSG). The RNDSG is the co-ordiatio forum for Europea airspace desig ad developmet, plaig ad implemetatio of improved Europea ATS route etwork, optimised civil ad military airspace structures ad ATC sectors. The members of the RNDSG work i a partership approach, through civil ad military experts i airspace desig from EUROCONTROL, the ECAC member States ad their ANS providers, airspace users orgaisatios, flight plaer orgaisatios ad other relevat iteratioal orgaisatios. With respect to Free Route Airspace, Europea ARN Versio-7 icluded: The implemetatio of a advaced cocept of operatios, icludig Free Route Operatios; A pa-europea view of Free Route Airspace deploymet. Further evolutios followed through the approval of the the COMMISSION REGULATION (EU) No 677/2011 of 7 July 2011 (layig dow the detailed rules for the implemetatio of air traffic maagemet (ATM) etwork fuctios ad amedig Regulatio (EU) No 691/2010. The Aex I of this Regulatio describes the Europea Route Network Desig Fuctio ad the Europea Route Network Improvemet Pla. The Europea Route Network Improvemet Pla (ERNIP) Part 3 - ASM Hadbook that icludes all the ecessary civil/military aspects related to Free Route Airspace; The Europea Route Network Improvemet Pla (ERNIP) Part 4 - Route Availability Documet (RAD) User Maual that icludes the appropriate route orietatio ad flight pla facilitatig measures with respect to Free Route Airspace; The Europea Route Network Improvemet Pla (ERNIP) Part 2 - ARN Versios that iclude all the Free Route Airspace Projects scheduled for developmet ad implemetatio over a 5-years rollig period; FRA Applicatio i NMOC Guidelies are supplemetary to ERNIP Part 1 Chapter 6, Sectio 6.5 FRA Cocept. Those Guidelies are relevat for the etire process of NMOC FRA Operatioal Validatio ad NMOC FRA system processig. They cover the most sigificat aspects to be kow by Operatioal Stakeholders ad ca be cosidered as support to plaig, developmet ad validatio of ay FRA project. The documet cotais the explaatio of how NMOC systems process FRA. How to express FRA i NMOC systems by usig the existig airspace utilisatio rules ad availability restrictios, as well as what shall be preseted to NM i order for it to perform FRA Operatioal Validatio. 6 1.2 The Need for a Coordiated Approach A umber of States, ANSPs ad FABs have proposed i 2007 developmet towards the implemetatio of Free Route Airspace. The commo thread of these iitiatives was the trasitio from reliace o a fixed route etwork to offerig direct routes ad tailored routes i order to cotribute to airspace performace improvemets o capacity, efficiecy ad eviromet. These iitiatives come at a time whe there are very demadig ecoomic ad evirometal pressures o the Aircraft Operators ad other stakeholders. The etwork has to respod to this ad the States ad ANSPs should look at iovative ad obvious methods to make their cotributio. The implemetatio of Free Route Airspace iitiatives will, i the short term, go some way to meetig the efficiecy, capacity, ad evirometal challeges. They will be the startig poit o the path to full Free Routig across the Europea airspace, which itself is a itermediate step o the road to SESAR busiess trajectories ad 4D profiles. The local Free Route Airspace Iitiatives will brig improvemets to the Network but if they are to develop further, they will also brig ew demads o Network Maagemet ad System Support. 1.3 Brigig the Network Cotributio I order to respod to a clear eed from all operatioal stakeholders, EUROCONTROL put i place a flexible but purposeful approach where idividual States, ANSPs or FABs ca move at a much quicker pace the they would if they were boud ito a larger project. The eed for a greater visible picture ad for coordiatio was put i place ad developed i harmoy. The coordiatio ad support tasks covered: The developmet of a Europea Free Route Airspace Cocept i the cotext of the ARN Versio 7 ad the i the cotext of the Europea Route Network Improvemet Pla (ERNIP) Part 1; Providig a overall focal poit that will cosolidate ad circulate iformatio o iitiatives, plas ad proposals; Support to the airspace desig ad utilisatio projects for idividual ANSPs, FABs or groups of ANSPs ad FABs; Techical ad operatioal support to esure maily that there is harmoisatio betwee the iitiatives ad that there is a commo approach towards operatioal aspects; Idetificatio of the required etwork eablers, i particular: System adaptatio ad compatibility across the etwork; Harmoised AIS publicatio; Checklist of Free Route Airspace implemetatio actios; Fast Time Simulatio evaluatios of workload ad capacity Ruig of large scale Real Time Simulatios Ehaced flight plaig procedures; Iitiatig work at etwork level to esure that eablers will be available; Supportig airspace desig ad ASM/ATFCM processes at etwork, FAB ad local level; Support to a co-ordiated deploymet of local, sub-regioal ad etwork aspects of these iitiatives; Validatio of airspace desig ad utilisatio projects through the Network Maager Operatios Cetre (NMOC); Coordiatio o the developmet of the etwork systems ad operatioal procedures. FREE ROUTE AIRSPACE (FRA) DESIGN 2.1 FRA Cocept Defiitio A specified airspace withi which users may freely pla a route betwee a defied etry poit ad a defied exit poit, with the possibility to route via itermediate (published or upublished) way poits, without referece to the ATS route etwork, subject to airspace availability. Withi this airspace, flights remai subject to air traffic cotrol. 2.2 Scope The overall scope of the Free Route Airspace (FRA) Cocept is to provide a eablig framework for the harmoised implemetatio of FRA i Europe wheever a State/FAB/ANSP, a group of States/FABs/ ANSPs decides to proceed with such implemetatio. The FRA Cocept forms the basis for a commo uderstadig for all ATM parters ivolved i FRA implemetatio. The FRA Cocept ecompasses various FRA implemetatio scearios that will: No additioal equipmet requiremets or flight plaig procedures chages are foresee for aircraft operators. Nevertheless, modificatios to flight plaig systems may be required to esure that full beefit of the FRA ca be realised. 2.4 Airspace Classificatio FRA will, i priciple be classified as Class C airspace, with certai agreed exemptios (e.g. above FL460, withi the NOTA). 2.5 Flight Level Orietatio The Flight Level Orietatio Scheme (FLOS) applicable withi FRA shall be promulgated through the relevat atioal AIS publicatios. Note: This does ot costitute a chage to the curret system of 2 FLOS i Europe 2.6 Limited Applicability of FRA Meet the Safety Objectives; Time Limited Be compatible with existig operatios; Be sustaiable through further developmet; Be capable of expasio/coectivity to/with adjacet airspace; Be capable of beig exported to other regios. 2.3 Eablers The eablers are: Appropriate System Support - ehacemet for the purposes of Flight Plaig ad ATFCM; Eve though the goal is to implemet FRA o a permaet basis, a limited implemetatio durig defied periods could facilitate early implemetatio. Procedures for trasitioig betwee FRA ad fixed ATS route operatios shall be set Structurally Limited I complex airspace, the full implemetatio of FRA could potetially have a detrimetal effect o capacity. I such airspace, States/FABs/ANSPs may decide to implemet FRA o a structurally limited basis, for example by restrictig the available FRA Horizotal etry/exit poits for certai traffic flows, which could icrease predictability ad reduce the umber of potetial coflicts. 8 2.7 Airspace Orgaisatio Geeral FRA forms a itegral part of the overall Europea ATM etwork, iterfacig vertically or laterally with adjoiig fixed ATS route operatios airspace. Airspace reservatios will remai, ad as all airspace users will have equal access to FRA, harmoised applicatio of the FUA Cocept ad Civil/Military Coordiatio are take ito accout i order to esure harmoised procedures ad service provisio for the beefit of all the airspace users Applicable Airspace The FRA Cocept is applicable to ay area where FRA is implemeted withi the Europea airspace etwork Vertical Limits of FRA ad Their Publicatio This FRA Cocept is aimed at facilitatig the harmoised implemetatio of FRA wherever ad wheever a State/FAB/ANSP decides to do so. I this cotext, there is o specific recommedatio o the miimum FL of such implemetatio. The vertical limits of the FRA shall be published i atioal AIS Publicatios. The settig of the lower limit of FRA shall ot adversely impact adjacet areas where FRA is ot yet implemeted or where oly limited applicatio of FRA is i place. Nevertheless, with goal beig a harmoised airspace structure across the Europea etwork, the followig recommedatios are made: The lower vertical limit shall be coordiated at Europea etwork level to esure itercoectivity with adjoiig airspace ad this could vary i differet areas or at differet times withi a particular FRA. The miimum level should be the lowest feasible, takig ito accout the complexity of the airspace ad the demad Horizotal Limits of FRA ad Their Publicatio The horizotal limits of the FRA shall be published i atioal AIS Publicatios. I order to gai full beefits from its applicability, the horizotal limits should be preferably based o operatioal requiremets, ot ecessarily o FIR/UIR or ATC uit boudaries. FRA Horizotal etry/exit poits ito/out of the FRA shall be published i atioal AIS publicatios with a clear referece to the FRA ad to the ature of the poit (etry, exit or etry/exit poit). I areas where the shape of the lateral boudaries of a FIR/UIR or ATC uit are such that direct routigs could lead to exitig for a short time ito adjacet airspace, all efforts shall be made to esure that applicability of FRA is orgaised based o operatioal requiremets ad appropriate arragemets are made with the adjacet ATC uits/states. If such situatios are uavoidable, the appropriate publicatio of FRA Horizotal etry/exit poits shall be esured. If FRA is implemeted i adjacet FIRs/UIRs, the publicatio of the FRA shall clearly reflect this cross-border applicatio. The publicatio of FRA Horizotal etry/ exit poits o the commo FIR/UIR boudary is ot ecessary from a operatioal perspective. FRA Horizotal etry/exit poits ito/out of FRA shall take ito accout adjacet airspace where FRA is ot implemeted. FRA Horizotal etry/exit poits will be defied to allow for a structured trasitio betwee the two operatioal eviromets, this may ot ecessarily be at the FIR or ATC uit boudary. I order to esure overall Europea airspace structure itercoectivity, the FRA Horizotal etry/exit poits from/ito adjacet o FRA shall esure itercoectivity with the fixed ATS route etwork Vertical Coectio betwee FRA ad the uderlyig Fixed ATS Route Network The vertical coectio betwee FRA ad the uderlyig fixed ATS route etwork shall take ito accout the various climbig ad descedig profiles. The itercoectivity betwee FRA ad the uderlyig fixed ATS route etwork shall be esured through the availability of a set of waypoits reflectig the typical climbig/ descedig profiles. 9 2.8 Maximisig Efficiecy of FRA 2.12 Airspace Reservatios To maximise the efficiecy of FRA ad to esure safe ad efficiet trasfer of flight, all efforts eed to be made to esure ay required realigmet of the fixed ATS route etwork i adjacet airspace ot applyig FRA. Wherever a fixed ATS route etwork will remai i operatio below the FRA, this uderlyig ATS route etwork shall be refied ad coordiated at etwork level to take ito accout the eeds of free route operatios i the airspace above. 2.9 Access To/From Termial Airspace Access to/from Termial Airspace will eed to be cosidered ad appropriate refiemets to TMA structures iitiated, icludig the defiitio of additioal SIDs/ STARs to permit more flexibility. This could have implicatios for the maagemet of Termial airspace. Notes: 1. I case of implemetatio of FRA dow to the upper limit of Termial Airspace, the etry/exit poits ito/ out of FRA should preferably be the last poit of the SID ad the first poit of the STAR. I some cases a redesig of the SID/STAR will be required ad, depedig o airspace complexity, extesios may eed to be ivestigated to esure appropriate traffic segregatio. 2. If for some airports o suitable SID/STAR is available, flight plaig through the use of DCT should be facilitated Publicatio of a Cotigecy ATS Route Network There is o over-archig requiremet for a Europea cotigecy fixed ATS route etwork Maiteace of a Fixed ATS Route Network withi FRA Wherever a fixed ATS route etwork is maitaied withi FRA, details shall be published i AIS publicatios. I the cotext of FRA Cocept, airspace reservatio refers to airspace of defied dimesios for the exclusive use of specific users, icludig TRA, TSA, CBAs, D, R, P, Areas ad ay specially activated areas. These are special desiged areas withi which both civil ad military activities could take place. Airspace reservatios are permaetly active (such as prohibited areas) while others are active for varyig periods of time ad at varyig levels. (e.g. TSA ad similar exercise areas). Active airspace reservatios are crossed or avoided depedig o the degree of coordiatio (icludig civil/military coordiatio) ad the status of the activity i the area. This will remai the case i FRA. There is the potetial for airspace reservatios to be recofigured to meet differet task eeds. I areas where coordiatio procedures (icludig civil/ military coordiatio procedures) ad airspace coditios permit, the airspace users are permitted to flight pla routeigs through airspace reservatios. I some cases, tactical reroutig will be give if airspace is ot available for crossig. The expected maximum additioal legth of a tactical reroutig shall be promulgated through atioal AIS publicatios. I other cases, whe such airspace is ot available for crossig, FRA itermediate poits will be defied to facilitate flight plaig clear of the airspace reservatio ad esure sufficiet separatio from the activity. The promulgatio of these FRA itermediate poits shall be esured through atioal AIS Publicatio. If these poits are to be used oly for avoidace of airspace reservatios, specific coditios for the use of these poits for flight plaig shall be published i the RAD. A overall stadardisatio of the separatio from airspace reservatios will be required, i the loger term, especially for cross-border operatios. Publicatio of activatio time of airspace reservatios should be cosidered. Note: The possibility of usig geographical coordiates should be cosidered. 10 Procedures shall be developed betwee the Network Maager Operatios Cetre (NMOC) ad all iterested parties to esure a harmoised applicatio of procedures for the avoidace of airspace reservatios Route Availability The role, format ad applicability of the Route Availability Documet (RAD) have bee adapted to accommodate FRA requiremets Sectorisatio The preset sectorisatio scheme may eed to be restructured to accommodate traffic flows both withi FRA ad accordig to the uderlyig fixed ATS route etwork. Istead of havig regularised flows of traffic alog the ATS route etwork crossig at recogised poits, the traffic will potetially be spread across the whole of a sector. Sector desig will eed to respod to this chage ad may eed to be more flexible as traffic demad varies. The Free Route Airspace sectors should be: Ucostraied by FIR/UIR or State boudaries. Capable of beig recofigured to meet demad. A structured methodology where sectors are take from a library of desigs already kow to the iteral ad exteral systems is likely i areas where there are sigificat fluctuatios of traffic flow orietatio. Chages to sector defiitio will eed to be otified to the Network Maager Operatios Cetre (NMOC) ad should be trasparet to adjacet uits. Sector Desig Criteria should, at least, take ito accout: the priciple traffic flows ad orietatio; miimisig short trasits through sectors; miimisig sector ad ACC re-etry; positios of airspace reservatios; coherecy with adjoiig fixed ATS route etwork sectors ad coectig ATS routes to SIDs/STARs; civil/military coordiatio aspects. Sectors shall be aliged as far as possible so that the umber of flights with short trasit times is reduced to a miimum. If this is ot feasible such traffic should be exempted from Network Maager traffic couts. Appropriate rules shall be set i this cotext. More flexibility i defiig a larger umber of elemetary sectors/airspace volumes ad sector cofiguratios will eed to be explored. Sectors will eed to be desiged to miimise short trasits ad to avoid sector/ ATC uit re-etry of flights. Operatioally desiged, cross-border sectors may be eeded where FRA is implemeted i adjacet areas. A more extesive applicatio of cross-border sectors is likely to be required to reflect better variatios of traffic patters. Local FMPs will have to take a more proactive role i the selectio of optimum sector cofiguratios. Active sector cofiguratios shall be dyamically commuicated to the Network Maager Operatios Cetre (NMOC) Sector ad Traffic Volumes Capacities/Moitorig Values Sector capacities shall take ito accout the more dyamic variatios of traffic patters. Defiitio of traffic volume capacities/moitorig values shall take ito accout a miimum trasit time. Appropriate procedures shall be put i place by the Network Maager Operatios Cetre (NMOC) to exempt such flows from sector traffic couts ATS Delegatio I areas where operatioal boudaries do ot coicide with FIR/UIR boudaries, ad delegatio of ATS is effective the operatioal boudaries of FRA shall be published i the atioal AIS publicatios of both States. The Letters of Agreemet betwee the cocered ATS uits shall be ameded accordigly to reflect ay chages to the applicable procedures i the airspace where ATS is delegated Airspace Maagemet Geeral ASM i FRA will differ from that of the fixed ATS route etwork i that AOs will o loger be give iformatio o which routes are available, but will eed to kow which airspace is available/ot available. 11 ATC uits, correspodig military authorities, airspace users ad the Network Maager will eed to kow ad share the same updated iformatio with regard to activity of airspace reservatios. Applicable procedures are available i the Europea Route Network Improvemet Pla - Part 3 - ASM Hadbook - Guidelies for Airspace Maagemet OAT Hadlig OAT e-route shall beefit i a similar way from the implemetatio of FRA. There is o idetified eed for maitaiig a OAT route structure withi FRA Letters of Agreemet ad Coordiatio Procedures Letters of Agreemet shall be adapted to reflect the specificities of FRA i regard to trasfer poits, flexible chages i sectorisatio, liks with the fixed ATS route etwork, high fluctuatios i traffic flows, possibility to leave/eter the airspace at radom poits, etc. Appropriate metioig of ATS delegatio i areas ivolvig FRA shall be fully cosidered. The automatic exchage of flight data betwee ACCs/ UACs will eed to cosider the possibility of trasfer at radom poits. Trasfer procedures ad restrictios curretly stipulated i the existig Letters of Agreemet may o loger be applicable i Free Route Airspace. Appropriate procedures shall be defied to reflect these ew provisios Flight Plaig Geeral Withi FRA, flight plaig procedures are eeded that are uderstadable ad easy to use ad that are coheret with procedures for the fixed ATS route etwork. Priciples are outlied for GAT ad OAT flight-plaig, dealig primarily with GAT but will specifically metio OAT requiremets where ecessary. Except i FRA where it is published that tactical reroutig will be give, the ous is o the origiator of a FPL to submit a routeig through Free Route Airspace that avoids active airspace reservatios. ATC, AOs ad the Network Maager Operatios Cetre (NMOC) should have the same iformatio regardig the iteded profile ad routig of a flight, regardig both the iitial flight pla ad ay subsequet revisios to that iformatio. The developmet of appropriate tools will idicate real time ad future activity status of airspace reservatios to all users. Withi the FRA there will be o limitatios o the use of DCT, other tha those recommeded by ICAO. Chages to airspace users flight plaig systems may be required to eable all airspace users to take full beefit of the FRA. The IFPS will be modified to eable flight pla processig ad checkig i the cotext of variable lower levels of FRA i various parts of the Europea airspace. Similarly, the IFPS shall eable appropriate flight pla processig ad checkig for the trasitio from FRA to fixed ATS route etwork airspace wheever FRA will be implemeted for limited time periods, e.g. durig ight time oly Flight Pla Format No chage is evisaged to the ICAO flight-pla format i respect of FRA. OAT flight plas shall cotiue to comply with atioal regulatios Use of Upublished Itermediate Poits for Flight Plaig I order to beefit from the best operatig coditios, airspace users may be allowed to use ay itermediate upublished poits for flight plaig defied by geographical coordiates or by bearig ad distace. Such possibility shall be clearly promulgated i atioal AIS publicatios. Where such utilisatio is ot possible, publicatio of FRA Itermediate poits shall be esured Flight Plaig Routeigs Through Airspace Reservatios For the trasit period of a give flight through FRA, the AO will eed to kow the activity of all pertiet airspace reservatios areas to eable the selectio of a route that will avoid them, except where oe are published ad tactical re-routeig is provided. 12 The selectio of the route shall be based o the FRA Itermediate poits published to this effect. I areas where civil/military coordiatio procedures ad airspace coditios permit, the airspace users ca be allowed to flight pla through airspace reservatios. Tactical re-routigs could be expected i case of areas ot beig available for civil operatios Route Descriptio FRA published sigificat poits or upublished poits defied by geographical coordiates or by bearig ad distace shall be described usig the stadard ICAO format. Route portios betwee all these FRA poits shall be idicated by meas of DCT i accordace with ICAO Doc Flight Plaig Facilitatio Through the Use of DCTs The use of published FRA Horizotal etry poits with associated FRA Horizotal exit poits might be required i certai cases to facilitate flight plaig i FRA. This is especially valid i cases where oly limited combiatios of etry/exit poits are permitted withi FRA. Similarly, a umber of DCTs might ot be allowed for use by the airspace users. The publicatio of such DCTs will be esured at etwork level, through the RAD. For large scale applicatios of free route airspace, the flight pla distributio will eed to be esured to the appropriate ATC uits ad sectors, hece the importace of havig updated iformatio o active sector cofiguratios. I additio, the ATC uits, the airspace users ad NMOC will eed access to exactly the same iformatio, both for the iitial flight pla ad subsequet updates. The importace of completely up-to-date iformatio o the status of airspace reservatios is to be agai uderlied DCT Limits Existig limitatios o the DCTs (i distace ad for cross border DCTs) will eed to be reviewed. The curret DCT limits are applicable to a admiistrative airspace (FIR/UIR) which does ot always coicide with the operatioal airspace boudaries. I case of ATS delegatio, this prevets the creatio of a DCT coverig the complete operatioal airspace. The possibility of flight plaig DCT across two or more FIR/UIR boudaries shall be made available. Real-time updates of the airspace situatio with respect to both sector cofiguratios ad airspace reservatios will be required i order to offer the most updated ATFCM situatio at etwork/local levels Sector Cofiguratio Maagemet I areas where adjacet airspace is FRA, the volatility of the traffic flows will be higher tha today. This will require a larger umber of elemetary sectors, a larger umber of sector cofiguratios ad a more flexible ad dyamic adaptatio of the sector cofiguratio to the traffic demad/patter. Chages to sector cofiguratios will eed to be otified i real time to the Network Maager Operatios Cetre (NMOC) to eable optimum etwork maagemet actios. Appropriate procedures ad system support to eable this flexibility shall be required. System support shall be i place to better predict trajectories i a eviromet where trajectories will be more volatile tha i a fixed ATS route etwork. I additio, procedures eed to be defied to allow the Network Maager Operatios Cetre (NMOC), through collaborative decisio makig processes, to propose the most optimum cofiguratios, takig ito accout the expected traffic patter at etwork level. The States/ FABs/ANSPs shall iclude i the validatio, iter alia: Airspace orgaisatio; Procedures; Restrictios (Pa-Europea Aex ad Appedices - Icludig city pair level cappig, E-route ad Airfield DCT limits, Flight Profile Restrictios); Flight plaig aspects; Descriptio of military airspace ad civil/military procedures. (These characteristics ad defiitios are implemeted i CACD via the Restrictios model. A ew type of DCT restrictio is created - FRA DCT Restrictio) Military airspace: Descriptio of military areas ad of the procedures to be followed i case of active/ o-active areas. Esure that NM has all the iformatio ad that this iformatio cotiues to be delivered post implemetatio. STEP 4 Followig validatio of all data, there might be a eed to chage some of the publicatio data ad iformatio.
